Ref: Confdn/Genl/7th CPC/2016-17

Dated – 14.10.2016

To,

Shri Arun Jaitley
Hon’ble Finance Minister
Government of India
North Block, Central Secretariat
New Delhi – 110001

Respected Sir,

Sub:- Request for Extension of benefits of 7th Central Pay Commission to employees and pensioners of Autonomous bodies.

This letter is written with the most fervent hope that your good self be condescend to intercede on behalf of the employees and pensioners of Central Government Autonomous bodies.

Every time when the wages of the Central Government employees are revised, the same benefits was extended to the employees and pensioners of Autonomous bodies also. During last wage revision in 2008, the orders extending the benefits was issued within one month from the date of notification of Government implementing 6th CPC recommendations. This time, the orders are yet to be issued. This has caused much anxiety and uncertainty among the employees and pensioners of Autonomous bodies and they are eagerly waiting for the last two months.

I request your kind intervention in this case so that orders will be issued at an early date. Yours faithfully,

(M. Krishnan)
Secretary General

  1. It is pathetic to note the delay in extending the 7th pay commission implementation across the employees of Central Government Autonomous Bodies and It is sincerely prayed in the interest of all the employees concerned that our Honourable Prime Minister and the Finance Minister give immediate instruction for the release of payment to CGAB employees. When this was done religiously in the past, what is the apprehension for the present.

Let us be positive in honouring the benefit to CGAB employees.

  2. We expected a lot from the bjp government ,but we ,the staff of 433 autonomous bodies and it’s family members are very much un-happy with their un-justified attitude to the autonomous bodies organisations.

  3. The present government under the leadership of our honourable Primminister Modi is all out to destroy the social fabrics of our society. The Defence minister has taken credit for surgical strike after sacrificing the lives of few soldiers. Now they have laid their hands on pensions of autonomous bodies. The MPs work for 4 years and get all benefits /perks & pension in rest of lives. No questions asked. Why financial viability was not examined?I sincerely feel that this Government go.The government has poked it’s nose on judicial appointments too!

  4. This is really frustrating now. Diwali has come and yet the order for 7th CPC implementation in autonomous bodies has not been issued. I am a scientist working day and night in research in an R&D institute and this is how this Government treats you. I feel sorry now that I voted for this Government.

Why can’t we put an RTI notice to finance ministry asking them on this issue?

  5. As per attitude of CG, they think most autonomous body as burden.

I think, if now CG extend 7 CPC benifit to autonomous bodey, even though they will not get any political benifit.

  6. Autonomous bodies of Govt.of India are nothing but purely part of their concerned ministries with an added advantage of taking speedy decisions for the implementation of government policies. Staff and pensioners of these bodies are no way different from those of ministries in service conditions and salaries. It is highly unjustified for the delay in implementation of 7 th pay commission recommendations to the staff and pensioners of the autonomous bodies, Some of these bodies are well known for their research and technology developments .

  7. Sir,
employees are working in autonomus/statutory body/PSU delicately under the guidelines of Govt. of India . Central govt either implement the 7th CPC or clearly express its opinion/views in public for delay in implementing the same. Govt of india should not make despirity between different groups of CG employees.

  8. It is really surprising that the Govt is not issuing orders extending the benefits of 7th CPC to the employees of CG autonomous bodies. This is causing anxiety to the employees of the institutions.

  9. Sir,
I’m S.C.Mukherjee working as Assistant in Institute of Forest Productivity, Lalgutwa,Ranchi under Indian Council of Forestry Research & Education, Dehradun under MoEF, New Delhi. Out Institute is purely an autonomous body. Till date,we are not getting any news about implementation of 7th CPC. It is not known what is the reason behind it. I have been working since February, 1983 in this organisation , earlier it was purely under Govt. of India, I have seen 4th CPC,5th CPC, 6th CPC and now 7th CPC. This is first time we are facing this type of problem. God knows what the present Govt. is thinking about autonomous bodies. Confederation of CG employees have also sent letters to the Hon’ble Finance Minister on 14th October, 2016. but no reply or news got. It is my whole hearted request to the present Central Govt, what is their views about autonomous bodies. Govt. should at least express views regarding this. This also creates complex to other central govt. organisation to autonomous bodies. I expect a clear cut news from Govt. of India.

  10. I am also perplexed at the inordinate delay in issuing the order for extending 7th CPC recommendations/benefits to the staff and pensioners of autonomous bodies of union govt. I thank Sh M. Krishnanji for taking the issue to the FM of India. Let us hope before Diwali some good news may come.

  11. It is very embarrassing that the GOI has not yet extended the benefit of the 7th CPC to the employees of Autonomous bodies, Statutory bodies, etc though their pay structure is similar to the Central Govt. Civilian employees. More than two months have elapsed since the date of announcement of the implementation of the 7th CPC.

  12. My friend had appointed as LDC and he got promotion as UDC, then Accountant now it is designated as Assistant and then got promotion to Office Superintendent and finally he got Assistant Director (N.T.). But he has not got any financial benefit after getting the promotion of Assistant Director (N.T.) Prior to Asstt. Director his Grade pay was 4600/-. Now he is holding more responsible but he is getting only the G.Pay 4600/-. My question is that the post of Assistant Director may be upgraded to the Grade pay of 5400/- so that each and every Assistant will accept the promotion, otherwise they will face a dilemma to accept promotion if he has to go to Ç’class city from Á’ class city or vise versa. please clarity.

  14. Why the GOI tried to make differentiate among employees ? Pending action of GOI in regard to implement of 7th PC in PSUs/ Autonomous bodies speak something else.

  15. Incompetent and corrupt financr minister and ministry they people are busy in filling there own pocket can enjoy on public money flaunt in big car and house for self and there family but when it comea to give the CG govt employees right they become gandhi ji k teen bandar dont utter dont say dont listen and this govt have fourth make fool..what these people think themselvea surgical strike done by army and politician taking credit as if there own father and son have gone to fight. Ruthless power hungry parties are looting our country thats why we are underdeveloped and will remain
