Subject:- Annual Performance Assessment Report in respect of officers appointed to the post of Joint Secretary on Lateral Recruitment basis in Government of India.

The undersigned is directed to say that appointments to the post of Joint Secretary have been made on Lateral Recruitment basis in various Ministries/Departments under Government of India.

2. It has been decided with the approval of the competent authority that the format of Annual Performance Assessment Report (APAR) for the post of Joint Secretary appointed on Lateral Recruitment shall be similar to the APAR format applicable to Central Secretariat Service officers of equivalent status. The APAR of such officers may be recorded online to the extent possible.

Common Eligibility Test to replace multiple examinations for recruitment to Central Government Jobs

Examination to be held in 12 Indian languages

The Union Cabinet chaired by Prime Minister Narendra Modi today approved the proposal to set up the National Recruitment Agency (NRA), marking a paradigm shift in government recruitment.

At present, candidates seeking government jobs have to appear for separate examinations conducted by multiple recruiting agencies for various posts. Candidates have to pay fee to multiple recruiting agencies and also have to travel long distances for appearing in various exams.

Approximately 1.25 lakh government jobs are advertised every year for which 2.5 crore aspirants appear in various examinations. A common eligibility Test would enable these candidates to appear once and apply to any or all of these recruitment agencies for the higher level of examination.

The NRA will conduct the Common Eligibility Test (CET) for recruitment to non-gazetted posts in government and public sector banks. This test aims to replace multiple examinations conducted by different recruiting agencies for selection to government jobs advertised each year, with single online test.

Salient features.

  • The Common Eligibility Test will be held twice a year.
  • There will be different CETs for graduate level, 12th Pass level and 10th pass level to facilitate recruitment to vacancies at various levels.
  • The CET will be conducted in 12 major Indian languages. This is a major change, as hitherto examinations for recruitment to Central Government jobs were held only in English and Hindi.
  • To begin with CET will cover recruitments made by three agencies : viz. Staff Selection Commission, Railway Recruitment Board and the Institute of Banking Personnel Selection. This will be expanded in a phased manner.
  • CET will be held in 1,000 centres across India in a to bid remove the currently prevalent urban bias. There will be an examination centre in every district of the country. There will be a special thrust on creating examination infrastructure in the 117 aspirational districts.
  • CET will be a first level test to shortlist candidates and the score will be valid for three years.
  • There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET subject to the upper age limit. Age relaxation for SC/ST and OBC candidates as per existing rules will apply.

Advantages for students

  • Removes the hassle of appearing in multiple examinations.
  • Single examination fee would reduce financial burden that multiple exams imposed.
  • Since exams will be held in every district, it would substantially save travel and lodging cost for the candidates.
  • Examination in their own district would encourage more and more women candidates also to apply for government jobs.
  • Applicants are required to register on a single Registration portal.
  • No need to worry about clashing of examination dates.

Advantages for Institutions

  • Removes the hassle of conducting preliminary / screening test of candidates.
  • Drastically reduces the recruitment cycle.
  • Brings standardization in examination pattern.
  • Reduces costs for different recruiting agencies. Rs 600 crore savings expected.
  • The Government also plans to provide outreach and awareness facility to assist candidates in rural and far flung areas to familiarize them with the online examination system. 24×7 helpline will be set up for answering queries, complaints and queries.

National Recruitment Agency will be a Society registered under the Societies Registration Act. It will be headed by a Chairman of the rank of the Secretary to the Government of India. It will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB & IBPS. The Government has sanctioned a sum of Rs. 1517.57 crore for the National Recruitment Agency (NRA). The expenditure will be undertaken over a period of three years. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment.

Subject: Disbursement of salary/wages/pension to the Central Government Employees in the State of Maharashtra for the month of August, 2020 on account of Ganapati festival.

In view of the ‘Ganapati’ festival, the Government have decided that the salary of all Central Government employees in the State of Maharashtra for the month of August, 2020 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 27th August, 2020 (Thursday).

2. The wages for August, 2020 of the industrial employees of Central Government serving in the State of Maharashtra may also be disbursed in advance on 27th August, 2020.

