Sub : Incorrect / Wrong practice being followed by banks in payment of Defence Pension on e-PPOs.

Consequent upon generation of e-PPO by this office for all categories of Defence Pensioners, procedures for forwarding of e-PPOs by the Pension Sanctioning Authorities to the Pension Disbursing Authorities and e-verification of these e-PPOs were issued under this office circular No. 588 dated 20.10.2017.
The procedure mentioned in above circular clearly states that a copy of e-PPO, duly digitally singed will be sent to the bank through SFTP connectivity which this office has established with various banks and through email id [email protected] to others bank and other PDAs (except DPDO to whom the PPOs are forwarded through CGDA WAN) who have not established SFTP connectivity that time. A copy of these e-PPOs, duly digitally signed will also sent electronically to Army HQrs/Record Offices(ROs)/ Head of Offices for scrutinizing and checking the same. Army HQrs/ Record Offices(ROs) / Head of Offices were required to provide to the PDA a hard copy of the e-PPO( after printing from the PDF file) along with the descriptive roles of the Descriptive Particulars of the pensioners.
PDAs were advised to affect the payment based on e-PPO received by them through SFTP/email only after confirmation from the Army HQrs/Record Offices(ROs)/ Head of Offices in the form of receipt of hard copy of e-PPO and Descriptive Role and Descriptive Particular.
However, flagrant incidents of ignoring the above guidelines by the banks have been noticed where banks are found making payment on the basis hard copy of e-PPOs where PPO has been issued in favour of CPDA, Allahabad instead of banks.
In view of the above, all the banks are requested that on receipt of hard copy of PPOs from Army HQrs/Record Offices(ROs)/ Head of Offices may invariably be confirmed with e-PPO received through SFTP and payment may be released only if they are authorized to make payment by that e-PPO. In case, e-PPO shows that PDA is other agency e-PPO may not be acted upon.

GENERAL INSTRUCTIONS TO BE FOLLOWED IN ALL TYPES OF HOLIDAYS INCLUDING HOLIDAYS FOR THE MUSLIM FESTIVALS
1) No substitute holiday(s) shall be allowed for any initially notified holiday(s) if any of the festivals subsequently happens to fall on a weekly off day / any other non working day or in the event of more than one festival / occasion falling on the same day.
2) If there is any change in the date of the festivals / occasions, viz., Id-Ul-Fitar, Id-Ud-Zoha (Bakrid), Muharram, Fateha-Dwaz-Daham and Sab-e-Barat, depending upon the sighting of the moon, holiday will be declared by separate order for the date on which the festival would be actually observed in lieu of the date originally notified as holiday for these festivals / occasions.
3) It may happen that the change of date of the above festivals / occasions has to be notified at a very short notice. In such a situation, announcement would be made through TV / A.I.R / Newspapers and the Heads of Department / Offices of the State Government may take action according to such announcements without waiting for formal order regarding the change of date.

Notice for the Pensioners
All the pensioners are required to submit their life certificate to the authorised banks for pension in the month of November each year for continuation of their pension.
To facilitate the pensioners and as a welfare measure, biometric machines have been installed in Grievance Cell, CPAO for the pensioners who want to submit their life certificate online through Jeevan Praman. Pensioners can contact CPAO reception for availing the service.
For physically handicapped pensioners CPAO will liaison with the Banks and the pensioners to get their life certification done.

Owing to sickness of the President/AIRF as well as inability of same other members the aforementioned “Internal Meeting” of the NJCA is being postponed.

All CWC members / Circle /Division/ Branch Secretaries.
GDS JCA (consisting AIGDSU and NUGDS) congratulates all leaders and members of AIGDSU and NUGDS for making 10-10-2018 hunger fast success in New Delhi. We had taken indefinite strike decision in the hunger fast progremme with the approval of all leaders and members.
GDS JCA also conducted series of agitations at Division, Circle and All India levels to put pressure on the Department of posts for implementation of one man committee major recommendations.
The Department of posts is not willing to accept the modifications and suggestions of the GDS Unions regarding the recommendations of one man committee despite of repeated requests.
There is no other way except united indefinite strike to put pressure on the Department of Posts for implementation of major recommendations of one man committee.
All are requested to organize and mobilize all GDS for cent percent Participation in the indefinite strike. The leaders are requested to conduct Press conferences here and there for popularize the indefinite strike among GDS.

NOTICE
Sir,
In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Gramin Dak Sevaks will go on indefinite strike from 18.12.2018. The demands for acceptance on which the employees embark upon this Indefinite Strike are detailed in the Charter of Demands enclosed.
2) Change upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-. GIS limit should be enhanced to Rs.5,00,000 with the subscription of Rs.500/-.
3) 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share. ESI and EPF Scheme to be introduced to GDS as recommended by the GDS Committee.
4) GDS employees should be granted financial up gradation on completion of 12, 24 and 36 years of service in the form of grant of additional increments. Point to point fixation to be ordered instead of bunching of TRCA scales.
5) Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle. Voluntary discharge schemes for the GDSs’ 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implement..
6) GDS should be granted 30days paid leave in a year and the leave should be allowed to be carry forward subject to the maximum of 180 days and provide encashment of the leave. Grant Children Education allowance Rs6000/- per child per Annam.
7) Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/-Also grant composite allowance to ABPMs & GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable .
8) Incentive system should be abolished for India post payment bank (IPPI3) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.
9) All single handed branch post offices should be provided with one more hand to upgrade to double handed office.
10) Grant 8 hours work to Branch Post offices and GDS officials. Grant civil servant status to all S employees

Central Civil Services Cultural & Sports Board has been organizing the Athletic Meet for Central Government employees for the last many years. There were demands from a large number of participants and employees that a similar Athletic events may also be started to their wards to motivate and encourage them.
2. It is, therefore, proposed to organize Athletic Competition for wards of Central Government Employees at Vinay Marg Sports Complex, Chankyapuri, New Delhi on 02 December 2018 (Sunday) at 9.00 AM. There is NO ENTRY FEE for this competition. Calendar Day to commemorate those Railwaymen lost their lives on duty – NFIR letter to Railway Board

NFIR brings to the notice of Railway Board that on an average two Railwaymen/Women (approximately) get killed in the course of performing legitimate duties. Inspite of such risks, the Rail Workforce continues to perform their duties with devotion and dedication while their loyalty to the Indian Railways is unquestionable.
However, a feeling of disappointment looming large among cross section of Railway employees that required honour is not bestowed to those Railway Staff who lost their lives in the course of performing duties. In order to commemorate and pay tributes to all those Railwaymen/Women who lost their lives while performing duties it would be appropriate that a Calendar Day in a year be earmarked as a “comemorable day” to remember their role and pay tributes for their yeomen service to the IR. This would not only generate greater pride among the families of late Railwaymen/Women but also motivate the Rail Workforce to get involved for improving the efficiency levels further.
NFIR, therefore, suggests to the Railway Board to consider the above proposal and earmark a day for the purpose of commemorating those who laid down their lives for Railways. Federation is also of the view that the 2nd May of each year be considered as “Comemorable Day” for the purpose of paying tributes to the departed Railwaymen/Women who laid down their lives for the cause of Railways.
