डिजिटल परिसम्पत्तियों के स्वामित्व तथा प्रचालन और ऑनलाइन प्रशिक्षण के लिए प्रौद्योगिकीय प्लेटफार्म हेतु विशेष प्रयोजन कंपनी (एसपीवी)।
मंत्रिमंडल सचिव की अध्यक्षता में समन्वयन एकक।
मुख्य विशेषताएं
एनपीसीएससीबी को सिविल सेवकों के लिए क्षमता विकास के लिए आधारशिला रखने हेतु बनाया गया है ताकि वे भारतीय संस्कृति और संवेदनाओं से सराबोर रहें और विश्व भर की श्रेष्ठ पद्धतियों से सीखते हुए अपनी जड़ों से जुड़े रहें। इस कार्यक्रम को एकीकृत सरकारी ऑनलाइन प्रशिक्षण-आईगॉट कर्मयोगी प्लेटफार्म की स्थापना करके कार्यान्वित किया जाएगा। इस कार्यक्रम के मुख्य मार्गदर्शक सिद्धांत निम्नासनुसार होंगे:
(i) ‘नियम आधारित’ मानव संसाधन प्रबंधन से ‘भूमिका आधारित’ प्रबंधन के परिवर्तन को सहयोग प्रदान करना। सिविल सेवकों को उनके पद की आवश्यकताओं के अनुसार आवंटित कार्य को उनकी क्षमताओं के साथ जोड़ना।
(ii) ‘ऑफ साइट सीखने की पद्धति’ को बेहतर बनाते हुए ‘ऑन साइट सीखने की पद्धति’ पर बल देना।
(iii) शिक्षण सामग्री, संस्थानों तथा कार्मिकों सहित साझा प्रशिक्षण अवसंरचना परितंत्र का निर्माण करना।
(iv) सिविल सेवा से संबंधित सभी पदों को भूमिकाओं, गतिविधियों तथा दक्षता के ढांचे (एफआरएसी) संबंधी दृष्टिकोण के साथ अद्यतन करना और प्रत्येक सरकारी निकाय में चिन्हित एफआरएसी के लिए प्रासंगिक अधिगम विषय-वस्तुर का सृजन करना और प्रदान करना।
(v) सभी सिविल सेवकों को आत्म-प्रेरित एवं अधिदेशित सीखने की प्रक्रिया पद्धति में अपनी व्यवहारात्मक, कार्यात्मक और कार्यक्षेत्र से संबंधित दक्षताओं को निरंतर विकसित एवं सुदृढ़ करने का अवसर उपलब्ध कराना।
(vi) प्रत्येक कर्मचारी के लिए वार्षिक वित्तीय अंशदान के माध्यम से सीखने की प्रक्रिया के साझा एवं एक समान परिवेश तंत्र के सृजन और साझाकरण के लिए अपने-अपने संसाधनों को सीधे तौर पर निवेश करने हेतु सभी केन्द्रीय मंत्रालयों और विभागों तथा उनके संगठनों को समर्थ बनाना।
(vii) सार्वजनिक प्रशिक्षण संस्थानों, विश्वविद्यालयों, स्टार्ट-अप और एकल विशेषज्ञों सहित सीखने की प्रक्रिया संबंधी सर्वोत्तम विषय-वस्तु् के निर्माताओं को प्रोत्साहित करना और साझेदारी करना।
(viii) क्षमता विकास, विषय-वस्तु निर्माण, उपयोगकर्ता फीडबैक और दक्षताओं की मैपिंग एवं नीतिगत सुधारों के लिए क्षेत्रों की पहचान संबंधी विभिन्न-पक्षों के संबंध में आईगॉट-कर्मयोगी द्वारा प्रदान किए गए आंकड़ों का विश्लेषण करना।
उद्देश्य
एक क्षमता विकास आयोग स्थापित करने का भी प्रस्ताव है, ताकि सहयोगात्मक और सह-साझाकरण के आधार पर क्षमता विकास परिवेश या व्यवस्था के प्रबंधन और नियमन में एकसमान दृष्टिकोण सुनिश्चित किया जा सके।
आयोग की भूमिका निम्नानुसार होगी-
• वार्षिक क्षमता विकास योजनाओं का अनुमोदन करने में पीएम सार्वजनिक मानव संसाधन परिषद की सहायता करना।
• सिविल सेवा क्षमता विकास से जुड़े सभी केंद्रीय प्रशिक्षण संस्थानों का कार्यात्मक पर्यवेक्षण करना।
• आंतरिक एवं बाह्य संकाय और संसाधन केंद्रों सहित साझा शिक्षण संसाधनों को सृजित करना।
• हितधारक विभागों के साथ क्षमता विकास योजनाओं के कार्यान्वयन के लिए समन्वय और पर्यवेक्षण करना।
• प्रशिक्षण एवं क्षमता विकास, शिक्षण शास्त्र और पद्धति के मानकीकरण पर सिफारिशें पेश करना।
• सभी सिविल सेवाओं में करियर के मध्य में सामान्य प्रशिक्षण कार्यक्रमों के लिए मानदंड निर्धारित करना।
• सरकार को मानव संसाधन के प्रबंधन और क्षमता विकास के क्षेत्रों में आवश्यक नीतिगत उपाय सुझाना।
