MEMORANDUM

SUBJECT: State Government Employees Group Insurance Scheme, 1987 – Table of Benefits under Savings Fund for the year of cessation of Membership 2017-2018.

In continuation of this Department’s Memo No. 4521-F(J)WB dated 03.11.2017, the undersigned is directed to say that a new table of benefits showing accumulation of savings fund under the above mentioned scheme corresponding to a unit subscription of Rs. 10/- (Rupees Ten) only per month has drawn up for the period from 01.11.2017 to 30.04.2018 in matching with the Central Government Employees Group Insurance Scheme, 1980 circulated under GOI’s OM NO. No. 7(2)/EV/2016 dated 23.11.2017.

A copy of the said table is enclosed herewith as ready reckoner. The figures have been worked out on the basis of the rate of interests as follows:-

2. The amounts shown in the table are applicable (with the fractions) for one unit and to be rounded off after calculating the final amount payable.

3. The amounts shown in the table are applicable to a member of Group-D category. Corresponding amounts for the member of higher groups may be calculated proportionately.

4. It is assumed that subscriptions have fully been realised from salary up to the month in which a member ceases to be in service, failing the same shall be deducted with interest from his/her entitlement.

MEMORANDUM

Subject : Grant of ex-gratia payment to the State Government Pensioners.

The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuing festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2017 and also the pensioners who retired or died after 30.9.2017 but prior to 01.09.2018 and whose basic pension plus Dearness relief on pension as on March 31,2018 did not exceed Rs. 25000/-(Rupees twenty five thousand) only and are not eligible for ad-hoc bonus shall be paid an ex-gratia grant of Rs. 2000/- (Rupees Two thousand) only in lump per head.

2. The charge is debitable to the head “2071-Pensions and other retirement Benefits-OlCivil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.

3. The ex-gratia grant sanctioned herein will also be admissible to :

i) The holders of family pension, ex-gratia family pension and adhoc family pension ;
ii) Pensioners (including widow pension holders) who draw their pension sanctioned under French Pension Rules ;
iii) Holders of extra-ordinary pension ; and
iv) Holders of ex-gratia pension.

The benefit will also be admissible to the pensioners of the undivided Government of Bengal and the pensioners of the erstwhile East Pakistan (now Bangladesh) Government who migrated to West Bengal and are receiving pension under “Provisional Payment of Pension Scheme”.

4. The ex-gratia grant sanctioned herein will not be admissible to the special categories of pensioners, such as :-

i) Pensioners who have migrated from Pakistan ;
ii) Political Pensioners ;
iii) Special Pensioners ;
iv) War Risk Pensioners ;
v) Pensioners governed by the All India Services Rules.

5. The benefit will also not be admissible to those who are entitled to ad-hoc bonus sanctioned by the State Government and those who are employed/re-employed under any Public Undertakings/Statutory Bodies under the Government and are in receipt of bonus or ex-gratia payment in lieu there of during the current financial year.

6. State Government pensioners who draw their pension through Public Sector Banks will get this ex-gratia grant through their respective Bank Accounts. The Principal accountant General (A&E), West Bengal will issue an authority for this purpose to all such Banks under the Kolkata Payment Scheme immediately on receipt of this order so that the pensioners may draw the ex-gratia grant immediately to make their commitments for their festival. The Treasury/Sub-Treasury Office will take appropriate steps for issue of cheque to the respective paying branches of the Banks and Post Offices, so that the pensioners receiving pension through Banks, and Money Order get the payment of ex-gratia immediately to meet their commitments for their festival. No authority of the Principal Accountant General (A&E), West Bengal will be required for this purpose.

7. Subject to para 6 above, this order will also be applicable to those who are eligible for this ex-gratia grant but whose pension/family pension has not yet been sanctioned. In their cases and in the case of persons who are drawing provisional pension, this amount of ex-gratia will be drawn by the authority competent to draw provisional pension in the same manner as the amount of provisional pension is drawn by him. In their cases, the facts of payment of ex-gratia grant should be intimated to the Principal Accountant General (A&E), West Bengal at the time of forwarding their pension papers for final sanction of pension.

