Freezing of Dearness Allowance – No DA & Arrears from Jan 2020 to July 2021 – FINMIN Order

OFFICE MEMORANDUM

Subject : Freezing of Dearness Allowance to Central Government employees and Dearness Relief to Central Government pensioners at current rates till July 2021.

The undersigned is directed to say that in view of the crisis arising out of COVID-19, it has been decided that the additional installment of Dearness Allowance payable to Central Government employees and Dearness Relief to Central Government pensioners, due from 1st January 2020 shall not be paid. The additional installments of Dearness Allowance and Dearness Relief due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance and Dearness Relief at current rates will continue to be paid.

2. As and when the decision to release the future installment of Dearness Allowance and Dearness Relief due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance and Dearness Relief as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021. No arrears for the period from 1st January 2020 till 30th June 2021 shall be paid.

3 These orders shall be applicable to all Central Government employees and Central Government pensioners.

  1. i want to see new government who support the Government employees,,no used of crying like a child before this present Government. because our Government have like a Hitler heart.

  2. Employees and pensioners should pray to God for a favourable decision while granting DA/DR from July 21.There is no one amidst govt employees/pensioners to raise their voice before this govt.

  3. On the basis of a rough calculation, the GOI will be deducted an amount RS 1 lakh on the average from aprox. 1 crore of employees & pensioners together. This works out to be huge amount of Rs 1 lakh crores. No option was requested from the affected persions. The irony is that this amount will to an unaccountable fund, where nobody will be able to know the end use of the sum.
    Thanks to a mercy by the govt. that it will not deduct any further money from the current freezed of salaries or pentions just to remind you that the govt. could have gone to any extent

  4. This has proved once again how the BJP govt treats the govt servants and middle class population(pensioners). Let voters beware !!!

    The Govt. should stop purchasing weapons etc. where most of the tax collected from the public is consumed & most of he part of purchases is commission to Ministers & high ranked burocrates, also the NPA creating companies are getting additional help from the Govt.,
    what is this?

  6. I have already donated Rs. 11,000/- voluntarily to PMCARESFUND 10 days ago. I am a Military service pensioner. In case Govt decides to deduct any portion of pension in future ,, my above donation may be considered before deduction ismade.

    • DA will be paid at current rates, i.e. 17% DA will be paid, but there is no hike in DA till June 2021 and arrears too.

  7. The orders have been issued by the government 0n 13.3.2020 granting additional dearness allowance, Had that order been rescinded ? The latest order is silent on this point
