मंत्रिमंडल ने जुलाई 2019 से 5 प्रतिशत अतिरिक्‍त महंगाई भत्‍ता/महंगाई राहत को मंजूरी दी

प्रधानमंत्री श्री नरेन्‍द्र मोदी की अध्‍यक्षता में केंद्रीय मंत्रिमंडल ने आज मूल्‍य-वृद्धि की क्षति-पूर्ति के लिए, मूल वेतन/पेंशन के 12 प्रतिशत की मौजूदा दर में 5 प्रतिशत की वृद्धि करते हुए 1 जुलाई, 2019 से केंद्र सरकार के कर्मचारियों के लिए महंगाई भत्‍ते (डीए) और पेंशनभोगियों के लिए महंगाई राहत के लिए अतिरिक्‍त धनराशि जारी करने हेतु अपनी मंजूरी दे दी है। यह वृद्धि स्‍वीकृत फार्मूले के अनुसार की गई है, जो सातवें केंद्रीय वेतन आयोग की सिफारिशों पर आधारित है।

 वित्‍त वर्ष 2019-20 (जुलाई 2019 से फरवरी 2020 तक 8 महीने की अवधि के लिए) में महंगाई भत्‍ते और महंगाई राहत के कारण सरकारी खजाने पर क्रमश: 15909.35 करोड़ रूपये और 10606.20 करोड़ रूपये का बोझ होगा। इससे केंद्र सरकार के लगभग 49.93 लाख कर्मचारी और 65.26 लाख पेंशनभोगी लाभान्वित होंगे।

 महंगाई भत्‍ते में इस वृद्धि के कारण प्रतिवर्ष 8590.20 करोड़ रूपये प्रतिवर्ष और मौजूदा वित्‍त वर्ष 2019-20 (जुलाई 2019 से फरवरी 2020 तक 8 माह के लिए) में 5726.80 करोड़ रूपये का अतिरिक्‍त बोझ पड़ने का अनुमान है।

 पेंशनभोगियों के लिए महंगाई राहत के कारण प्रतिवर्ष 7319.15 करोड़ रूपये और मौजूदा वित्‍त में 4870 करोड़ रूपये का अतिरिक्‍त बोझ पड़ने का अनुमान है।

 केंद्र सरकार के कर्मचारियों/पेंशनभोगियों को महंगाई भत्‍ते/महंगाई राहत का भुगतान किया जाता है, ताकि वे वास्‍तविक मूल्‍य में ह्रास के कारण अपने रहन-सहन की लागत को पूरा कर सकें और अपने मूल वेतन/पेंशन को संरक्षित कर सकें। 1 जनवरी और 1 जुलाई से एक वर्ष में दो बार महंगाई भत्‍ते/महंगाई राहत को संशोधित किया जाता है।

Cabinet hikes 5% Dearness Allowance for Government Employees from July 2019

The Union Cabinet Chaired by Prime Minister Narendra Modi today approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2019 representing an increase of 5% over the existing rate of 12% of the Basic pay/Pension, to compensate for price rise.  This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs. 15909.35 crore per annum and Rs. 10606.20 crore in the financial year 2019-20 (for a period of 08 months from July, 2019 to February, 2020).  This will benefit about 49.93 lakh Central Government employees and 65.26 lakh pensioners.

The additional financial implication on account of this increase in Dearness Allowance is estimated at Rs 8590.20 Crore per year; and Rs 5726.80 Crore in the current Financial Year of 2019-20 (for 8 months from July 2019 to February 2020).

The additional financial implication on account of the Dearness Relief to pensioners is estimated to be Rs 7319.15 Crore per annum and Rs 4870 Crore in the current FY.

Dearness Allowance / Dearness Relief is paid to Central Government employees/pensioners to adjust the cost of living and to protect their basic pay/pension from erosion in the real value. Dear Allowance/Dearness Relief is revised twice a year from 1st January and 1st July.

Vide Board’s letter dated 10.04.2018 (RBE No.56/2018) higher grade pay of Rs.2000 was made applicable to all the Drivers Gr-III (Constable) of RPF/RPSF only who are similarly placed as compared to the petitioners in WP No.15763/2013.

2. In this connection, a reference was received seeking clarification as to whether direct recruited Driver Gr-III of RPF/RPSF (who were enlisted in service as Driver Gr-III on 15-07-2010 in the pay Scale of Rs.5200-20200 + GP Rs.1900) are to be treated at par with the petitioners of WP No.15763/2013 (Shri Valibhai Y.Darvodiya & 17 Ors. Vs CSC/RPF, CCG Mumbai and DG/RPFO for the purpose of granting higher grade pay of Rs.2000/-.

3. The matter has been examined in depth and it is accordingly clarified that all the Drivers Gr-III of RPF/RPSF are to be considered similarly situated as the petitioners in WP No.15763/2013 for grant of higher grade pay of Rs.2000/-

4. Further, the recruitment at the revised upgraded pay in future will be made only after duly incorporating the revised pay in the relevant Recruitment Rules.

5. This issues with the concurrence of Finance Directorate of this Ministry.

OFFICE MEMORANDUM

Subject :- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.

The undersigned is directed to refer to para No. 4 of this Department’s O.M. No. 2(50)/86-DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M. the instalments of DA become payable from 1st January, lst July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).

2. In continuation of this Department’s O.M. of even No. dated 04.07.2019, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

(a) Date from which payable: 01.10.2019

(b) AICPI (Linked to 1960=100) for the quarter June 2019 — Aug.2019

DA Rates for various Pay Ranges

3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. The quantum of IDA payable from 01.10.2019 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 151 points, may be Rs. 302/- and at AICPI 7267, DA payable may be Rs. 13123.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.

5. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.

Ref:(i)Board’s letter of even number dated 29.09.2016.
(ii) OM No. 41/21/2000-P&PW(D) dated 19.02.2019 of Department of Pension & Pensioners’ Welfare.

The Department of Pension & Pensioners’ Welfare, vide their OM cited under Ref.(ii) above have circulated a revised format for issue of Pensioners’ Identity Card deleting the requirement for indicating Aadhaar No. in the earlier format.

2. Accordingly the earlier format circulared vide Board’s letter under Ref (i) has been revised and enclosed as Annexure I & II. Henceforth Pensioners Identity Cards may be issued to the Railway servants retiring under Railway Services (Pension) Rules,1993 as per format at Annexure-I and to the Railway servants retiring under ‘National Pension System'(NPS) as per format at Annexure-II.

3. Other conditions stipulated in Board’s letter cited under Ref.(i) shall continue.
