Railways | Entitlement of Employees for 2nd Class Ac

As per recommendations of the 6th Central Pay Commission as accepted by the Government, the Central Government employees drawing Grade Pay of Rs. 4200 are entitled to travel by 2nd AC by train while on official tour. So far as LTC is concerned, the entitlements are the same as for tour.

However, Railway employees are not governed by Central Government LTC provisions as far as travel entitlements are concerned. They are governed by Railway Servants (Pass) Rules, 1986 which entitle them to train journeys on duty/leave. Revision of entitlements for travel including travel in 2nd AC as per revised scales of pay/grade pay arising out of implementation of recommendations of the 6th Central Pay Commission are under examination.

This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

The Central Civil Services Cultural and sports Board is organizing a Summer Cricket Coaching Camp for children/dependents of Central Government servants during summer vacations. Children will be provided cricket coaching by experienced coaches. Specialist of different aspects of the game ( preferably Ranji Trophy Players ) would also be invited to impart coaching to the trainees during the camp The details of the proposed coaching camp are as follows :

a)Age of Trainees      : 8 years to 18 years.
b)Duration                   : 17th May 2010 to 30th June 2010.
c)Timings                     : 8 A.M to 11.00 A.M
d)Charges to be paid by trainees        : Rs 250/- Per Head( In cash)
e)Venue                        : Vinay Marg Sports Complex, New Delhi

2. Application forms may be collected from the office of Central Civil Services Cultural and sports Board Room No. 361, B Wing 3rd Floor Lok Nayak Bhawan,New Delhi ( Tele No. (24624204) and shall be deposited along with the prescribed fee at the Board’s office only at Lok Nayak Bhawan, New Delhi. Last date of submission of application form in the Board is 10th May 2010.

OFFICE MEMORANDUM

Subject: Central Civil Services (Conduct) Rules, 1974 – Submission of representations by Government servants – instructions regarding.

The undersigned is directed to refer to this Department’s O.M. No. 1101317199-Estt. (A) dated 01.11.1999 on the abovementioned subject which indicates that the categories of representations from Government servants on service matters have been broadly identified as follows :-

(i) Representations/complaints regarding non-payment of salary1 allowances or other issues.

(ii) Representations on other service matters.

(iii) Representations against the orders of the immediate official superior authority; and

(iv) Appeals and petitions under statutory rules and orders (such as Central Civil Services
(Classification, Control and Appeal) Rules, 1965 and the petition instructions.
(Apart from the above, sometimes, Government servants also submit advance copy of their representations to the authorities higher than the appropriate/Competent Authority.)

2. Necessary guidelines to deal with such representations are contained in the aforesaid O.M. which are to be followed by the administrative authorities. However, it is observed that some officials resort to the practice of sending repeated representations on the same issue which involves repeated examination of the same issue and bogs down the official machinery to the detriment of consideration of more important and time-bound issues. The matter has been considered by this Department. It needs to be emphasized that Government servants should desist from making frequent and numerous representations on the same issue. The second representation on the same issue will bc examined only if it contains any fresh points regarding new developments or facts having a bearing on the issue. It has been decided that when representations have already been considered and replied, further representations exceeding two on the same issue will henceforth be ignored. A Government servant may make a representation to an authority higher than the lowest competent authority only when he is able to establish that all the points or submissions made therein have not been fully and properly considered by his immediate official superior, or the Head of Office concerned or such other authority at the lowest level competent to deal with the matter. Government servants should desist from prematurely addressing the higher authorities.

3. All the Ministries/Departments arc requested to bring the above guidelines for the notice of all concerned for information and compliance

Sub:- Group Insurance Scheme for Railway Servants- Revision of rate of premium with corresponding increase in the amount of Risk Policy.

Ref:- Your letter no. AIRF/44 (i) (371) dated 25-01-2010.

In reference to your letter ibid on the above subject, it is stated that 6th CPC in para 4.9.4 of its report has recommended revised rates of monthly subscription and the amount of insurance cover under the Central Government Employees Group Insurance Scheme for Group ‘A’, ‘B’ & ‘C’ employees. As per Annexure-Ill of Ministry of Finance’s resolution dated 29-08-2008, recommendation made by the 6th CPC regarding Group Insurance Scheme, will be examined separately.

No instructions in the matter revising the rates have been received from the Ministry of Finance (nodal Ministry) in this regard.

Subject : posting of husband and wife at the same station Instructions in respect of Group ‘C’ and ‘D’ Railway employees.

Detailed instructions regarding posting of husband and wife at the same station, issued pursuant to recommendations of Fifth Central Pay Commission, are contained in this Ministry’s letter No. E(NG)I-97/TR/28 dated 5.11.97. One of the provisions incorporated in this letter viz 5.11.97 is that a separate register may be maintained at each Divisional and Zonal Headquarters of the Railways for registering requests for transfers from railway servants for posting at the place of posting of their spouses, which may be reviewed from time to time. These instructions were again reiterated vide Board’s letter No. E(NG)I-2005/TR/7 dated 10.5.2005.

2. It has however, come to notice that Ministry of Railway’s above directives to keep husband and wife at the same station are not being followed in the Railways at the Divisional/Zonal Headquarters. It is therefore, desired that extant instructions on the subject as referred to in the preceding para may be followed scrupulously.