3. The pension for August, 2020 of all Central Government Pensioners in the State of Maharashtra may also be disbursed by Bank/PAOs on 27th August, 2020.

4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/ pension of the month of August, 2020.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Maharashtra for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Maharashtra for necessary action immediately.

Sub : Treating the period of absence due to COVID-19 as “Special Casual Leave” – Reg.

Sir,

A number of COVID-19 cases among the Central Government employees are being reported every day. The staff are subjected to man to man transmission of the Corona virus during the course of performing duty or otherwise. COVID-19 Positive Central Government Employees are sent to either Home or Hospital Isolation and those come in contact are quarantined for 14 days. It is reported that, in these cases; the employees are being asked to apply for their own leave, which is not justified.

It may not be out of the context to mention here that, there has been a provision of Quarantine Leave in case of highly infectious diseases, This is a new disease and highly infectious with rapid transmission from man to man.

It is therefore requested to kindly cause necessary instructions to all Central Government Departments to Grant Special Casual Leave or Quarantine leave as the case may be.

Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.

The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86-DPE( WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme Spelt out in Annexure- III of the said O.M., the installments of DA become payable from 1st January, 1st April 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960 100).

2. In continuation of this Department’s O.M. of even No. dated 03.04.2020. the rates of DA payable to the executives of CPSEs holding Board level post. below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

Cabinet approves creation of National Recruitment Agency (NRA), paving the way for a transformational reform in the recruitment process for central government jobs

  • NRA: A Multi-Agency Body to encompass the first level test by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and the Institute of Banking Service Personnel (IBPS)

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has given its approval for creation of National Recruitment Agency (NRA), paving the way for a transformational reform in the recruitment process for central government jobs.

Recruitment Reform – a major boon for the youth

At present, candidates seeking government jobs have to appear for separate examinations conducted by multiple recruiting agencies for various posts, for which similar eligibility conditions have been prescribed. Candidates have to pay fee to multiple recruiting agencies and also have to travel long distances for appearing in various exams. These multiple recruitment examinations are a burden on the candidates, as also on the respective recruitment agencies, involving avoidable/repetitive expenditure, law and order/security related issues and venue related problems. On an average, 2.5 crore to 3 crore candidates appear in each of these examinations. A common eligibility Test would enable these candidates to appear once and apply to any or all of these recruitment agencies for the higher level of examination. This would indeed be a boon to all the candidates.

National Recruitment Agency (NRA)

A multi-agency body called the National Recruitment Agency (NRA) will conduct a Common Eligibility Test (CET) to screen/shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB & IBPS. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment.

Access to Examination Centres

Examination Centres in every District of the country would greatly enhance access to the candidates located in far-flung areas. Special focus on creating examination infrastructure in the 117 Aspirational Districts would go a long way in affording access to candidates at a place nearer to where they reside. The benefits in terms of cost, effort, safety and much more would be immense. The proposal will not only ease access to rural candidates, it will also motivate the rural candidates residing in the far-flung areas to take the examination and thereby, enhance their representation in Central Government jobs. Taking job opportunities closer to the people is a radical step that would greatly enhance ease of living for the youth.

Major Relief to poor Candidates

Presently, the candidates have to appear in multiple examinations conducted by multiple agencies. Apart from the examination fees, candidates have to incur additional expenses for travel, boarding, lodging and other such. A single examination would reduce the financial burden on candidates to a large extent.

Women candidates to benefit greatly

Women candidates especially from rural areas face constraints in appearing in multiple examinations as they have to arrange for transportation and places to stay in places that are far away. They sometimes have to find suitable persons to accompany them to these Centres that are located far away. The location of test centres in every District would greatly benefit candidates from rural areas in general and women candidates in particular.

Bonanza for Candidates from Rural Areas

Given the financial and other constraints, the candidates from rural background have to make a choice as to which examination they want to appear in. Under the NRA, the candidates by appearing in one examination will get an opportunity to compete for many posts. NRA will conduct the first-level /Tier I Examination which is the stepping stone for many other selections.