आईगॉट- कर्मयोगी प्लेटफॉर्म भारत में दो करोड़ से भी अधिक कार्मिकों की क्षमताओं को बढ़ाने के लिए व्यापक और अत्याधुनिक संरचना सुलभ कराएगा। इस प्लेटफॉर्म के विषय-वस्तु (कंटेंट) के लिए एक आकर्षक एवं विश्व स्तरीय बाजार के रूप में विकसित होने की उम्मीद है जहां सावधानीपूर्वक व्यवस्थित और पुनरीक्षित डिजिटल ई–लर्निंग सामग्री उपलब्ध कराई जाएगी। क्षमता विकास के अलावा, सेवा मामलों जैसे कि परिवीक्षा अवधि के बाद पुष्टीकरण या स्थायीकरण, तैनाती, कार्य निर्धारण और रिक्तियों की अधिसूचना इत्यादि को अंतत: प्रस्तावित दक्षता या योग्यता संरचना के साथ एकीकृत कर दिया जाएगा।
‘मिशन कर्मयोगी’ का लक्ष्य भारतीय सिविल सेवकों को और भी अधिक रचनात्मक, सृजनात्मक, विचारशील, नवाचारी, अधिक क्रियाशील, प्रोफेशनल, प्रगतिशील, ऊर्जावान, सक्षम, पारदर्शी और प्रौद्योगिकी-समर्थ बनाते हुए भविष्य के लिए तैयार करना है। विशिष्ट भूमिका-दक्षताओं से युक्त सिविल सेवक उच्चतम गुणवत्ता मानकों वाली प्रभावकारी सेवा प्रदायगी सुनिश्चित करने में समर्थ होंगे।
वित्तीय निहितार्थ
लगभग 46 लाख केन्द्रीय कर्मचारियों को कवर करने के लिए वर्ष 2020-2021 से लेकर 2024-25 तक 5 वर्षों की अवधि के दौरान 510.86 करोड़ रुपये की धनराशि का व्यय किया जाएगा। इस व्यय को 50 मिलियन अमेरिकी डॉलर की राशि की बहुपक्षीय सहायता द्वारा आंशिक रूप से वित्तपोषित गया है। कंपनी अधिनियम, 2013 की धारा 8 के अधीन एनपीसीएससीबी के लिए पूर्णत स्वामित्व वाले विशेष प्रयोजन व्हीकल (एसपीवी) की स्थापना की जाएगी। एसपीवी एक ‘गैर-लाभ अर्जक’ कंपनी होगी जो आईगॉट- कर्मयोगी प्लेटफॉर्म का स्वामित्व रखेगी और प्रबंधन करेगी। एसपीवी विषय-वस्तु बाजार का निर्माण और संचालन करेगी और यह विषय-वस्तु वैधीकरण, स्वतंत्र निरीक्षण आकलन एवं टेलीमिट्री डेटा उपलब्धता से संबंधित आईगॉट-कर्मयोगी प्लेटफॉर्म की प्रमुख व्यावसायिक सेवाओं का प्रबंधन करेगी। यह एसपीवी ही भारत सरकार की ओर से सभी बौद्धिक संपदा अधिकारों का स्वामित्व रखेगी। प्रमुख कार्य-निष्पादन संकेतकों का डैशबोर्ड अवलोकन सृजित करने के लिए आईगॉट– कर्मयोगी प्लेटफ़ार्म के सभी उपयोगकर्ताओं (यूजर) के कार्य-निष्पादन मूल्यांकन हेतु एक समुचित निगरानी और मूल्यांकन रूपरेखा भी बनाई जाएगी।

सिविल सेवाओं की क्षमता दरअसल सेवाओं की एक विस्तृत श्रृंखला प्रदान करने, कल्याणकारी कार्यक्रमों को लागू करने और गवर्नेंस से जुड़े मुख्य कार्यों को पूरा करने में महत्वपूर्ण भूमिका निभाती है। कार्य संस्कृति में रूपांतरण को व्यवस्थित रूप से जोड़कर, सार्वजनिक संस्थानों का सुदृढ़ीकरण कर और सिविल सेवा क्षमता के निर्माण के लिए आधुनिक प्रौद्योगिकी को अपनाकर सिविल सेवा क्षमता में रूपांतरणकारी बदलाव किए जाने का प्रस्ताव है, ताकि नागरिकों को प्रभावकारी रूप से सेवाएं मुहैया कराना सुनिश्चित किया जा सके।
माननीय प्रधानमंत्री की अध्यक्षता में चयनित केन्द्रीय मंत्रियों, मुख्यमंत्रियों, प्रख्यात सार्वजनिक मानव संसाधन पेशेवरों, विचारकों, वैश्विक विचारकों और लोक सेवा प्रतिनिधियों वाली एक सार्वजनिक मानव संसाधन परिषद शीर्ष निकाय के तौर पर कार्य करेगी जो सिविल सेवा-सुधार कार्य और क्षमता विकास को कार्यनीतिक दिशा प्रदान करेगी।

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved launching of a National Programme for Civil Services Capacity Building (NPCSCB)with the following institutional framework:-
(i) Prime Minister’s Public Human Resources (HR) Council,
(ii) Capacity Building Commission.
(iii) Special Purpose Vehicle for owning and operating the digital assets
andthe technological platform for online training,
(iv) Coordination Unit headed by the Cabinet Secretary.
Salient Features
NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an Integrated Government Online Training-iGOTKarmayogiPlatform. The core guiding principles of the Programme will be:
Supporting Transition from ‘Rules based’ to ‘Roles based* HR Management.Aligning work allocation of civil servants by matching their competencies tothe requirements of the post.
To emphasize on ‘on-site learning’ to complement the ‘off-site’ learning,
To create an ecosystem of shared training infrastructure including that oflearning materials, institutions and personnel
To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learningcontent relevant to the identified FRACs in every Government entity
To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies intheir self-driven and mandated learning paths.
To enable all the Central Ministries and Departments and their Organizations to directly invest their resources towards co-creation and sharing the collaborative and common ecosystem of learning through an annual financialsubscription for every employee,
To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts,
To undertake data analytics in respect of data emit provided by iGOT- Karmayogi pertaining to various aspects of capacity building, content creation, user feedback and mapping of competencies and identify areas for policy reforms.
It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.
The role of Commission will be as under-
To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.
To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.
To create shared learning resources, including internal and external faculty and resource centers.
To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.
To make recommendations on standardization of training and capacity building, pedagogy and methodology
To set norms for common mid-career training programs across all civil services.
To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.
iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.
Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.
Financial implications
To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a “not-for-profit” company and will own and manage iGOT-Karmayogiplatform. The SPV will create and operationalize the content, market place and manage key business services ofiGOT-Karmayogiplatform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT-Karmayogiplatform so as to generate a dashboard view of Key Performance Indicators.
Background
Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.
A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon’ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.
ECONOMY INSTRUCTIONS RELATED TO PRINTED ACTIVITIES
All calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally by Ministries/Departments/PSUs/PSBs
Ministries/Departments/PSUs/PSBs and all other organs of the government to adopt innovative means to use digital or online methods
Given the prevailing circumstances in which the world is increasingly moving towards adopting digital force-multipliers for productivity, the Government of India has decided to follow this best practice.
