Sir,

You must be aware that the health care system in west Bengal has broken down completely to face the spread of pandemic due to COVID 19 virus. Along with common people Central Government employees too are dying for unavailability of proper treatment in time.

Most unfortunately, most of the CGHS empanelled hospitals are refusing admission under CGHS coverage, employees were forced to borrow lakhs of rupees to get themselves and their family members treated as the hospitals are charging exorbitant rates for such treatment which is quite unexpected.

Moreover, regularly our members are getting infected while in transit to and from office in public vehicles. Hence, no. of COVID 19 patients amongst Central Government employees are increasing on a regular basis. Some of our leaders from associated organizations have already died and some are struggling to find out treatment in proper hospitals.

In this circumstances we would like to request you to kindly to cause instructions to Ministry of Health and family welfare to issue instructions to all private hospitals throughout the country authorised by the state Government for COVID treatment including the isolation centres, makeshift hospitals etc. build by the sponsorship of State Governments, municipal authorities or development authorities to allow Central Government employees and their families for treatment under Central Government Health Scheme, in addition to this a binding instruction should be given to all CGHS empanelled hospitals not to refuse a single case of admission of Central Government employees.

we fervently request you to kindly help us by giving instruction to Ministry of Health and family welfare to issue circular to the above narrated effect and oblige.

REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19

1. Pl ref this HQ letter No B/49761/AG/ECHS dated 23 Mar 2020, even No dt 24 Apr 2020 and 01 Jun 2020.

2. Armed forces have opened a site for stay at home OPD consultation (https://www.sehatopd.in) as a pilot project under the aegis of HQ IDS. The site is operating as a test bed and ECHS beneficiaries are also permitted to log in and consult. In view of the above it is intended to permit purchase of CT medicines based on the prescription generated on the SEHATOPD site and claim reimbursement.

3. Accordingly following amendments are made in para 2 of above mentioned letters quoted in Para 1 above.

Subject : Advance increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., in the 7th CPC Scenario-reg.

In accordance with the provisions contained in Department of Expenditure’s OM No. 7(31)E-III(A)/75 dated 04.10.1975 and this Department’s OM No. 18/44/88- Estt.(Pay-l) dated 14.08.1989 and OM No. 1/9/98-Estt.(Pay-l) dated 30.01.2001, Stenographers of Subordinate Offices were granted one or two advance increments for qualifying speed test in shorthand at 100/120 wpm. This Department vide OM No. 18/44/88-Estt.(Pay-|) dated 07.12.2009 provided that these advance increments should be treated as pay for all purposes. Further, due to the introduction of Grade Pay and Pay Band system, consequent to the implementation of CCS (RP) Rules, 2008, this Department vide OM No. 1/1/2010-Estt.(Pay-l) dated 06.12.2012 had clarified the manner in which these advance increment(s) are to be computed.

2. Consequent upon the implementation of CCS (RP) Rules, 2016, the system of Pay Band and Grade Pay has been replaced by the Pay Matrix.The manner in which the advance increment(s) are to be computed and the guidelines for granting these advance increments to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., in the 7th CPC Scenario, have been considered in this Department, in consultation with Department of Expenditure.

3. The President is pleased to decide that in supersession of all the existing orders/OMs/instructions/guidelines on the subject of granting the advance increment(s) to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m., w.e.f. 01.01.2016 the advance increments shall be regulated as under:

(i) The stenographer who is recruited on the basis of speed test in the shorthand at 80 w.p.m. may be granted one advance increment on qualifying speed test in shorthand at 100 w.p.m. and one more advance increment on qualifying speed test in shorthand at 120 w.p.m. while in service. However, if a stenographer who is recruited on the basis of speed test in the short hand at 80 w.p.m. directly qualifies the speed test in shorthand at 120 w.p.m. while in service, he/she may be granted two advance increments.

(ii) The stenographer, who is recruited on the basis of speed test in the shorthand at 100 w.p.m., may be granted one advance increment on qualifying speed test in shorthand at 120 w.p.m. while in service.

(iii) These speed tests shall be conducted by properly constituted Authorities including Departmental Authorities.

(iv) These advance increments shall be granted from the date of passing the test.

(v) These advance increments shall not be absorbed in future increments and the date of next increment after the grant of these advance increments shall remain the same. No option for fixation of pay from the Date of Next Increment shall be available/allowed for fixation of pay on account of these advance increments.

(vi) The amount of these advance increments shall be treated as a separate element in addition to the basic pay and it should be counted as pay for all purposes. Further, once these advance increments are taken into account for the purpose of fixation of pay on promotion or being placed in a higher scale on grant of MACP or due to revision of Pay Scale or Pay Structure etc., these advance increments no longer continue as a separate element.

