Confederation oppose premature retirement of Government Employees who has completed 30 years of service and attained age of 50 – 55 years

The Department of Personnel and Training has issued an office memorandum on 28th August, 2020 that allows it to prematurely retire government servants even if they are within the 50 to 55 age groups or have completed 30 years of service.

Now Confederation of Central Government Employees released the press statement, stated that Confederation of Central Govt. Confederation of Central Govt. Employees and Workers strongly oppose the move of Government of India to unilaterally and arbitrarily imposition of provisions of rules FR 56 (J) and rule 48 (h) pension rules to retire the Govt Employees prematurely and forcibly vide the OM No. 25013/03/2019-Estt-A IV dated 28. August 2020 issued by Department of Personal and Training, Govt. of India.

The above mentioned OM gives the power to Government to cause premature retirement of any Govt. official who has completed 30 years of service and attained age of 50/55 years on various vague grounds as such “doubtful integrity”, “ineffectiveness” and When petty allegations.

This OM gives infinite power to the authority to pick and choose the targeted employees for such forced premature retirement. The victim employee will not be given any opportunity to explain as natural justice demands. After retirement, he can approach advisory committee appointed by the Govt. of India.

This shows the autocratic attitude of Govt. of India towards the bask rights of employees and unions and in violation of Labour laws.

Confederation of Central Govt. Employees and workers strongly oppose such an authoritarian and arbitrary move of Govt. of India and demand for withdrawal the said OM forthwith.

If this OM is not withdrawn the Central Govt. Employees will be compelled to launch serious agitational programmes.

Subject : Submission of the letter of undertaking by the pensioner and forwarding it along with e-PPO under the digital environment

Kind Attention is drawn to the meetings held on 07.08.2020 and 14.08.2020 with the Authorized Banks under the chairmanship of the Additional CGA (MS), Department of Expenditure, Ministry of Finance on the consumption of e-PPO in the pension software of the Authorized Bank.

2. At present, scanned copy of letter of undertaking is being forwarded along with the e¬ppo. Many Bank officials have stated that ink-signed letter of understanding is a necessary condition for start of pension and without this; the banks will not be able to start the first pension as any excess payment made to the pensioners can’t be recovered without any legal supporting document.

3. All the banks are requested to offer their comments/views regarding submission of the letter of undertaking by the pensioner and forwarding it along with e-PPO under the digital environment.

4. The comments may be sent to the CPAO by 31.08.2020 on the designated email address – [email protected].

Subject: Mentoring Scheme for officers of the Indian Civil Accounts Service (ICAS)- regarding.

The Cadre Training Plan for the Indian Civil Accounts Service (ICAS) Officers was approved by Honible Finance Minister and the same was communicated to CGA office vide Department of Expenditure ID Note no A-33025/2/2014-Ad.I dated 25.07.2016. The Cadre Training Plan includes Mentoring as one of the modes of training.

Para 7,5 of the approved Cadre Training Plan provides for Mentoring as a mode of training / learning for Officers at the JTS/STS level. The Supervisory Officer and! or any other officer will be designated as mentor and guide a specific designated mentee. The Mentor will provide advice regarding skill up-gradation and trouble shooting. The learning is expected to be practical, with a keen focus on hands on training.

In view of the above, a Mentoring Scheme has been formulated with the concept of nurturing the leaders of tomorrow and to ensure that knowledge and experience flows down from those that have it to those that need it.

Controller General of Accounts, Ministry of Finance, Department of Expenditure as the Cadre Controlling Authority in respect of the Indian Civil Accounts Service Officers has approved the Mentoring Scheme. The Scheme document is attached herewith.

The Mentoring Scheme, initially, will be implemented by assigning Mentors (HAG/SAG level officers) to the Mentees i.e. ICAS Probationary Officers of 2018 & 2019 batch. A Review of the Scheme will be carried out in the May, 2021,

Sub : Timely submission of the cases for approval of voluntary retirement / resignation.

It is observed that cases requiring approval of appointing authority for voluntary retirement and relaxation regarding curtailment of 3 months notice period in terms of Rule 48, 48-A of CCS (Pension) Rules and under FR 56(k) and 56(m) are received in this office incomplete and late at the fag end of the expiry of the prescribed notice period of three months. Further, the cases so received are devoid of the requisite documents, i.e., no dues Certificate and certificate regarding length of qualifying service rendered and vigilance clearance certificate. As a result, this office is left with a very short period for processing the request for seeking approval of the competent authority resulting in delay in obtaining the approval.

