Sub: Inter-Ministry Women Chess Tournament 2019-20
Central Civil Services Cultural and Sports Board is organizing Women’s Chess Championship as one of the events in Inter Ministry Chess Tournament 2019-20 from 14th October, 2019 to 16th October, 2019 at Grih Kalyan Kendra, Raja Bazar, Gole Market, New Delhi. The Women employees working in various Ministries/Departments located at Delhi/New Delhi may kindly send their entries in the prescribed Proforma (attached) along with the entry fee of Rs.75/- (Per Person) in the Central Civil Services Cultural & Sports Board Office latest by 11th October 2019, through the welfare officer of the Ministry Concerned.
2. Kindly note that event will be conducted on “SWISS LEAGUE SYSTEM” with suitable number (Max.5) of rounds on the basis of number of entries received by the Board. The championship will be merged with individual Chess Championship in event of non-receipt of minimum entries for conducting the Championship at the same venue and schedule. Medals will be awarded for first three positions.
3. No entry will be accepted unless accompanied with fee. The entry should be sent in the prescribed form duly signed by the Welfare Officer concerned and should reach on or before the last date mentioned above. The entry may be deposited in Board’s account as per details.

4. The rules and regulations governing the eligibility conditions for participation, etc. in the Inter-Ministry Tournament are available on the website of the Department of Personnel & Training (https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions).
5. All the participants should report to Shri Atul Mishra, Convenor, Chess at 10 am on 14th October, 2019. The detailed programme along with relevant details, rules and regulation will be supplied to the team/players at the venue of the Tournament.
Superannuation age of Central Government Employees – Rumours & Real Facts
Rumours were floating in social media that the govt has given clearance for reducing superannuation age
Sources tell that the rumours circulating in the social media about Department of Personnel and Training (DoPT) having given clearance to a proposal for reducing the superannuation age of Central employees with effect from April 2020 are baseless. It has been clarified that there is no such proposal.
Karnataka Confederation union also released the real facts for lowering the retirement age.

Comrades,
There are lot of discussions in whatsApp groups about the premature retirement of Central Government Employees the idea is to retire employees who have completed 33 years of service or on reaching 60 years of age, whichever is earlier. At present, the retirement age in most of the services is 60 years, though it is 65 for professors in all Central universities as also for Central government doctors. , such messages are spread as suggested by the Department of Personnel and Training (DoPT), the proposal is currently with the Department of Expenditure. Meanwhile, in order to streamline manpower planning and policies, the government has asked all the ministries to furnish a complete list of cadre-wise and grade-wise posts, total strength and vacancies in various departments by September 30. The messages state that the new rules of retirement age will be implemented from the next financial year after the approval of the Finance Ministry.
The following are the facts about this case.
1) Economic Survey for 2018-19 tabled in Parliament by Hon’ble Finance Minister Nirmala Sitharamanji on 5th July 2019 which says The survey pointed out that this will also help plan in advance for pensions and other retirement provisions. Given that life expectancy for both males and females in India is likely to continue rising, increasing the retirement age for both men and women going forward could be considered in line with the experience of other countries, it added. Due to ageing population and increasing pressure on pension funding, many countries have begun raising the pensionable retirement age. Curiously, Economic Survey 2018-19 had made a strong case for increasing the retirement age in the wake of the rising life expectancy rate in India.
2) The Economic Survey has suggested that a higher retirement a would be crucial for the viability of the pension system. The present economic condition of the Government is not that good to observe higher pension liability .
3) Whenever the Center constitutes a Pay Commission, there is heightened anticipation that the retirement age will be reviewed. With the next pay revision due in 2026, the signalling may have begun now .
4) Economic Survey itself pointing to the need to create 55-60 lakh jobs annually over the next two decades. The total number of sanctioned posts among all the grades was over 38 lakh as on March 1, 2018. Of them, 33.47 lakh posts belong to Grade C. About 31.18 lakh of the total of 38 lakh posts are occupied. At present about 6 lakhs Central Government jobs are to be filled up, the Central Government can fill up these jobs on priority basis. If the retirement age is lowered by any formula then about 6 lakhs people will be retiring in 2020, then 12 lakhs vacancies will be altogether the running of the Government machinery will be quite difficult. This will impact the Government objects and goals .
5) By the 2021 lot number of the Central Government employees are due for retirement, here also lot of vacuum is created in Central Government as filling up of the Government Jobs is at slow pace. The actual work load is more than the employees, the Government should run its machinery and implement it program and policies for which adequate manpower is vitally required.
6) The Government has to pay out huge amount as pension benefits to these 6 lakhs employees on an average 25 lakhs amount is spent on each employee as pension benefit , financially which is likely to be about Rs 20,000 crores on the Government budget.
7) The BSNL management had suggested to Central Government reducing the retirement age from 60 years to 58 years, so far the Finance Ministry has not cleared it due to financial constraints.
8) The retirement age of Central government officials were last increased from 58 years to 60 years in 1998. Many state governments have raised the retirement age from 60 to 62 years. Once a benefit is given to an employee, it is very difficult to withdraw it. It is subjected to judicial intervention. The lowering of retirement age is not easy decision , the central or the state Government will take so easily. It will think in all angles before any such decision is taken.
Hence , to conclude it is just a proposals and it is very difficult to implement it due to various factors such as losing an experienced employee who can handle the work , lot of Central Government jobs are vacant which are to be filled up , lot of financial issues are involved apart from managing its resources.

