RPF conducted Nation Wide Raid on Railway E-Ticket Touts 

Unauthorized use of E-Ticket Personal User Ids were under constant Electronic Surveillance of R.P.F.

On 2nd November’ 2018, simultaneous raids against e-ticket touting were conducted in more than 100 cities throughout the Indian Railways on ‘All India’ basis.

Acting on various sources, a detailed analysis of booking pattern of railway reserved e-tickets was done by the Security Directorate, Railway Board. RPF examined minutely various modus operandi being used by touting element to procure and sell e-tickets unauthorisedly through Personal User Ids.

Accordingly, out of more than total 5 crore users, a list of most suspected personal user IDs was prepared at Railway Board, New Delhi. This congenial list of suspected users were, then shared with Zonal Heads of RPF (IG-cum-PCSCs) through a secret communication to maintain element of surprise in the entire operation (Code Name – Operation Storm).

Detailed instructions of the Director General/RPF were also conveyed regarding thorough verification of credentials & activities of all suspects at ground level well in advance of the proposed raid.

Though, the investigation is still going, information received so far is as under:-

  • 185 Touts, indulged in touting activities since long, arrested & prosecuted. During the nation-wide raid, maximum (40) touts were arrested over Western Railways followed by Eastern Railway (32).
  • 1875 future journey e-tickets worth 35.68 lakh forfeited.
  • One illegal software was also detected in Mumbai.
  • 1268 Personal User IDs, which were being used to carry out touting activities, sent to IRCTC for deactivating them immediately.
  • 166 cases under section 143 of the Railways Act’ 1989 have been registered at various RPF Posts and taken up for investigation. Persons found involved in abetment of touting activities, will also be taken up appropriately as per extant legal provisions.

Keeping in view the ongoing festival season, a drive against touting element is already going on since 7th October’ 2018. During this drive (Upto 2nd November’2018), total 891 touts have so far been arrested with the recovery of future journey tickets worth Rs. 1.50 crore and total tickets worth Rs. 5.75 crore. 

The drive and investigation of cases is still going on. Team RPF is committed to take strong & sustained action against touting elements in future also.

Ministry of Railways declares results of first stage of recruitment of Assistant Loco Pilots and Technicians for 64,371 posts

5,88,605 candidates have qualified in the first stage to appear in second stage Over 36 lakh (36,47,541) candidates appeared in the first stage Second stage examination scheduled from 12th to 14th December, 2018 E-call letter to be available 4 days prior to the examination date of second stage

Indian Railways has published the results of first stage Computer Based Tests (CBT) held for recruitment of Assistant Loco Pilots and Technicians, on 02nd November, 2018.

5,88,605 candidates have qualified in the first stage to appear for the second stage examination. The first stage examinations were held from 09th August, 2018 to 04th September, 2018, in which a total of over 36 lakh (36,47,541) candidates appeared. The examinations were held online in 440 centres spread over the country. Indian Railways have advertised 64,371 posts for recruitment of Assistant Loco Pilots and Technicians.

Candidates who appeared in the Computer Based Tests and indicated the RRB of their choice can view their individual score by logging in through the link provided in the official website of the RRB they have opted for. The candidates can also access the Master Question Paper of their shift of examination along with the final key of the answers. The cut-off marks for all the notified posts are also available on the website.

The candidates who have qualified in the first stage will be required to attend the 2nd stage examination scheduled from 12th to 14th December, 2018.

The candidates can download their examination city intimation 10 days prior to the actual day of the examination. E-call letter will be available 4 days prior to the examination date. Candidates will be informed to download their E-call letter through SMS, e-mail and also notice on the website of RRB.

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2018 & January 2019 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2018 are as follows:-

July 2018 – 6870.60
Aug 2018 – 6870.60
Sep 2018 – 6870.60

The average CPI of the above is 6871 and accordingly the number of DA slabs are 607 (6871-4440= 2431/4= 607 Slabs) The last quarterly Payment of DA was at 541 Slabs. Hence there is an increase in DA slabs of 66, i.e 607 Slabs for payment of DA for the quarter Nov, Dec 2018 and January 2019

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2018 & January 2019 shall be 60.7 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Haryana Government Employees need to submit property return through online

Haryana Government has decided that all government employees Class I, II and III would submit their property return online for the financial year 2017-18. The deadline for the submission of online property returns is April 30th of every year Financial Year.