(vii) In respect of the stenographers, who become eligible for grant of these advance increments consequent upon the implementation of CCS (RP) Rules, 2016, they may be granted one/two advance increments (as the case may be) in the vertical Level, in which the Government Servant is placed on the date of passing the test, as illustrated below:

Subject :- Regarding extension of MIS/SCSS/KVP/NSC/PPF schemes up to GDS Branch Post Office level through cheque.

Sir/Madam.

The references have been received in this office from time to time to provide MIS/SCSS/ NSC/KVP/PPF schemes in GDS Branch Post Offices. The matter has been examined in detail in the light of Rule 3 (a) of “Government Savings Promotion General Rules-2018” and the competent authority has accordingly decided to allow account opening for MIS/SCSS/ KVP/NSC/PPF schemes in GDS Branch Post Offices.

2. However, the process for necessary modification in RICT CBS application/Finacle may take time. So, in order to facilitate rural customers to open account under these schemes at the GDS Branch Post Offices, the following guidelines are issued for further necessary action, till the provisions are made available in DARPAN (RICT) CBS Application/Finacle.

i) Opening of MIS/SCSS/NSC/KVP/PPF account of any amount subject to minimum/ maximum limit, if any under each scheme and subsequent deposit in PPF account can be done at GDS Branch Post Offices through Cheque only (POSB Cheque/Bank Cheque).

ii) The process defined for acceptance of cheque and account opening through cheque in GDS Branch Post Offices vide SB Order 22/2020 dated 18.06.2020 should be followed.

iii) For opening of MIS/SCSS account in GDS Branch Post Office, the monthly/quarterly interest will be paid through respective customer’s PO Savings Account only. Likewise, in case of loan/withdrawal in PPF account, the same will be paid through respective customer’s PO Savings Account only.

iv) Respective account office will ensure the eligibility conditions/applicable limit of the schemes.

v) In case, form 15G/15H is submitted by SCSS depositor at GDS Branch Post Office, the GDS Branch Post Office will send the same to respective account office duly entered in BO Journal and BO Daily account on the same day.

vi) Account Office will ensure updation of Form 15G/15H on the day of receipt in Finacle.

3. It is requested to circulate these amendments to all concerned (including GDS Branch Post Offices) for information and guidance and necessary action.

4. This issues with the approval of Competent Authority.

Kendriya Vidyalaya Class 11 Admission Form & Criteria

KV Class 11 Application Form

Criteria for the admission to class XI in Kendriya Vidyalaya

(A) KV STUDENTS

Admission in different Streams viz. Science, Commerce, Humanities of class XI in KVs for KV students will be based on cut-off Grade and percentage as under:-

(i) SCIENCE STREAM –

A minimum of Aggregate 60%

(ii) COMMERCE STREAM-

A minimum of Aggregate 55%

(iii) HUMANITIES STREAM-

All students of KV if declared successful in class X exam.

(B) NON KV STUDENT

If seats remain vacant in class XI even after admitting the children of KV/Neighboring KVs, then the admission to non-KV children may be granted on the same criteria (as stated above for KV students) in the sequence of categories of priority.

The following concessions will be allowed for admission for Class XI.

1. The following concession will be granted to students for admission who participated in Games & Sports meet/Scouting & Guiding/NCC/Adventure activities at various levels. The certificate needed for this purpose can be of any of the preceding years.

* The all above mentioned admission rules/criteria are as per KVS Admission Guidelines 2020- 21, these may be changed by KVS at any time and all these amendment issued by KVS in future (if any) will be automatically applied on this Vidyalaya.

Consequent upon revision of Pension / Family Pension of the State Government employee in terms of this Department’s Memo No. 535-F(Pen) dated 01.10.2019 and 536-F(Pen) dated 01.10.19, the proposal for revision of Pension / Family Pension of the Pensioners / Family Pensioners guided by French Pension Rules has been under consideration of the Government for some time past. The undersigned is now, directed by order of the Governor to say that the Governor has been pleased to decide as follows :

The Pension / Family Pension of the Pensioners / Family Pensioners guided under French Pension Rules shall be consolidated w.e.f. 01.01.2020 by multiplying the existing Pension / Family Pension due on 31.12.2019 with 2.57. The amount of revised Pension / Family Pension so arrived at shall be rounded off to next 10 (ten) rupee, if the said amount is not a multiple of Rs 10 (ten).

However, if the revised consolidated pension so arrived at as per formula above is below Rs.8500/-, it shall be fixed at minimum of Rs.8500/- ( eight thousand and five hundred }.

Subject : Consolidation of restored portion of Pro-rata pension consequent upon Revision of Pay & Allowances on the recommendations of the 6th Pay Commission

The absorbees in Government undertakings who received lump sum amount in lieu of pension under rule 189A of WBS (DCRB) Rules, 1971 were entitled to the restoration of 1/3rd commuted portion of pension after 15 years from the date of commutation in terms of Memo No 2430-F(Pen) dated 12.07.2001.

