Sub:- Non-implementation of the order dated 17th February, 2021, issued by the Hon’ble Kerala High Court, in the WP(C) No.29212/2020 (B) — reg.
Ref:- DPE letter no.W-05/0004/2021-DPE(WC) dated 09th March, 2021.
With reference to the above, we wish to bring the following to your kind notice for favour of necessary action.
The DPE, vide it’s letter no.W-02/0039/2017-DPE(WC)-GL-XVI/20 dated 19th November, 2020, has frozen the Dearness Allowance to be paid to the employees of the CPSEs, becoming due from 01.10.2020, 01.01.2021 and 01.04.2021. However, it is also mentioned in para three of this letter that, the guidelines for freezing of the IDA “shall be applicable in case of Executives and Non-Unionised Supervisors of CPSEs….”.
However, it is regretted that, the BSNL Management has indiscriminately frozen the IDA of the Non-Executives also 5.5% of IDA has become due w.e.f. 01.10.2020. However, this instalment of the IDA has not been paid to the Non-Executives of BSNL. Under these circumstances, BSNL Employees Union filed a writ petition [WP(C) No.29212/2020(B)] in the Hon’ble Kerala High Court. After detailed hearing, the Hon’ble High Court of Kerala issued an order on 17th February, 2021, wherein it is stated that, the letter of the DPE, freezing the IDA, is applicable only to the Executives and Non-Unionised Supervisors of the CPSEs and that, the benefit of Dearness Allowance should not be denied to the members of the Petitioner Union.
After the aforementioned order is issued by the Hon’ble Kerala High Court, the DPE, vide it’s letter cited under reference, addressed to the Secretary, Department of Telecommunication, has stated that, the DA rate for workmen/non-executives is governed by the Wage Settlement between the Trade Union/Association and the Management of the CPSE concerned. The DPE has further stated that, it has no role in Wage Negotiation and has requested the DoT, the administrative department of BSNL, to take necessary action.
It is needless to state that, more than a month has already elapsed after the delivery of the judgement by the Hon’ble Kerala High Court. However, the 2nd instalments of IDA, i.e., 5.5% w.e.f. 01.10.2020 and 6.1% w.e.f. 01.01.2021, that have already become due, have not been paid to the Non-Executives working in BSNL. The Hon’ble Kerala High Court has already held that, the Non-Executives of BSNL are not covered by the ‘IDA freezing order’ of the DPE. Further, the DPE has already informed the DoT that, it has nothing to do with the payment of IDA of the Non-Executives of BSNL.
Under the above mentioned circumstances, it has become crystal-clear that, action has to be taken only by the BSNL Management, for the implementation of the order of the Hon’ble Kerala High Court. We also wish to bring to your kind notice that, the CMD BSNL is also a respondent in the WP(C) No.29212/2020(B). Hence, non-implementation of the order of the Hon’ble Kerala High Court, by the CMD BSNL, is tantamount to contempt of court. In view of the foregoing, I implore upon you to take necessary steps for the immediate payment of 5.5% IDA w.e.f. 01.10.2020 and 6.1% IDA w.e.f. 01.01.2021, to the Non-Executives of BSNL.