While giving this information today, an official spokesman said that the site for filing the property return is http://intrahry.gov.in. The detail instructions for filing the online property return is also available on the site.

He said that the departments could monitor the employees property return submission status on website http://hrmshry.nic.in with the departmental administrator user. Thus, all departments have been directed to nominate their departmental HRMS nodal officers so that the employees concerned could contact them for any clarification.

RESOLUTION

The Governor is pleased to decide that during the period from 01.10.2018 to 31.12.2018, accumulation at the credit of the subscribers to General Provident Fund and other similar funds under the administrative control of the Government of West Bengal shall carry interest at the rate of 8% (eight percent) per annum. The rate will be in force during this financial year for the period from 01.10.2018 to 31.12.2018. The funds concerned are :-

i) General Provident Fund (West Bengal Service).
ii) Contributory Provident Fund (West Bengal).
iii) Provident Funds maintained under the West Bengal Non-Government Educational Institutions and Local Authorities (CPFE) Act, 1983.
iv) Any other Provident Fund maintained under State Account with the approval of this Government.

2. Ordered that the resolution be forwarded to all Departments of the Government of West Bengal and published in Kolkata Gazette.

ORDER

As per the Government order read as 2nd paper above, Government have implemented National Pension System (NPS) in all PSUs/Autonomous, Bodies/Boards/Universities w.e.f 1.4.2013, where pensionary benefits as on 31.03.2013 are applicable as per Part III of Kerala Service Rules. In the conference of State Governments held on 10th) September 2018 at India Habitat Centre, New Delhi organized by PFRDA, to discuss various policy/operational/product related issues pertaining to the implementation of NPS for State Government employees, it has been directed to constitute a committee to monitor the NPS related activities of the State Autonomous Bodies in all states.

2. Therefore, Government are pleased to constitute a committee chaired by the Secretary (Finance Expenditure) to monitor the NPS related activities of the State Autonomous Bodies in Kerala. The following officials from Finance Department will be the members of the committee.

(i) Additional Secretary (Pension)
(ii) Joint Secretary (National Pension System)
(iii) Joint Secretary (Public Undertaking)
(iv) Deputy Secretary (Pension)

The above committee will periodically review the NPS related activities of the State Autonomous Bodies in Kerala.

Subject : Grant of interest free Festival Advance to Class IV Government employees during the year 2018-19.

Sir,

With reference to subject noted above, I am directed tc say that the State Government has decided to grant an interest free festival advance of Rs.7000/- (Rs. Seven thousand only) to all Class-IV Government employees in the State who apply for it.

2. The advance will be admissible to permanent/temporary Class-IV employees and to those adhoc employees who are continuing in service for the last one year and will likely to continue for another foLr months, on furnishing surety of a permanent Government employee. The advance will be sanctioned by the Drawing & Disbursing Officers concerned. In case of temporary employees, allow festival advance on the basis of a surety to their satisfaction so that it will be fully secured and its recovery will be ensured from the loanee before the close of the financial year 2018-19.

3. The following conditions should also be observed n sanctioning this advance:

i) The Drawing & Disbursing officer concerned, before sanctioning the advance, should satisfy himself that the incumbent will continue in service until full recovery of the total amount of the advance is effected.

ii) The advance will be recovered in four equal monthly instalments and the entire advance should be recovered from the pay cf the employees before the close of the financial year 2018-19.

ii) The advance may be drawn and disbursed on or before 06.11.2018.

iv) The advance will not be admissible to work charged & contingent paid staff and daily wagers.

v) The advance should not be granted by parent Departments to those Class-IV employees who are on deputation to other Government/Corporations and Local Bodies etc.

vi) If both husband and wife are employed, the advance should be allowed to only one of them.

4. It is requested that the Schedule of Recoveries should be attached with each bill in the enclosed Performa-I. It is also requested that the detailed accounts of the recoveries of the advance should be maintained by the Drawing and Disbursing Officers which should be reconciled with the office of the Accountant General, Haryana (A&E) Chandigarh every month.

5. The expenditure incurred on the grant of festival advance may be communicated to the Finance Department (in Ways & Means Br.) by the Head of Departments by the end of December, 2018 positively in the enclosed Performa-II.

6. The expenditure will be debited to the Major Head, “7610-Loans to Government Servants. etc-800-Other Advances (98) Festival Advances 49-Advances’. The recoveries made will be credited to the corresponding receipt head i.e.”7610-Loans to Government Servants etc. 800-Other Advances-(98) festival Advances (Receipt).
