Sub: Preventive Measures to be taken to contain the spread of COVID-19 in workplace
Further to instructions and guidelines as contained in Office Order Nos 33, 38, 39 & 40 of 2020, enclosed is an OM No. 11013/9/2014-Estt.A.III dated 5.6.2020 by Ministry of Personnel, Public Grievances and Pensions, DOP&T, containing. additional guidelines/instructions on social distancing norms and health and hygiene practices to be strictly adhered to by all Officials.
2. Specific attention in this connection is invited to paras 3 & 4 of Annexure to DOP&T’s aforesaid OM dated 5.6.2020, Annexure-I & I/1 of Office Order No. 39 of 2020 and paras 2 & 3 of Office Order No. 40 of 2020 for guidance of all officials.
3. All concerned to ensure strict compliance of above instructions.
Moratorium on rotational transfers of officers /staff in view of COVID-19 pandemic-regarding.
In view of the extraordinary situation prevailing in the country due to outbreak of COVID-19 Pandemic causing serious disruptions in the life, it would not be appropriate to dislocate officers/staff of ESI Corporation for one year. It has, therefore, been decided that:
1. No rotational transfers of officers/ officials in different grades (Group ‘A’, ‘B’ and ‘C’) be carried till 30.04.2021.
2. The exception to this moratorium on rotational transfers, would, however, be administrative reasons to fill up any vacancy due to promotion/retirement and consideration of requests by officers/staff on compassionate grounds i.e. medical emergency with self or family members etc with general principles that minimum dislocation is caused to the officers/officials while deciding postings on promotion.
3. Transfers being made on personal request and on compassionate ground will be without any cost to the government i.e. no transfer grants/transfer allowance/travelling allowance/daily allowance would be paid to the officers/staff who have been transferred on their own request.
4. The transfer to be made in the above categories i.e. Para 2 would be recommended by the Transfer Committee.
This is in compliance to directions received from Government of India and meets approval of competent authority. All the immediate cadre controlling authorities are advised to circulate 86 bring contents of this O.M. to knowledge of all the concerned of their respective units.

Subject : Department of Posts Postman and Mail Guard (Group’C’ post) Recruitment (Amendment) Rules, 2020
Madam/Sir,
I am directed to forward herewith a copy of Department of Posts Postman and Mail Guard (Group’C’post) Recruitment (Amendment) Rules, 2020 dated 05.03.2020 notified in the Official Gazette of India, Extraordinary. Part-ll, Section 3, Sub-section (i).
It is requested that the provisions of recruitment rules may be brought to the notice of all concerned.
G.S.R. 157(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Posts Postman and Mail Guard (Group C post) Recruitment Rules 2018, namely:-
1. Short title and commencement.–
(1) These rules may be called the Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment (Amendment) Rules 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment Rules, 2018, in the SCHEDULE,–
(A) in serial number 1 relating to the post of Postman, under column (7), for the existing entries, the following entries shall be substituted, namely:-
(a) 12th standard pass from a recognised Board;
(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.
The candidate shall also possess the following, namely:-
(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language upto 10th standard.
(ii) knowledge of working on computer.
Note 1: The local language of a Postal Circle or Division shall be published by the Department of Posts.
Note 2: The person appointed to the post of Postman shall acquire a driving licence to drive two wheeler or three wheeler or light motor vehicle within a period of two years from the date of his appointment. However, persons with disability shall be exempted from the requirement of driving licence.
Note 3: A candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.”;
(B) in serial number 2 relating to the post of Mail Guard, under column (7), for the existing entries, the following entries shall be substituted, namely:
(a) 12th standard pass from a recognised Board;
(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.
The candidate shall also possess the following, namely:-
(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language up to 10th standard;
(ii) knowledge of working on computer.
Note: The local language of a Postal Circle or Division shall be published by the Department of Posts

Subject : Coverage under CCS (Pension) Rules 1972 in place of NPS for employees whose selection for appointment was finalized before 01.01.2004 but who joined Govt service on or after 01.01.2004.
Reference : This Office letter No.NPS/01/CGDA/Vol.III, Dated 28.02.2020.
In this context kindly refer to this office earlier circular cited above wherein applications from eligible employees were called for.
Till date, applications from employees of a number of offices have been received in this office. Since, the matter is time bound it is once again requested, on final basis, to forward applications of the eligible employees amongst those serving under the Group/Accounts Office to this office on or before 26.06.2020 if not forwarded earlier.

