OFFICE MEMORANDUM

Subject: Extension of benefits of ‘Fixed Medical Allowance’ to the Central Government employees covered under the Unified Pension Scheme – reg.

The undersigned is directed to refer to the Ministry of Finance, Department of Financial Service’s Notification No. FS-1/3/2023-PR dated 24.01.2025 regarding introduction of the Unified Pension Scheme (UPS) as an option under NPS for the recruits to the Central Government civil service w.e.f. 01.04.2025 giving one time option to the Central Government employees covered under the National Pension System (NPS) for inclusion under the Unified Pension Scheme.

2. Accordingly, it is clarified that the Central Government employees covered by Unified Pension Scheme as an option under the National Pension System shall be eligible for benefit of ‘Fixed Medical Allowance’ in accordance with this Department’s OM No. 04/07/2020-P&PW(D) dated 06.12.2023. The Central Government employees covered under UPS shall be governed by the same terms, conditions and procedure as are provided in the aforesaid OM dated 06.12.2023 and subsequent amendment dated 07.02.2025 vide which the benefit of Fixed Medical Allowance was extended to Central Government employees covered under NPS.

3. This issues in consultation with of Ministry of Finance, Department of Expenditure vide ID Note No. 18(2)/EV/2021 dated 05.01.2026 and Department of Financial Services vide ID Note No. FX-11/14/2025-PR dated the 03rd March, 2026.

4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution
of India.

Dear Comrades,

The final meeting of the Drafting Committee on 8th CPC was held on 13/04/2026 at J.P. Choubey Memorial Library (AIRF Office Premises), 4 Sate Entry Road, New Delhi. the Drafting Committee finalize the memorandum to be submitted to the 8th CPC and accordingly the same has been uploaded in the portal of 8th CPC. We are forwarding a copy of the same along with word format for onward submission by the Constituent Organization and its affiliates.

As you are aware we have covered all the common service matters of Central Government employees and pension related matters of the pensioners, As regards Departmental issues, upgradation of Pay Scales of different categories, Department specific allowances / benefits / facilities etc have to be submitted by the respective Organizations in their memorandum.

We have requested 8th CPC the following for their favourable consideration:-

1. In Q7 and Q.8 the number of characters may be increase from 10000 to 20000.

2. The constituent Organizations of the National Council – JCM will submit their memorandum on the basis of the memorandum formulated by the Staff Side of the National Council – JCM on common service matters. Apart from this they have to submit their departmental issues and also the cadre structure / Career Progression 1 Promotion of different categories and hence the time limit given for submission of the memorandum may be extended up to 31/05/2026 as already requested by us.

The Eighth Central Pay Commission shall be visiting Pune, Maharashtra on 4th and 5th May, 2026 (Monday and Tuesday). Subject: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.01.2026 to 31.03.2026.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme- 1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.01.2026 to 31.03.2026, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(3)-B(PD)/2023 dated 09.01.2026, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these Orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

The Eighth Central Pay Commission (8CPC) has issued an office memorandum dated April 10, 2026, inviting applications for the engagement of Consultants on a contractual basis. The commission is tasked with recommending emolument structures for various categories of government officers, employees, and pensioners.

Engagement Categories and Eligibility

The following table outlines the three classifications for consultants based on experience and age as of April 1, 2026:

  • Preference: Given to those with experience in pay structures, compensation packages, or establishment matters.

Remuneration Structure

Consultants may be engaged on a full-time or part-time basis with fixed monthly fees:

  • Taxes: Income tax and other applicable cesses will be deducted at source (TDS).
  • Travel: While no TA/DA is provided for joining or interviews, domestic travel for official work is reimbursed based on Pay Level 10 (Young Professionals) or Level 11 (Consultants/Sr. Consultants) entitlements.

Key Conditions of Engagement

  • Tenure: Initially for one year or the tenure of the Commission, whichever is less. Extensions are performance-based.
  • Scope of Work: Includes analyzing pay structures, reviewing existing emoluments, legal research, data collation from ministries, and estimating fiscal impacts.
  • Leave: Full-time consultants are eligible for 8 days of leave per year, accrued on a pro-rata basis.
  • Confidentiality: Consultants are bound by the Indian Official Secret Act, 1923. They are strictly prohibited from sharing any data on public domains, AI tools, or social media.
  • Termination: Consultants must provide 15 days’ notice to resign. The Commission reserves the right to terminate services at any time without notice or assigned reason.

The undersigned is directed to say that the Election Commission of India has informed vide its letter No.78/EPS/2026 dated 16.03.2026 regarding General Election to the Legislative Assembly of Assam, Kerala, Tamil Nadu, West Bengal and Puducherry, 2026 and letter no. 78/EPS/2026 dated 16.03.2026, regarding bye-elections to 8 Assembly Constituencies of various States, 2026. The date of Poll in States of Assam , Kerala and UT of Puducherry has been fixed on 09.04.2026 (Thursday). The date of poll in State of Tamil) Nadu has been fixed on 23.04.2026 (Thursday). The dates of Poll in State of West Bengal have fixed on 23.04.2026 (Thursday) and 29.04.2026 (Wednesday).

2. The date of Poll in the Assembly Constituencies going for bye-polls in States of Goa {21-Panda}, Karnataka {24-Bagalkot and 107-Davanagere South},Nagaland {28-Koridang (ST)} and Tripura {56-Dharmanagar} has been fixed on 09.04.2026 (Thursday) and in States of Gujarat {111-Umreth} and Maharashtra {223-Rahuri and 201-Baramati} has been fixed on 23.04.2026 (Thursday).

3. As per the guidelines issued by DoPT vide OM No. 12/14/99- JCA dated 10th October, 2001, the following instructions on closing of the Central Government Offices including Industrial Establishments in connection with elections/bye elections are given below:-

i. The Central Government Offices including Industrial Establishments shall remain closed on the day of poll in the notified areas where general election to the State Legislative Assembly is scheduled to be conducted.

ii. In connection with the bye-election to Assembly Constituencies, only such of the employees, who are bona-fide voters in the relevant constituency should be granted Special Casual Leave on the day of polling.

iii. Special Casual Leave may also be granted to an employee, who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization / Industrial Establishment located outside the constituency having general / bye- election.

It is announced for general information that during the year 2026-27, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st April, 2026 to 30th June, 2026, This rate will be in force w.ef. 1 April, 2026.