This benefit of ex-gratia grant of Rs. 2000/- per head as has been sanctioned in this memorandum for the State Government Pensioners will also be allowed to the teaching and non-teaching Pensioners of State aided Non-Government Educational Institutions and Pensioners of Panchayats, the Pensioners of Municipal Corporations/Municipalities/Local Bodies and other Organisations for whom pension is authorised either by the Accountant General, West Bengal or the DPPG, West Bengal. In such cases the respective Administrative Department may sanction the benefit of ex-gratia payment @ Rs. 2000/- per head this year to the pensioners concerned under their control without making any further reference to Pension Branch of this Department.

The payment of ex-gratia as sanctioned herein above should be made by 8th June, 2018 for the Muslim Pensioners / Family Pensioners and other than Muslim Pensioners / Family Pensioners the benefits should be disbursed in between 26th September,2018 to 5th October,2018.

Subject: Revision of Pay Scales for Public Sector Undertakings.

Reference: Cabinet Decision No. 77/5/2018 dated 24.04.2018.

Dated: 6.06.2018.

Sanction is hereby accorded to the:-

1) Notification of the revised pay structure as shown in Annexure ‘A” to this order in respect of the employees of the Jammu & Kashmir Public Sector Undertakings as are governed by the Wage Committee Report (Rajan Committee). However, the decision to sanction adoption of Revised Pay structure will be taken by the respective Board of Directors based on the resources / financial position of the concerned PSUs.

2) Fixation of pay and regulation of annual increments as per procedure prescribed under the relevant provisions of Jammu and Kashmir Civil Service (Revised Pay) Rules, 2018 notified vide SRO 193 of 2018 dated 24.04.2018.

3) Any question relating to the interpretation or clarification of any of the above mentioned provisions shall be referred to the Finance Department for decision.

Army Persons to buy Personal Clothing

The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing. Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well. It is, therefore, incorrect and inappropriate to single out Army on this issue through inadequately researched articles in the media.

Subject : Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC)-Revision of Disability / War Injury Pension for Pre 01.01.2006 Defence Forces Pensioners : Clarification Regarding.

Reference : This office Circular No. 582 dated 05.09.2017, Circular No. 585 dated 21.09.2017 and Circular No. 596 dated 09.02.2018.

Of late complaints are being received from the pensioners that PDAs are not revising the pension of Pre-01.01.2006 retiree Armed Forces Pensioners in terms of Got, MoD letter No. 17(01)/2017(01)/D(Pen/Policy) dated 23.01.2018 (circulated vide this office Circular No. 596 dated 09.02.2018) under which method of re-computation of Disability/War Injury Element before applying the multiplication factor of 2.57 has been provided.

In view of the above, PDAs are requested to revise the Disability/War Injury Pension of Pre-01.01.2006 retired Armed Forces Personnel strictly in terms of GoI, MoD letter dated 23.01.2018 till receipt of Corr. PPO based on Notional Pay Fixation method. Cases in which PDAs are facing any difficulty to identify the pensioner, if any, as mentioned at Para 5 of Circular No. 596 dated 09.02.2018, the case may be forwarded to Audit Section of this office. The revision of such cases may be done on priority basis.

It is reiterated that where the disability of the pensioner was assessed as 50% in discharge cases, then it will be rounded to 75% as mentioned in Para -3 of the Circular No. 596. However, if the individual has already been given rounding off benefit through PPO (in invalid out cases) then rounding off benefit in such cases should not be given.