Sub: On-line Pre-selection Training to SC/ST Candidates for Selections held for promotion to Group ‘B’ posts.
Ref.: Board’s letter no.E(GP)2010/2/39 dt.28/08/2019.
Recently, a reference has been received from one of the Zonal Railways for imparting online Pre-Selection Training to reserved category candidates appearing in the Selections for promotion to Group ‘B’ posts in view of the Covid-19 pandemic where it is difficult to organize institutional training while maintaining social distancing and other covid-19 related measures. The matter has been examined in consultation with Training and Reservation directorates and herein it is advised that the issue may be decided after consulting the Zonal Executive Committee of All India SC & ST Railway Employees’ Association (AISCSTREA).
2. Further, as has been mentioned in Board’s aforementioned letter, the course content, design and module of the Pre-Selection Training may be the decided by the PHOD of the concerned department.
The following notification will be published in the Tamil Nadu Government Gazette:-
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309, read with Article 313 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Fundamental Rules.
2. The amendment hereby made shall be deemed to have come into force on the 07th May 2020.
AMENDMENT
In the said Fundamental Rules, in rule 56, in sub-rule (1), in clause (a) and in the second proviso thereunder, for the expression “fifty-eight years”, the expression “fifty-nine years” shall be substituted.
As per the G.O. read as 1st paper above permission was granted to the DDOs of all Government Departments, including Aided Institutions, only to e-submit the digitally signed SPARK bills for the salary claim of 03/2020 without submission of any signed hard copy of the outer/inner/schedules of the same to treasuries subject to certain conditions and vide GO read as 2nd paper above, extension was granted for salary claims of 04/2020 also.
As the lock down period is extended further, Government are pleased to grant permission to extend the adhoc arrangement for paperless bill for salary claim of 05/2020 also by all Departments without submission of any signed hard copy of the outer/ inner/schedules of the same to treasuries, subject to the condition that, no further extension in this connection will be allowed.
And all other conditions specified in the G.O read Pt paper above are applicable for 05/2020 salary bills from SPARK also.

Subject : – Implementation of the Government decision on the recommendation of the Seventh Central Pay Commission- in respect of Service Pension to the Havildar granted Honorary Rank of Naib Subedar retiring on or after 01.01.2016.
Reference is invited towards this office Circular No. 584 dated 07.09.2017. In this circular orders and procedure of pensionary award of 7th CPC were circulated with LPCs & its filling instructions. But the Circular is silent in respect of service pension of Havildar granted Hony Rank of Naib Subedar. A clarification was sought for regarding applicability of MoD letter dated 12.06.2009 for post 2016 retirees. It has now been clarified by the competent authority that ibid MoD letter is also applicable to post-2016 retirees Havildar granted Honorary rank of Naib Subedar.
2. Now, it has been decided that in all such cases the field SI No. 93 (Field name-Average Pay) of LPC-Cum Data Sheet of Circular No. 584 dt 07.09.2017 is invariably to be filled with Notional Pay of Havildar granted Hony. Naib Subedar fixed in Level-6 for Pension purpose only.
3. All other terms and condition shall be applied as per various paras of this govt. order as well as the existing provisions on the issue.
4 This circular is applicable in respect of service pension to the Havildar granted Honorary Rank of Naib Subedar retiring on or after 01.01.2016.

NPS withdrawal process at the time of difficulties caused by Covid 19 pandemic
NPS withdrawals including partial withdrawal are allowed as defined under NPS exit regulations. NPS Subscribers who intend to withdraw are required to submit the duly filled-up withdrawal forms along with the Supporting documents to the associated Nodal officers/ Points of Presence (POP) for processing their request.
2. Post submission of withdrawal documents by the Subscribers, it is the responsibility of Nodal officers/ POPs to check the genuineness of documents and verify the identity of Subscriber before authorizing their withdrawal requests in the CRA system. Upon authorization, withdrawal requests are executed in the CRA system to allow lump sum and the subscribers’ information is shared with Annuity Service Provider (ASP) for issuing annuity. Subsequently, Nodal officers/ POPs submit physical withdrawal documents to CRAs for storage and record keeping.
3. In the current Covid – 19 pandemic situation and the challenges, considering that the Subscribers may not be in a position to submit the physical exit documents, the Nodal offices/ POPs are advised to accept the scanned and self-certified images of documents through digital means as a special case and process their requests. The requests can be received from the registered email ids of Subscribers/Nodal officers. POPs/Nodal officer shall Carry out and be responsible for due diligence before authorizing the withdrawal request.
4. The existing facility to upload the withdrawal related documents in CRA system while initiating ‘online withdrawal’ request can be used quite extensively by subscribers/ nodal officer/POPs. The documents thus uploaded help in instantaneous Processing of lump sum and enable ASP to issue annuity based on the documents already uploaded.
5. The above process needs to be adopted on an exception basis and the one time exemption is allowed only till 30th June 2020. The Nodal officers/ POPs need to ensure that the duly authorized and completed documents reach the respective CRA by end of 31st July 2020.
6. This circular is issued under section 14 of PFRDA Act 2013 and is available at PFRDA’s website (www.pfrda.org.in) under the Regulatory framework and in “Circular” sections of CRA/POP under intermediaries.

Subject: State Government Employees Group Insurance cum Savings Scheme, 1987 – Table of Benefits under Savings Fund for the year of cessation of Membership 2020-2021.
In continuation of this Department’s Memo No. 4114-F(J)WB dated 19.11.2019, the undersigned is directed to say that a new table of benefits showing accumulation of savings fund under the above mentioned scheme corresponding to a unit subscription of Rs. 10/- (Rupees Ten) only per month has been drawn up for the period from 01.05.2020 to 31.07.2020 in matching with the Central Government Employees Group Insurance Scheme, 1980 circulated under GOI’s OM No. 7(2)/EV/2016 dated 13.08.2019.
2. A copy of the said table is enclosed herewith as ready-reckoner. The figures have been worked out on the basis of the rate of interests as follows:-

3. The amounts shown in the table are applicable (with the fractions) for one unit and to be rounded off after calculating the final amount payable.
4. The amounts shown in the table are applicable to a member of Group-D category. Corresponding amounts for the member of higher groups may be calculated proportionately.
5. It is assumed that subscriptions have fully been realized from salary up to the month in which a member ceases to be in service, failing which the same shall be deducted with interest from his/her entitlement.
