Subject: Missing Entries in GPF accumulation of Subscribers
Of late, several no. of grievance cases have come into light wherein inaccurate and delayed GPF settlement, along with interest, has been noticed. This is mainly due to missing credits/over credits during the tenure of their service. At the time of superannuation such discrepancies are being corrected with a huge interest resulting in a dispute between the Fund Maintaining Controller and the subscriber(s) after superannuation.
2. The Fund Maintaining Controller always insist on the point that it is the duty of the subscriber(s) to bring into the notice of the Fund Maintaining Controller about any discrepancy. On the other hand, the subscriber complains about less payment at the time of their final settlement of GPF. In some cases the subscriber(s) are even approaching the higher authorities for resolution.
3. In this connection, it is advised to follow, strictly, DoP&PW OM No. 3/7/2020- P&PW(Desk-F) E.6574 dated 17.07.2020 (Copy enclosed).

Subject: Guidelines on Acceptance of Awards by Government servants
Instructions have been issued by this Department, from time to time, regarding acceptance of awards by the Government servants from Private Bodies and Institutes, in accordance with Rule 14 of the CCS(Conduct) Rules, 1965.
2. Rule 14 of the CCS(Conduct) rules, 1964 provides that โNo Government servant shall, except with the previous sanction of the Government, receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour; or in the honour of any other Government servant: provided that nothing in this rule shall apply to- (i) a farewell entertainment of a substantially private and informal character held in honour of a Government servant or any other Government servant on the occasion of his retirement or transfer or any person who has recently quitted the service of any Government; or (ii) the acceptance of simple and inexpensive entertainments arranged by public bodies or institutions.
3. As a corollary to the aforesaid Rule, it was stipulated in DOPT OM No.11013/2/99-Estt.(A) dated 24 February, 1999 that, in general, awards sought to be given by private bodies and institutes to Government servants do not need to be encouraged, inter alia, because of the fact that if a Government servant has done any outstanding work, there are various methods open to Government itself to recognize his merits and service and it would not be appropriate for him to accept such an award from a private body. In exceptional circumstances like rewarding the merit of an officer for work done outside the purview of his functions in Government or where Government otherwise thinks that an individual deserves a particular award, it was left to the discretion of the competent authority to decide such issues in a reasonable and judicious manner based on the main criterion that such an award should not have a monetary component.
4. Further, vide DOPT OM No. 11013/2/99-Estt.(A) dated 174 February, 2000 it was emphasized that the Government servants should not be allowed to accept awards of monetary benefits instituted by private trusts/ foundations, etc.
5. It has, however, been observed that these instructions are not being adhered to in their true spirit.
6. Accordingly, it is, hereby, clarified that:
a. Awards given by Private Bodies / Institutions / Organizations may be accepted only with prior approval of Competent Authority.
b. The Competent Authority for acceptance of Awards by a Government servant would be Secretary of the concerned Ministry/Department.
c. The Competent Authority for acceptance of Awards by Secretaries to Govt. of India and Secretary rank Officers would be Cabinet Secretary.
d. The Competent Authority may grant approval, only in exceptional circumstances as elucidated in Para 3 above subject to the following conditions:
i. The award should not have any monetary component in the form of cash and/or facilities.
ii. Credentials of the Private Bodies / Institutions / Organizations should be unimpeachable.
7. All Ministries/Departments are requested to ensure strict adherence to these guidelines.

AICPIN for October 2023: Expected DA from Jan 2024
Consumer Price Index for Industrial Workers (2016=100) โ October, 2023
TheLabour Bureau, an attached office of the Ministry of Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of October, 2023is being released in this press release.
The All-India CPI-IW for October, 2023ย increased by 0.9 points and stood at 138.4 (one hundred thirty eight point four). On 1-month percentage change, it increased by 0.65 per cent with respect to previous month compared to increase of 0.91 per cent recorded between corresponding months a year ago.
The maximum upward pressure in current index came from Food & Beverages group contributing 0.68 percentage points to the total change. At item level, Wheat, Wheat Atta, Arhar Dal/Tur Dal, Cow milk, Egg Hen, Papaya, Pomegranate/Anar, Arum/Arbi, Brinjal, Capsicum, Carrot, Cauliflower, French beans, Garlic, Ladyโs Finger, Onion, Peas, Radish, Sugar White, Cumin seed/Jira, Mixed Spices, Cooked Meals, Vada/Idli/Dosa, Bidi, School uniform (Girls/Boys), Leather Sandle, Rubber Chappal, Bus fare, Toilet Soap, Medicine allopathic, etc. are responsible for the rise in index. However, this increase was largely checked by Rice, Fish Fresh, Poultry/Chicken, Mustard oil, Soyabean oil, Apple, Chillies Green, Ginger, Tomato, Cooking Gas (LPG), etc. putting downward pressure on the index.
At centre level, Biswanath-Chariali recorded a maximum increase of 4.8 points. Among others, 4 centres recorded increase between 3 to 3.9 points, 4 centres between 2 to 2.9 points, 19 centres between 1 to 1.9 points and 42 centres between 0.1 to 0.9 points. On the contrary, Chennai recorded a maximum decrease of 1.3 point followed by Coonoor and Kolkata with 1.1 points each. Among others, 13 centres recorded decrease between 0.1 to 0.9 points. Rest of two centers index remained stationary.
Year-on-year inflation for the month stood at 4.45 per cent compared to 4.72 per cent for the previous month and 6.08 per cent during the corresponding month a year before. Similarly, Food inflation stood at 6.27 per cent against 6.52 per cent of the previous month and 6.52 per cent during the corresponding month a year ago.