2. To facilitate timely processing of such cases by the field offices a proforma check list has been prepared. All Principal Accounts Offices are requested that, henceforth, the notice for voluntary retirement must reach to this office invariably with the annexed proforma enclosed herewith duly filled in, within ten working days of receipt of the notice for voluntary retirement from the officer concerned.

3. PrCCAs/CCAs/CAs are requested to direct their Principal Accounts Offices for compliance of the same.

This issues with the approval of the competent authority.

In a series of tweets, Prime Minister Shri Narendra Modi said that Mission Karmayogi – National Program for Civil Services Capacity Building will radically improve the Human Resource management practices in the Government. It will use scale & state of the art infrastructure to augment the capacity of Civil Servants.

He tweeted “iGOT platform will enable the transition to a role-based HR management & continuous learning. Mission Karmayogi aims to prepare Civil Servants for the future by making them more creative, constructive & innovative through transparency and technology.”

Government bans another 118 apps including PUBG

The Ministry of Electronics and Information Technology, Government of India invoking it’s power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 118 mobile apps (see Appendix) since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order.

The Ministry of Electronics and Information Technology has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India. The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures.

The Indian Cyber Crime Coordination Centre, Ministry of Home Affairs has also sent an exhaustive recommendation for blocking these malicious apps.. Likewise, there have been similar bipartisan concerns, flagged by various public representatives, both outside and inside the Parliament of India. There has been a strong chorus in the public space to take strict action against Apps that harm India’s sovereignty as well as the privacy of our citizens.

On the basis of these and upon receiving of recent credible inputs that information posted, permissions sought, functionality embedded as well as data harvesting practices of above stated Apps raise serious concerns that these Apps collect and share data in surreptitious manner and compromise personal data and information of users that can have a severe threat to security of the State.

In the interest of sovereignty and integrity of India, defence of India and security of the State. And using the sovereign powers, the Government of India has decided to block the usage of certain Apps, used in both mobile and non-mobile Internet enabled devices. These apps are listed in the attached appendix.

This move will safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety, security and sovereignty of Indian cyberspace.

प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने निम्नलिखित संस्थागत ढांचे के साथ राष्ट्रीय सिविल सेवा क्षमता विकास कार्यक्रम (एनपीसीएससीबी) को शुरू करने की मंजूरी दी है-

  1. प्रधानमंत्री की सार्वजनिक मानव संसाधन परिषद।
  2. क्षमता विकास आयोग।
  3. डिजिटल परिसम्पत्तियों के स्वामित्व तथा प्रचालन और ऑनलाइन प्रशिक्षण के लिए प्रौद्योगिकीय प्लेटफार्म हेतु विशेष प्रयोजन कंपनी (एसपीवी)।
  4. मंत्रिमंडल सचिव की अध्यक्षता में समन्वयन एकक।

मुख्य विशेषताएं

एनपीसीएससीबी को सिविल सेवकों के लिए क्षमता विकास के लिए आधारशिला रखने हेतु बनाया गया है ताकि वे भारतीय संस्कृति और संवेदनाओं से सराबोर रहें और विश्व भर की श्रेष्ठ पद्धतियों से सीखते हुए अपनी जड़ों से जुड़े रहें। इस कार्यक्रम को एकीकृत सरकारी ऑनलाइन प्रशिक्षण-आईगॉट कर्मयोगी प्लेटफार्म की स्थापना करके कार्यान्वित किया जाएगा। इस कार्यक्रम के मुख्य  मार्गदर्शक सिद्धांत निम्नासनुसार होंगे:

(i)  ‘नियम आधारित’ मानव संसाधन प्रबंधन से ‘भूमिका आधारित’ प्रबंधन के परिवर्तन को सहयोग प्रदान करना। सिविल सेवकों को उनके पद की आवश्यकताओं के अनुसार आवंटित कार्य को उनकी क्षमताओं के साथ जोड़ना।

(ii) ‘ऑफ साइट सीखने की पद्धति’ को बेहतर बनाते हुए ‘ऑन साइट सीखने की पद्धति’ पर बल देना।

(iii) शिक्षण सामग्री, संस्थानों तथा कार्मिकों सहित साझा प्रशिक्षण अवसंरचना परितंत्र का निर्माण करना।

