7th Pay Commission DOPT Orders

I have been transferred and posted to National Dope Testing Laboratory (an autonomous body), New Delhi on 15.02.2017 from Railway service on deputation on public interest. I have not claimed reimbursement of tuition fee in favour of my child for the period from April, 2016 to March, 2017 in my parent department before taking relieving order . Whether I can claim reimbursement of tuition fee at my new organisation i. e. National Dope Testing Laboratory or I have to claim the same to my parent department i. e. Railway?

Why the departmental vacancy filled be upto 10% only. Becoz today’s every class iv employee is educated and had higher qualification. The ministry must change the rule and the departmental vacancy should be increased by 40%.