Subject:- Clarification regarding applicability of pension rules after 01.04.2022.
The undersigned is directed to forward the clarification regarding applicability of pension rules to the employees of UT Chandigarh retiring on or after 01.04.2022.
Kindly refer to the letter no. Pen UT/CH/Central scales/2023-24/3972 dated 15.09.2023 issued by O/o AG(A&E), Punjab & UT, Chandigarh (copy enclosed) wherein information sought regarding applicability of pension rules on employees retiring on or after 01.04.2022 has been clarified:-
(i) Employees of Chandigarh Administration retiring on or after 01.04.2022 shall be governed by CCS (Pension) Rules and they shall accordingly be entitled to Central Pay Scales as well i.e. Revised Pay Rules 2023.
(ii) As employees retiring on or after 01.04.2022 are governed by CCS (Pension) Rules & Revised Pay Rules 2023 (Central Scales), therefore such pensioners/family pensioners are entitled for Central pattern of Dearness Relief.
(iii) Payment of LTC/any other allowance shall be admissible to pre-01.04.2022 pensioners/ family pensioners as they are not governed by CCS (Pension) Rules & Revised Pay Rules 2023.
All the Heads of CPPCs of Authorized Banks are requested to follow the above notification for payment of pension to the pensioners/family pensioners of UT Chandigarh.

The Department of Pension & Pensioners’ Welfare is conducting a Nationwide Digital Life Certificate Campaign 2.0 at 500 locations in 100 Cities from 01.11.2023 to 30.11.2023 in close co-ordination with all stakeholders viz. Pension Disbursing Banks, CGDA, Railways, Department of Posts & Telegraphs, all registered Pensioners’ Welfare Associations (PWAs), UIDAI, MeitY, PIB, Doordarshan, etc.
2. While the performance of the Campaign during the last two weeks has been good with the help of all stakeholders, the number of DLCs generated so far are 33 lakhs against the target of 50 lacs DLCs for the entire Campaign period.
3. To ensure that DLCs are generated for the remaining pensioners to avoid any delay in pension, all stakeholders (Banks/ Pensioners’ Associations /CGDAJ DoT) are requested to adopt a Saturation Approach during the remaining 2 weeks and motivate every remaining pensioner for submission of DLC before 30.11.2023.

Subject: Nationwide Digital Life Certificate Campaign 2.0 from 1st to 30th November, 2023
To enhance โEase of Livingโ of Central Government Pensioners, Life Certificates are now also being submitted in digital mode i.e. Jeevan Pramaan. The Department is organizing a Nation-wide Digital Life Certificate campaign 2.0 in November 2023 at 500 locations in 100 cities with a target of DLC submission by 50 lakh Central Government Pensioners. The Camps are being conducted in coordination with Banks, registered Pensionersโ Associations, UIDAI, DoT and MoD. DoPPW Officers have been deputed to visit the various locations, especially in cities where pensioners are in large numbers.
2. In the first 15 days of Nationwide Campaign, 25 Lakh out of 70 Lakh Central Government Pensioners have submitted their DLC. It shows that DLC has not yet submitted by large number of Central Government Pensioners, which may lead to the stoppage of pension if not submitted before 30th November, 2023. Campaign guidelines OM dt 09.08.23 & SOP for Face Authentication is attached for reference.
3. To ensure that all pensioners submit their DLC in month of November, It is directed that all Pension Disbursing authorities (Banks, SPARSH/ CGDA, SAMPANN/ DoT) may generate exception list from updated DLC status of all pensioners. All Pensioners in exception list (who have not submitted their life certificate) may be reached out through SMS/ E-mails/ Whatsapp/ Pensionersโ meet to make pensioners aware about Face Authentication DLC and ensure 100% submission of life certificate of pensioners before 30th November, 2023. Pensioners who are not able to use DLC themselves and unable to move may be reached out through Doorstep Banking or deputing officials.
4. Exception list is to be shared with Department of Pension & Pensionersโ Welfare for further monitoring and enhanced awareness campaigns.