सीसीएस (पेंशन) नियमों के नियम 54 में संशोधन 1 अक्टूबर, 2019 से प्रभावी होगा

सीपीजीआरएएमएस सुधारों को आने वाले महीनों में अन्य मंत्रालयों में दोहराया जाएगा
कार्मिक और पेंशन राज्य मंत्री डॉ. जितेन्द्र सिंह ने कहा है कि प्रधानमंत्री श्री नरेन्द्र मोदी के नेतृत्व में सरकार ने प्रांरभ से ही कामकाज के डिजिटीकरण पर फोकस किया है। उन्होंने कहा कि सरकार की प्राथमिकता लोगों को पारदर्शी और नागरिक केन्द्रित शासन प्रदान करना है। डॉ. जितेन्द्र सिंह आज नई दिल्ली में कार्मिक, लोक शिकायत तथा पेंशन मंत्रालय द्वारा आयोजित डाक विभाग में केन्द्रीकृत लोक शिकायत समाधान और निगरानी प्रणाली (सीपीजीआरएएमएस) सुधार को लांच करने के समारोह को संबोधित कर रहे थे। इस अवसर पर प्रशासनिक सुधार और लोक शिकायत विभाग तथा पेंशन सचिव श्री के.वी. ईप्पेन और डाक महानिदेशक सुश्री मीरा नंदा और वरिष्ठ अधिकारी उपस्थित थे। समारोह में विभागों और मंत्रालयों का प्रतिनिधित्व करने वाले शिकायत अधिकारी भी उपस्थित थे।
डॉ. जितेन्द्र सिंह ने कहा कि नए सीपीजीआरएएमएस से शिकायत समाधान के समय में कमी आएगी और शिकायत समाधान की गुणवत्ता में सुधार होगा।
केन्द्रीय सिविल सेवा (पेंशन) नियमों के नियम 54 में संशोधन के सरकार के निर्णय की चर्चा करते हुए डॉ. जितेन्द्र सिंह ने कहा कि यह निर्णय सरकार के मानवीय पहलू और सरकार नागरिकों के प्रति सरकार की संवेदनशीलता दिखलाता है। सरकार ने केन्द्रीय सिविल सेवा (पेंशन) नियम 1972 के नियम 54 में 20 सितंबर, 2019 को जारी अधिसूचना के माध्यम से संशोधन किया है। संशोधित नियम के अनुसार सरकारी कर्मचारी के सेवा में प्रवेश करने के सात वर्ष की अंदर मृत्यु होने पर उसका परिवार दस वर्षों की अवधि के लिए अंतिम प्राप्त वेतन के बढ़ी हुई 50 प्रतिशत की दर से फैमली पेंशन का पात्र होगा। उन्होंने कहा कि यह सुधार मोदी सरकार के दूसरे कार्यकाल के पहले 100 दिनों में किया गया नागरिक केन्द्रीत सुधारों में एक है। उन्होंने बताया कि यह सुधार 1 अक्टूबर से प्रभावी होगा।
प्रशासनिक सुधार और लोक शिकायत तथा पेंशन सचिव श्री के.वी. ईप्पेन ने कहा कि नियम 54 में संशोधन के निर्णय से देश के लोगों के लाभ होगा, विशेषकर केन्द्रीय सशस्त्र बल के जवानों को लाभ मिलेगा। उन्होंने कहा कि यह दूरगामी सुधार है।
डाक महानिदेशक सुश्री मीरा नंदा ने कहा कि सरकार की प्राथमिकता लोक शिकायत प्रणाली को पारदर्शी बनाना रही है। उन्होंने कहा कि जन संपर्क वाले विभागों के लिए लोक शिकायत व्यवस्था महत्वपूर्ण है। उन्होंने कहा कि डाक विभाग के कार्य की विशालता को देखते हुए कुछ शिकायतें का आना संभव है। उन्होंने कहा कि सीपीजीआरएएमएस से शिकायतों के समाधान में लगभग 7 से 10 दिन लगेंगे।
अपने स्वागत भाषण में प्रशासनिक सुधार और लोक शिकायत विभाग के अपर सचिव श्री वी. श्रीनिवास ने कहा कि सीपीजीआरएएमएस 7.0 संस्करण के आने वाले महीनों में शेष केन्द्रीय मंत्रालयों में अपनाया जाएगा। उन्होंने बताया कि प्रशासनिक सुधार और लोक शिकायत विभाग के पास लगभग 6 लाख शिकायतें आती हैं और इनमें से 95 प्रतिशत शिकायतों का संतोषजनक समाधान कर लिया जाता है।
डाक विभाग के अपर महानिदेशक श्री विश्वपावन पति ने विस्तृत प्रेजेंटेशन दिया। संयुक्त सचिव (पेंशन) श्री संजय नारायण माथुर ने सीसीएस (पेंशन) नियम के नियम 54 में संशोधन के बारे में विस्तृत प्रेजेंटेशन पेश किया।
इस अवसर पर डॉ. जितेन्द्र सिंह ने सीपीजीआरएएमएस 7.0 प्रदर्शनी का उद्घाटन किया।
Sub: Government’s briefing to the PTI on the age of superannuation of the Central Government Employees
There are serious rumours in the air that the Department of Personnel & Training(Government of India) has mooted a proposal in regard to age of superannuation of the Central Government Employees, laying down condition of either 33 years of Qualifying Service or 60 years of age, whichever is earlier. It is also being claimed by several sources that, this proposal has already been sent to the Finance Ministry for their approval.
In this connection, it is clarified that, this has not to be given any cognizance since it is not possible without prior consultation with the JCM(Staff Side), being an important matter of the service condition, affecting the Central Government Employees.

