AICPIN for May 2022: Expected DA from July 2022 | AICPIN May 2022

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of May, 2022 is being released in this press release.

The All-India CPI-IW for May, 2022 increased by 1.3 points and stood at 129.0 (one hundred twenty nine points). On 1-month percentage change, it increased by 1.02 per cent with respect to previous month compared to an increase of 0.42 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Food & Beverages group contributing 0.79 percentage points to the total change. At item level Tomato, Potato, Soyabeen Oil, Sunflower Oil, Buffalo Milk, Fish Fresh, Poultry Chicken, Cooked Meal, Cooking Gas, kerosene Oil, Bus Fare, Allopathic Medicine, Telephone Charges etc. are responsible for the rise in index. However, this increase was largely checked by Onion, Bitter Guard, Lady Finger, Chilli Green, Lemon, Mango, Water Melon, Pan Leaf, Petrol for Vehicles etc. putting downward pressure on the index.

At centre level, Coimbatore recorded a maximum increase of 5.2 points followed by Salem and Jalandhar with 4.8 and 4.2 points respectively. Among others, 6 centres recorded increase between 3 to 3.9 points, 19 centres between 2 to 2.9 points, 22 centres between 1 to 1.9 points and 24 centres between 0.1 to 0.9 points. On the contrary, Yamunanagar recorded a maximum decrease of 1.5 points followed by Delhi with 1.2 points. Among others, 9 centers recorded decrease between 0.1 to 0.9 points. Rest of 3 centresโ€™ indices remained stationary.

Year-on-year inflation for the month stood at 6.97 per cent compared to 6.33 per cent for the previous month and 5.25 per cent during the corresponding month a year before. Similarly, Food inflation stood at 7.92 per cent against 7.05 per cent of the previous month and 5.26 per cent during the corresponding month a year ago.

ORDER:

The following notification will be published in the Tamil Nadu Government Gazette:-

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 read with Article 313 of the Constitution of India and of all other powers hereunto enabling, the Governor of Tamil Nadu hereby makes the following amendments to the Fundamental Rules.

2 (i) The amendment (i) hereby made shall be deemed to have come into force on the 7th May 2020.

(ii) The amendment (ii) hereby made shall be deemed to have come into force on the 25th February 2021.

AMENDMENTS

In the said Fundamental Rules, in Rule 56, in sub-rule (3), in clause (d), in sub-clause (i), in the Table,-

(i) under the heading “weightage with reference to age”, in column (2), under the sub-heading “For all the Government servants other than the Government servants in the Tamil Nadu Basic Service.-“, for the expressions in column (a) under the heading “Age” and the corresponding expressions in column (b) under the heading “weightage” thereof, the following expressions shall, respectively, be substituted, namely:-

54 years and below  5 years of weightage
55 years 4 years of weightage
56 years 3 years of weightage
57 years 2 years of weightage
58 years 1 years of weightage

(ii) for the heading “weightage with reference to age” in Column (2) and all the sub-headings and expressions thereunder, the following heading and the expressions shall be substituted, namely:-

Pensioners Awareness Program by Department of Pension & Pensionersโ€™ Welfare conducted at Puducherry

Department of Pension and Pensionersโ€™ Welfare (DoP&PW) today conducted Pensionersโ€™ Awareness Program at Puducherry. This is the first physical program post pandemic covering the Southern region of country. The program was attended by more than 300 pensioners from Chennai and Puducherry in collaboration with Pensioners Associations from Chennai and Puducherry.

A team of officers from DoP&PW took sessions on Pension policy reforms & digitization regarding pension/ family pension sanction to Central Government pensioners, with the objective of updating the pensioners of the changes made under the โ€œEase of Livingโ€ initiative of the Government. Special sessions were organized on Income Tax matters related to pensioners as well as Digital means of submitting the Annual Life Certificates.

The objective of these programmes is to spread awareness of the various rules and procedures regarding pension entitlements and processes to Central Government pensioners as well as to update the pensioners about the changes that take place from time to time through various amendments in the policy and procedures. Such programs also serve as a feedback mechanism of pension policy from pensioners. 

Shri S N Mathur, Joint Secretary (DoP&PW), Shri Bhupal Nanda, CC (P)-CPAO, Shri Ruchir Mittal, Director, Dr Pramod Kumar, Director participated in the program. Shri S N Mathur, Joint Secretary (DoP&PW) informed the participants about various initiatives taken by the Department to enhance Ease of Living of Pensioners. Digital life Certificate was launched in 2014 which is available through Aadhaar based bio-metric devices, Indian Post Payments bankโ€™s 1,90,000 Gramin Dak Sevaks and Doorstep banking by banks. Face authentication technology was launched in November, 2021 which will transform the way pensioners submit their life certificate.

Chief Controller (Pensions), CPAO, MoF also addressed the pensioners providing information about the common grievances faced by pensioners, their modes of redressal as well as new initiatives taken by CPAO to enhance Ease of Living of pensioners. A representative from CGHS also addressed the participants and provided information on the queries raised by pensioners.

