Subject: Grant of financial up gradation under ACP/MACP Scheme and Non Functional Grade to Pharmacists.

The issue of grant of ACP/MACP to Pharmacists on acceptance of Fast Track Committee Report, the Government of India, vide Min of Fin, Deptt of Expenditure F.No.1/1/2008-IC dated 18.11.2009 was referred to our HQrs office for clarifications on the following points.

(i) Whether the pharmacists (GP Rs.2800/-) who have already been granted higher scale/GP (GP 4200/-) by virtue of ACP or otherwise prior to effective date of OM dated 18.11.2009 are again to be allowed Non Functional Upgradation  (GP 4200/-) under the above provisions.

(ii) Further, doubt has been raised regarding mode of fixation of pay while on granting ACP after NFU, as in the case of Pharmacists, the scale/GP granted on account of NFU and the standard/common pay scales applicable for ACP in terms of Annexure-II are same and identical i.e. GP of Rs.4200/- in the PB-2.

In this regard a copy of CGDA No-AT/II/2458-XXIII, dated 01/03/2018 received in this office clarifying the above points is forwarded herewith for information and necessary guidelines.

Reference: Your office letter No Pay/Tech-I/o1 (6th CPC) Pharmacist dated 12-01-2017, 20-02-2017 and 14-09-2017.

The issue of grant of ACP/MACP to Pharmacists referred to HQrs Office vide your office letter dated 12-01-2017 has been examined in consultation with other PCsDA/CsDA. As regard to the first point of doubt referred by your office, it is viewed that grant of NFU (in the grade pay of Rs 4200/-) to the pharmacists who have already been granted GP of Rs 4200/- by virtue of ACP or otherwise as on 01-01-2006 does not appear to be in tune with or supported by the orders regulating the grant of NFU.

2. Further, regarding second doubt raised by your office it is stated that the clarification given at SI No 2 of DOPT OM No 35034/1/97-Estt (D) (Vol-IV) dated 10-02-2000 clearly stipulates that in cases where pay scale given as selection grade/in-situ promotion is not a part of hierarchy, the pay scale granted by virtue of selection grade/in-situ promotion may be treated to have withdrawn on grant of ACP. In view of the provisions ibid it is viewed that the pay scale/grade pay of Rs 4200/- granted by virtue of NFU in the cases of pharmacists which is not a part of hierarchy may be treated to have withdrawn on grant of ACP.

Sub: Fixation of Pay of Group D officials promoted to Postal Assistant – reg.

This is regarding fixation of pay of Group D officials promoted to Postal Assistant at per with the directly recruited Postal Assistants who were appointed on or after 01.01.2006. In the subject case the applicant was promoted as Postal Assistant on 27.07.2015 and his pay was fixed as Rs.9770/- with DNI as on 01.07.2016. Whereas the pay of the directly recruited Postal Assistants have been fixed as Rs.9910/- in the scale of Rs.5200-20200 + Rs2400/- as grade pay. Aggrieved of this, the applicant filed an OA No. 170/00801/2016 in the Hon’ble CAT Bengaluru Bench. The Hon’ble CAT in its order dated 12.06.2017 ordered that “when a person gets promotion to a higher post, he should be entitled to the same minimum pay for the post which is allowed to person who joined the posts afresh as enunciated by the Hon’ble Apex Court in several cases.”

It is requested to inform the details of similar cases at your circle and financial implication involved upon implementation of this order in such cases may be furnished to this Directorate at the earliest for taking further decision in this case.

