OFFICE MEMORANDUM

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.04.2026 to 30.06.2026.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the second quarter from 01.04.2026 to 30.06.2026, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(3)-B(PD)/2023, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these Orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

Sub: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.01.2026 onwards – reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st January, 2026 to the Central Government Employees vide Government of lndia, Ministry of Finance, Department of Expenditure’s O.M. No. 1/1(i)/2026-E.lL (B) dated 22.04.2026, duly endorsed vide this Department’s letters No. PP-08/2/2021-PAP dated 23.04.2026, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2026. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e. @ 60% (percent) with effect from the 1st January, 2026.

भारत सरकार, वित्त मंत्रालय, व्यय विभाग के कार्यालय ज्ञापन संख्या 1/1 (i)/2026-E.1.(B) दिनांक 22.04.2026 के माध्यम से केंद्रीय सरकार कर्मचारियों को 01.01.2026 को महंगाई भत्ते की एक और किस्त दिए जाने के परिणामस्वरूप, ग्रामीन डाक सेवक (GDS) भी, 01.01.2026 से, केंद्रीय सरकार कर्मचारियों के लिए लागू समान दरों पर मूल टीआरसीए पर महंगाई भत्ते के भुगतान के हकदार बन गए हैं। इसलिए, यह निर्णय लिया गया है कि ग्रामीन डाक सेवकों को देय महंगाई भत्ता 01.01.2026 से केंद्रीय सरकार कर्मचारियों के लिए देय दर यानि टीआरसीए के 60% (प्रतिशत), के समान होगा।

  1. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

इस खाते पर व्यय संबंधित खाते के शीर्षक के तहत “वेतन” शीर्षक से डेबिट किया जाएगा और स्वीकृत अनुदान से पूरा किया जाएगा।

  1. This sanction issues with the approval of the competent authority. The advice of Integrated Finance/ Integrated Finance was conveyed vide Diary No. 08/2026-27/FA-CS(P) dated 28.04.2025.

यह मंजूरी आंतरिक वित्त / एकीकृत वित्त कि सलाह डायरी सख्या08/2026-27/78- 05(7) दिनाक 28.04.2025 के अनुसार सक्षम प्राधिकरण की मंजूरी के अनुमोदन से जारी की जाती है।

Subject. Introduction of Personalized Cheque Book (PCB) in Department of Posts-reg.

Madam / Sir,

This is regarding introduction of Personalized Cheque Books (PCB) for Post Office Savings Account (POSA) holders. Presently, the cheque book issued by the Department does not contain details of the account holder like name and account number. To enhance customer convenience, improve security features, and align financial services with modern banking standards, it has been decided to introduce Personalized Cheque Book to the POSA customers.

2. The Personalized Cheque Book shall contain pre-printed details of the account holder such as name and account number along with IFSC of Department of Posts (DoP). The PCB facility will be made available w.e.f. 08.05.2026 for all POSA customers. In the first stage, the customers may make request for Personalized Cheque book by visiting the Post Office. This service shall be available through Internet/Mobile Banking subsequently.

3. The Instant Cheque Books shall continue to be available to POSA customers. The account holder may opt for either, Instant Cheque Book or Personalized Cheque Book at their choice. The facility of Instant Cheque Book shall be provided exclusively at the counter, whereas Personalized Cheque Books shall be delivered, free of cost, to the last updated address of the account holder. The Cheque Book Request Form has been accordingly revised and is enclosed herewith as Annexure-I. It is also available on the official website of India Post.

4. Detailed Standard Operating Procedure (SOP), including request processing, printing, and dispatch mechanism, is enclosed as Annexure-II.

5. It is requested to circulate this to all concerned for information, guidance, and necessary action, and also to ensure wide publicity of the newly introduced Personalized Cheque Book facility of the Department of Posts, highlighting its enhanced convenience and customer-centric features. The same may also be displayed on the notice boards of all Post Offices.

6. This issues with the approval of the Competent Authority.

3. Joint Secretary (Pension) welcomed Hon’ble MoS (PP), Secretary (P&P W), representatives of Pensioners’ Welfare Associations and the officers from various Ministries/Departments. He underlined that SCOVA is a useful platform where feedback on implementation of policies/programs of DoPPW is discussed. Further, he highlighted that it provides the representatives of PWAs an opportunity for raising the issues concerning, pensioners’ welfare directly before the concerned Ministries/Departments.

4. Secretary (Pension) briefed the members of SCOVA about various initiatives undertaken by DoPPW for bringing case in the life of the pensioners. She appreciated the role of PWAs towards the success of DILC campaign 4.0, held in November, 2025. She apprised about the Comprehensive guidelines issued on 29.09.2025 for timely payment of retirement dues and issue of PPOs at the time of retirement of Central Civil Services Employees with innovative intervention of appointment of Pension Mitras for handholding of pensioners in all the departments. She also pointed out the impactful role of National Pension Adalats in
resolving grievances wherein more than 74% of the grievances have been successfully resolved on the spot in presence of the Hon’ble MoS (PP) in the last 15 Pension Adalats

5.Thereafter, new agenda items identified for 35th SCOVA meeting and carried forward agenda items from 34th SCOVA meeting, held in March, 2025 were deliberated in detail.

6. In his concluding address, Hon’ble MoS (PP) and Chairman of SCOVA, Dr. Jitendra Singh underscored several revolutionary changes, brought in since 2014 for bringing “Ease of Living” to the common man. He shared that the issue regarding an increase in the Grant-in-Aid to PWAs from earlier ₹75,000/- to ₹5,00,000/- per annum per Association, as raised in last SCOVA, has been duly addressed. He emphatically mentioned about the role of SCOVA in bringing recent reforms in CGHS viz. revision of CGHS packages, reducing the age limit for referral free consultation in empaneled hospitals from 75 years to 70 years, increase in the validity of referral from 1 month to 3 months on a single referral. Further, he discussed the utility of integration of CGHS portal with Bhavishya in ensuring the generation of CGHS card on the first day of the retirement.

7. Dr. Jitendra Singh, Hon’ble MoS (PP) also stressed upon the role of SCOVA in participative consultation with stakeholders so that welfare measures for pensioners are ensured. He also encouraged PWAs to share suggestions beyond grievances so that policies and services can be further strengthened.

Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June and July 2026 under XII BPS/ 9th Joint Note dated 08.03.2024

The confirmed All India Average Consumer Price Index for Industrial Workers (Base 2016 = 100) for the quarter ended March 2026 are as follows:-

The average CPI of the above is 148.73 and accordingly the number of points over 123.03 are 25.70 (148.73 – 123.03) The last average quarterly CPI was 148.03. Hence, there is an increase of 0.70 points for May, June and July 2026

In terms of clause 13 of the 12th Bipartite Settlement dated 08.03.2024 and clause 2 (i) of the Joint Note dated 08.03.2024, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of May, June and July 2026 shall be 25.70% of ‘pay’ (0.01 % change in DA on ‘pay’ for change in every second decimal place of CPI 2016 over 123.03 points)
