Sub: National JCA Meeting held on 8th June

The National JCA, which met at the Staff Side Office on 8th June, 2015, took note of the fact that quite a few states are yet to hold the State Level Conventions. The meeting also noted that the strike decision taken on 28th April, 2015 has not been percolated down to the rank and file of the workers. The meeting wanted the affiliate to realize that the denial of the demand for wage revision to be effective from 01.01.2014 and the consequent denial of interim relief and the benefit of merger of DA with Pay must be viewed very seriously as the said decision will have far reaching consequence. The Government would discard the age old practice of grant of I.R. and merger of DA forever. It has decided to appeal to all the affiliates to chalk out independent programmes of actions in the months to come and to carry out the same in all seriousness so that the employees become fully aware of the possible outcome of the 7th CPC. The Chairman and Convenor of the National JCA will get in touch with those States, where the convention has not been held so far. The meeting decided to convey to members that the minimum wage computation, in the given situation would be on an imaginary basis. The National JCA was of the opinion that a meeting of all office bearers of the participating organizations must be convened at Delhi somewhere in the month of July to chalk out programmes of action to be pursued by the CGEs together. It was informed at the meeting that both Defence and Railways would be taking their strike ballot and would be concluded in the first week of October. The meeting, therefore, decided to advise the other units to chalk out progammes of action in July so that an ambience of struggle could be created. The NJCA also took note of the painful fact that despite assurances, Government was not convening the National Council and Departmental Councils and the JCM has been allowed to become defunct. The National JCA in conclusion decided to appeal to all affiliates to take concrete steps to invigorate the joint movement of the Central Government employees and meet the challenge that is likely to arise on receipt of the recommendations of the 7th CPC by creating an atmosphere of Unity, and determination to carry out the call of indefinite strike action scheduled to commence on 23rd November, 2015.

OFFICE MEMORANDUM

Subject: Observance of punctuality in Government Offices.

Instructions have been issued from time to time with regard to the need to observe punctuality by Government servants. Responsibility for ensuring punctuality in respect of their employees rests within Ministries/ Departments/ Offices.

2. The decision to introduce AADHAR enabled Bio-metric Attendance System (AEBAS) in Central Government offices, including attached/ sub-ordinate offices, to replace the manual system of marking of attendance to ensure punctuality is to be implemented in all Ministries/ Departments. This Department vide O.M. of even no. dated 21.11.2014 and 28.01.2015, while recognizing that the Biometric Attendance System is only an enabling platform had, inter-alia, stated that there was no change in the instructions relating to office hours, late attendance etc.

3. In this connection attention is invited to Rule 3(1)(ii) of CCS (Conduct) Rules, 1964 which stipulates that every Government servant shall at all times maintain devotion to duty. Habitual late attendance is viewed as conduct unbecoming of a Government servant and disciplinary action may be taken against such a Government servant. It is also added that punctuality in attendance is to be observed by Government servants at all levels.

4. It is also requested that the necessary directions may be issued to all employees to mark their attendance in BAS portal on regular basis.

I am directed to refer to your letter No. HR&IR/KSC/GOVT/365 dated 25th May, 2015 on the above subject and to say that Government has ‘No objection‘ to IBA authorizing the Banks to pay revised salary and arrears of pay and allowances to serving officers and revised pension and arrears to existing pension optees retired w.e.f. on or after 1 11.2012 as per the provisions at the Joint Note pending amendments to the Officer’s Service Regulations/Pension Regulations subject to the provisions made by the respective banks in the particular year.

2. As regards declaring 2nd and 4th Saturday as holidays and other Saturdays as full working days is concerned. IBA may rater to this Department’s letter No. 4/1/7/2015-IR dated 2.6.2015.

Absorption of medically unit staff of RPF/RPSF in alternative post

Sub:- Absorption of medically unit staff of RPF/RPSF in alternative post- Regarding.

A question as to how the medically incapacitated staff of Railway Protection Force/Railway Protection Special Force may be absorbed in alternative jobs in other departments of the Zonal Railways has been under consideration of Railway Board.

2. Attention in this connection is invited to Board’s letter No. E(NG)I-88/RE-3/2 dated 18.01.1989 which provide that medically unfit RPF/RPSF staff may be first considered for absorption in ministerial post in their own department. The Committee constituted for considering such alternative appointments shall include an officer of the Personnel Department. In case no suitable posts to so accommodate them in RPF department are available, they may be considered for absorption in alternative posts in other departments of the railways within the framework of the provisions contained in Chapter XIII of the Indian Railway Establishment Manual Vol.I, Revised Edition 1989, First Reprint Edition-2009. Similarly, when staff of other departments are medically decategorised, they will also be considered for absorption against suitable posts in their own department at the outset and in case no posts are available therein then such staff will be considered against Ministerial posts in the RPF department, if such posts are available in that Department.

3. The matter has been considered by the Board. It is reiterated that the above instructions/procedure may be followed scrupulously in order to maintain the uniformity on all the Zonal Railways.

