Subject: Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC)- Revision of Disability/ War Injury pension for Pre-01.01.2016 Defence Forces pensioners reg.

Reference: This office Circular No.596 dated 09th February’ 2018.

Consequent upon the issue of GOI, MOD letter No.17(01)/2017(01)/ D(Pen/Policy) dated 23rd January,2018 on the above subject, was circulated vide this office Circular No.596 dated 09th February’ 2018.

2. Of late it has been observed that PDA’s are unable to make payments of quantum of additional pension available to old age pensioners after attaining the age of 80 years and above admissible on revised disability/ war injury element due to a typographical error in 3rd line of Para-6 of Circular No. 596. Therefore, an amendment is suggested for this, is as under-

3.All other terms and conditions shall remain unchanged.

4.This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all alongwith Defence pensioners and Pension Disbursing Agencies.

GDS COMMITTEE CURRENT POSITION.

AIGDSU came to know that GDS committee report issue has not been included in the agenda of Today’s Cabinet meeting. Hence AIGDSU decided to go on indefinite strike demanding immediate implementation of GDS Committee report. Indefinite strike notice will be served to the Department of posts tomorrow after consultation with other union.

Payroll Reporting in India – A Formal Employment Perspective

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has released the report on Employment Outlook of the country covering the period September, 2017 to February, 2018. It is based on the administrative records available with selected government agencies to assess the progress in certain dimensions.

This is the first in this series of employment statistics. This release is an outcome of the recommendations of the of the Task Force on Improving Employment data constituted under the Chairpersonship of Vice Chairman, NITI Aayog which submitted its report in August, 2017. One of the recommendations related to exploring the use of administrative statistics for preparing high frequency employment statistics. In the first report, the administrative records from EPFO, ESIC and NPS have been used for compiling the statistics in the formal sector and relates to the period September 2017 to February, 2018.

EPFO says no data leakage from their data centre

EPFO says no data leakage from their data centre

EPFO has taken advance action by closing the server and host service through Common Service Centres pending vulnerability checks as part of the data security and protection.  EPFO has been taking all necessary precautions and measures to ensure that no data leakage takes place.

With regard to the news item being circulated in the social media platform that there has been vulnerabilities in the EPFO data, based on which a letter has been written to the Chief Executive Officer, Common Service Centre (CSC) to plug such vulnerabilities.

In this regard, it is informed that warnings regarding vulnerabilities in data or software is a routine administrative process based on which the services which were rendered through Common Service Centres have been discontinued w.e.f. 22nd March 2018. The news is relating to the services through common service centres and not about EPFO Software or data centre. No confirmed data leakage has been established or observed so far.

As such, there is nothing to be concerned about the news item.  EPFO is continuously monitoring and will continue to be vigilant about it in future.

OFFICE MEMORANDUM

Subject: Extension of time limit for receipt and disposal of anomalies relating to Seventh Central Pay Commission – regarding

The undersigned is directed to refer to the aforementioned subject and to state that, in further partial modification of this Department’s O.M. of even no. dated 16.08.2016, as amended on 20.02.2017, 14.03.2017, 05.05.2017, 17.07.2017 and 14.03.2018, the time limits for receipt and disposal of anomalies relating to the Seventh Central Pay Commission are further extended as under:

(i) time limit for receipt of anomalies is extended from 15.08.2017 to 15.05.2018; and

(ii) time limit for disposal of anomalies is extended from 15.02.2018 to 15.11.2018.

2. This issues with the concurrence of Department of Expenditure, Ministry of Finance.

GDS Latest News : AIGDSU decided to go on indefinite strike

The Department of Posts is the only department in GOI where there is a special category of employees working called Gramin Dak Sevaks. GDS are the backbone of the Postal Department.

Central Government has set up one man committee under the Chairmanship of Sri Kamalesh Chandra, retired Postal Board member to examine the conditions of service and emoluments and other facilities of the Gramin Dak Sevaks.

The Committee submitted its report to the Secretary, Department of posts on 24, November 2016. Now the report is under the consideration of the Finance Ministry. It needs Cabinet approval.

GDS employees are waiting for recommendations of GDS Committee Implementation for long time, employees eagerly waiting for the announcement in each and every cabinet meeting. even expected the announcement in the last cabinet meeting 25th April 2018, but there is no such announcement.

During this situation, AIGDSU decided to go for indefinite strike for demanding immediate implementation of GDS Committee Recommendations.

