GDS Pay Revision in the wage structure – कैबिनेट अनुमोदित

मंत्रिमंडल ने डाक विभाग के ग्रामीण डाक सेवकों(जीडीएस) के वेतन भत्‍तों में संशोधन को मंजूरी दी

प्रधानमंत्री श्री नरेन्‍द्र मोदी की अध्‍यक्षता में केन्‍द्रीय मंत्रिमंडल ने आज डाक विभाग के ग्रामीण डाक सेवकों (जीडीएस) के वेतन भत्‍तों में संशोधन को मंजूरी दी है।

वेतन भत्‍तों में संशोधन के लिए वर्ष 2018-19 के दौरान 1257.75 करोड़ रुपये (860.95 करोड़ रुपये के गैर-आवर्ती खर्च 396.80 करोड़ रुपये के आवर्ती खर्च) खर्च होने का अनुमान है।

वेतन भत्‍तों में इस संशोधन से 3.07 लाख ग्रामीण डाक सेवक लाभान्वित होंगे।

विवरण :

  1. समय से संबंधित नियमित्‍ता भत्‍ता (टीआरसीए) ढांचा और स्‍लैब को युक्ति संगत बनाया गया है। कुल जीडीएस को इन दो श्रेणियों के तहत लाया गया है – ब्रांच पोस्‍ट मास्‍टर (बीपीएम) और ब्रांच पोस्‍टर से इतर जैसे असिस्‍टेंट ब्रांच पोस्‍ट मास्‍टर (एबीपीएम)।
  2. मौजूदा 11 टीआरसीए स्‍लैब को केवल तीन स्‍लैबों के तहत लाया गया है जिनमें बीपीएम एवं बीपीएम के इतर कर्मियों के लिए एक-एक स्‍तर होंगे।
  • समय से संबंधित नियमित्‍ता भत्‍ते (टीआरसीए) के रूपरेखा इस प्रकार होगी:
काम के घंटे/स्‍तर के अनुसार जीडीएस की प्रस्‍तावित दो श्रेणियों का न्‍यूनतम टीआरसीए
क्रम संख्‍या  श्रेणी चार घंटे/स्‍तर 1 के लिए न्‍यूनतम टीआरसीए पांच घंटे/स्‍तर 2 के लिए न्‍यूनतम टीआरसीए
1. बीपीएम 12,000 रुपये 14,500 रुपये
2. एबीपीएम/डाक सेवक 10,000  रुपये 12,000 रुपये
  1. महंगाई भत्‍ते का भुगतान अलग से जारी रहेगा और केन्‍द्रीय कर्मचारियों के लिए उसमें समय-समय पर बदलाव होता रहेगा।
  2. नई योजना के तहत 7000 रुपये की सीमा तक टीआरसीए+डीए की गणना के साथ अनुग्रह बोनस जारी रखने का निर्णय लिया गया है।
  3. 01.01.2016 से संशोधित वेतनमान के लागू होने की तिथि तक की अवधि के लिए एरियर की गणना 2.57 गुणक के साथ बढ़े हुए बेसिक टीआरसीए के अनुसार की जाएगी। एरियर का भुगतान एकमुश्‍त किया जाएगा।
  • वार्षिक बढ़ोतरी 3 फीसदी की दर से होगी और वह हर साल पहली जनवरी अथवा पहली जुलाई को दी जा सकती है जो जीडीएस के लिखित आग्रह पर आधारित होगी।
  • एक नया जोखिम एवं कठिनाई भत्‍ता को भी लागू किया गया है। अन्‍य भत्‍ते जैसे कार्यालय रख-रखाव भत्‍ता एकीकृत ड्यूटी भत्‍ता, नकदी लाने-ले जाने का शुल्‍क, साइकिल रख-रखाव भत्‍ता, नाव भत्‍ता और निर्धारित स्‍टेशनरी शुल्‍क में संशोधन किया गया है।

कार्यान्‍वयन रणनीति एवं लक्ष्‍य

ग्रामीण डाक सेवकों के वेतन भत्‍तों में संशोधन किए जाने से ग्रामीण क्षेत्रों में कुशल एवं सस्‍ती बुनियादी डाक सुविधाओं को बेहतर करने में मदद मिलेगी। प्रस्‍तावित वेतन वृद्धि से वे अपनी सामाजिक-आर्थिक स्थिति को सुधारने में समर्थ होंगे।

प्रभाव :

डाकघरों की ग्रामीण शाखा गांवों एवं दूरदराज के क्षेत्रों में संचार एवं वित्‍तीय सेवाओं का आधार है। ग्राहकों को भुगतान के लिए पोस्‍ट मास्‍टर को काफी रकम का हिसाब रखना पड़ता है और इसलिए उनके काम की जिम्‍मेदारी पहले से ही निर्धारित है। इस वेतन वृद्धि से उनमें जिम्‍मेदारी का भाव और बढ़ेगा। कुल मिलाकर ग्रामीण आबादी के बीच वित्‍तीय समावेशीकरण की प्रक्रिया में भारतीय डाक भुगतान बैंक (आईपीपीबी), सीडीएस नेटवर्क की अहम भूमिका होने की उम्‍मीद है।