मंत्रिमंडल ने डाक विभाग के ग्रामीण डाक सेवकों(जीडीएस) के वेतन भत्‍तों में संशोधन को मंजूरी दी

प्रधानमंत्री श्री नरेन्‍द्र मोदी की अध्‍यक्षता में केन्‍द्रीय मंत्रिमंडल ने आज डाक विभाग के ग्रामीण डाक सेवकों (जीडीएस) के वेतन भत्‍तों में संशोधन को मंजूरी दी है।

वेतन भत्‍तों में संशोधन के लिए वर्ष 2018-19 के दौरान 1257.75 करोड़ रुपये (860.95 करोड़ रुपये के गैर-आवर्ती खर्च 396.80 करोड़ रुपये के आवर्ती खर्च) खर्च होने का अनुमान है।

वेतन भत्‍तों में इस संशोधन से 3.07 लाख ग्रामीण डाक सेवक लाभान्वित होंगे।

विवरण :

  1. समय से संबंधित नियमित्‍ता भत्‍ता (टीआरसीए) ढांचा और स्‍लैब को युक्ति संगत बनाया गया है। कुल जीडीएस को इन दो श्रेणियों के तहत लाया गया है – ब्रांच पोस्‍ट मास्‍टर (बीपीएम) और ब्रांच पोस्‍टर से इतर जैसे असिस्‍टेंट ब्रांच पोस्‍ट मास्‍टर (एबीपीएम)।
  2. मौजूदा 11 टीआरसीए स्‍लैब को केवल तीन स्‍लैबों के तहत लाया गया है जिनमें बीपीएम एवं बीपीएम के इतर कर्मियों के लिए एक-एक स्‍तर होंगे।
  • समय से संबंधित नियमित्‍ता भत्‍ते (टीआरसीए) के रूपरेखा इस प्रकार होगी:
काम के घंटे/स्‍तर के अनुसार जीडीएस की प्रस्‍तावित दो श्रेणियों का न्‍यूनतम टीआरसीए
क्रम संख्‍या  श्रेणी चार घंटे/स्‍तर 1 के लिए न्‍यूनतम टीआरसीए पांच घंटे/स्‍तर 2 के लिए न्‍यूनतम टीआरसीए
1. बीपीएम 12,000 रुपये 14,500 रुपये
2. एबीपीएम/डाक सेवक 10,000  रुपये 12,000 रुपये
  1. महंगाई भत्‍ते का भुगतान अलग से जारी रहेगा और केन्‍द्रीय कर्मचारियों के लिए उसमें समय-समय पर बदलाव होता रहेगा।
  2. नई योजना के तहत 7000 रुपये की सीमा तक टीआरसीए+डीए की गणना के साथ अनुग्रह बोनस जारी रखने का निर्णय लिया गया है।
  3. 01.01.2016 से संशोधित वेतनमान के लागू होने की तिथि तक की अवधि के लिए एरियर की गणना 2.57 गुणक के साथ बढ़े हुए बेसिक टीआरसीए के अनुसार की जाएगी। एरियर का भुगतान एकमुश्‍त किया जाएगा।
  • वार्षिक बढ़ोतरी 3 फीसदी की दर से होगी और वह हर साल पहली जनवरी अथवा पहली जुलाई को दी जा सकती है जो जीडीएस के लिखित आग्रह पर आधारित होगी।
  • एक नया जोखिम एवं कठिनाई भत्‍ता को भी लागू किया गया है। अन्‍य भत्‍ते जैसे कार्यालय रख-रखाव भत्‍ता एकीकृत ड्यूटी भत्‍ता, नकदी लाने-ले जाने का शुल्‍क, साइकिल रख-रखाव भत्‍ता, नाव भत्‍ता और निर्धारित स्‍टेशनरी शुल्‍क में संशोधन किया गया है।

कार्यान्‍वयन रणनीति एवं लक्ष्‍य

ग्रामीण डाक सेवकों के वेतन भत्‍तों में संशोधन किए जाने से ग्रामीण क्षेत्रों में कुशल एवं सस्‍ती बुनियादी डाक सुविधाओं को बेहतर करने में मदद मिलेगी। प्रस्‍तावित वेतन वृद्धि से वे अपनी सामाजिक-आर्थिक स्थिति को सुधारने में समर्थ होंगे।

प्रभाव :