Consequent upon revision of pay and allowances as well as pension / family pension in pursuance of Government decision on the recommendations of the sixth Pay Commission, the Government was in active consideration whether the restored portion of Pro-rata pension be further consolidated. After careful consideration of the matter, the Governor has been pleased to decide that :-

(i) The amount of Pro-rata pension already restored shall be further consolidated w.e.f. 01.01.2020 or from the date on which the amount is restorable whichever is later, by multiplying with 2.57. The amount of revised Pension so arrived at shall be rounded off to next 10 (ten) rupee, if the said amount is not a multiple of Rs.10 (ten)

(ii ) Such consolidated amount however, shall not be stepped up to a minimum pension of Rs. 8,500/- p.m.

(iii) Relief on Pension and Medical Relief Rs.500/- p.m. as admissible to State Government Pensioners will be admissible on the consolidated amount of pension w.e.f. 01.01.2020 or from the date on which the 1/3 rd commuted portion of pension is restorable, whichever is later.

Minutes of the discussions held on 22nd July, 2020 between IBA representing Management of banks which are parties to the Bipartite Settlement and Workmen Unions and Officers’ Associations on wage revision

Good news – Improvement in Family Pension: On conclusion and signing of the MoU, the Chairman of IBA and SBI, Shri Rajnish Kumar came in the meeting room and participated in the discussions. During his address to all the participants, he informed that IBA agrees in principle to improve Family Pension to uniform rate of 30% for all family pensioners without any ceiling and the existing ceilings of family pension will be removed. Necessary approval of the Government would be obtained.

Centre grants permanent commission for women officers in Indian Army

Ministry of Defence has issued the formal Government Sanction Letter for grant of Permanent Commission (PC) to Women Officers in the Indian Army, paving the way for empowering Women Officers to shoulder larger roles in the organisation. The order specifies grant of PC to Short Service Commissioned (SSC) Women Officers in all ten streams of the Indian Army i.e Army Air Defence (AAD), Signals, Engineers, Army Aviation, Electronics and Mechanical Engineers (EME), Army Service Corps (ASC), Army Ordnance Corps (AOC), and Intelligence Corps in addition to the existing streams of Judge and Advocate General (JAG) and Army Educational Corps (AEC).

In anticipation, the Army Headquarters had set in motion a series of preparatory actions for conduct of the Permanent Commission Selection Board for affected Women Officers. The Selection Board will be scheduled as soon as all affected SSC Women Officers exercise their option and complete requisite documentation.

The Indian Army is committed to provide equal opportunities to all personnel including Women Officers to serve the Nation.


रक्षा मंत्रालय ने भारतीय सेना में महिला अधिकारियों को स्थायी कमीशन (पीसी) प्रदान करने के लिए औपचारिक सरकारी मंजूरी पत्र जारी कर दिया है और इस प्रकार संगठन में बड़ी भूमिकाओं के निर्वहन के लिए महिला अधिकारियों को अधिकारसंपन्न बनाने का रास्ता प्रशस्त कर दिया है। यह आदेश जज एवं एडवोकेट जनरल (जेएजी) तथा आर्मी एजुकेशनल काप्र्स (एईसी) के वर्तमान वर्गों के अतिरिक्त भारतीय सेना के सभी दस वर्गों अर्थात आर्मी एयर डिफेंस (एएडी), सिग्नल्स, इंजीनियर्स, आर्मी ऐवियेशन, इलेक्ट्रोनिक्स एंड मैकेनिकल इंजीनियर्स (ईएमई), आर्मी सर्विस काप्र्स (एएससी), आर्मी आर्डनेंस काप्र्स (एओसी) और इंटेलीजेंट काप्र्स में शौर्ट सर्विस कमीशंड (एसएससी) महिला अधिकारियों को पीसी की मंजूरी को विनिर्दिष्ट करता है।

      प्रत्याशा में, सेना मुख्यालय ने प्रभावित महिला अधिकारियों के लिए स्थायी आयोग चयन बोर्ड के संचालन के लिए तैयारी संबंधी कार्रवाइयों की एक श्रृंखला चलाई थी। जैसे ही सभी प्रभावित एसएससी महिला अधिकारी अपने विकल्प का उपयोग करेंगी और वांछनीय दस्तावेजीकरण को पूर्ण करेंगी, चयन बोर्ड अनुसूचित हो जाएगा।

      भारतीय सेना राष्ट्र की सेवा करने के लिए महिला अधिकारियों सहित सभी कार्मिकों को समान अवसर उपलब्ध कराने के लिए प्रतिबद्ध है।
