OFFICE MEMORANDUM
Subject : Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2019.
The undersigned is directed to refer to this Ministry’s Office Memorandum No, 1/1/2019-E-II (B) dated 27th February, 2019 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 12% to 17% of the basic pay with effect from 1st July, 2019.
2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of ( Railways, respectively.
6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

When will DA orders for sixth pay commission be issued for July 2019?
I am also wait this order of DA as per 6th CPC July 2019
why separate order is required from each Ministry to avoide delay is not clear

GOI have issued DR Orders all Central Government Pensioners & Family Pensioners to-day

A Welfare Govt. should give top priority to Pensioners & Senior Citizens. The DR Order should be released without further delay
Decision taken on simultaneous issue of orders for release of DA / DR orders by GOI in F.No.42/07/2015-P&PW(G) dt. 8th October, 2015 , Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners Welfare is yet to be implemented.

The Ministry of Finance and Ministry of Personnel and Pension Welfare are following the very correct procedure on the issuance of Notification on sanction of Dearness Allowance.
Now a days, we are able to read and could download the copy of the Notification on the moment the same was notified. Thanks to the system and the Almighty.
Decision taken on simultaneous issue of Orders for the release of DA / DR agreed by GOI four year back in FNo.42/07/2015-P&PW(G) dt. 8th Octobr, 2015 is yet to be implemented.
What about the orders on dr for retired pensioners?
Why these two orders for a single instalment of DA hike. To avoid paper work in a staff reduced govt set up it is better to make it mandatory to the expenditure ministry to hike the DA as soon as the consumer price index is released, without going to cabinet and releasing two orders, one for announcement and the other for release of payment. Is the govt going to cabinet for the weekly hike/reduction of petrol, diesel price?
Yes. Rightly said. Also DA/DR orders should b issued simultaneously as agreed by Finance Ministry four years back
I too agree. But The two ministries (working Staff and Pensioners) have to come to terms and work in tandem for the welfare of serving employees and pensioners as well.
