Subject: Continuation of ad-hoc appointment in the grade of UDCs of CSCS -reg.

The undersigned is directed to refer to this Department’s O.M of even number dated 9th January, 2015 on the subject mentioned above, vide which Cadre Units were permitted to continue ad-hoc appointments in the grade of UDCs up to 30.06.2015. Further continuance of these appointments has been reviewed in this Department and it has been decided that the period of the ad- hoc appointment of those LDCs of CSCS who are working as UDCs of CSCS on ad-hoc basis may be extended upto 31.12.2015 or till they are appointed on regular basis, whichever is earlier.

2. Continuance of ad-hoc appointment shall not confer on the appointees any right to continue in UDC Grade indefinitely or for inclusion in the Select List of UDC of CSCS or to claim seniority in UDC Grade of CSCS.

3. Other terms and conditions mentioned in the relevant OMs will remain unchanged.

4. Copies of the order along with the details of the officials (date of birth, date of Joining, Rank No., Select List Year, etc.) may be endorsed to this Department for record.

Subject: Requirement of taking prior permission for leaving station/headquarters for going abroad while on leave.

Undersigned is directed to refer to the Office Memoranda mentioned in the margin and to say that as per the existing instructions, when Government servant applies for leave for going abroad on a private visit, separately prior permission of the Competent authority for such visit is also required. While granting such permission, many factors are required to be kept in view. For example, permission may be denied in the interest of security. Individuals facing investigation/inquiry on serious charges, who may try to evade apprehension by police authorities, or facing the inquiry, may also not be permitted to leave the country. On the other hand, it is also desirable that requests of Government servants for such permission are dealt with expeditiously.

2. Keeping the above in view, it has been decided that requests for permission for private visits abroad may be processed in the attached formats. As clarified vide the OM dated rt September, 2008, the competent authority for granting permission will be as per instructions issued by the Cadre Authority/administrative Ministry/Department. In the absence of any such instructions, it is the leave sanctioning authority. In case due to specific nature of work in a Department, administrative exigencies, or some adverse factors against the Government servant etc., it is not expedient to grant permission to the Govertunent servant, such decision for refusal should not be taken below the level of Head of Department. It may be ensured that the decisions are conveyed to the Government servants within
15 days of receipt of complete application. Any lacunae in the application should be brought to the notice of the Government servant within one week of the receipt of the application.

3. If in case some modifications are considered necessary due to specialised nature of work handled by any organisation, changes may be made with the approval of this Department.

Consumer Price Index for Industrial Workers (CPI-IW) – May, 2015

The All-India CPI-IW for May, 2015 increased by 2 points and pegged at 258 (two hundred and fifty eight). On 1-month percentage change, it increased by (+) 0.78 per cent between April, 2015 and May, 2015 when compared with the increase of (+) 0.83 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.96 percentage points to the total change. At item level, Rice, Arhar Dal, Gram Dal, Masur Dal, Moong Dal, Urd Dal, Groundnut Oil, Mustard Oil, Fish Fresh, Goat Meat, Poultry (Chicken). Onion, Vegetable items, Electricity Charges, Petrol, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was restricted by Wheat. Wheat Atta. Gourd, Torai, Lady’s Finger, Mango, Sugar, Bus Fare, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-1W stood at 5.74 per cent for May, 2015 as compared to 5.79 per cent for the previous month and 7.02 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.99 per cent against 5.68 per cent of the previous month and 7.66 per cent during the corresponding month of the previous year.

At centre level, Mercara, Bokaro, Coonoor, Belgaum and Madurai reported the highest increase of 8 points each followed by Tiruchirapally (7 points). Among others. 6 points increase was observed in 4 centres. S points in 5 centres. 4 points in 12 centres, 3 points in 9 centres. 2 points in 10 centres and 1 point in 15 centres. On the contrary, Srinagar and Rangapara Tezpur centres recorded a maximum decrease of 3 points each followed by Darjeeting (2 points). Among others. 1 point decrease was observed in 4 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 37 centres are above All India Index and other 40 centres’ indices are below national average. The index of Tiruchirapally is at par with all-India index.

The next index of CPI-IW for the month of June, 2015 will be released on Friday. 31st July. 2015. The same will also be available on the office website www.Iabourbureau.gov. in.

In view of non-availability of regular staff for filling up of posts in para-medical categories as yet and with a view to avoid disruption of medical facilities, it has been decided by the Board to extend the above scheme of filling up of posts in para-medical categories in Group ‘C’ on contract basis beyond 30.6.2015 for one year i.e. up to 30.6.2016, on the terms and conditions as stipulated vide Board’s letter of even number dated 25.06.2014.lt must be ensured that suitable break is invariably given between successive contracts. Efforts may also be made to appoint fresh candidates for the above contract. The further extension of para-medical staff would be subject to the condition that contractual staff be discharged immediately on joining of Railway Recruitment Board (RRB) selected candidates.