Attention of all Pension Disbursing Authorities is invited to above cited circular wherein instructions and rates of minimum guaranteed pension/family pension given for revision of pension/family pension w.e.f. 01.01.2006 in r/o Pre 2006 Pensioners/Family Pensioners who retired as NCC Whole Time Officers(Male) in rank of Lieutenant, Captain, Major & Lt. Colonel.
(2) It has now been decided by the Government of India, Ministry of Defence vide letter no. 8/23/2018‐D(GS‐VI) dated 19th September 2019 that “Notional fixation of pension w.e.f. 01.01.2006 in respect of NCC WTOs be done at par with regular army officer of equivalent rank as recommended by DGNCC. However, the approval is a one‐time measure for only these veterans and shall not have repercussion on the NCC Whole Time Lady Officer (WTLOs) who are civilian.”
(3) In view of above Government order, attention of all Pension Disbursing Authorities is again invited that in case of pre‐2006 pensioners who retired as NCC Whole Time Officers in rank of lieutenant, Captain, Major & Lt. Col, their revised pension/family pension as on 01.01.2006 would not be less than as tabulated below (at par of regular army officer issued under this office circular no. 568 dated 13.10.2016):‐

(4) In case the consolidated pension/family pension calculated as per Para 4.1 of OM No. 38/37/08‐P&PW (A) dated 01‐09‐2008 is higher than the pension/family pension tabulated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.
(5) All other conditions as given in OM No. 38/37/08‐P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.
(6) All pension disbursing authorities are therefore, requested to revise the pension/family pension in affected cases in terms of ibid circular. Payment/Recovery made w.e.f. 01.01.2006 will be adjusted and/ or returned as the case may be, against the arrears now being paid. These cases may be reflected in the monthly account sent to this office as ‘change item’.

CIRCULAR
Subject :- Promotion of Sports in Central Government Women Employees
Central Civil Services Cultural & Sports Board (CCSCSB) is the Central Agency for promotion of Cultural and Sports activities amongst Central Government employees. CCSCSB ensures larger and effective participation of the Central Government employees in the said activities for physical fitness and recreation. With these objectives in view, the CCSCSB holds Inter-Ministry and All India Civil Services in various sports disciplines.
2. It has been observed that participation of Women employees is very less in the Inter-Ministry Tournaments especially in team games such as Basketball, Volleyball, Wrestling, Cricket, Football, Hockey, Kabaddi and individual events i.e. Lawn Tennis, Swimming, and Weightlifting & Powerlifting.
3. In order to increase the participation of Women employees in the above games, CCSCSB is planning to organise Women Sports Awareness Programmes in various buildings of Ministries/Departments located in Delhi.
4. The Board is also planning to organise Women Sports Meet in Nov/Dec 2019 at Vinay Marg Sports Complex, The Central Govt. Women employees who are willing to participate can contact the following persons for the games mentioned against each. Also any Ministry/Department keen to organise women sports awareness programme in their building/office can contact the following persons;
6. All the Welfare Officers are requested to give wide publicity to the Circular amongst their women employees in the Ministries/Departments and attached/ subordinate offices and help/intimate the Board to organise women sports awareness programme in their Ministry/Department.