पृष्‍ठभूमि :

भारतीय डाक विभाग में अतिरिक्‍त विभागीय व्‍यवस्‍था की स्‍थापना 150 वर्ष पहले उन ग्रामीण क्षेत्रों में बुनियादी आर्थिक एवं कुशल डाक सेवा मुहैया कराने के लिए की गई थी जहां पूर्णकालिक कर्मचारियों को बहाल करने का कोई औचित्‍य नहीं था। एक लाख उनतीस हजार तीन सौ छियालिस (1,29,346) अतिरिक्‍त विभागीय डाक शाखा का संचालन मुख्‍य तौर पर ग्रामीण डाक सेवक ब्रांच पोस्‍ट मास्‍टर के द्वारा किया जा रहा है। साथ ही, ग्रामीण डाक सेवक ब्रांच पोस्‍ट मास्‍टर के अलावा शाखा, उप एवं मुख्‍य डाक घरों में भी काम करते हैं। ग्रामीण डाक सेवकों को बहाल करने की मुख्‍य विशेषता यह है कि वे तीन से पांच घंटे प्रतिदिन अंशकालिक कार्य करते हैं और इससे प्राप्‍त आय उनके मुख्‍य आय का पूरक है जो उनके लिए अपने परिवार का भरण पोषण करने का एक पर्याप्‍त साधन है। वे 65 वर्ष की आयु तक सेवा में बने रह सकेंगे।

Sub:- Review of Model constitution and Rule and Regulations for the Residents Welfare Associations recognised by the government of India, Department of Personnel and Training- regarding.

Sir/Madam,

Keeping the following objectives in view, the Government of India, Department of Personnel & Training has been encouraging the formation of Residents’ Welfare Associations in Government residential colonies as well as private colonies in which 2 or more Central Government employees are residing in one compact area:-

(a) To foster a spirit of mutual help and goodwill among the inhabitants of the colony in general, and the members of the Association in particular, thereby, promoting communal harmony and national integration.

(b) To make all possible effort to achieve general amenities. Consumer protection such as interaction with traders on quality and quantity of goods, over charging etc. monitoring of the public distribution system including supply of essential and consumable items and environmental protection such as steps to curb pollution, ensure cleanliness, plantation of tress, interaction with authorities on any environmental aspects and for this purpose, represent the interest of the residents before appropriate authorities.

(c) To undertake all such other lawful acts, deeds or thing including Sports Cultural activities as are incidental or conducive to the attainment of any or all of the above objects including the general welfare of the Employees and their families.

(d) To promote such welfare and socio-economic activities as may be approved by the Department of personnel and Training.

2. Welfare Division of the Department of Personnel and Training, with a view to bring about uniformity and to provide guidance to these Association in their organizational matters have formulated a “Model constitution” and “Rules and Regulations” for the Residents Welfare Association. A copy of these documents is enclosed as ready reference.

3. Lately, it has been noticed that the very objective of fostering a spirit of mutual help and goodwill among the inhabitants of the colony has gone on back foot due to growing disputes among the office bearers and members of RWAs and lack of transparency in the functioning of RWAs.

4. In view of the above, a need has been felt to re-visit the Model Constitution and Rules and Regulations for the RWAs. Accordingly, all RWAs and AWOs are requested to suggest modification/amendment in the existing Model Constitution and Rules and Regulations for the RWAs in the following format for comparative analysis and consideration of the suggestion.

Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission by the Government vide Ministry of Finance Resolution No. 11-1/2016-IC dated 06th July, 2017, the President is pleased to sanction Risk and Hardship Allowance for Fire-Fighting staff employed in various Defence Establishments at the following rates: –

2. The above rates shall increase by 25 percent whenever the Dearness Allowance payable on the revised pay structure rises by 50 percent.

4. This issues with the concurrence of Ministry of Finance (Deptt. of Expenditure) vide their ID No. A-27023/4/2017/E.II B/7th CPC dated 10th May, 2018 and Ministry of Defence (Finance/AG/PB) vide their Dy. No. 28/AG/PB/2018 dated 24th May, 2018.

An emergency meeting of all three striking GDS unions (AIGDSU, AIPEU-GDS & FNPO) held today at AIGDSU office and after reviewing the entire situation, unanimously decided to call off the 16 days historic indefinite strike of 2.76 lakhs Gramin Dak Sevaks.

The three GDS Unions further decided that, if any adverse conditions are there in the Govt orders, if major positive recommendations are diluted, GDS unions shall resort to nationwide agitational programmes again.

We congratulate the entire GDS who stood unitedly like a rock and defeated all the anti-strike propaganda of the Postal Board and their Agents. We salute the GDS for their courage, bravery and determination. This strike is a history and it will be written in golden letters in the history of Postal Trade Union movement and Indian working class movement. Not only all Central Trade Unions but the World Federation of Trade Unions (WFTU) also extended full support and solidarity to this strike for emancipation of most down trodden section called GDS.