2. This issues with the concurrence of Finance Directorate of the Ministry of Railways (Railway Board).

Subject: Grant of age concession to the Persons with Disabilities suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy for direct recruitment to civil posts/services under the Central Government.

The undersigned is directed to say that the following age concessions have been provided to physically handicapped persons for recruitment under the Central Government:

(i) Provision of ten years concession in upper age limit for Group C and D posts filled through employment exchanges issued vide 0.M.No.15012/6/77-Estt.(D) dated 28.1.1978;

(ii) Provision of five years’ concession in upper age limit (10 years for SC/ST, 8 years for OBC) for recruitment to Group ‘A’ and ‘B’ posts otherwise than through Open Competitive Examination issued vide 0.M.No.15012/5/92-Estt.(D) dated 27.7.1995; and

(iii) Provision of ten years concession in upper age limit (15 years for SC/ST, 13 years for OBC) for recruitment to Group A,B,C and D Civil Posts/Services filled through Open Competitive Examination issued vide 0.M.No.43019/28/86-Estt.(D) dated 1.2.1999.

2. The question of prescribing uniform age-concession for direct recruitment to all Civil Posts/Services under the Central Government has since been examined and in supersession of the 0Ms referred to at (i), (ii) and (iii) above, the following has been decided:

(i) Age relaxation of 10 years (15 years for SC/ST and 13 years for OBC candidates) in upper age limit shall be allowed to persons suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy in case of direct recruitment to all civil posts/services under the Central Government identified suitable to be held by persons with such disabilities, subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.

(ii) The age concession to the persons with disabilities shall be admissible irrespective of the fact whether the post is reserved for person with disabilities or not, provided the post is identified suitable for the relevant category of disability. This provision will not apply to the Civil Services Examination, in respect of which the List of Services Identified suitable for Physically Disabled Category along with’ the Physical Requirements and Functional Classifications is notified separately.

(iii) Relaxation of age limit would be permissible to such persons who have a minimum of 40% disability.

(iv) The definitions of above categories of disabilities, for the purpose of age relaxation, will be same as given in this Department’s O.M. No.36035/3/2004-Estt(Reservation) dated 29th December 2005.

(v) If a person with disability is entitled to age concession by virtue of being a Central Government employee, concession to him/her will be admissible either as a ‘person with disability’ or as a ‘Central Government employee’ whichever may be more beneficial to him/her. This provision will not apply to the Civil Services Examination, which is governed by the Civil Services Examination Rules, published annually.

(vi) Provisions of this O.M. will not be applicable to a post/service for which other specific provision regarding age relaxation is made by notification.

3. The Ministries/Departments are advised to ensure invariably that while sending the requisition to the UPSC/SSC and other recruitment agencies for direct recruitment posts by selection, they should clearly mention in the requisition the category of person(s) with disabilities suitable for the post(s) in question. No change or modification in identified post(s) for physically disabled persons with respect to an Examination, intimated after the Notification of that Examination, shall be acceptable.

4. These instructions come into effect from the date of their issue.

(a) Eligibility of an officer for Government accommodation shall be determined as per the Grade Pay of such officer in his present post held in the Government of India,

(b) Date of priority in respect of lower type accommodation i.e. Type-I to TypeIV shall be the date of joining the service in the Government of India.

(c) The inter-se seniority for the higher type accommodation shall be considered on the basis of following principles, namely:

(i) Firstly the Grade Pay of the Officer;

(ii) Secondly the priority dates within the same Grade-Pay. In this case the priority date shall be the date from which the applicant continuously drawing his existing Grade Pay.;

(iii) Where the priority date of two or more officers is the same, the inter-se seniority of the officers shall be determined on the basis of the basic pay i.e. the officer who have a higher pay shall be senior in the waiting list;

(iv) Where the priority date and the basic pay of two or more officers are the same, the earlier date of joining in the service of the Government of India shall be the next determining principle of inter-se seniority.

(v) where the priority date, basic pay and the date of joining in the service of the Government of India of two or more officers are the same, the officers retiring earlier may be accorded higher priority over the officer retiring later.

(d) The principle of determining the inter-se seniority of two or more officers as specified in sub-clause (ii) of clause (c) shall be implemented from the 1st January 2010.

(e) where Type-V and Type VI accommodation has not been classified as Type V-A and type V-B and type-VI-A and type-VI-B respectively, all the officers eligible for type –V shall be grouped together and similarly those eligible for type –VI shall also be grouped together,

(f) in the case of Secretaries to the Government of India and Additional Secretaries to the Government of India, the date of joining in the Government of India at Delhi shall determine their inter-se seniority subject to condition that no junior batch officer of the same service shall get priority over his senior batch officer. Where the date of joining is the same, the date of retirement shall determine their inter-se seniority on the principle that the eqrlier date of joing the Government of India, irrespective of the poace of posting and service/batch seniority, shall determine the inter-se seniority.