(iv) सिविल सेवा से संबंधित सभी पदों को भूमिकाओंगतिविधियों तथा दक्षता के ढांचे (एफआरएसी) संबंधी दृष्टिकोण के साथ अद्यतन करना और प्रत्येक सरकारी निकाय में चिन्हित एफआरएसी के लिए प्रासंगिक अधिगम विषय-वस्तुर का सृजन करना और प्रदान करना।

(v) सभी सिविल सेवकों को आत्म-प्रेरित एवं अधिदेशित सीखने की प्रक्रिया पद्धति में अपनी व्यवहारात्मककार्यात्मक और कार्यक्षेत्र से संबंधित दक्षताओं को निरंतर विकसित एवं सुदृढ़ करने का अवसर उपलब्ध कराना।

(vi) प्रत्येक कर्मचारी के लिए वार्षिक वित्तीय अंशदान के माध्यम से सीखने की प्रक्रिया के साझा एवं एक समान परिवेश तंत्र के सृजन और साझाकरण के लिए अपने-अपने संसाधनों को सीधे तौर पर निवेश करने हेतु सभी केन्द्रीय मंत्रालयों और विभागों तथा उनके संगठनों को समर्थ बनाना।

(vii) सार्वजनिक प्रशिक्षण संस्थानों, विश्वविद्यालयों, स्टार्ट-अप और एकल विशेषज्ञों सहित सीखने की प्रक्रिया संबंधी सर्वोत्तम विषय-वस्तु् के निर्माताओं को प्रोत्साहित करना और साझेदारी करना।

(viii) क्षमता विकास, विषय-वस्तु निर्माण, उपयोगकर्ता फीडबैक और दक्षताओं की मैपिंग एवं नीतिगत सुधारों के लिए क्षेत्रों की पहचान संबंधी विभिन्न-पक्षों के संबंध में आईगॉट-कर्मयोगी द्वारा प्रदान किए गए आंकड़ों का विश्लेषण करना।

उद्देश्य

एक क्षमता विकास आयोग स्थापित करने का भी प्रस्ताव है, ताकि सहयोगात्मक और सह-साझाकरण के आधार पर क्षमता विकास परिवेश या व्यवस्था के प्रबंधन और नियमन में एकसमान दृष्टिकोण सुनिश्चित किया जा सके।

आयोग की भूमिका निम्नानुसार होगी-

• वार्षिक क्षमता विकास योजनाओं का अनुमोदन करने में पीएम सार्वजनिक मानव संसाधन परिषद की सहायता करना।

•  सिविल सेवा क्षमता विकास से जुड़े सभी केंद्रीय प्रशिक्षण संस्थानों का कार्यात्मक पर्यवेक्षण करना।

आईगॉट- कर्मयोगी प्लेटफॉर्म भारत में दो करोड़ से भी अधिक कार्मिकों की क्षमताओं को बढ़ाने के लिए व्यापक और अत्याधुनिक संरचना सुलभ कराएगा। इस प्लेटफॉर्म के विषय-वस्तु (कंटेंट) के लिए एक आकर्षक एवं विश्व स्तरीय बाजार के रूप में विकसित होने की उम्मीद है जहां सावधानीपूर्वक व्यवस्थित और पुनरीक्षित डिजिटल ई–लर्निंग सामग्री उपलब्ध कराई जाएगी। क्षमता विकास के अलावा, सेवा मामलों जैसे कि परिवीक्षा अवधि के बाद पुष्टीकरण या स्थायीकरण, तैनाती, कार्य निर्धारण और रिक्तियों की अधिसूचना इत्यादि को अंतत: प्रस्तावित दक्षता या योग्यता संरचना के साथ एकीकृत कर दिया जाएगा।

‘मिशन कर्मयोगी’ का लक्ष्य भारतीय सिविल सेवकों को और भी अधिक रचनात्मक, सृजनात्मक, विचारशील, नवाचारी, अधिक क्रियाशील, प्रोफेशनल, प्रगतिशील, ऊर्जावान, सक्षम, पारदर्शी और प्रौद्योगिकी-समर्थ बनाते हुए भविष्य के लिए तैयार करना है। विशिष्ट भूमिका-दक्षताओं से युक्त सिविल सेवक उच्चतम गुणवत्ता मानकों वाली प्रभावकारी सेवा प्रदायगी सुनिश्चित करने में समर्थ होंगे।

