Subject : Appraisal and Approval of all Public Funded Schemes / Sub-Schemes – reg.

Reference is invited to DoE OM No.24(35)/PF-11/2012 dated 5-8-2016 vide which financial powers have been delegated for appraising/approving all public funded schemes/projects. In terms of para 4(i) of the OM of even number, for initiating all new schemes/ sub-schemes , ‘in-principle’ approval will be taken from Department of Expenditure. It may be appreciated that in the wake of COVID-19 pandemic, there is an unprecedented demand on public financial resources, and a need to use resources prudently in accordance with emerging and changing priorities. However, many new proposals for ‘in-principle’ approval are being received from Ministries/Departments.

2. In view of the circumstances prevailing in the current financial year, the undersigned is directed to convey the following:-

i) No new proposal for a scheme/ sub-scheme , whether under delegated powers to Administrative Ministry including SFC proposals or through EFC should be initiated this year (FY 2020-21) except the proposals announced under the Pradhan Mantri Gareeb Kalyan Package, Atma Nirbhar Bharat Abhiyan package and any other special package/announcement. ‘In-principle’ approval for such schemes will not be given in this financial year.

ii) The initiation of new schemes already appraised/approved in Financial Year 2020-21 under the delegated powers of the Administrative Ministries including SFC proposals (schemes upto Rs. 500 Crore) (exception as mentioned in (i) above), will remain suspended for one year till 31st March, 2021 or till further orders whichever is earlier. This is applicable for those schemes as well, for which ‘in-principle’ approval has already been given by Department of Expenditure. A list of all such schemes (as per the enclosed proforma) may be sent to DoE by FAs of the Ministries/Departments by 30th June, 2020.

iii) The continuation of all existing schemes will be governed by the DoE OM No. 42(02)/PF- 11/2014 dated 10-01-2020 by which an interim extension for all the ongoing schemes has already been given till 31st March, 2021 or till the date of recommendations of 15th Finance Commission come into effect, whichever is earlier. This is applicable for all the schemes, whether under delegated powers to Administrative Ministries/ Departments, through SFC or through EFC which the Ministry/Department wants to continue without changing their scope, nature, coverage and without creating any additional posts. It has also been reiterated therein that continuation of all schemes would be based on an outcome review based on evaluation. The continuing schemes need to be appraised and approved further for the period of 2021-22 to 2025-26 after 15th Finance Commission recommendations are accepted and resource position of public exchequer is clear. This would also be depend upon the evaluation and the outcome review.

iv) No funds may be released for schemes which are not in strict conformity to the instructions given above and also in terms of DoE OM No. 24(35)/PF-11/2012 dated 05-08-2016 and No. 42(02)/PF-11/2014 dated 10-01-2020, nor should budgetary provisions be made available by re-appropriation to such schemes .

v) Any exception to the above guidelines shall require specific approval of the Department of Expenditure.

Subject: Recommendation of 7th Central Pay Commission – Grant of Conveyance Allowance at the revised rates to Central Health Service (CHS) working in Hospitals/ Dispensaries/ Stores in CGHS units under Central Government – regarding.

The undersigned is directed to say that the recommendation of 7th Central Pay Commission regarding revision of rates of Conveyance Allowance admissible to Central Health Services (CHS) doctors working in Hospitals/Dispensaries/Stores in CGHS units under Central Government have been under consideration of the Government for some time in consultation with the Department’of Expenditure, Ministry of Finance.

2. The Competent Authority has decided that the Conveyance Allowance to Central Health Services (CHS) doctors may be started as per rates mentioned in the DoE’s OM No 19039/03/2017-E. IV dated 19th July, 2017, The copy of the same is enclosed for ready reference.

3. These orders are issued in supersession of all the earlier. orders on the subject including order No. Z 15025/DIR/CGHS/ Conveyance/JACSDO/2017/174452 dated 02.02.2018 issued by Directorate General of CGHS.

4. This issues with the concurrence of Department of Expenditure vide their ID No. A-27023/1/2017/E.II B/7th CPC dated 13.03.2019

Consequent to the recommendations of the 7th Central Pay Commission, the Ministry or Health & Family Welfare, vide their O.M. No.A-45012/04/2017-CHS-V (Pt.) dated 9th April, 2019 (copy enclosed), have decided in consultation with Ministry of Finance that revised rates of Conveyance Allowance admissible to Central Health Service Doctors working under the Central Health Service may be granted as per the rates mentioned in the DOE’s OM No. 1903903/2017-E.IV dated 19th July, 2017 (circulated vide Board’s letter No. F(E)/2017/AL-4/3 dated 10.08.2017). MoH&FW’s O.M. dated 9th April, 2019 shall apply mutatis-mutandis to Railway Medical Officers also.

2. These orders are issued in supersession of all earlier orders including Board’s letter of even number dated 29.08.2018.

Subject: Online trainings for teachers on DIKSHA platform

Dear Principal,

With the unprecedented crisis due to the spread of Covid-19, learning has been impacted in multiple ways. However, it has also provided an opportunity for leveraging technology to ensure continuity of learning and development of our students and teachers. In pursuance of the same, CBSE launches its online training courses on DIKSHA platform for capacity building of its teachers based on select CBSE training manuals and NCERT’s NISHTHA modules. Teachers can register themselves on DIKSHA and complete the training courses. The training calendar for the upcoming online trainings on DIKSHA is attached as Annexure A. More courses will be launched in the coming months and intimation for the same will be shared by CBSE with you.

Two courses ‘Pedagogy of Environmental Studies’ and ‘Health and Well-being in Schools’ have been launched today. Teachers who successfully complete the trainings will be able to download their digital certificates on DIKSHA starting from 15th June 2020.

