Subject : Change in nomenclature of Nursing Staff in CGHS-regarding.
In continuation of this Ministry’s order of even No dated 08.03.2017 & 10.10.2017 on the subject cited above, the nomenclature of following Nursing Staff of Ayurvedic System in CGHS has been changed as mentioned against each, with immediate effect:-

Sub: Ration Money Allowance during leave other than LAP.
Intergal Coach Factory, Chennai had sought clarification, whether RPF staff are eligible for payment of Ration Money Allowance during their leave period other than Leave on Average Pay (LAP), i.e. Commuted Leave, Maternity Leave & Paternity Leave.
2. The matter has been examined in Board’s Office in consultation with Ministry of Home Affairs. It is clarified that no Ration Money Allowance is admissible to RPF personnel during Commuted Leave, Maternity Leave and Paternity Leave.
3. The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.
4. This disposes off Intergal Coach Factory’s letter No. PB/CBS/RB dated 11.12.2017.

Subject : Acceptance of Digitally Signed Authorities
Central Pension Accounting office (CPAO) is issuing Special Seal Authority (SSA) to the Banks/CPPCs electronically through SFTP (Secure File Transfer Protocol) as per the objective of implementation of paperless movement of documents under Digital India.
A printed copy of the digitally signed document is being sent to the pensioners and respective Pay and Accounts Offices (PAOs) of different Ministries / Departments for their information.
Many references have been received in this office as to whether there is a need of a physically signed copy [ink signed] of SSA for processing of the cases or any other related matters. In this context, it is clarified that these digitally signed copies of SSA are sufficient and there is no need for insisting on a physically signed copy by any of the stakeholders.
Pensioners can also download the copy of the Special Seal Authority (SSA) by registering on the Pensioners Service of CPAO through our website www.cpao.nic.in (Brochure of Web Responsive Pensioners service is attached for ready reference)

Sub: Reimbursement of Accommodation charges for stay in Hotels as per CCS (Travelling Allowance) Rules -reg
I am directed to inform that this Department has sought clarification regarding reimbursement of accommodation/guest house charges for stay in Hotels as per Ministry of Finance, Department of Expenditure OM. No/19030/1/2017-E-IV dated 13.07.2017, wherein the revision of travelling allowances is notified.
Ministry of Finance was requested to clarify whether the limit for reimbursement of accommodation charges can be taken without GST and the GST amount debit by Hotels can be reimbursed in full.
Ministry of Finance, Department of Expenditure vide their OM. No.19030/2/2017-E.IV dated 10th October 2017 has clarified that the ceiling prescribed in para2E (i) of the Annexure to DoE O.M.No.19030/1/2017-E-IV dated 13.07.2017 in r/o hotel accommodation/guest house, is exclusive of all taxes and these taxes shall be reimbursed to the Govt. Employee over and above the ceiling limit.

Teachers of Government schools can now directly apply for National Teachers’ Award – Shri Prakash Javadekar
Teachers of Government schools can now send their entries directly for National Award for Teachers. Announcing this, Union Minister for Human Resource Development Shri Prakash Javadekar said that this is a new initiative, as earlier entries were selected by the State Government. He said that Government Teachers themselves can apply for National Award for Teachers. In the new system, Government teachers/heads of schools can nominate themselves online. Three teachers will be selected from every district; likewise 6 teachers will be selected from every state. An independent jury at national level will select 50 outstanding teachers/ heads of schools for the National award for Teachers. Teachers can also upload the videos of their work done.
Shri Javadekar said National jury will select the best teachers for the National Award on the basis of their innovations and revolutionary changes in education system and style of teachings. The purpose of National Award to the Teachers is to celebrate the unique contribution of some of the finest teachers in the country and to honor those teachers, who through their commitment have not only improved the quality of school education but also enriched the lives of their students.
All teachers working in Government and Government aided schools of States/ UTs, Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya Vidyalayas (JNVs), Central Schools for Tibetans (CTSA), Sainik Schools run by Ministry of Defence (MoD), Schools run by Atomic Energy Education Society (AEES) and schools affiliated to C.B.S.E. and C.I.S.C.E. are eligible to apply for National Award for Teachers.
Haryana G.O – 7th CPC Revised structure of admissibility of Travelling Allowance, Daily Allowance, Travelling Entitlement

