Pursuant to the notification of the State Right to Education Rules in July, 2011, the Department of School Education and Literacy, Ministry of Human Resource Development has sanctioned 10,366 new primary schools and 1052 new upper primary schools under Sarva Shiksha Abhiyan to the Government of Uttar Pradesh., last evening. These schools have been sanctioned in accordance with the neighbourhood norms prescribed in the State and are intended to provide access to elementary school children residing in hitherto unserved habitations.
The new primary schools will be provided two teachers each and the upper primary schools three subject teachers for Language, Math & Science and Social Science. A total of 23888 teachers have been sanctioned for these schools. The Central Government has also sanctioned 121 composite schools for urban deprived children.
In addition, sanctions have been accorded for providing two sets of school uniforms to 1.75 crore children belonging to disadvantaged groups and weaker sections, studying at the primary and upper primary stage of education.
These steps are expected to significantly improve the pace of universalizing elementary education in Uttar Pradesh.
The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 23.03.2011 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extra ordinary pension etc. shall be revised from 51% to 58% with effect from 01.07.2011
The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order No. F.6(1)FD(Rules)/2008 dated 23.03.2011 shall be revised from 51% to 58% with effect from 01.07.2011.

Government are pleased to sanction special allowance @ Rs 150 p.m to the Gunman in the office of the Chief Secretary and to enhance the rate of existing special allowance of Rs.80 to Rs.150 p.m to the Security Guard working in the office of the Chief Secretary, with effect from 01.08.2011.
The undersigned is directed to refer to this Ministry’s OM No.20(1)/97-E.II(B) dated 17th July,2001 on the subject cited above and to convey the sanction of the President for the continued grant of Sunderban Allowance at the existing rates (Based on the notional pay in pre-revised scales) to the Central Government employees posted in the Sunderban areas of West Bengal for a further period from 01-01-2003 to 31-08-2008 and at the revised rates (indicated in the Table below) from 01-09-2008 onwards and upto the period for which the Government of West Bengal continues to pay this allowance to its employees, subject to the fulfillment of the existing terms and conditions in this regard.
Now, the Director of Pension in his letter second cited has recommended the procedures for submission of claims by the provisional pensioners and sanction and disbursement on their claims. After careful examination of the recommendation of the Director of Pension, the Government direct all the drawing officers, Treasury/ Sub-Treasury / Pension Pay Officers and Director of Pension to follow the under mentioned procedures on the claims of the provisional pensioners under the Tamil Nadu Government Pensioners’ Health Fund Scheme.

Revision of rates of Dearness Allowance in respect of State Government employees drawing the Revised U.G.C Pay Scales, 1996, from 103% to 115% of the basic pay with effect from 1st January, 2011, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.
The Arunachal Pradesh government has decided to release an additional 6 per cent Dearness Allowance (DA) for its employees and pensioners with effect from January this year."Keeping in view the rising costs of daily living and the consequent hardships experienced by the employees, the government has decided to increase the DA to 51 per cent from the existing 45 per cent which, will cost the state exchequer a total of Rs 84.10 crore," state Finance Minister Kalikho Pul said in a statement today.While holding that the financial position of the state can improve only when all categories of government officers and officials sustain efforts in enhancing the revenue, howsoever negligible the amount may be, he said that no government can manage the finances effectively only by spending."Rather we have to steadily achieve self-reliance in finance by increasing our own revenue," Pul pointed out.Pul also informed that the government is considering sorting out stipend problems of the students by creating a separate head of expenditure and separate allocation so that monthly payment of stipends can be made to ensure smooth procurement of ration."Numerous poor students who are unable to pay their hostel dues will stand benefited under the new system and education as a whole will get boost in the state," he said.The government is also actively considering providing stipends to students of class one to five of upgraded fourth standard to upper primary schools who are deprived of the facility after upgrading.
In the Government Order 1st read above, the Maternity Leave admissible to married women Government Servants was enhanced to 90 days which may be spread over from the pre-confinement rest to post-confinement recuperation at the option of the Government Employee. It was also ordered therein that the Maternity Leave will not be admissible to women Government Servants with more than three children. Further, in the Government Order 2nd read above, necessary amendments to Rule 101(a) of the Fundamental Rules were issued, based on the executive orders issued in the Government Order 1st read above. Based on the recommendation of the Tamil Nadu third pay commission and on par with Central Government Employees, orders were issued in the Government Order 3rd read above to the effect that a woman Government Servant with less than two surviving children be allowed Maternity Leave for a period of 90 days from the date of its commencement
