BPS Presents Major Pensioners’ Demands before 8th Central Pay Commission
New Delhi, 7 August 2026: A delegation of Bharat Pensioners Samaj (BPS), comprising Shri R.K. Chauhan, President, and Shri Avinash Rajput, Secretary General, presented the major demands and concerns of pensioners before the Hon’ble 8th Central Pay Commission at Chanderlok Building, Janpath, New Delhi.
During the meeting, BPS made a PowerPoint presentation and briefly explained the important submissions contained in its detailed Memorandum. The Members of the Commission carefully viewed the presentation and interacted with the BPS delegation.

BPS, established in January 1955 and recognised by the Department of Pension & Pensioners’ Welfare and NITI Aayog, is represented on SCOVA. With 245 affiliated associaƟons, it represents the interests of nearly one million pensioners across the country.
The principal demands presented by BPS included:
1. Adoption of 5.2 weighted family units—employee 1.0, spouse 1.0, two children 0.8 each and two dependent parents 0.8 each—for determining the minimum wage.
2. Minimum basic pay of ₹69,000 with a fitment factor of 3.83.
3. Minimum pension of ₹45,000, pension at 67% of last pay drawn and family pension at 50% of last pay drawn.
4. Equitable pension revision and parity for pensioners reƟring before and after 1 January 2026.
5. Revision of pay and pension every five years.
6. Quarterly revision of DA/DR on the basis of the three-month average, with point-to-point compensation, and examination of the merger of DR with basic pension after it exceeds 25%.
7. Extension of suitable HRA and LTC benefits to pensioners.
8. Simultaneous extension of 8th CPC benefits to eligible pensioners of Central Autonomous and Statutory Bodies.
9. Strengthening and expansion of CGHS, cashless healthcare faciliƟes, Fixed Medical Allowance of ₹5,000 and protection for pensioners residing in rural and non-CGHS areas.
10. Restoration of the commuted porƟon of pension after 11 years or on aƩaining the age of 71 years, whichever is earlier, for employees retiring at the age of 60.
11. Grant of age-related addiƟonal pension beginning from the age of 65 years in five-year slabs.
12. ImplementaƟon of revised pay, pension and allowances with effect from 1 January 2026.
13. Resolution of pension-parity and healthcare-related problems of BSNL pensioners.
BPS expressed satisfaction over the meaningful interaction and hoped that the Commission would give due consideration to the legitimate expectations of pensioners and family pensioners while finalising its recommendations.