Subject : Revised structure of admissibility of Travelling Allowance, Daily Allowance, Travelling Entitlement.
Whereas admissibility of Travelling Allowance, Daily Allowance, Travelling Entitlement were revised vide Finance Department office memorandum No.5/27/98-1FR dated 31.12.2010 on the basis of the recommendations of the 6th Central Pay Commission.
Now, the State Government has decided to revise the existing structure of admissibility of Travelling Allowance, Daily Allowance, Travelling Entitlement etc. on the basis of recommendations of the 7th Central Pay Commission and the recommendations of the Allowance Revision Committee as per Annexure appended to this order. These orders shall be applicable to all the employees of the Haryana Government in accordance with the stipulations included in the said annexure replacing the existing structure to the said extent.
Other terms and condition shall remain unchanged.
These orders shall be effective from 01.05.2018

Subject: Special Allowance for Child Care to differently abled female Government Employees.
In the welfare of differently abled female employees, the State Government has decided to introduce the Special Allowance for Child Care to female Government Employees who are differently abled, on the basis of the recommendations of 7th Central Pay Commission and the recommendations of Allowance Revision Committee with the following conditions:-
1. The rate of special allowance shall be Rs.1500/- (Rs. one thousand five hundred only) per month per eligible child.
2. This allowance shall be effective from 01.05.2018.
3. This allowance shall be admissible to all the female Government Employees with disability of 40% and above as certified by an authority entitled to issue such a certificate as per CSR.
4. This allowance is applicable to disable female employee being mothers of children who are either young or with disability.
5. This allowance shall be admissible to be paid with respect to a maximum of two eldest surviving children.
6. This allowance shall be admissible for two years only, to be paid to the female Government Employees to claim it form the birth of such a child and up to the time such child attains an age of two years.

SRO-277 – In the exercise of the powers conferred by proviso to section 124 of the constitution of Jammu and Kashmir, the Governor is pleased to direct that clause(a) of sub-rule(4) of rule 5 of the Jammu and Kashmir Civil Services (Medical Attendance – cum-Allowance) Rules, 1990 shall be substituted by the following; namely:-
“(a) If the government servant himself / herself or any member of his/her family dependent upon him / her is suffering from heart ailment, renal failure, cancer or any other disease/life consuming disease and needs hospital treatment, the treatment may be taken in Acharya Shri Chandra College of Medical Sciences and Hospital, Jammu or Shri Mata Vaishno Devi Narayana Hospital, Kakryal, Reasi:
Provided that the reimbursement of admissible items / procedures shall be restricted t o t h e rates applicable thereof at Government Medical College Hospital Jammu / Srinagar whichever is less.
Provided further that in the event, such a treatment facility is not available in the Government Medical College Hospital Jammu/Srinagar, but is available in S.K. Institute of Medical Sciences Soura, Srinagar, the reimbursement charges in that case shall be restricted to the rates prevalent in SKIMS Soura, Srinagar or Acharya Shri Chandra College of Medical Sciences and Hospital Jammu or Shri Mata Vaishno Devi Narayana Hospital, Kakryal, Reasi, whichever is least”.

7th CPC Children Education Allowance to the Haryana Government Employees

Subject: Revision of Children Education Allowance.
Whereas rates of Children Education Allowance were revised vide Finance Department letter No. 4/5/2009-5FR (FD) dated 23.08.2010 on the basis of the recommendations of 6th Central Pay Commission.
Now, the State Government has decided to revise the existing rate of Children Education Allowance for the Haryana Government Employees in the State from Rs.750/- (Rs. Seven hundred fifty only) to Rs.1125/- (Rs. one thousand one hundred twenty five only) per month, per eligible child, on the basis of the recommendations of the 7th Central Pay Commission.
This is subject to entitlement of first two living children.
Other terms and conditions shall remain unchanged.
These orders shall be effective from 01.05.2018

(iv) Left out cases will be considered up to 5th of each month and thereafter the same will be considered for next month salary procedure.
