NOTIFICATION

New Delhi: the 9th March, 2022

G.S.R. 181(E).—In exercise of the powers conferred by section 3 of the All India Services Act. 1951 (61 of 1951). read with section 88 ofthe Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019) and rule 7 of the Indian Administrative Service (Probation) Rules, 1954, the Central Government, after consultation with the Governments of States concerned, hereby makes the following regulations further to amend the Indian Administrative Service (Probationers’ Final Examination), Regulations. 1955 namely:-

I (I) These regulations may be called the Indian Administrative Service (Probationers’ Final Examination) Amendments Regulations, 2022.

(2) They shall be deemed to have come into force on the 7th day of January, 2021.

2. In the Indian Administrative Service (Probationers’ Final Examination) Regulations,I955. in the SECOND SCHEDULE –

(A) in first column, the words “Jammu & Kashmir” and the Regional Languages specified in the second column “Urdu. Kashmiri or Doeri” shall be omitted.

(B) in second column, for the words “Urdu or Gujarati”, occurring against Arunachal Pradesh. Goa, Mizoram and Union Territories, the words Urdu, Kashmiri, Dogri or Gujarati” shall be substituted.

o. Opening up of new mines and provide employment to the locals.
p. Stoppage of increased accidents in coal mines.
q. Prevention of theft and protection of employees working in open cast mines from the
criminals.
r. To stop implementation of one sided decision to close coal mines and to open the
functioning of closed ones.

a. Early settlement of NCWA-XI;
b. Stop commercial mining in coal mines;
c. Proper implementation of HPC wage;
d. HPC wage should be paid to the drivers & cleaners of hired vehicle;
e. Withdraw the circular No. CIL/D(P&IR)/Sectt./005/144/133 dated 11.11.2021 of CIL
forthwith;
f. Circular of CIL for Standardization of leave should be withdrawn and the same be discussed with Trade Unions;
g. Promotion of non-cadre workers and all the cadre scheme should be revisited;
h. CMPDI should not be separated from CIL;
i. Casual, Badli & outsource workers should be made permanent;
j. Rate of interest of CMPF should be 2018-19 level;
k. Employment compensation, Rehabilitation should be given to the lend losers and R.R. policy should be framed in light of L.A Act, 2013;
l. Withdraw the proposed amendment bill of C.B Act, 1957.

i. In support of the decision of National Convention of Workers and at call of The Joint Platform of Central Trade Unions and Independent sectoral All India Federations and Associations on the 12 points common Charter of Demands, which are:

a. Scrapping the Labour Codes, Scrapping of Essential Defence Services Act;

b. Accept 6-point charter of demands, post repeal of Farm Laws, of the Samyukta Kisan Morcha;

c. No to Privatization in any form and scrap the National Monetization Policy;

d. Food and Income Support of Rs. 7500 per month to non-income tax paying households;

e. Increased allocation for MNREGA and extension of Employment guarantee Scheme to Urban Areas;

f. Universal social security for all informal sector workers;

g. Statutory Minimum wage and social security for Anganwadi, ASHA, Mid-day-meal and other Scheme workers;

h. Proper protection and insurance facilities for frontline workers serving the people in the midst of pandemic;

i. Increase in public investment in agriculture, education, health and other crucial public utilities by taxing the rich through wealth tax etc in order to revive and revamp the national economy;

j. Substantial reduction in Central Excise duty on petroleum product and concrete remedial measure to arrest price rise;

k. Regularization of contract workers, scheme workers and equal pay for equal work for all;

l. Cancellation of NPS and restoration of old pension substantial increase in minimum pension under Employees’ Pension Scheme.

KVS released the Revised KVS Admission Schedule 2022-23. The last date for Online Registration for Admission to Class I in Kendriya Vidyalayas for the Academic Year 2022-23 has been extended upto 11.04.2022 (Monday) 07:00 pm. Accordingly, the Online Registration, which has commenced on 28.02.2022, will now close at 07:00 pm on 11.04.2022. The other contents of the said admission notice 2022-23 will remain unchanged. Sub:- Payment of family pension, death gratuity and other dues to the family on death of a Railway servant during service – regarding.

Please refer to the Board’s letter of even number dated 04.06.2021 circulating DOP&PW’s O.M. No. 1/11/2021-P&PW/(E) dated 03.06.2021 vide which order was issued providing for instructions regarding payment of family pension, death gratuity and other dues to the family on death of a Railway Servant during service.

2. One of the Zonal Railways had sought clarification regarding the applicability of the Board’s instructions dated 04.06.2021 on the past cases.

3. The issue has been examined in consultation with Department of Pension & Pensioners’ Welfare (DOP&PW) and it is clarified that Board’s instructions of even number dated 04.06.2021 are also applicable in respect of employees who expired before the date of issue of the said order irrespective of deceased employee covered under Old Pension scheme or under NPS.

This also disposes of North Eastern Railway’s letter No. पेंशन/मु./एनपीएस/समापक/2019 dated 25.02.2022.

(a) the estimated number of retired persons availing Central Government pension in the country, State-wise;

(b) whether the Government has any proposal to utilize doorstep services of postal department for submission of Digital Life Certificate (DLC) through postman in order to ease the process;

(c) if so, the details thereof; and

(d) the time by which the above proposal is likely to be implemented?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a): As per database maintained by Central Pension Accounting Office (CPAO), Controller General of Defence Accounts, Ministry of Railways, Department of Telecommunications, Department of Post, the estimated number of retired persons availing Central Government pension is at Annexure-I.

(b) to (d): With a view to make Doorstep Services for submission of Life Certificate available to all pensioners across the country and to ease the process, the Department of Pension & Pensioners’ Welfare roped in the India Posts and Payment Bank (IPPB) under the Department of Posts for Digital Life Certificate. The IPPB has started Doorstep Service of obtaining Life Certificate in November, 2020 through its network of Postmen & Gramin Dak Sevaks.

Will the Minister of Finance be pleased to state:

(a) whether State Government of Rajasthan has scrapped New Pension Scheme (NPS) and has announced to revert all officials under NPS to Old Pension Scheme (OPS) on 23/2/2022;

(b) if so, the details thereof;

(c) Whether the Union Government would also scrap NPS and revert all officials of Central Government under OPS on the line of State Government of Rajasthan;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) and (b) State Government of Rajasthan in Budget Speech on 23rd February, 2022, announced to implement old pension scheme from the forthcoming year, for all employees appointed on or after 1sst January, 2004

(c) to (e) There is no such proposal under consideration of Government of India.