Respected Madam/ Sir,
This is with reference to dealing with APAR representation received in SPARROW Portal.
2. In this regard, it is to say that Smart Performance Appraisal Report Recording Online Window (SPARROW) portal has been made live from 16th July, 2020 for filling of Annual Performance Appraisal Report (APAR). All Group ‘A’ IPoS officers of Department of Posts except those who are on Deputation have started to fill online PAR through SPARROW portal for the assessment year i.e. 2019-20.
3. Many Circles have inquired about the procedure to be followed for dealing with representations submitted by officers regarding grading/entries in their APARs recorded in SPARROW, subsequent to disclosure of the same to them. It is to inform that the process flow of dealing with such representations will be the same in online module as same was being followed earlier for physical APARs. Following procedure will be followed for dealing representation online in SPARROW.
a. State Custodian will check the inbox of SPARROW to know the details of officers who have made representation against APAR remarks/gradings.
b. State Custodian will go to create/update workflow and click on update button for defining the representation workflow of the specified period for which representation is submitted by the officer.
c. After that State Custodian will go to Inbox and forward the representation to Competent Authority (name of Competent Authority, DDG (P), will automatically get filled up) by clicking forward to Competent Authority button. State Custodian will also take printout of the representation and send it to Director (Staff), Postal Directorate for further examination.
d. After final decision of the Appropriate Authority is obtained, the whole APAR with the decision of the Appropriate Authority, will be migrated to SPARROW by CS to Member (P) and copy of letter will also be sent to State Custodian for information.
e. As regards officers posted in Postal Directorate, attached Directorates and RAKNPA, Ghaziabad, it will be the responsibility of CS to Member (P) to forward the representation in SPARROW to Competent Authority and printout to Director (Staff).
f. Forwarding of Representations for the FY 2019-20 should be completed by 30.03.2021. SPARROW for FY 2019-20 will be disabled on 31.03.2021 as per instructions of DoP&T. User manual for forwarding the Representation in SPARROW is attached at Annexure-A.
g. Top priority will be given so that all representations are forwarded as per procedure above by 30.03.2021

2. It has come to the notice that CPCs are insisting for original policy bond for settling maturity cases. In this regard, it is clarified that during settlement of PLI/RPLI maturity cases, where original bond is not presented by the insurant, the approving authority may consider settlement of such cases without original policy bond by taking letter of indemnity as prescribed in the para 3.3 of SOP referred above.
3. Likewise, in Loan cases, where original policy bond is kept in the custody of our Department and is not readily traceable or if there is delay of more than 7 days in getting Original Policy Bond from the office of custody, such maturity cases may also be dealt in similar manner, with copy to the concerned PLI CPC (where policy bond is lying).

Subject: Preservation of Backup of Sanchay Post Databases and reporting of errors in respect of Sanchay Post Application — Reg.
Madam / Sir,
A kind reference is invited to the SB Order No. 7/2010 dated 11.03.2010 issued in connection with the Security of Sanchay Post Database and issues relating to common problems, database back-up, storage and preservation and a revised procedure on maintenance of Database, Signature Scanning, Security of database, Frequency of data backup, Storage location of data backup, Preservation of audit trail and accountability of these activities was circulated. The same is reiterated in the Annexure-I.
2. It is observed that in some non-CBS offices, copies of backup of Sanchay Post databases are not being preserved as per the security guidelines issued by Directorate. Since Sanchay Post data is decentralized, preservation of backup of databases at periodical intervals (daily, weekly and monthly) as per security guidelines issued by Directorate, is essential for the purpose of investigation, prevention of frauds / misappropriation, backup restoration in case of system failures and for smooth day to day functioning of those offices.
3. Whenever error is displayed in Sanchay Post application in respect of non-CBS offices working in Sanchay Post, the offices should report the error immediately along with the complete details (such as name of the non-CBS office, Division email id and details of the error along with error screenshot) from official email id to CEPT SBLAN Help Desk ([email protected]).
4. In case of any database consistency errors, the errors may be forwarded to CEPT SBLAN Help Desk along with authentication of Divisional Heads (scanned copy of letter signed by Divisional Heads). Divisional Heads shall provide authentication only after ascertaining the correctness of the complete details provided by the office including the details of error reported in transactions of previous days, any action attempted for rectification of the error, along with date of availability of recent backup of the database of the office, which is in good condition without any database consistency errors.
5. Hence the Circles / Regions are requested to ensure that backup of databases in respect of non-CBS offices are preserved without fail as per the security guidelines issued by Directorate and errors are reported as detailed above.
6. This is issued with the approval of the Competent Authority.
For recruitment to Central Government posts, the recruiting agencies, such as the Union Public Service Commission (UPSC), have been making necessary arrangements for conduct of examinations in a safe manner considering the COVID-19 Pandemic safety protocols. While conducting Civil Services (Preliminary) Examination-2020 on 04.10.2020, the UPSC also gave an option to the candidates to change the centre for Civil Services (Preliminary) Examination-2020 so that candidates who had moved to a different location before/during the COVID-19 pandemic could also appear in the Examination. As such, the need for increasing the maximum age limit for recruitment to various categories of posts under the Central Government, due to the pandemic and lockdown in the country, does not arise. Insofar as the increase in maximum age limit by two years for all the eligible unemployed youths, who are seeking State Government jobs is concerned, it is for the concerned State Governments to decide.