(g) officer entitled for Type-V and above accommodation shall also be eligible to apply for accommodation below entitlement subject to the condition that such accommodation shall not be below type-IV Special accommodation,

It has been decided by the competent authority that allotment of type VII and type VIII house will be made by the Minister of Urban Development keeping in view the functional necessity, criticality/sensitivity of the post held, urgency in requirement of houses by the eligible high dignitar8es and such allotments would not entail imposition of any enhanced rate of licence fee upon allottees which are working on very sensitive posts having lot of responsibility on behalf of the Government. Sub : Forwarding of applications for deputation.

The issue regarding laying down a policy on forwarding of applications for proceeding on deputation received from filed offices in the case of AAOs, PAO/Sr.AOs has been engaging the attention of this office for quite some time. In order to ensure transparency and uniformity and also keeping in view the prevailing vacancy position in the grade of AAO, the following decisions have been arrived at:

(1) An AAO to be considered for deputation has to render a minimum service of 8 years as AAO on the date of application for deputation.

(2) In the case of AAOs who are in the zone of consideration for promotion as PAO, their applications will be sent with a rider that they should complete the full term of deputation. In case they seek premature reversion, then, they shall be liable for posting wherever vacancy exists and cannot insist on posting at station where they served last.

(3) In respect of AAOs & PAOs posted outside their station on promotion and have joined the new station, they will have to complete at least half of the tenure at outstation as stipulated in the “Transfer Policy” before they can be considered for deputation.

(4) In respect of Sr.AOs all applications received will be considered, provided if they are found otherwise suitable for deputation.

(5) As regards terms of deputation, upper age limit for proceeding on deputation, tenure of deputation, extension of deputation, regulation pay on deputation, grant of NBR etc standing nstructions of DoP&T as amended from time to time shall continue to apply.

(6) Apart from the above, in case any borrowing authority requests for nomination from CCAS, and no volunteer fulfilling the above criteria is available, then the competent authority can open it up for others with some relaxed conditions. Such relaxations whenever decided on case to case basis will be put on public domain for all concerned to see and comply.

Stoppage of Fixed Medical Allowance being paid to the CG employees working in the interior/remote areas

Subject: Stoppage of Fixed Medical Allowance (FMA) being paid to the Central Government employees working in the interior/remote areas and their governance under CS(MA) Rules, 1944.

Reference is invited to OM No.S-14020/1/88-MS dated 17.07.1990 in which fixed medical allowance to the tune of Rs.25/- per month was granted to employee working in the interior/remote areas where no Authorized Medical Attendant was available within a radius of 5 kms, which was subsequently revised to the tune of Rs.100/- per month vide OM F.No.14025/33/98-MS dated 18.01.1999.

2. On receiving a proposal from Ministry of Defence on the issue of medical reimbursement to employees who are in receipt of Fixed Medical Allowance, the matter was examined in the Ministry in consultation with Department of Expenditure and Department of Personnel & Training.

3. It has now been decided to stop the above mentioned Fixed Medical Allowance. Henceforth, the Central Government employees residing in interior/remote areas will be governed by the extant rules as laid down under CS(MA) Rules, 1944.

4. This O.M. will be effective from the date of issue. After issuance of this OM, the above mentioned O.Ms i.e. O.M. No.S-14020/1/88-MS dated 17.07.1990 and O.M. F.No.14025/33/98-MS dated 18.01.1999, stand withdrawn.

5. This issues with the concurrence of the Department of Personnel & Training and Department of Expenditure.

How to transfer from Swavalamban scheme to Atal Pension Yojana

All Subscribers of Swavalamban scheme between 18-40 years of age can opt to migrate to Atal Pension Yojana* (APY) through their bank account.

  • Swavalamban scheme subscribers between 18 to 40 years of age may approach their bank branches to submit the APY application along with PRAN card for migration to APY.
  • The subscribers’ PRAN issued under Swavalamban scheme would continue to be retained in APY and new PRAN will not be issued.
  • Swavalamban scheme Subscribers without bank account will have to open a bank account and simultaneously submit the request for migration from Swavalamban to the APY to the bank.

*APY provides guaranteed minimum pension of Rs 1000-5000 to the subscriber after 60 years. The spouse also gets minimum assured pension after subscriber’s death and the indicative pension wealth of Rs 1.70 – 8.50 lacs is returned to the nominee upon death of subscriber and spouse

Atal Pension Yojana – Benefits & Features

ATAL PENSION YOJANA – BENEFITS AND FEATURES

1. Anybody in the age group of 18-40 years can join !!
2. You can choose your pension plan from Rs 1,000/- to Rs 5,000/- per month.
3. Your contribution depends on your age and the pension plan you choose!
4. You can be a member of any existing PF/Pension scheme such as EPF/PPF/Govt. pension and still join APY!
5. You can be an Income tax payer and still join APY.
6. For (4) and (5) above, Govt. Co-contribution is not available but Govt. guarantee for pension will be available!
7. Govt. Co-contribution of 50% of subscribers’ contribution or Rs 1,000/- per annum, whichever is lower will be available for five years only to subscribers joining by 31st December 2015.
