OFFICE MEMORANDUM
Subject: – Clarification on Children Education Allowance.
The undersigned is directed to refer to DOP&T O.M. No. 12011/03/2008- Estt(Allowance) dated 02-09-2008 and clarificatory OM No.12011/16/2009- Estt.(AL) dated 13.11.2009 on the Children Education Allowance(CEA) Scheme, this Department has been receiving references from various Departments seeking further clarifications. The doubts raised are clarified as under:
1) whether Children Education Allowance would be admissible beyond two children due to failure of sterilization operation.

The reimbursement of Children Education Allowance is admissible only for the first child born after failure of sterilization operation. |
(ii) whether the admissible amount per annum per child (annual ceiling of Rs.15000/-) on account of CEA can be reimbursed in full in the first quarter of the financial/academic year itself. | (i) It is clarified that a Government servant is allowed to get 50% of the total amount subject to the over all annual ceiling in the first quarter and the remaining amount in third and or fourth quarter . Frontloading of the entire amount in the first and second quarters is not allowed. (ii) A Government servant can claim full amount subject to the annual ceiling of Rs.15000/- in the last quarter. |

If the husband is Central Government Employee, and in case there is dispute between the husband & wife, can a wife claim education allowance for child. Also there is case for domestic violence pending before JMFC & order for interim maintenance has been passed.
Sir, the condition of two eldest children for CEA allowance is illogical and harassment of the senior govt employees. It should be waive off so that the younger children of the senior employees may also be entitled for CEA. I hope that concerned official will consider it sympathetically and issue its clarification.
Whether session fee charged by the school is reimbursable
Yes Dear Mrs Meena Kumari, You are entitled for the exemption of Fee charged under the head “Tuition fee” u/s 80c of IT Act. It got nothing to do with CEA.

I am a govt employee. I have two childrens, one is studying in MSC and second is studying in BSC for the both of them educational expenditure such as fees and travel expences, lunch,dinner,lodging etc. i am withdrawing money from GPF and loan taking from employees credit society. Why the chldren education allowance is not appliable to beyond XIIth school ? What are the another sources to get the respective expenditure ? Can any body solve my problem like all the govt employees?
good evening, i reimbursed CEA an amount of rs.12000/-, upto march 2011, for first 3 quarters i got rs.9000/- remaining rs.3000/- got in march 2011 (actual bill amount is rs.rs.6000/- which has been paid in december 2010). Can it get difference (allowances have increased 25%)amount of rs.750/- for last quarter from january 2011 to march 2011?
I am teacher(TGT) in Delhi Govt.school.I have received CHILD EDUCATION ALLOWANCE of Rs.13500/-in this current FY2011-12.I have paid tution fee of Rs.45000/-in this F.Y.2011-12 on my two children’s school fee.Please clarify whether I can take tution fee exemption under section 80c of Income tax.