AIGDSU decided to serve strike notice during the 1st week of May, 2018.

Subject:- Grant of Fixed Medical Allowance.

DP&PW vide its OM No.45/57/97-P&PW (C) dated-19.12.1997 followed OM No. 4/25/20013-P&PW (D) dated-26.05.2010, OM No. 4/25/2008-P&PW (D) dated-29.11,2014 and OM No. 4/34/2017-P&PW (D) dated-19.07.2017 had introduced the payment of Medical Allowance to those pensioners who were not residing in the areas where no such outdoor facilities are available. An undertaking is required to be submitted by claimants to the effect that they are not residing in the areas where no such outdoor facilities are available. On the basis of this undertaking pension disbursing authorities shall make an entry in regard to grant of medical allowance in the both halves of PPO of the individual concerned and authorise payment of medical allowance. Such an undertaking can be obtained by Bank, Departmental PAO and Treasury, as applicable once every year alongwith other certificates, the pensioner is required to furnish.

As and when grant of medical allowance to a pensioner/family pensioner is authorized by the pension disbursing authority, intimation to this effect shall be sent to the CPAO/concerned Pay & Accounts Office in the prescribed proforma. The payment shall be made to the pensioner by the pension disbursing authority alongwith pension/ family pension of monthly basis.

All Heads of Government Accounts Department and CPPCs are advised to make the payment accordingly alongwith recovery made, if any.

Subject- Deficiency in providing of services by banks to sick pensioners/family Pensioner.

It has been observed that number of grievances are being received in CPAO regarding deficiency in services rendered by banks to pensioners/family pensioners. Pensioners/ family pensioners especially those who are sick, paralyzed and bedridden are facing problems while withdrawing their money from their respective pensions accounts.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to issue necessary instructions to all the branches to attend these pensioners/family pensioners who are sick, paralyzed and bedridden on priority basis with empathy so that no hardships are caused to the pensioners/ family pensioners.

This issues with the approval of Chief Controller (Pensions).

Dear Sir,

Sub: Training period of wards of deceased/medically decategorised Railway employees appointed on compassioate grounds as Technician Gr. III in (erstwhile GP 1900/Pay Level-2 of 7th CP)-reg.

Ref: NFIR’s letter No.II/1-A/Part 20 dated 31/01/2018.

Federation vide its letter dated 31/01/2018 brought to the notice of the Railway Board, the grievance of Apprentice Technicians who happened to be the wards of deceased/medically decategorised Railway employees appointed on compassionate grounds (non-ITI/non-Act Apprenticeship Training) who are being subjected to three years training for appointment to the post of Technician Grade III in erstwhile GP 1900/Pay Leave-2. A period of about three months has passed, unfortunately, there has been no communication to the Federation on action taken on the subject matter.

While enclosing copy of Federation’s letter dated 31/01/2018, NFIR once again requests the Railway Board to consider the justified points raised for reduction of training period of three years in the case of non-ITI/non-Act Apprentice wards/widows of Railway employees appointed on compassionate ground to a reasonable period.

Action taken on Federation’s proposal may please be communicated to the Federation soon.

Minister urges young civil servants to be the architects of ‘New India’

The Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh felicitated the toppers of Civil Services Examination (2017) at a ceremony organised by Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, here today.

During the event, Dr Jitendra Singh welcomed and congratulated all the successful candidates and described them as “architects of the New India”. He urged them to utilise the opportunities available during their long careers for building a ‘New India’, which is going to be a super power. He noted that out of the 20 top rankers, 14 have engineering background and 2 medical background. Many of them had early education from Government schools in small towns. This indicates that educational opportunities to excel are not just limited to the metro cities, he added. He said that it has been a learning experience to interact with the young achievers during the felicitation, which is being organised by the Government for the last four years.

Dr Jitendra Singh said, during the last few years, Government has initiated the practice of posting IAS officers early in their careers as Assistant Secretaries to be mentored for a period of 3 months in different Ministries/Departments of Government of India. It introduces the officers to various aspects of the functioning of the Central Government, he said. He wished all the candidates a great success for their future.

Addressing the toppers, Secretary, DoPT, Shri C. Chandramouli said that the young officers have a lot to learn during their long tenure in civil services where they will meet various challenges in due course. He expressed confidence that they would find innovative solutions to these challenges. He wished the toppers best in their future career.
