Sub: Extension of the scheme of hiring of para-medical categories in Group ‘C’ on contract basis.
Ref: This office letter No. 2017/Trans/01/Policy/Pt.I dated 17.01.2018.
In view of non-availability of regular staff for filling up of posts in para-medical categories as yet and with a view to avoid disruption of medical facilities, it has been decided by the Board to extend the above scheme of filling up of posts in para-medical categories in Group ‘C’ on contract basis beyond 30.6.2019 for nine months i.e. up to 31.03.2020, on the terms and conditions as stipulated vide Board’s letter of even number dated 25.06.2014 and No. 2017/Trans/01/Policy/Pt.I dated 12.04.2018. It must be ensured that suitable break is invariably given between successive contracts. Efforts may also be made to appoint fresh candidates for the above contract. This extension of para-medical staff would be subject to the condition that contractual staff be discharged immediately on joining of Railway Recruitment Board (RRB) selected candidates.

As per the existing practice, e-PPOs notified by the Pension Sanctioning Authorities in favour of PSBs shall be dispatched to the concerned CPPC.
2. A new CPPC of PNB Allahabad co-located at PCDA(P) complex has started functioning exclusively for handling ‘FRESH’ cases pertaining to all Defence and Defence Civilian Pensioners. However, all existing pensioners are still to be dealt at existing CPPCs of PNB.
3. CPPC of PNB Allahabad has noticed that Court case related Corr. PPOs of existing pensioners have erroneously been forwarded to CPPC of PNB Allahabad instead of the existing CPPCs of PNB.
4. In view of the above, it is requested that all the Corr PPOs where the existing Defence Pensioner has opted to draw pension from PNB may be forwarded to the respective CPPCs of PNB for further necessary action.
5. It is also advised that only fresh cases of retiring pensioners who have opted for Punjab National Bank will be forwarded to CPPC Allahabad and other Corr. PPOs of all existing pensioners will be forwarded to their respective CPPCs.

Subject :- Canteen Allowance to Non- Statutory Departmental Canteen employees consequent upon the recommendations of the VIIth Central Pay Commission regarding.
The undersigned is directed to refer to the subject mentioned above and to state that the Government’s Decision, on the recommendations of the Seventh Central Pay Commission relating to Canteen Staff in ‘Other Allowances’ in para 8.17.8 of Chapter 8.17 of its report, has been notified vide Ministry of Finance Resolution No. 11-1/2016-IC dated 06.07.2017 has been considered in consultation with Department of Expenditure, Ministry of Finance and it has been decided to revise the Canteen Allowance by a factor of 1.5 admissible to certain categories of canteen employees as mentioned below at the following rates :-

With a view to redress genuine hardship of deductors in timely filling of TDS statement in Form 24Q on account of revision of its format and consequent updating of the File Validation Utility for its online filling, the Central Board of Direct Taxes, In exercise of its powers under section 119 of the Income Tax Act, 1961, hereby –
(i) extends the due date of filing of TDS statement in Form 24Q for financial year 2018-19 from 31st of May, 2019 to 30th of June, 2019 and
(ii) extends the due date for issue of TDS certificate in Form 16 for financial year 2018-19 from 15th of June, 2019 to 10th of July, 2019.

Sub : Representations/Grievances/complaints etc. received against the Gazette Notification/Examination Notification relating to RRs/LDCE-2018.
The case relates to recruitment to Assistant Accounts Officer cadre of IP&TAFS Group ‘B’, as per Gazette RR Notification dated 2.4.2018, Examination Notification dated 19.4.2018 and subsequent instructions/notification thereupon.
2. As per the background of the case, due to implementation of the recommendations of 6th CPC, JAO and AAO cadre was merged into a single cadre namely AAO Group B’ (Gazetted) and amalgamation of Group ‘B’ cadre of Accounts and Finance of DoP and DoT consisting of AAO, AO and Sr. AO with the nomenclature ‘IP&T AFS Group B’ cadre with Member (Finance) Telecom Commission as Cadre Controlling Authority the new RRs of Assistant Accounts Officer (AAO) cadre were formulated, after obtaining the approval of the concerned authorities were notified vide gazette notification dated 02.04.2018, followed by issue of syllabus for the Limited Departmental Examination vide letter dated 4.4.2018. The examination notification dated 19.4.2018 was issued, in accordance with the new RRs-2018 of AAO, containing all the modalities for conduct the LDCE – 2018 w.e.f. 5th to July 2018. While the conduct of examination process in progress, addendum, modifications, corrigendum as required were also issued from time to time to facilitate the examination process.
3. After the conducting of the ibid Examination from 5th to 8th July 2018, nearly 500 representations/grievances etc. have been received in the matter, throughout the period till date, on the various issues relating to RR notification, syllabus, Examination notification etc. of AAO cadre of IP&TAFS Group ‘3’. The details of the representations/grievances etc. is placed in the file. It may also be highlighted here that most of the issues flagged in the representations etc. are already subjudice as many of the individuals, group of individuals, staff association have filed court cases, Pan India.
4. These representations can be categorized into two categories viz. a) individuals b) Staff Associations. The main area of concerns/suggestions/views can be summarized as follows:-
1. Ambiguity in recruitment rules and examination notification of LDCE-2018
2. Filling up of un-filled vacancies of LDCE-2o18 on account of nonjoining of candidates appointed for the same,
3 Eligibility criteria in respect of individual appeared in the LDCE-2018
4 Filling of vacancies reserved for SC/ST (Backlog vacancies of LDCE2018) by givlng grace marks

Toll Free Number for Pensioners to file their grievance – DOPPW

As you are already aware the pensioners can lodge their grievance on the Centralised Pension Grievance Redress and Monitoring System (CPENGRAMS) of Department of Pension and Pensioners’ Welfare. Besides this, pensioners can also send their grievance either through post or by E-mail to this Department, details of which are uploaded into the CPENGRAMS. Every grievance number, E-mail/SMS alert is sent to the complainant, and thereafter the grievance is forwarded to the concerned Ministry/Department/Organisation for redressal.
2. However, in the recent, it has been observed that there is a certain category of pensioners / family pensioners especially those who are very old and not so techno savvy cannot lodge their grievance in CPENGRAMS. Hence a need has been felt to cater to the requirement of such category of pensioners/ family pensioners. Accordingly, Department of Pension & Pensioners’ Welfare has started a Cell Centre with a Toll Free Number 1800-11-1960. The pensioners can now lodge their grievance by calling on this Toll Free Number during the office hours. All the Pensioners Associations are requested to given wide publicity to this Toll Free Number.
