OFFICE MEMORANDUM

Subject: Regulation of the Date of Next Increment in case of Extra-ordinary leave (without medical certificate) after implementation of the CCS(RP) Rules, 2008 – clarification regarding.

Consequent upon the implementation of CCS(RP) Rules 2008, the increments in the revised pay structure are to be regulated in terms of Rule 10 of the CCS (RP) Rules 2008.This rule states that ‘there will be a uniform date of annual increment viz. 1st of July every year. Employees completing 6 months and above in the revised pay structure as on 1st July will be eligible to be granted the increment.”

2. The issue of regulation of date of next increment in case of EOL (without medical certificate) after implementation of CCS(RP) Rules 2008, has been examined in consultation with the Department of Expenditure.

3. It is clarified that except as provided under the conditions laid down in this Department’s OM dated 18.2.1986, qualifying service of less than six months on account of EOL (without medical certificate) between 1st July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year. The same stipulation will also be applicable to those cases where the increment became due on 1.7.2006. In terms of this Department’s O.M. No. 13017/20/85-Estt. (L) dated 18.2.1986, EOL granted for the following purposes automatically counts as qualifying service for pension and for increments without any further sanctions:-

(i) EOL granted due to inability of a Government servant to join or rejoin duty on account of civil commotion.

(ii) EOL granted to a Government servant for prosecuting higher technical and scientific studies.

My wife is working as TTI /SL/Guntur,South central railway ,she is avail child care leave during the month of June, July, august, September she is not getting increment month of August salary she is now joined regular duties on09/10/21 she is now getting increment and Three months arear yes or no

  2. Sir, I am anand working in Central Govt, . My pay in the Month of march 2015, was 10590 +Grade Pay 2800 (in the pay band of 5200-20200)

    During March 2015, I was appointed (through advt. and selection committee) in Central Govt autonomous body in the pay of 9300-35500 with Grade Pay of 4200/-. will I get increment in the month of July 2015 by protecting my pay. Can any body clarify what is my pay in the month of July 2015?

  3. WILL YOU PLEASE LET ME CLARIFY THE FOLLOWING POINTS :
    THAT I AM A FRESHER JOINED UNDER ORDNANCE FACTORY BOARD IN THE MONTH OF JANUARY, 2011 AS A SEMI SKILLED INDUSTRIAL EMPLOYEE.
    THAT, AFTER RENDERING CONTINUOUS SERVICE FOR A PERIOD OF 11 ( ELEVEN ) MONTHS MY ADMINISTRATION IS NOT READY TO ALLOW ME TO AVAIL ANY TYPE OF LEAVE OTHER THAN CASUAL LEAVE ( SEVEN ) DAYS WHERE AS MY COLLEAGUES WHO HAVE JOINED THE OTHER FACTORIES UNDER OFB AT THE SAME TIME HAVE AVAILED ALL TYPES OF LEAVE ALLOTTED TO CENTRAL GOVT. EMPLOYEES.
    THAT, I FELL ILL IN THE MIDDLE OF 2011 BUT I HAD TO COVER THE PERIOD WITH EXTRA ORDINARY LEAVE PRODUCING RELEVANT MEDICAL CERTIFICATE.
    AS I AM A PHYSICALLY CHALLENGED AND I HAVE NO BACKING THAT IS WHY I AM PUNISHED WITH SUCH A ILLEGAL WAY.

  4. Sir, I am Murali, working in Central Govt, autonomous organisation. My pay in the Month of May 2011, was 16190 +Grade Pay 4600= 20790 (in the pay band of 9300-34500)

    During June 2011, I was appointed (through advt. and selection committee) in same organisation in the pay of 15600-39100 with Grade Pay of 5400/-. I opted that that my Pay is fixed in the month of July, because I will get increment in the month of July 2011 by protecting my pay. Can any body clarify what is my pay in the month of July 2011?