This strike is significant because, it fought against the adamant attitude of the Govt and Postal Board, rejecting their sweet-coated appeals and also threat of “withdraw the strike, then only we will talk” and finally ended in thumping victory and came out with flying colours. All credit goes to the three lakhs GDS who fought heroically and unitedly, even though they are scattered in 1,29,500 rural Branch post offices. This is the great victory of the poor, oppressed, downtrodden and marginalized section of the society who have nothing to loose but chains.

We convey our deep condolences to the families of brave GDS whose shocking sudden deaths and suicide while on strike has shaked the conscience of right thinking persons.

We convey our sincere thanks and gratitude to all Central Trade Unions, WFTU, Political parties, Chief Ministers, people’s representatives in Parliament and State Assemblies, distinguished personalities and all fraternal organizations and their leaders who stood with GDS in the hours of crisis and extended full support and solidarity to the striking GDS till the end of the strike. We also convey our sincere thanks to the electronic and print media of Delhi and all other states. We seek their continuous support and guidance in our future struggles for achieving our prime demand i.e., grant of civil servant status to GDS.

Remember this is only one step forward and there are miles to go before we achieve our final goal — “civil servant status to all GDS”. Definitely our dreams shall become true one day. Keep the unity intact and march forward. Final victory shall be ours.

Cabinet approves Revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.

The revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non-recurring expenditure – Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018-19.

3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision

  1. Time Related Continuity allowance (TRCA) structure and slabs have been rationalised.  The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).
  2. The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.
  3. Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

  1. Dearness Allowance will continue to be paid as a separate component, and also revised from time to time whenever it is revised for Central Government Servants.
  2. It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.
  3. Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.
  4. Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.
  5. A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.

Implementation strategy and targets:

The revision would result in improving the wages, allowances and discharge benefits of Gramin Dak Sevaks resulting in providing efficient & cost-effective basic postal facilities in the rural area. The proposed increased emoluments will enable him to improve his socio-economic standing.

Impact:

The Branch Post Offices are the fulcrum for provision of Communications and financial services in the village and are located in remote areas. The Post Master has to deal with large sums while making payments to customers; hence accountability is already built into his work. The enhanced remuneration will increase the sense of responsibility. Moreover, with the roll out of the India Post Payment Bank (IPPB), the CDS network is expected to play a key role in the process of financial inclusion of the rural population.

Background:

The Extra Departmental system in the Department of Posts was established more than150 years ago to provide basic, economical and efficient postal services in the rural areas where there was no justification for engaging full time regular employees. One Lakh Twenty-Nine Thousand Three Hundred forty-six (1,29,346) Extra-departmental Branch post offices are primarily manned by Gramin Dak Sevak Branch Postmasters. In addition, Gramin Dak Sevaks other than Branch Postmasters are also working in Branch, Sub and Head Post offices. The main features of the engagement of Gramin Dak Sevaks are that they work for part time ranging from 3 to 5 hours per day and supplement their income from other vocations so as to have adequate means of livelihood for themselves and their families. They remain in service up to the age of 65 years.

CLARIFICATION

Sub:- Rajasthan Civil Services (Revised Pay) Rules, 2017- regarding admissibility of Special Pay under Schedule-III appended to these rules.

The Rajasthan Civil Services (Revised Pay) Rules, 2017 were made effective from 01.01.2016. Under revised rules, Special Pay which was earlier admissible with reference to Grade Pay Numbers, has been substituted by Levels of the posts.

2. The provisions of Special Pay as contained in Schedule-III appended to these rules, are applicable to the employees posted in Government Secretariat, Governor’s Secretariat, Rajasthan Public Service Commission, Lokayukt Sachivalaya, Rajasthan High Court and State Election Commission.

3. It has been noticed that even some of the departments have allowed Special Pay based on misinterpretation of these revised rules.

4. Hence, it is being clarified that Special Pay admissible prior to 01.01.2016 is to be continued under the revised RCS (RP) Rules, 2017 as well. The Special Pay is not admissible to the employees posted in the departments other than as specified in para 2 above.

5. Therefore, any Special Pay order made in contravention of the above provisions needs to be rectified immediately, fixing responsibility for this misinterpretation of the rules. Also, any erroneous payment made to employees on such account shall be recovered.

Subject: Writing of Annual Performance Appraisal Reports (APARs) of top management incumbents of CPSEs from the year 2017-18 onwards

The undersigned is directed to state that in order to correlate the earlier and the new system of award of MoU scores with the system of awarding APAR rating/grade and to ensure that the overall grades are properly calculated in APARs, it has been decided to change the system of award of grade for APAR attributes and benchmarking of grade as contained in para 6 and 7 of Section III and para 10 of instructions of extant guidelines dated 5.4.2010.

2. The revised para 6 and 7 of Section III (Assessment of the achievements made against the targets) and Assessment of Personal Attributes and Functional Competencies) along with revised table for benchmarking of the Grade is enclosed.

3. All administrative Ministries/Departments are requested to take note of the above decision and bring it to the notice of CPSEs under their respective administrative control for information and compliance for completing the APARs of top management incumbents of CPSEs from the year 2017-18 onwards
