Sir, I am selected by UPSC as Research Officer for ministry of water resources. in this connection i would like to seek few clarifications. the essential qualification for the post was m.sc. in physics, desirable qualifications was (i) ph.d. in physics, (ii) research experience. pay scale 15,600 – 39,100; grade pay – 5,400/-. if my knowledge goes well as m.sc. is essential qualification, the min. pay would be as announced. my doubt: is there any scope for additional increments giving credits to desirable qualifications held by the candidate, if so the candidate can have anything to say in this context..Please clarifiy

    I am a central govt pensioner.I am on a visit to my son’s family in Australia.Every pensioner is required to submit the life certificate in the bank, in November, every year.Can this be done while I am in Australia ? I will be back to India in January 2014. Please guide. Thanks

  3. I joined Central Government department on 7.1.99 as LDC. After serving for more than 13 yrs, I was selected and joined as PGT (Comp. Sc.) in Navodaya Vidyalaya (Autonomous organisation) on 16.8.2012, I technically resigned from the post of UDC from my parent cadre and I was granted lien in my relieving orders by my parent cadre.

    But in March 2013, when I tried to exercise my lien, a corrigendum letter was issued that by mistake I was granted lien and the same is withdrawn.

    My query is whether the action of my parent department is right or do I have any hope of returning back to my parent cadre.

    my brother joined in punjab national bank as single window operator ‘A’ in the year 2011; Later he cleared State bank of india exam and got selection in same grade in 2013. In his previous department he was allotted PRAN number by NSDL. As he thought it would be difficult to get NOC from PNB he had not intimated about his appearance in SBI interview. Now he got job in SBI. he feel that Whether his new department will trace the fact while allotment of PRAN number? If yes, what should be done in this regard? Please advice.

  5. Following are the facts and circumstances from which I have been suffering from. Sir, Kindly guide me what should I do ?
    I, Barun Kumar sinha joined office of the Sr. DAG(A&E) as on 10.07.2003 to the post of clerk (Rs.3050-4590/-). My basic pay as on 1.1.2006 was Rs.3200/- with DNI 01.07.2006. I was promoted to the post of Accountant w.e.f. 25.05.2007 (Rs.4500-7000/-). I also rendered my service as an ex-cadre post of DEO (Rs.4000-6000) w.e.f 22.02.2006 to 24.05.2007 in the same office. I passed SAS(Audit) exam-2010 and joined O/o the PAG(Audit), w.e.f. 11.05.2011 to the post of Asstt. Audit officer. I rendered my service as Accountant in the office of A.G (A&E) at other station on deputation basis w.e.f 02.09.2010 to 10.05.2011.
    (A) Against my option (01.01.2006) under 6th CPC the office (Sr. DAG(A&E), fixed my pay erroneously as follows:

    01.01.2006 6060+1900 (clerk pay w.r.t Rs.3200 in fitment table)PB-I
    22.02.2006 7440+2400 (DEO pay w.r.t Rs.4000 in fitment table) ex-cadre post

    (B) And, the office rectified the error committed at official side on being questioned by office of the PAG(Audit), Jharkhand, Ranchi and re-fixed vide letter dated-14.08.2012 the pay as follows:

    25.05.2007 Rs.8370/- + Rs.2800/- +120/-(PB-I) 6th CPC
    01.07.2008 Rs.8710/- + Rs.2800/-+120/-
    01.07.2009 Rs.9060/- + Rs.2800/-+120/-
    01.07.2010 Rs.9420/- + Rs.2800/- +120/-(LPC tallies)
    11.05.2011 9420+4800+120+160
    01.07.2011 10450+4800 (pay to be fixed with option as on DNI)

    As can be seen that there is a shortfall of Rs.1180/-( i.e. Rs.10910 – Rs.9730) w.e.f 1.7.2012 in my basic pay only and which would lead a constant fall (recurring fall) in future addition of annual increments.
    I had already requested both the offices to change my option from 1.1.2006 to 25.5.2007, but they turned down my request and ordered for recovery of excess drawn of pay w.e.f 22.02.2006 to till date and the same has already been affected.
    Due to non-recommendation of any minimum stage of pay in any PB w.r.t the grade pays under 6th CPC, the promotees have no way to get the pay at par with the direct rectuitees on the same post/ grade pay and at the same time denial of change of option in the circumstances as mentioned above (for none of my fault) deepens the sorrow and mental agony from which I and my family are passing through.
    (D) “If any irregularity in fixation of pay done by the office against the option furnished by the Govt. servant is brought into the notice, the official concerned may be asked to furnish a fresh option before rectification of the error, especially when the Govt. servant is at loss on such rectification and such loss, if any, may be compensated up to some extent in change of option, if any.

  6. With due respect, I would like to bring to your knowledge that undersigned was sanction Paternity Leave from 5/4/10 to 12/4/10 for 8 days by the Director(Sports Authority of India vide Lt No. I/PF/476/SAI/NSWC/2010/1555 dt. 03/05/10subject to clarification from Swamy’s Publication, Chennai.

    The fact of the matter is, my first marriage was dissolved with mutual consent having a son which is in custody of my first wife. No paternity leave has been availed for the same earlier.

    In my second marriage, I have two daughters. I have availed paternity for the first daughter w.e.f 16/1/07 to 30/1/07 and now applied for paternity leave for the birth of my second daughter w.e.f.5/4/10 to 12/4/10 for 8 days which has been sanctioned provisionally subject to clarification from Swamy’s Publication, Chennai. The same is pending since last three years & no clarification received form Swamy’s Publication, Chennai till date.

    Thereafter a representation given in this regard to the Director, SAI, vides Lt. No. Nil dt. 24/8/12. The matter was referred to Head office vide Lt. No. I/PF/476/SAI/NSWC/2012/5733 dt. 26/9/12 (

    Hence, I request your good self to kindly guide my in regard to my entitlements in regard to my two daughters, wheather they are entitled for tutions fees, meidcal facilities etc

  7. When an employee got a transfer . He goes to the new place alone. How much percentage of transfer ta is entitled by him. Please give me the necessary order.

  8. Dear sir, please clarify whether ex service man can draw two dearness allowances i.e. one dearness allowance on his pension from defence and another dearness allowance on the basic pay from his re-employer (a Govt. organisation/PSU) as direct recriut without pay protection.

  10. I,Harphool Singh took the VRS on 23/1/2009 from central govt i.e BRO/GREF. My Final GPF settlement have been passed up to my VRS.Where as payment authority to release GPF was issued on 21/4/2010 i.e. after 15 months of VRS.
    Now let me clarify weather I am entitled for the interest of 15 months because of my GPF was held with Govt up to 21/4/2010.

  11. i am a railway accounts assistant deprived from the promotion of SO(A) since 2008 as my answer script has been refused to reassessed by the rly bd on the ples that there is no provision, but there is no restriction in rly code regarding reassessment. my appeal to FC/RB has not been forwarded by eastern railway administration but when getting no other alternative i approached to the hon`ble rly minister then er admn has asked for an explanation though ithink there is provision of approach the minister if lower authority denies to forward my application . i do not know how i will get my due legitimate promotion would you kindly help me?

    I have joined NDV with 4000-6000 on 01-may-1987,
    got 1st ACP 5000-8000 ON 01-MAY-2000. I.E 4200 GRADE PAY
    Tendered Technical resignation to the post and joined 5500-9000 scale in the same organisation on 03 Jul 07.
    At the time of Technical resignation I was holding a grade pay of 4200 in my past post.
    After joining the new post on 03 jul 07 i was given 4200 grade pay again.
    In totality I am in the same grade pay of 4200 since 01-may-2000 without any break in service in the same oraganisation under central govt.
    Am I eligible for 2nd MACP wef Aug 2008?

    Sir, kindly advice me whether the above rates are admissible for re-imbursement for Centre Govt. employees, if not the actual admissible amount may be mentioned.

    If a central government employees (CGE) who is appointed on 12.04.1983 in the pay scale of Rs.5,000 – 8,000, completing 24 years of service on 12.04.2007 and is allowed 2nd ACP in the grade pay of Rs. 6,600/- {as per the example/clarification No. 27 (ii) in the Frequently Asked Questions (FAQs) on MACPS issued by the DoPT on 28th August 2012, thus making him/her eligible to get 3rd MACPS, on completing 30 years service, to the grade pay of Rs. 7,600/- because there is no other grade pay in between Rs. 6,600/- & Rs. 7,600/-. Then why not a CGE who was appointed in the pay scale of Rs.5,500 – 9,000/- and got 2nd ACP, on completing 24 years service prior to 01.09.2008, in the grade pay of Rs. 6,600/- is not given/allowed to get 3rd MACPS, on completing 30 years of service to the grade pay of Rs. 7,600/-

    Sir,
    I am a direct recruit Assistant since June 29, 1974. I was promoted as Section Officer in 1991. After completion of 24 years of service I was granted 2nd ACP in the pay scale of Rs.10,000-Rs.15,600 (Now PB-3 with a grade pay of Rs.6,600/-) with effect from 9.8.1999. I did not derive any benefit (notional or actual) from NFS which was introduced with effect from 03.10.2003, in which SOs with 4 years of service got pay scale of Rs.8,000-Rs.13,500. Hence, NFS is not applicable to me as I was drawing a higher pay (Rs.10,000/-) in a higher pay scale (Rs.10,000-Rs.15,600) from an earlier date (9.8.1999). Please confirm that I am eligible for 3rd MACP, effective from 01.09.2008, in the PB-3 of Rs.15,600-Rs.39,100 with a grade pay of Rs.7,600/- in terms of DOPT’s circular No.35034/3/2008-Estt.(D) dated 9.9.2010. Kindly clarify/reply early. Thanks,

  17. Sir,
    I joined as direct recruit LDC in October, 1994 and has not received any promotion till date i.e. up to September 2012 and still working as LDC in the Central Government Ministry. During 2004, a major penalty was imposed on me (my basic pay was stepped down by 3 increments and i was not allowed to earn increments for the next 5 years i.e. upto 2008). After penalty period is expired, I am getting my increments regularly.
    My question is : Is I am eligible for MACP and also for regular promotion? For getting these, what steps should be taken?
    I shall be very thankful if you please advise me in the matter.

  18. I am a Central Govt officer and in working PB 3 capacity would like to know that are we allowed to have reimbursement of helicopter services fair when on LTC to Vaishno Devi, J&K?