Sir/ Madam,

I am to convey that Hqrs. Office has received numerous requests from various Regional Offices/ESIC Institutions over a time for condonation with respect to eligibility of ESI Beneficaries who have been referred and the treatment was rendered by the tie-up hospital but later were found ineligible at the ESIC IP portal while making payment.

The issue has been viewed seriously by Director General and it has been directed that:

1. Respective Referring Authorities of ESI Institutions have to mandatorily check the eligibility criteria of the beneficiary/dependent before issuance of a referral letter. It is to be ensured that no such beneficiary/dependent may be referred to the tie-up hospitals whose eligibility credentials are not fulfilled on the IP eligibility portal.

2. Respective Competent Authorities have to ensure that the directions and guidelines such as eligibility criteria, referrals, etc issued from Hqrs. Office from time to time shall be intimated and incorporated in the MoU’s signed with the tie-up hospitals for strict adherence.

3. Tie-up hospitals at their end also have to check and ensure the eligibility criteria for the Beneficiary/Dependent for Whom the referral has been generated. In case of missing information/unfulfillment of entitlement criteria in r/o the beneficiary/dependent, the respective Competent Authority to be contacted before commencement of treatment. In case ESI beneficiary is referred to tie up hospital and found to be ineligible then it will be the responsibility of referring unit to make payment or the amount paid by Regional Office shall be deducted from on account payment of referring State.

4. Further, respective Competent Authorities are directed to examine and report above cases (if any) to Hqrs. Office along with the preventive measures been taken in this regard.

This is issued with the approval of Competent Authority.

Further to instructions and guidelines as contained in Office Order Nos 33, 38, 39 & 40 of 2020, enclosed is an OM No. 11013/9/2014-Estt.A.III dated 5.6.2020 by Ministry of Personnel, Public Grievances and Pensions, DOP&T, containing. additional guidelines/instructions on social distancing norms and health and hygiene practices to be strictly adhered to by all Officials.

2. Specific attention in this connection is invited to paras 3 & 4 of Annexure to DOP&T’s aforesaid OM dated 5.6.2020, Annexure-I & I/1 of Office Order No. 39 of 2020 and paras 2 & 3 of Office Order No. 40 of 2020 for guidance of all officials.

ESIC : Moratorium on rotational transfers of officers / staff in view of COVID-19

ESIC

Moratorium on rotational transfers of officers /staff in view of COVID-19 pandemic-regarding.

In view of the extraordinary situation prevailing in the country due to outbreak of COVID-19 Pandemic causing serious disruptions in the life, it would not be appropriate to dislocate officers/staff of ESI Corporation for one year. It has, therefore, been decided that:

1. No rotational transfers of officers/ officials in different grades (Group ‘A’, ‘B’ and ‘C’) be carried till 30.04.2021.

2. The exception to this moratorium on rotational transfers, would, however, be administrative reasons to fill up any vacancy due to promotion/retirement and consideration of requests by officers/staff on compassionate grounds i.e. medical emergency with self or family members etc with general principles that minimum dislocation is caused to the officers/officials while deciding postings on promotion.

3. Transfers being made on personal request and on compassionate ground will be without any cost to the government i.e. no transfer grants/transfer allowance/travelling allowance/daily allowance would be paid to the officers/staff who have been transferred on their own request.

4. The transfer to be made in the above categories i.e. Para 2 would be recommended by the Transfer Committee.

This is in compliance to directions received from Government of India and meets approval of competent authority. All the immediate cadre controlling authorities are advised to circulate 86 bring contents of this O.M. to knowledge of all the concerned of their respective units.

New Delhi, the 5th March, 2020

G.S.R. 157(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Posts Postman and Mail Guard (Group C post) Recruitment Rules 2018, namely:-

1. Short title and commencement.–

(1) These rules may be called the Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment (Amendment) Rules 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment Rules, 2018, in the SCHEDULE,–

(A) in serial number 1 relating to the post of Postman, under column (7), for the existing entries, the following entries shall be substituted, namely:-

(a) 12th standard pass from a recognised Board;

(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.

The candidate shall also possess the following, namely:-

(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language upto 10th standard.

(ii) knowledge of working on computer.

Note 1: The local language of a Postal Circle or Division shall be published by the Department of Posts.

Note 2: The person appointed to the post of Postman shall acquire a driving licence to drive two wheeler or three wheeler or light motor vehicle within a period of two years from the date of his appointment. However, persons with disability shall be exempted from the requirement of driving licence.

Note 3: A candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.”;

(B) in serial number 2 relating to the post of Mail Guard, under column (7), for the existing entries, the following entries shall be substituted, namely:

(a) 12th standard pass from a recognised Board;

(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.

The candidate shall also possess the following, namely:-

(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language up to 10th standard;

Sub: On-line Pre-selection Training to SC/ST Candidates for Selections held for promotion to Group ‘B’ posts.

Ref.: Board’s letter no.E(GP)2010/2/39 dt.28/08/2019.

Recently, a reference has been received from one of the Zonal Railways for imparting online Pre-Selection Training to reserved category candidates appearing in the Selections for promotion to Group ‘B’ posts in view of the Covid-19 pandemic where it is difficult to organize institutional training while maintaining social distancing and other covid-19 related measures. The matter has been examined in consultation with Training and Reservation directorates and herein it is advised that the issue may be decided after consulting the Zonal Executive Committee of All India SC & ST Railway Employees’ Association (AISCSTREA).

2. Further, as has been mentioned in Board’s aforementioned letter, the course content, design and module of the Pre-Selection Training may be the decided by the PHOD of the concerned department.