Indian Air Force Celebrates International Yoga Day

Indian Air Force has always been in the forefront in promoting fitness and healthy life style amongst Air Warriors. In pursuance of the same, Yoga programmes has been conducted for Air Warriors since last two days at various Air Force Formations and Stations as a build-up for the International Yoga Day on 21 Jun 2015. These Yoga sessions were conducted to introduce Air Warriors to the benefits of Yoga. Majority of participants who took part in the programme are those engaged in assignments requiring high level of concentration and perseverance. During these sessions, various Yogic Asanas, breathing techniques and its positive impact on physical and mental well being were covered.

All Air Force Formations and Stations have been directed to observe 21 Jun 2015 as International Yoga Day, commensurate with the objectives stipulated by Government of India.

There would be an introductory talk on benefits of Yoga followed by a 35-45 minutes camp demonstrating various yoga exercises with participation of audience. This would end with a meditation exercise of six minutes duration. Conduct of Yoga would be under this guidance of Yoga teachers and experts.

Yoga is also planned to be conducted in Air Force Schools and at suitable locations in the Stations where families and children of air warriors can participate.

Rashtrapati Bhavan to commemorate International Yoga Day on June 21

The Rashtrapati Bhavan will commemorate the International Yoga Day on June 21 with officials and family members participating in a mass Yoga event at the Rashtrapati Bhavan Club House early in the morning. The event is being organized in collaboration with Morarji Desai National Institute of Yoga (an autonomous organization under the Ministry of AYUSH, Govt. of India).

Yoga practice classes have been conducted for residents of the President’s Estate from June 1 to 20, 2015 in preparation for the International Yoga Day.

Grant of NFSG to UDCs of CSCS

Subject: Grant of NFSG to UDCs of CSCS – regarding

The undersigned is directed to refer to this Departments O.M.No.20/49/2009-CS.II (B) dated 22nd June, 2011 vide which a new grade of UDC Non-Functional Selection Grade (NFSG) in CSCS in the Grade Pay of Rs.4200/- in Pay Band-2 was created with effect from 22.06.2011.

2. It has been decided in consultation with D/o Expenditure to operationalize the NFSG of Grade Pay of Rs.4200/- in the case of UDCs of CSCS. The cadre units are requested to grant Grade Pay of to 1104 UDCs figuring in the list attached as Annexure —l subject to their suitability with effect from 22.06.2011 till the date of their promotion as Assistants on ad-hoc basis / Retirement / Expired / VRS / resigned etc whichever is earlier. The cadre units are also requested that the cficiels who have already resigned I retired / taken VRS / Expired etc prior to 22.6.2011 may not be qranted the Grade Pay cf Rs. 420C/-. Further, those UDCs who have been promoted to the grade of Assistant on ad-hoc basis prior to the issue cf O.M. No. 20/49/201 -CS.!I (B) dated 226.2011, have been excluded from the list of beneficiaries.

3. While granting the Grade Pay of Rs. 4200/- the cadre units may follow the procedure laid down in sub-pera (ii) to (v) of para (b) of this Department’s OM. No.20/49/2009-CS.ll (B) dated 22 06.2011. The pay fixation may be done under Rue 13 of CCS (Revised) Pay Rules, 2008 and other relevant instructions on the subject. The financial implications would have to be met by the respective Ministries / Departments.

4. Cadre units are also requested to send a compliance report in the enclosed proforma (Annexure-Il) to CS.II Division, detailing the officers who have been granted NFSG, by 30.06.2015. Since the Select List of 2003 (Extended) of UDC grade is under litigation, the grant cf Grade Pay of Rs. 4200/- would be subject to the outcome of the SLP (Civil) No, 10342/2015 filed by Shri Pankaj Kumar Mishra and others before the Hon’ble Supreme Court and O.A, No. 794/2015 filed by Shri Kamal Kumar Gupta and others before CAT Principal Bench, New Delhi and also orders in any other connected matter by any competent authority. This may be Included in the orders to be issued by the Cadre Authorities.

5. M/o Finance, D/o Expenditure’s vide their ID No. 94952/2015/E-III (A) dated 01-06-2015 have concurred with the proposal.

6. In case of errors/omissions if any, the same may be brought to the notice of this Department immediately.

Sub:- Early closure of offices on 20th June, 2015 (Saturday) at 13:00 Hrs. in connection with ‘Mass Yoga Demonstration’ at Rajpath on 21.06.2015 (Sunday).

In connection with the arrangements for ‘Mass Yoga Demonstration’ at Rajpath by the Hon’ble Prime Minister of India on 21st June, 2015 (Sunday), it has been decided that the Government offices located in the buildings indicated in the Annexure to this OM would be closed by 13:00 Hrs. on 20th June, 2015 (Saturday) and remain closed till the function is over on 21.06.2015 (Sunday).

Lt Gen Philip Campose, Vice Chief of Army Staff launched a new website, www.joinindianarmy.nic.in.of the Directorate General of Recruiting for selection of Officers, Junior Commission Officers (JCOs) & Other Ranks (OR) from the precincts of the South Block today.

This dynamic website is keeping in pace with the automation of Recruitment in the Army and will synergise and enhance the selection procedures. Candidates from all across India will have access to information about career options in the Army, make suitable choices and apply online. Kiosks based Central Govt and State Govt Common Service Centres (CSC) will enable candidates to apply from the remotest areas. The facilities of the website for applying as Officers, JCOs and OR will be available with effect from 01 Jul 2015.