डाकघरों की ग्रामीण शाखा गांवों एवं दूरदराज के क्षेत्रों में संचार एवं वित्‍तीय सेवाओं का आधार है। ग्राहकों को भुगतान के लिए पोस्‍ट मास्‍टर को काफी रकम का हिसाब रखना पड़ता है और इसलिए उनके काम की जिम्‍मेदारी पहले से ही निर्धारित है। इस वेतन वृद्धि से उनमें जिम्‍मेदारी का भाव और बढ़ेगा। कुल मिलाकर ग्रामीण आबादी के बीच वित्‍तीय समावेशीकरण की प्रक्रिया में भारतीय डाक भुगतान बैंक (आईपीपीबी), सीडीएस नेटवर्क की अहम भूमिका होने की उम्‍मीद है।

पृष्‍ठभूमि :

भारतीय डाक विभाग में अतिरिक्‍त विभागीय व्‍यवस्‍था की स्‍थापना 150 वर्ष पहले उन ग्रामीण क्षेत्रों में बुनियादी आर्थिक एवं कुशल डाक सेवा मुहैया कराने के लिए की गई थी जहां पूर्णकालिक कर्मचारियों को बहाल करने का कोई औचित्‍य नहीं था। एक लाख उनतीस हजार तीन सौ छियालिस (1,29,346) अतिरिक्‍त विभागीय डाक शाखा का संचालन मुख्‍य तौर पर ग्रामीण डाक सेवक ब्रांच पोस्‍ट मास्‍टर के द्वारा किया जा रहा है। साथ ही, ग्रामीण डाक सेवक ब्रांच पोस्‍ट मास्‍टर के अलावा शाखा, उप एवं मुख्‍य डाक घरों में भी काम करते हैं। ग्रामीण डाक सेवकों को बहाल करने की मुख्‍य विशेषता यह है कि वे तीन से पांच घंटे प्रतिदिन अंशकालिक कार्य करते हैं और इससे प्राप्‍त आय उनके मुख्‍य आय का पूरक है जो उनके लिए अपने परिवार का भरण पोषण करने का एक पर्याप्‍त साधन है। वे 65 वर्ष की आयु तक सेवा में बने रह सकेंगे।

Sub:- Review of Model constitution and Rule and Regulations for the Residents Welfare Associations recognised by the government of India, Department of Personnel and Training- regarding.

Sir/Madam,

Keeping the following objectives in view, the Government of India, Department of Personnel & Training has been encouraging the formation of Residents’ Welfare Associations in Government residential colonies as well as private colonies in which 2 or more Central Government employees are residing in one compact area:-

(a) To foster a spirit of mutual help and goodwill among the inhabitants of the colony in general, and the members of the Association in particular, thereby, promoting communal harmony and national integration.

(b) To make all possible effort to achieve general amenities. Consumer protection such as interaction with traders on quality and quantity of goods, over charging etc. monitoring of the public distribution system including supply of essential and consumable items and environmental protection such as steps to curb pollution, ensure cleanliness, plantation of tress, interaction with authorities on any environmental aspects and for this purpose, represent the interest of the residents before appropriate authorities.

(c) To undertake all such other lawful acts, deeds or thing including Sports Cultural activities as are incidental or conducive to the attainment of any or all of the above objects including the general welfare of the Employees and their families.

(d) To promote such welfare and socio-economic activities as may be approved by the Department of personnel and Training.

2. Welfare Division of the Department of Personnel and Training, with a view to bring about uniformity and to provide guidance to these Association in their organizational matters have formulated a “Model constitution” and “Rules and Regulations” for the Residents Welfare Association. A copy of these documents is enclosed as ready reference.

3. Lately, it has been noticed that the very objective of fostering a spirit of mutual help and goodwill among the inhabitants of the colony has gone on back foot due to growing disputes among the office bearers and members of RWAs and lack of transparency in the functioning of RWAs.

4. In view of the above, a need has been felt to re-visit the Model Constitution and Rules and Regulations for the RWAs. Accordingly, all RWAs and AWOs are requested to suggest modification/amendment in the existing Model Constitution and Rules and Regulations for the RWAs in the following format for comparative analysis and consideration of the suggestion.
