DA Calculation Sheet: The DA for Central Government Employees was earlier calculated based on the consumer price index with the base year 2001. The Central Government replaced it with a new consumer price index with the base year 2016 to calculate the DA from September 2020.

International Day of Older Persons is a special day for older persons or senior citizens all over the world on 1st October. In many countries, politicians make speeches, particularly those responsible for government departments that focus on senior citizens, at this time of the year. Some radios, televisions or newspapers publish interviews with senior citizens on various issues such as achievements and facilities extended by Welfare State etc. Though our Ruling Class giving lengthy lecture on the welfare of Senior Citizen, mostly they are neglected.
To quote one such incidence, in spite of repeated representations by Pensioner/Senior Citizen, the Dearness Relief Orders are being issued after a long gap. The D.A. orders were issued on 18th September, 2014 to serving employees whereas Dearness Relief Orders to Pensioners were issued only on 29th September, This is unfair. The Hon’ble PM, Finance Minister look into this very seriously and issue of Dearness Relief Orders to Pensioners on the same day along with serving employees by adding a para in the same orders which will save time, energy, waste of stationery etc. atleast in future. Will they ?

Government has decided to merge 50 per cent of the DA with the basic pay of the Central Government Employees. This will come into effect from April 01, 2004. This was announced by the Finance Minister, Shri Jaswant Singh while presenting the Interim Budget 2004-2005 in the Lok Sabha today. At present, Central Government Employees are getting 59 per cent of their pay as DA. The last time the DA increased was from July 01, 2003. The Finance Minister told the House that the Fifth Pay Commission had recommended that the Dearness Allowance should be merged with basic pay whenever the DA exceeds 50 per cent of the pay and the Government having re-examined this recommendation in depth has decided the merger.

The All India Audit & Accounts Association has published a letter from Finance Ministry to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay.
Finance Ministry said in the letter, 6th Central Pay Commission did not recommend merger of dearness allowance with basic pay at any stage and the recommendations has accepted by the Central Government vide resolution dated 29.8.2008.

It is general convention that concerned Ministry should issue orders within 48 hours of on any Cabinet decision. The Union Cabinet has taken decision on DA hike on 4th September, though about a week has been lapsed, it seems till date no orders has been issued by the Finance Ministry ? It is also long pending issue of Pensioners that Dearness Relief Orders should also be issued simultaneously alongwith D.A. Orders by adding a para in that order so that we can save time, energy & stationery etc. Will the Finance Ministry Ministry will look into this seriously ?

Hai viewrs, It is now clear that we are going to get 7% DA for CG Employees and pensioners. AICPI for July has been announced, a rise of 6 points. If the same trend continues, we may expect further DA for CG Employees and pensioners not below 7% w.e.f. 1.1.2015 onwards.
How come even after a rise of 6 points in AICPIN the DA rise is only one point !
labour Bureau has released the AICPIN for July,2014 as 252,a rise of 6 points.. The DA entitlement may pl be calculated and announced please.