There is to be no activity towards printing wall calendars, desktop calendars, diaries and other such material for use in the coming year by any Ministries/Departments/PSUs/PSBs and all other organs of the government.
All such activity shall go digital and online.
There is to be a concerted effort towards incorporating innovative methods in such matters. Using technological innovations for planning, scheduling and forecasting is well known to be economical, efficient and effective.
Prime Minister Shri Narendra Modi and his governance model have always seen technology as an enabler. Integrating technology into our work is in line with his vision.
Therefore all calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally. Publication of Coffee Table books will also be stopped and appropriate use of E-Books is encouraged. All Ministries / Departments / PSUs / PSBs and all other organs of the government are to adopt innovative means to use digital or online methods for the same. Innovative digital and online solutions which will achieve the same result as physical calendars or diaries are to be prioritized and to be put into practice.

Sub : Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.07.2020 to 30.09.2020.
The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.07.2020 to 30.09.2020, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/2020 dated 13.07.2020, are enclosed.
2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.
3. While these orders are in respect of Table of Benefits for the period from 01.07.2020 to 30.09.2020, the Tables already issued for the first quarter i.e from 01.01.2020 to 31.03.2020 and second quarter i.e from 01.04.2020 to 30.06.2020 are also reproduced for the sake of convenience and consolidation.
4. In their application to the employees belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

ORDER
A large section of the population. particularly the most vulnerable among them viz, Scheduled Caste and Scheduled Tribes, elderly, widows. disabled, farmers, fishermen, poor folk artists etc have been badly affected the outbreak of COVID -19.
In order to support these vulnerable sections of population. the State Government ha already introduced a Comprehensive Social Security Scheme named, ‘Jai Bangla’. All the existing social security schemes of the State Government including two new schemes, Toposilii Bandhu and Jai Jahar for 100 % coverage under the old age pension of all SCs and STs above the age of 60 years respectively have been brought under one scheme `Jai Bangla’.
Under `Jai Bangla’, apart from the increase in the coverage of people under Old Age. Widow and Disability Pension, the pension amount has been increased to Rs 1000 per month. In order to give immedialc relief to the beneficiaries of ‘Jai Bangla’ scheme. the State Government has already released the advance payment of monthly pension for the month of April & May, 2020 vide order no. 1381-F(Y) dated 23-1 March 2020 and for June & July, 2020 vide order no, 1764-F(Y) dated 19th May 2020 and for August & September, 2020 vide order no. 290-F(Y) dated 15th July 2020
Now, considering the continuing hardship of the beneficiaries due this Covid-19 pandemic, the State Government has decided again to release payment in advance for the months of October & November 2020 at one time in October 2020,The amount will he credited directly into the Bank Accounts of the locneficiH ries through Direct Benefit Transfer (DBT),
It is, therefore, ordered that all the concerned Departments of the State Govenunent shall release the pension for the months of October. 2020 and November, 2020 under ‘Jai Bangla’ in the first week of October 2020

Subject : Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group ‘C’ in Ministries/Department of Government of India- regarding.
The undersigned is directed to say that consolidated instructions to provide incentives for recruitment of meritorious sportsperson were issued vide Department of Personnel & Training Office Memorandum No. 14034/l/2013-Estt.(D) dated 3.10.2013. As per the O.M., forty three (43) sports disciplines have been identified for appointment of meritorious sportsperson to Group ‘C’ posts.
2. A proposal has been received from Department of Sports for inclusion of some more disciplines in the above list of Sport disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Department of Government of India.
3. It has now been decided to accept the recommendation of Department of Sports. Accordingly, the list of Sports/Games, as contained in para A IV of this Department’s O.M. No.14034/1/2013-Estt.(D) dated 3.10.2013 for the purpose of recruitment of sportsperson in Government of India is hereby revised. A revised updated list of sixty three (63) sports disciplines/games covered by the scheme is Appended.
4. All other conditions relating to eligibility, appointment, seniority etc. laid down in the O.M. dated 3.10.2013, and other related OMs, as amended from time to time, shall remain unaltered.