पेंशन कोष नियामक एवं विकास प्राधिकरण ने नया एनपीएस सदस्‍य पंजीकरण फॉर्म – अतिरिक्त अनिवार्य आवश्यकताएं निर्धारित कीं

पेंशन क्षेत्र के नियमन और विकास के लिए भारत सरकार द्वारा पेंशन कोष नियामक एवं विकास प्राधिकरण (पीएफआरडीए) की स्थापना की गई है, ताकि संबंधित सदस्‍यों की वृद्धावस्था आय सुरक्षा सुनिश्चित की जा सके। राष्ट्रीय पेंशन प्रणाली (एनपीएस) में परिचालन संबंधी मुद्दों को आसान बनाने एवं संबंधित व्‍यवस्‍था को बेहतर करने के उद्देश्‍य से पीएफआरडीए की ओर से समय-समय पर विभिन्न पहल की जाती रही है। एनपीएस ढांचे के तहत नई कार्यक्षमता का विकास, खाता खोलने एवं निकासी में आसानी, शिकायत प्रबंधन इत्‍यादि इन पहलों में शामिल हैं। इस संबंध में प्राधिकरण द्वारा बैंक खाते के विवरण और मोबाइल नंबर को अनिवार्य बनाने का निर्णय लिया गया है, ताकि इसके सदस्‍यों के हित में परिचालन को आसान बनाने के साथ-साथ एनपीएस से बाहर निकलने की प्रक्रिया को भी परेशानी मुक्त बनाया जा सके।

इसके अलावा, भारत सरकार द्वारा जारी मनी लॉन्ड्रिंग की रोकथाम अधिनियम संबंधी दिशा-निर्देशों के अनुपालन के तहत नए सदस्‍यों के साथ-साथ मौजूदा सदस्‍यों के लिए भी विदेशी खाता कर अनुपालन अधिनियम (एफएटीसीए) और प्रतिभूतिकरण परिसंपत्ति‍ पुनर्निर्माण एवं प्रतिभूति हित की केंद्रीय रजिस्ट्री (सीईआरएसएआई) को अनिवार्य कर दिया गया है। इन्हें नए सामान्य सदस्‍य पंजीकरण फॉर्म (सीएसआरएफ) में अनिवार्य कर दिया गया है जिसे नए सदस्‍यों द्वारा भरना आवश्यक है। मौजूदा सदस्‍यों को अपने लॉग-इन (www.cra-nsdl.com or https://enps.karvy.com/Login/Login ) में एफएटीसीए स्व-प्रमाणन को ऑनलाइन जमा करने की सुविधा प्रदान की गई है। उपर्युक्‍त कार्यक्षमता के बारे में जानकारी भी केंद्रीय अभिलेख-रखरखाव एजेंसी (सीआरए) की वेबसाइटों पर उपलब्ध करा दी गई है। एफएटीसीए स्व-प्रमाणन को ऑनलाइन जमा करने के लिए संबंधित सदस्‍य द्वारा उठाए जाने वाले कदमों का भी उल्लेख वेबसाइट पर किया गया है।

सदस्‍यों अथवा ग्राहकों को अपने फॉर्म को अस्वीकृत होने से बचाने के लिए यह सुनिश्चित करना होगा कि वे समस्‍त अनिवार्य खंडों या रिक्‍त स्‍थानों को सही ढंग से भरें और उन्हें रिक्त कतई नहीं छोड़ें।

Sub: Speedy implementation of GDS Committee recommendations and related matters reg.

In spite of our countrywide requests, memorials, protest meetings/Demonstrations and Strikes there is unreasonable delay in consideration and implementation of the GDS Committee recommendations. The level of tolerance has already crossed it limits. This time we have accepted OFFICERS’ Committee with open mind but still discriminative attitude is seen towards this low paid and neglected/exploited lot.

The Gramin Dak Sevaks role in future INDIA POST especially in Banking is more significant and we are also carefully watching the developments. There cannot be any compromise about their status and service conditions in the changed scenario and the GDS should get what they deserve. The Government, being a model employer, should consider our reasonable demands in the interest of service to the rural population of this country. The old policies of the British regime such as cheap labour and exploitation are outdated in the present situation and it is high time that decisions are at the appropriate levels in democratic norms. India is a welfare state and we are eagerly waiting for BETTER TREATMENT TO G.D.S AT LEAST THIS TIME.

