Attention is invited to Board’s letters quoted above delegating powers to the General Managers and other Heads of Organisations directly controlling allotment of quarters to Railway Servants for sanction of House Rent Allowance in accordance with the prescribed conditions to the categories of Railway Employees specified therein. This delegation of powers was valid upto 31.03.2017.

2.The question of renewing this delegation of powers beyond 31.03.2017 has been engaging the attention of the Board. On the basis of the reports received from the Zonal Railways and Production Units, the matter has been considered and the Board have decided to renew the sanction contained in para 5 of their letter dated 16.5.1988 ibid and as amended/modified from time to time, w.e.f 01.04.2017 upto 31.03.2024 where after the question of renewing this delegation will be considered by the Board and a fresh sanction, if necessary, issued on the basis of reports received from the General Managers etc., directly controlling allotment of quarters, in regard to the position of availability of Railway accommodation under their control.

3. In case at any point of time it transpires that some accommodation is likely to remain vacant/un-occupied due to lack of demand, it should be made compulsory to submit applications for such types where there is surplus accommodation, and consequently, the employees entitled for such types would not be eligible to draw House Rent Allowance.

4. This delegation is also subject to the over-riding, condition that these orders are liable to be withdrawn/modified at any time during this period, if it is considered necessary by the Board to do so.

5. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Therefore, Pension Disbursing Authorities are advised to obtain the consent of all the defence pensioners/family pensioners drawing their pension/family pension from their offices as per the sample Template for Jeevan Pramaan / Digital Life Certificate enclosed herewith.

Sub: Identification/verification of additional documents produced by Defence Forces pensioners in absence of Aadhaar number as indicated in Notification No. S.O. 747(E) dated 03.03.2017 issued by Deptt. Of ESW .

Consequent upon introduction of Aadhaar Act, 2016, an individual eligible to receive the pension benefits is required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.

However, Ministry of Defence, Department of Ex-Servicemen Welfare Notification No. 14(2)/2014/D (P/P)(Part-I)(copy enclosed) published in Gazette of India in 03.03.2017 vide No. S.O. 747(e), provides that, till the Aadhaar is assigned to the beneficiary of pension benefits, benefits shall be given to such individuals subject to the production of certain identification documents as indicated in Notification No. S.O. 747(E).

In view of above, all the Pension Disbursing Authorities are advised to check the identification documents, as mentioned in above Notification No. S.O. 747(E), produced by defence pensioners, till Aadhaar is assigned to the pension beneficiaries. Especially as per clause b(i) and (ii) of notification No. S.O. 747(E).

ABSTRACT

Provident Fund – General Provident Fund (Tamil Nadu) – Rate of interest for the financial year 2017-2018 – Orders – Issued.

Read the following:-
1. G.O.Ms.No.320, Finance (Allowances) Department, dated 27-10-2017.
2. From the Government of India, Ministry of Finance, Department of Economic Affairs (Budget Division), New Delhi Resolution No.F.No.5(1)-B(PD)/2017, dated 1-1-2018.

ORDER:

In the Government Order read above, orders were issued fixing interest for the accumulation at the credit of the subscribers to the General Provident Fund [Tamil Nadu] at 7.8% for the period from 1st October, 2017 to 31st December, 2017.

2. The Government of India, in its resolution second read above, announced that during the year 2017-2018, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.6% (Seven point six per cent) with effect from 1st January, 2018 to 31st March, 2018.

3. The Government now direct that the rate of interest on the accumulation at the credit of the subscribers to General Provident Fund [Tamil Nadu] shall carry interest at the rate of 7.6% (Seven point six per cent) with effect from 1st January, 2018 to 31st March, 2018.

4. The rate of interest on belated final payment of Provident Fund accumulations remaining unpaid for more than three months of its becoming payable shall be at the same rate as ordered in para 3 above.

NOTIFICATION
New Delhi, the 1st January, 2018

G.S.R.08(E).—In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor-General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

1. (1) These rules may be called the Central Civil Services (Leave) Second Amendment Rules, 2017.-(2) They shall come into force on the dale of their publication in the Official Gazette.

2. In the Central Civil Services (Leave) Rules. 1972 (hereinafter referred to as the said rules), in rule 54, in subrule (3), the words and subject to the other conditions laid down in rule 57 being satisfied, draw study allowance in respect thereof”‘ shall be omitted.

3. In the said rules, in rule 56,-

(a) in sub-rule (1) for the words ‘House Rent Allowonce and Study Allowance as admissible in accordance with the provisions of Rules 57 to 60. the words ” and House Rent Allowance” shall be substituted.
(b) in sub-rule (4), the words “as envisaged in sub-rule (2) of Rule 57,” shall be omitted;
(c) sub-rule (5), shall be omitted.

4. In the said rules, rule 57, 58 and 59 shall be omitted.

5, In the said rules, in rule 60, in sub-rule (2), the words “and the Study Allowance” shall be omitted.

6. In the said rules, in rule 63, in sub-rule (1), in clause (i), the words “Study Allowance” shall he omitted.

On the basis of recommendation submitted by the review committee officers Dr. Chandra Bhushan CMO SAG, Dr. S.M.Shukla CMO NFSG & Dr. Akhilesh Kumar M.O., it has now been decided by the undersigned that suspension of M/s Krishna Super Specialty Hospital 363 Harisganj near tatmil chauraha Kanpur may be revoked in public interest w.e.f.29-12-2017 to provide better quality & fair services to the beneficiaries of CGHS Kanpur on trial basis. The empanelment would be for all those facilities available in the Hospital and as per same terms and conditions on which it was empanelled prior to 27-07-2017.

Sub:- Abolishing of uploading of scanned copy of PAN Card at the time of registration of establishment – regarding.

Madam/Sir,

At the time of registration of an establishment, employer has to upload digitally signed copy of PAN card. There is a mandate of Ease of Doing business to eliminate the requirement of submitting scanned copy of PAN card at the time of registration.

2. In this regard, it is informed that the requirement of uploading the scanned copy of PAN card at the time of registration of establishment has been examined and online system has been put in place for verifying details of PAN directly from the Income Tax Department. Hence, it has been decided by the competent authority that there is no need to upload the scanned copy of PAN card at the time of registration of establishments. Information Services Division has already carried out necessary modifications in the software accordingly.

3. The field offices are, therefore, advised not to insist on the copy of PAN card at the time of registration of a new establishment.

Sub: Process Reform – Retention of Railway Quarter on education grounds.

Full Board in its meeting held on 26.12.2017 considered the issue of retention of railway quarter in the event of permanent transfer of a railway employee and decided in public interest that when the ward of the railway employee is studying in class 9th or class 11 th, retention of railway accommodation may be allowed on educational ground to cover the current academic session and also the next academic session (examination) of the ward till the end of the academic/scholastic session of class 10th or 12th respectively plus 15 days.

2 .This issues with the concurrence of Associate Finance of Transformation Cell, Railway Board.