CET Score to be valid for three years, no bar on attempts

The CET score of the candidate shall be valid for a period of three years from the date of declaration of the result. The best of the valid scores shall be deemed to be the current score of the candidate. There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET subject to the upper age limit. Relaxation in the upper age limit shall be given to candidates of SC/ST/OBC and other categories as per the extant policy of the Government. This would go a long way in mitigating the hardship of candidates who spend a considerable amount of time, money and effort preparing and giving these examinations every year.

Standardised Testing

NRA shall conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for those non-technical posts to which recruitment is presently carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS). Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialised Tiers (II, III etc) of examination which shall be conducted by the respective recruitment agencies. The curriculum for this test would be common as would be the standard. This would greatly ease the burden of candidates who are at present required to prepare for each of the examinations separately as per different curriculum.

Scheduling Tests and choosing Centres

Candidates would have the facility of registering on a common portal and give a choice of Centres. Based on availability, they would be allotted Centres. The ultimate aim is to reach a stage wherein candidates can schedule their own tests at Centres of their choice.

OUTREACH ACTIVITIES BY NRA

Multiple languages

The CET would be available in a number of languages. This would greatly facilitate people from different parts of the country to take the exam and have an equal opportunity of being selected.

Scores – access to multiple recruitment agencies

Initially the scores would be used by the three major recruitment agencies. However, over a period of time it is expected that other recruitment agencies in the Central Government would adopt the same. Further, it would be open for other agencies in the public as well as private domain to adopt it if they so choose. Thus, in the long run, the CET score could be shared with other recruiting agencies in the Central Government, State Governments/Union Territories, Public Sector Undertaking and Private Sector. This would help such organizations in saving costs and time spent on recruitment.

Shortening the recruitment cycle

A single eligibility test would significantly reduce the recruitment cycle. Some Departments have indicated their intention to do away with any second level test and go ahead with recruitment on the basis of CET scores, Physical Tests and Medical examination. This would greatly reduce the cycle and benefit a large section of youth.

Financial Outlay

The Government has sanctioned a sum of Rs. 1517.57 crore for the National Recruitment Agency (NRA). The expenditure will be undertaken over a period of three years. Apart from setting up the NRA, costs will be incurred for setting up examination infrastructure in the 117 Aspirational Districts.

References for grant of MACPS to Accounts Officers of this department have been received in this HQrs Office. On scrutiny of these applications it has been observed that certain informations which are required to process the case further have not been provided.

2. Accordingly, it is requested that the cases of Accounts Officers serving under your organization / proforma control, due for grant of MACPS may please be reviewed in the light of DoP&T OM under reference and the case(s) of eligible Accounts Officer(s) for grant of financial benefit under MACPS (due up to March 2021) may please be forwarded to this HQrs office, along with the following information / documents for further examination and necessary action:

(a) Your specific recommendation regarding grant of MACP to eligible Accounts Officer concerned.

(b) APAR grading as applicable in the case (kindly refer para 17 (i) & (ii) of Annexure-I to DOP&T OM under reference).

(c) Service particular in respect of the eligible Accounts Officer concerned, duly cross-checked with the entries made in the Service Book of the officer, may be provided as per Annexure ‘A’ enclosed to this circular.

(d) Whether any penalties are operative or would become operative against the Accounts Officer concerned If so, full details regarding nature of the penalty awarded, the period up to which it will be operative etc, may be furnished in a separate Annexure along with a copy of office order notifying the penalty.

(e) Ten years disciplinary certificate, in accordance with the provisions contained in DOP&T OM No. 22011/5/86-Estt.(D), dated 27.03.1990 in respect of the eligible Accounts Officer concerned may be furnished as per Annexure ‘B’ enclosed to this circular.

3. Further, case(s) of eligible Accounts Officer(s) which were forwarded earlier to this HQrs Office for grant of MACP, may also be reviewed in the light of above mentioned OM and the same may be resend as per the guidelines given in para 2 above, for further necessary action.

4. The requisite information / documents may please be forwarded to this HQrs office urgently by 11th September, 2020.

5. In case no Accounts Officer of the organization is found eligible for grant of MACPS, the same may please be intimated to this HQrs office through a NIL report.
