NOTIFICATION

Sub : Extension of Coverage of “Swasthya Sathi” Scheme

The State Government introduced “Swasthya Sathi”, a Group Health Insurance scheme, vide Finance Department No. 1104-F(P) Dated 25th February, 2016. The coverage of the scheme has been extended thereafter on different occasions.

2. It has been under active consideration of the Government to further expand the coverage of Swasthya Sathi. Accordingly, after careful consideration, the Governor is pleased hereby to decide that all permanent and contractual employees of statutory Commissions under different Departments of the State Government will be covered under “Swasthya Sathi” Scheme. This will, however, not cover Government employees on deputation to these Commissions or re-employed Government employees who are covered under the West Bengal Health Scheme, 2008.

3. All Departments will furnish the list of all such employees engaged in the statutory Commissions under their administrative control to the Health and Family Welfare Department, which is the Nodal Department, for inclusion under “Swasthya Sathi” Scheme following the required norms, with a copy to the Finance Department.

4. A tentative list of statutory Commissions is given in Annexure A. The list is not exhaustive and if there are similar Commissions under any Department, all of them will stand included without any reference to Finance Department.

5. This will come into force with immediate effect.

While thanking the Railway Board for its letter dated 20/09/2018 giving one month’s time from the date of issue of Board’s letter, Federation feels disappointed to state that the Board’s order giving opportunity to exercise option for fixation of pay from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, under RS (RP) Rules, 2016 have been issued to the Zonal Railways, unfortunately these orders have not been circulated by the Zonal Railways and the Divisions to the field units with the result the staff are unable to exercise option in time. NFIR suggests that in such orders the time for exercising option should be atleast 90 days from the date the instructions are circulated by the DRMs/Unit incharges to enable the staff to avail the option opportunity.

NFIR, therefore, requests the Railway Board to kindly issue corrigendum to order dated 20th September, 2018 (RBE 142/2018) clearly mentioning that the period of 90 days will count from the date these orders circulated by the Divisional/Units Administration so as to enable the staff to exercise option. copy of the instructions issued may be endorsed to the Federation.

Kind attention is invited to para 2(viii) of this Ministry’s OM. No. I-17011/11(4)/2016-H.III dated 09.11.2017 on the above mentioned subject regarding fulfillment of extant conditions, extant conditions are clarified as follows.

a) Before granting such House Building Advance. the Head of the Department

i) Should satisfy himself that the home loans were taken by the government employee entirely for purpose of construction / purchase of new house / flat.

ii) Should ensure that the House Building Advance sanctioned is to tie amount of loan still due to be repaid by the government employee

b) House Building Advance can be availed towards repayment of bank loan taken for the purpose of construction/ purchase of new house/ flat.

C) Employee shall be eligible for grant Of House Building Advance on the date she obtained loans from banks and other financial institutions, irrespective of whether they applied for House Building Advance before raising he loan.

d) House Building Advance fry repayment of loans Shall be granted to the Eligible employees in one lump sum. However, the Government employee shall produce the HBA Utilisation Certificate within one month the date of release of HBA

e) Employee has to satisfy tie other provisions of the House Building Advance Rules – 2017.

Sub: Extension of Payment of Gratuity to Casual Labourers working in BSNL.

The Board of Directors of BSNL in the 183rd meeting held on Thursday, the 4th Day of October, 2018 vide Item No.183.24, have approved the proposal as contained in the agenda note as under:

I. To extend the benefits of Gratuity as per “The Payment of Gratuity Act, 1972” to all casual labourers engaged on work of regular nature and who have been/are being extended other social security measures like EPF/ESI w.e.f. 1.10.2000 or from the date of their engagement whichever is later.

II.To direct the Trustees of the “BSNL Employees Gratuity Trust Rules” to take necessary action to include the above said casual labourers in the Gratuity Rules of BSNL in order to extend the provisions of gratuity as per “The Payment of Gratuity Act, 1972” to these workmen. This will include any casual labourer who has retired on attaining the age of 60 years or expired/between 1.10.2000 till date and who is otherwise eligible for payment of gratuity as per the provisions of “The Payment of Gratuity Act, 1972”.

Accordingly, all the Casual Labourers including TSM working in BSNL with EPF/ESI benefits w.e.f. 01.10.2000 shall be covered under the scheme of BSNL Employees Gratuity Trust Rules as devised by its Trustees in furtherance of this order.

This is issued with the approval of Competent Authority.

Subject:- Decisions taken in the 12th Meeting of BSNL Staff Welfare Board.

Sir,

I am directed to say that the following decisions have been taken by the BSNL Staff Welfare Board, in its 12th Meeting held at New Delhi on 03rd August 2018.

1. Technical Scholarship: It has been decided to include integrated as well as post graduate courses for scholarship.

2. Scholarship : It has been decided that no scholarship be given to such ward who receive scholarship from elsewhere.

3. Enhancement of financial Assistance for the death cases: It has been decided that the financial assistance in case of death of an employee be increased to Rs.20000/- from the existing limit of Rs. 15000/-

4. Increase of annual grant to TWWO from Rs.15000/- : BSNL is divided into three types of circles depending on their size viz. Large, Medium and Small. Financial aid to the tune of Rs.25,000/-, Rs. 20,000/- and Rs. 15,000/- may be granted accordingly. However the performance of TWWOs in the circles may be assessed by TWCO and if found justified the grants may be revised according to the performance instead of circle size. It has also been decided that in various programms/activity organized by TWCO and TWWO, they may promote marketing and sales of BSNL products.

5. Opening of Holiday Homes: It has been decided that there are enough IQs to meet the need of employees. However, it has been decided to provide Rs.3 Lakhs to UP(E) Circle for items to be placed in newly Milt Chitrakoot Holiday Home.

6. It has been decided that the amount of hostel/transport facility given to physically/mentally challenged wards of the employee be increased from Rs.150/- to Rs.200/- p.m. per child in A & B cities and Rs.100/- to Rs.150/- p.m. per child for other cities. It was also decided to cover all employees upto E4 level to avail the facility.

7. Honorarium for Treasurer : It has been decided to enhance the honorarium for treasurer of BSNL Staff welfare board to Rs.5000 and Treasurer of Circle staff welfare board to Rs. 4000/- annually.

ORDER:

In the Government Order third read above, amendment to Fundamental Rule 101 for granting special adoption leave for a period of 180 days to a woman government servant who adopts a child below the age of one year, have been issued.

2. In the Government Order forth read above, orders have been issued enhancing the child adoption leave from 180 days to 270 days.

3. Accordingly, the following notification will be published in the Tamil Nadu Government Gazette:-

In exercise of the powers conferred by the proviso to Article 309 read with Article 313 of the Constitution of India and of all other powers hereunto enabling, the Governor of Tamil Nadu hereby makes the following amendment to the Fundamental Rules and the Instructions thereunder.

2. The amendment hereby made shall be deemed to have come into force on the 5th January 2018.

AMENDMENT. 

In the said Fundamental Rules, in rule 101, under the heading Instructions under Rule 101 (ab) — Special adoption leave”, in instruction 1, for the expression “180 days”, the expression “270 days” shall be substituted.

“2.The following diseases shall be treated as infectious diseases for the purpose of grant of special casual leave and special casual leave shall be sanctioned on production of certificate issued by the concerned authority, i.e. Municipality Health Officer or Corporation Health Officer or District Health Officer (DDHS), as the case may be, for the period noted against each disease:-