Existing Provisions: Family Planning Allowance (FPA) is granted to Central Government employees as an encouragement to adhere to small family norms. The existing rates are as under:

Reasons mentioned by 7th CPC for recommending abolition: The level of awareness regarding appropriate family size has gone up among government servants. Hence, a separate allowance aimed at population control is not required now.

Demands:

I. National Council (Staff Side), JCM: This allowance should continue for existing beneficiaries as it may result in a drop in emoluments for them.

II. M/o Defence: This allowance may continue to be granted to past beneficiaries.

Analysis and Recommendations of the Committee:

The Committee notes that the demand is restricted to continuing this allowance for existing beneficiaries. However, accepting this will create an arbitrary distinction between two set of employees. This may not be legally tenable. This may also lead to similar demands for continuing the other allowances recommended for abolition to existing beneficiaries. Therefore, the Committee recommends that the 7th CPC recommendation to abolish Family Planning Allowance may be accepted.

PM addresses Civil Servants on the occasion of Civil Services Day

The Prime Minister, Shri Narendra Modi, today addressed Civil Servants on the occasion of Civil Services Day. He said the occasion is one of Appreciation, Evaluation and Introspection. He described the Prime Minister’s Award as a step towards motivating civil servants, and congratulated the awardees. He said the awards also indicate the priorities of the Government.

He said that the priority programmes such as Pradhan Mantri Fasal Bima Yojana, Deendayal Upadhyay Kaushalya Yojana, Pradhan Mantri Awas Yojana, and Digital Payments, for which awards have been given, are important programmes for New India. He also mentioned the two books on Prime Minister’s Awards, and on Initiatives in Aspirational Districts, which were released today.

Speaking on the subject of Aspirational Districts, the Prime Minister said that these 115 districts could become growth engines for their entire States. He stressed on the importance of Jan Bhagidaari, or public participation, in development. He said 2022, the seventy-fifth anniversary of independence, can become an inspiration for working towards achieving the India of the dreams of our freedom fighters.

The Prime Minister asserted that all available technology, including space technology, should be used for improving governance. He said it is important for civil servants to keep pace with emerging technologies worldwide.

He described civil servants as people with great capability and said that these capabilities can contribute in a big way, for the benefit of the nation.

Subject: Common mistakes by PAOs in processing of Revision of Pension under 7th CPC .

7th CPC Pension Revision cases are to be settled in a time bound manner. This office is receiving more than 3000 pension revision cases on daily basis. However, it has been observed that about 5 to 10 percent cases are returned by this office to PAOS due to Various discrepancies. The reasons to return are indicated by this office in each case. To facilitate the PAOs, a list of common mistakes made by PAOs has been prepared and enclosed herewith at Annexure-A.

In view of above all the PAOs are requested to ensure that 7th CPC revision cases are sent correctly to CPAO to speed up the processing of the same in a time bound manner.

Subject: Group Mediclaim Insurance Policy for State Government Employees, Employees of PSUs/Autonomous Bodies/ Local Bodies/ Universities and pensioners- communicating through SMSs reg.

Finance Department is shortly going to launch the Group Mediclaim Insurance Policy for employees of the State Government and that of Autonomous Bodies, Universities, Local bodies etc./pensioners in consultation with the Intermediary, namely, Ms. Trinity Reinsurance Brokers Ltd.

2. In the lead up to the roll out of the Scheme, the Intermediary has collected data/information relating to the employees/pensioners from the Government Departments, Autonomous Bodies, Universities, Local bodies etc. for enrollment and subsequent issuance of Insurance Cards in favour of the intended group.

3. In order to segregate the above data/information category/organization- wise for enrollment/issuance of health insurance cards, the Intermediary has started sending the SMSs to the employees/pensioners in the following manner to obtain confirmatory information relating to the status of the employees:
