Subject:- Rate of Dearness Allowance applicable w.e.f.1.7.2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission
Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.
2. The above rate, however, is not applicable to those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC’s recommendations or to those whose pay and allowances had not been revised, for different reasons.
3. Further, as the recommendations of 7th CPC have not been made applicable to the employees of Central Autonomous Bodies as of now, they continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations. Therefore, the above rate of DA is also not applicable to these employees also.
4.The rate of DA w.e.f.01,01.2016 for Central Government employees and employees of Central Autonomous Bodies in pre-revised scale of pay, were issued by Department of Expenditure vide O.M.No. 1J1/2016-E.II(B) dated 7th April, 2016.
5. Accordingly, the rate of DA admissible to employees of Central Government and Central Autonomous Bodies who continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f.01.07.2016.
6. The contents of this Office Memorandum may also be brought to the notice of the Organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Sorry to tell it is very much injustice towards the pensions of autonomous body central govt.atleast DA should be given as the price hike due to implementation everything even medicines very costly what to do helpless old people

No pay commission, no Dr and now from July no pension to retired pensioners of K V S. Really ridiculous. Kya retired pensioners of autonomous have no needs, no responsibilities, rather no right to be alive in the BJP Sarkar.
Why even after coming to know about the omision of mentioning the “pensioners” in the afore mentioned order is whether inadvertant or deliberate can be gauged as of now no rectification has been issued. This is a deliberate attempt to harass the pensioners of autonomous bodies and if otherwise action should be taken against those who is responsible.
The order of DR/DA to the pensioners of autonomous organization w.e.f. 01.07.2016 not yet been declared by the government till date. The pensioners are drawing their pension at the old rate of last one year i.e. 125%. How many months/year we the poor paid pensioners have to wait for DA/DR. Please think about us seriously.
When will the orders be issued for Dearness Relief for the Pensioners of Autoomous Bodies wef 01.07.2016, as their pay scales have not been revised as per 7th CPC. They are still receiving Pension and Dearness Relief as per 6th CPC.

Arrears of 7th CPC not yet paid to Pensioners of Autonomous bodies.. DA increase from Jul 16 and Jan 17 still not paid. When will the Pensioners get these payments?
What is this?
(1) 7th CPC has been given to Central Govt employees but not to Autonomous bodies.
(2) DA, given to Central Govt and Autonomous bodies’ employee’s wef 1.7.2016 but DR not given to Autonomous bodies pensioners.
This is the first govt after the independence of India that is treating its employees with different yard sticks. Perhaps our Hon’ble PM is not aware of this.

I cant understand why dr order not issed to automonus pensioners.this is first time govt.not issuing the order.what govt want to show.

Govt. has not given the 7th Pay Commison to retired persons of Autonomous bodies nor givng enhanced DA .W.E.F. 1.7.16 to the pensioners of automnomous bodies.What is the reasons . It is requested to clear the policy so that we can think about other action
I never come across that no such central government does like this that to in the issue of DAs for central government autonomous bodies regular employees in one order to pay their DAs w.e.f. 1st July, 2016 but not to the pensioners of the same bodies. Why this different types of treatment and an order is an order which will serve the people of India and also for the pensioners who are also living in India and why they should be discriminated like this. Why can’t they issue the DAs order on the same order itself, it is going to cost extra, not at all. Atleast they should realize it now to, not to commit the same in the future orders.
What is this no da and 7th pay order for the pensioners of autonomus body.is it govt playing duplicate policy.it has not happened past years.what FM doing injustice to pensioners.
This is perhaps, first time when inordinate delay is experienced in implementation of VII CPC recommendations to employees and pensioners of Central Govt Autonomous bodies. Most unfortunate incidence is discrimination between serving and retired employees of Central Govt. Autonomous bodies for implementation of DA rates of 132 % in place of 125 % w.e.f. 1.7.2016
Pensioners of autonomous bodies have been purposefully left out from payment of DA increase from 1-7-2016 & 1-1-2017 and pension increase of 7 CPC by not issuing specific orders by the Ministry of Finance. All our requests are going to deaf years

DA orders for pensioners of autonomous bodies under central government need to issued without further delay.
Reduction in the pension of Autonomous Body Pensioners !!!
Our pension is fixed and to overcome inflation we have been
getting proportionate DA.. From 01/01 /2016,: No DA rise
given despite the inflation. This amounts to a shock of reduction
in our pension by this Great FM.
Now pensioners of autonomoud bodies should wait till next elections.
