The Ministry of Tourism, as a part of its promotional activities releases print, electronic, online and outdoor media campaigns to promote various tourism destinations and products of the country including the North East Region. Besides, North East specific media campaigns are launched to promote the entire North East Region. The Ministry of Tourism provides complimentary space to the North Eastern States in India pavilions set up at major international travel fairs & exhibitions. Further, In relaxation of CCS (LTC) Rules 1988, the Government has decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-
The undersigned is directed to refer to this Department’s O.M. No. 7(1)/E.Coord/2008 dated 4.12.2008 regarding restriction of the Air Travel on the LTC to Air India’s LTC-80 fares with effect from 1st December,2008.
2. References are being received in this Department seeking clarification for admissibility of LTC claims of Government officials in cases where the air fare paid for travel by Air India happens to be less than LTC-80 class of Air India. It is clarified that reimbursement of air fare lower than LTC-80 air fare of Air India will also be admissible for journeys performed by Air India under LTC as the intention is to ensure that the LTC claim should not in any case , exceed LTC-80 fare of Air India.
3. It is further clarified that instructions issued by this Department on air travel from time to time continue to remain in force.
The undersigned is directed to say that matter regarding entitlement of a Government servant, who dies while in service, to Earned Leave under Rule 27(2)(b) and Half Pay Leave Rule 29 (2)(c) of the CCS (Leave) Rules 1972 has been under consideration of this Department.
2. At present rule 27 (2)(b) says 'when a Government servant is removed or dismissed from service or dies while in service, credit is allowed at the rate of 2 1/2 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service.'
(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights. individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry's OM No. 19024/1/2009-E.IV dated 13.07.09.
(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.

After issue of DOPT O.M. No.31011/2/2003-estt.(A) dated 18/6/2010 regarding relaxation for travel by air to visit J&K, clarifications have been sought by Government servants/various Ministries/Departments from time to time.