I am directed to forward herewith the Calendar of Examinations (enclosed as Annexure ‘A’) scheduled to be held in the year 2021 and ‘Broad Guidelines for conducting examinations’ (enclosed as Annexure `B’) duly approved by the Competent Authority.
2. Activities for all examinations other than Limited Departmental Competitive Examination (LDCE) for promotion to the cadre of Inspector of Posts and LDCE for promotion to the cadre of Postal Service Group ‘B’, will be undertaken by the Circles. The activities, inter alia, will include:

3. It may be ensured that the Time Schedule as indicated in the Calendar of Examinations, 2021 is strictly adhered to and timely action be taken at all stages. In case of delay in announcement of result, the reason for delay and remedial measures that can be taken to curb such delay in future may be brought to the notice of this Directorate.
4. As regards, departmental examinations related to PA Wing, Circles have already been informed vide Directorate’s letter No. A-34012/04/2020-DE dated 01.12.2020 that in future, all the activities from notification to declaration of results and coordination of the examinations may be conducted by PAF Wing of the Postal Directorate. Circles have also requested to correspond directly with PAF Wing of the Postal Directorate for any clarification/issue related to the examinations. Circles are requested to follow the orders in ibid letter strictly. No communication relates to the examinations of PA Wing will be entertained in this Section.

Life Certificate to Elderly Pension Holders – Lok Sabha QA
The Government has taken many technical and managerial measures for providing Life Certificate easily to elderly pension holders by concerned institutions/banks. The details are as under:-
Keeping in view the difficulties faced by very senior citizens aged 80 years and above, an exclusive window from 1st October onwards, has been provided to them to avoid the general rush from 1st November onwards.
Department of Pension and Pensioners’ Welfare started a Pilot Programme “DLC from home campaign” in 2018 in 7 cities through Pensioners’ Associations. The objective of the campaign was to extend support to aged and infirm pensioners in submission of Life Certificate digitally from home. In 2019, this project was expanded to cover 24 cities and this has continued up to 2021 as well, with the help of Registered Pensioners’ Associations
Department of Pension and Pensioners’ Welfare roped in the India Post Payments Bank (IPPB) and utilized its huge network of Postmen and Gramin Dak Sevaks in providing doorstep home facility to pensioners for submission of life certificate digitally. As a result a huge number of pensioners across the country shall be able to avail doorstep home service through Postmen/ Gramin Dak Sevak by paying a nominal amount, without queuing up at bank branches.
In some cases due to fading bio-metrics, aged pensioners’ finger bio-metrics are not captured by the bio-metric devices. Keeping in view such difficulties, IRIS enabled devices have been provided by this department to Pensioners’ Associations which is more effective and convenient. Department of Pension and Pensioners’ Welfare is also instrumental in roping in an Alliance comprising 12 Public Sector Banks which does “Doorstep Banking” for its customers in 100 major cities of the country under Ease of banking reforms. As a result, Public Sector Banks (PSB) Alliance has introduced the service for collection of Life Certificates under the umbrella of Doorstep Banking. This Department also issued instructions, whereby the Banks were directed to resort to Video based Customer Identification Process for obtaining a Life Certificate within the guidelines of RBI which will obviate the need to resort to a bio-metric enabled device.