To enhance โ€œEase of Livingโ€ of pensioners and family pensioners, Government of India has taken large number of welfare measures in pension policy as well as digitization of pension related processes. There have been a number of amendments in the pension rules and several clarificatory orders/ instructions have been issued during the last 50 years. These have been compiled and brought out as Central Civil Service (Pension) Rules, 2021 in December, 2021.

3. The candidates who have not fulfilled the eligibility criteria as per HQrs Officer Circular No. PERS/ SAS/16501/ GC&GMTS-AUD/2022/PROG dated 22.03.2022 and subsequent clarification issued vide Circular No. PERS/SAS/16501/GC&GMTS-AUD/2022/RN dated 24.05.2022 have been disqualified.

3. The result of provisional candidates, whose provisional status have not been cleared by PCSDA/CsDA concerned is kept withheld’. It is requested to expedite the confirmation of provisional candidates to enable this HQrs Office to declare their result.

TS Inter Result 2022: To check your Telangana Intermediate results, follow the steps below:

Step 1: Visit tstet.cgg.gov.in, results.cgg.gov.in and examresults.ts.nic.in.

Step 2: On the home page, click on the Inter 1st or 2nd year result link (which will go live after 11 am).

Step 3: Login using your credentials and click on submit.

Step 4: The result will appear on screen, you can download and take a printout of the same for future references.

Around 9 lakh students appeared for the inter exams this year. Since so many students will be trying to access the official websites, there is a possibility that some might face an error.

Subject: Verification of fields in PPOs/e-PPOs with e-scroll

It has come to the notice of this office that Pay and Account Offices (PAOs) are not verifying the fields mentioned in Pension Revision Authority with the e-scrolls in the pension revision cases.

2. As per extant procedure, the pensioner/family pensioner has the option to change his pension disbursing bank. The PAO generally is not aware of the switchover in the bank of the pensioner. In many such cases, when PAO revises the pension case, he sends the revision case to the Central Pension Accounting Office (CPAO) with the information of the old bank of the pensioner/family pensioner. As a result of which, the revision authority is forwarded to the old bank by CPAO.

3. Further, on the demise of a pensioner, the Central Pension Processing Centre (CPPC) of the concerned Bank starts capturing the information of the family pensioner and the same starts getting reflected in the e-scrolls. However, no formal communication is sent to the PAO informing about the change of category of pension.

4. The errors on account of the above scenarios can be easily solved if the PAO verifies the fields in the Revision Authority with the e-scroll before forwarding the same to CPAO.

5. All the Pr. CCAs/CCAs/CAs are, therefore, requested to direct all the PAOs under their jurisdiction to verify the fields of Revision authorities with e-scrolls diligently, with emphasis on the following fields-

a. Category of Pension
b. Name of the Bank
c. Bank Account Number
d. Paying Branch

This issues with the approval of the Chief Controller (Pensions).

Sub.:- Rotation of officers/officials working on sensitive posts-reg.

I am to invite a reference to the guidelines issued vide CVC circular no. 03/09/13 dated 11.09.2013 & DoP&T OM No. F.No. 29062/6/2015-AIS(I)(Pt.I) dated 30.09.2015, on the above cited subject. These guidelines have been brought to the notice of all for compliance from time to time.

2. As per these guidelines, Ministries/departments/organizations and CVOs are to identify sensitive posts and staff working in these posts and also ensure their rotational transfers after every 2/3 years to avoid developing vested interest. The overstay and continuous postings afford scope for indulging in corrupt activities, developing vested interest, etc. which may not be in the interest of the organization. Accordingly, the Commission has emphasized that periodical rotation of officials holding sensitive posts / jobs needs to be ensured.

3. O/o CGA vide OM No. A.19015/Review of Mechanism/2017/MF.CGA/Gr.B/208 dated 06.12.2019 had identified several sensitive sections viz., Administration, inclusive of Establishment (dealing with procurement/purchases/engagement of OAs/DEOs/MTS/Hiring of Vehicles/Handling of cash/transfer and posting/vigilance work), Pre-check and any other sections as decided by the respective Pr.CCA/CCA/CA under CGAโ€™s organization. They were further requested to identify sensitive sections/posts in their respective Ministry/Department taking into account their functional requirement under intimation to this office. This may kindly be done on priority.

4. In view of the above, all Pr. CCAs/CCAs/Jt.CGAs/CAs (IC) are requested to ensure strict compliance of the guidelines issued by CVC and DoPT, in letter and spirit.

(i) rupees twenty five thousand in the case of a Government servant holding any Group โ€˜Aโ€™ post;

(ii) rupees fifteen thousand in the case of a Government servant holding any Group โ€˜Bโ€™ post;

(iii) rupees seven thousand five hundred in the case of a Government servant holding any Group โ€˜Cโ€™ post; and