वित्तीय निहितार्थ

लगभग 46 लाख केन्द्रीय कर्मचारियों को कवर करने के लिए वर्ष 2020-2021 से लेकर 2024-25 तक 5 वर्षों की अवधि के दौरान 510.86 करोड़ रुपये की धनराशि का व्यय किया जाएगा। इस व्यय को 50 मिलियन अमेरिकी डॉलर की राशि की बहुपक्षीय सहायता द्वारा आंशिक रूप से वित्तपोषित गया है। कंपनी अधिनियम, 2013 की धारा 8 के अधीन एनपीसीएससीबी के लिए पूर्णत स्वामित्व वाले विशेष प्रयोजन व्हीकल (एसपीवी) की स्थापना की जाएगी। एसपीवी एक ‘गैर-लाभ अर्जक’ कंपनी होगी जो आईगॉट- कर्मयोगी प्लेटफॉर्म का स्वामित्व रखेगी और प्रबंधन करेगी। एसपीवी विषय-वस्तु बाजार का निर्माण और संचालन करेगी और यह विषय-वस्तु वैधीकरण, स्वतंत्र निरीक्षण आकलन एवं टेलीमिट्री डेटा उपलब्धता से संबंधित आईगॉट-कर्मयोगी प्लेटफॉर्म की प्रमुख व्यावसायिक सेवाओं का प्रबंधन करेगी। यह एसपीवी ही भारत सरकार की ओर से सभी बौद्धिक संपदा अधिकारों का स्वामित्व रखेगी। प्रमुख कार्य-निष्पादन संकेतकों का डैशबोर्ड अवलोकन सृजित करने के लिए आईगॉट– कर्मयोगी प्लेटफ़ार्म के सभी उपयोगकर्ताओं (यूजर) के कार्य-निष्पादन मूल्यांकन हेतु एक समुचित निगरानी और मूल्यांकन रूपरेखा भी बनाई जाएगी।

माननीय प्रधानमंत्री की अध्यक्षता में चयनित केन्द्रीय मंत्रियों, मुख्यमंत्रियों, प्रख्यात सार्वजनिक मानव संसाधन पेशेवरों, विचारकों, वैश्विक विचारकों और लोक सेवा प्रतिनिधियों वाली एक सार्वजनिक मानव संसाधन परिषद शीर्ष निकाय के तौर पर कार्य करेगी जो सिविल सेवा-सुधार कार्य और क्षमता विकास को कार्यनीतिक दिशा प्रदान करेगी।

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved launching of a National Programme for Civil Services Capacity Building (NPCSCB)with the following institutional framework:-

(i) Prime Minister’s Public Human Resources (HR) Council,

(ii) Capacity Building Commission.

(iii) Special Purpose Vehicle for owning and operating the digital assets
andthe technological platform for online training,

(iv) Coordination Unit headed by the Cabinet Secretary.

Salient Features

NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an Integrated Government Online Training-iGOTKarmayogiPlatform. The core guiding principles of the Programme will be:

  • Supporting Transition from ‘Rules based’ to ‘Roles based* HR Management.Aligning work allocation of civil servants by matching their competencies tothe requirements of the post.
  • To emphasize on ‘on-site learning’ to complement the ‘off-site’ learning,
  • To create an ecosystem of shared training infrastructure including that oflearning materials, institutions and personnel
  • To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learningcontent relevant to the identified FRACs in every Government entity
  • To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies intheir self-driven and mandated learning paths.
  • To enable all the Central Ministries and Departments and their Organizations to directly invest their resources towards co-creation and sharing the collaborative and common ecosystem of learning through an annual financialsubscription for every employee,
  • To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts,
  • To undertake data analytics in respect of data emit provided by iGOT- Karmayogi pertaining to various aspects of capacity building, content creation, user feedback and mapping of competencies and identify areas for policy reforms.

Objectives

It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.

The role of Commission will be as under-

  • To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.
  • To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.
  • To create shared learning resources, including internal and external faculty and resource centers.
  • To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.
  • To make recommendations on standardization of training and capacity building, pedagogy and methodology
  • To set norms for common mid-career training programs across all civil services.
  • To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.

iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.

Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.

Financial implications

To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a “not-for-profit” company and will own and manage iGOT-Karmayogiplatform. The SPV will create and operationalize the content, market place and manage key business services ofiGOT-Karmayogiplatform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT-Karmayogiplatform so as to generate a dashboard view of Key Performance Indicators.

Background

Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.

A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon’ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.
