Subject: Modified Assured Career Progression Scheme for the Central Government Civilian Employees — Clarification regarding

Reference is invited to the Department of Personnel & Training OM No.35034/3/2008-Estt.(D) dated 19.05.2009 with regard to Modified Assured Career Progression Scheme (MACPS). Pursuant to the discussions in the meeting of National
Advisory Committee held on 17.7.2012 and subsequent meeting on 27.07.2012 held with the Staff Side and in continuation to clarifications issued vide this Department’s O.M. No. 35034/3/2008-Estt.(D) (Vol.11) dated 01.11.2010, it is further clarified as under:
2.(i) Financial upqradation under MACPS in the case of staff who joined another unit/organisation on request:
This Department’s OM No. 35034/3/2008-Estt.(D) (Vol.11) dated 01.11.2010 provides that in case of transfer ‘including unilateral transfer on request’, regular service rendered in previous organisation/office shall be counted alongwith the regular service in the new organisation/office for the purpose of getting financial upgradations under the MACPS. However, financial upgradation under the MACPS shall be allowed in the immediate next higher grade pay in the hierarchy of revised pay bands as given in CCS (Revised Pay) Rules, 2008. It is now further clarified that wherever an official, in accordance with terms and conditions of transfer on own volition to a lower post, is reverted to the lower Post/Grade from the promoted Post/Grade before being relieved for the new organisation/office, such past promotion in the previous organisation/ office will be ignored for the purpose of MACPS in the new organisation/office.
2.(ii) Benchmark for MACP Scheme:
Para 17 of Annexure-I of the MACP Scheme provide that the financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-1. Thereafter for upgradation under the MACPS, the benchmark of ‘good’ would be applicable till the grade pay of Rs. 6600/- in PB-3. The benchmark will be ‘Very Good’ for financial upgradation to the grade pay of Rs. 7600 and above. This Department’s OM No. 35034/3/2008-Estt.(D) (Vol.11) dated 01.11.2010 provides that where the financial upgradation under MACPS also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefit under MACPS as mentioned in para 17 ibid, the benchmark for promotion shall apply to MACP also. It is now further clarified that wherever promotions are given on non-selection basis (i.e. on seniority — cum — fitness basis), the prescribed benchmark as mentioned in para 17 of Annexure — I of MACP Scheme dated 19.05.2009 shall not apply for the purpose of grant of financial upgradation under MACP Scheme.
3. The MACP Scheme issued by this Department vide OM No. 35034/3/2008- Estt.(0) dated 19th May, 2009 stands modified to the above extent.

s.periyasamy January 22,2014 at 10.47 PM. I request the Govt to give MACP benefits in respect of the officials who retired between Jan 2006 to Aug 2008 who have completed 34 to 37 years of service right from Jan 2006 on the points given by Sri. csvenkitaraman above.
what is the present status of getting Macp benefits in respect of those who retired between janury 2006 to august 2008 who have completed 34 to 37 years service right from January 2006. when pay structure has been given effect from 01-01-2006 why MACP grade pay being part of pay such benefit has been given effect only from 01-01-2008 defeating the purpose of granting three promotion in 30 years of service. The total denial in this regard is not taken effectively at appropriate forum by staff union. the denial of benefit for those increment falls between feb 2006 to june 2006 has been settled by predating their increment to 01-01-2006 being one time measure through special provision whereas the denial of MACP to many seniors served more than 34 to 37 years of service right from January 2006 to august 2008 has been totally ignored. the rigidity of Dopt in this regard is denial of natural justice. At least the issue has to be settled by granting MACP notionally from 2006 onwards for those who retired between 2006 to 2008 being one time measure as in the case of predating of increment i am requesting the affected persons to voice against this injustice
Sir, I beg to seek clarification of getting MACP after completing 20 years of regular service.My continuous service service in GoI is as under
1. June 1992 to May 1993 in Pay scale Rs.1320/-
2. May 1993 to June 1994 in Pay Scale of Rs.1200/-
3. June 1994 to June 2006 in pay scale of Rs1640/- (present grade pay of Rs.4600/-)
4. June 2006 to till date Grade pay of Rs.4800/-
Sir, Please advise, if I am entitle for Grade Pay of Rs. 5400/- from June 2012, in terms of
DoPT office memorandum No. 35034/3/2008-Estt(D)(Vol.II) dated 4.10.2012.
sh. N.shankaran ji, It very kind of you, sir to have been of help wrt my macp-iii,the DoPT has not responded to seeking clarification by the Deptt, in context of its order dated October,4th 2012; does the Dopt. need to clarify/ instruct further in this regard? I have made several representations to the Authority concerned for review/ upgradation in my case, but no action seems to be happening. As a retired employee which authority could possibly help my case in so far as interpretation of said order is concerned ? I got my CR details only after RTI. Any other guidance also shall be of immense help for am aggrived & disadvantaged. Thank you.
the bench mark seems tohave been lowered from very good to good, as per orders dtd. 4.10.2012, esp. while noting its para-3. could that enable my upgradation in MACPIII (non functional basis); I’ve three “good” & two” very good ” in acrs, ; kindly advise.
BY THE ORDER DATED 04/10/2012, IT IS EVIDENT THAT dopt has power to modify his MACP SCHEME TO THE EMPLOYEES THOSE ARE PUT TO UNDER DISADVANTAGEIOUS SITUATION DUE TO THE MACP SCHEME.THEREFORE, THE DOPT IS VIEW NEED TO ENDORSE IN A DIRECTION TO SETTLE THE PENDING ISSUE WITHOUT FURTHER DELAY.SO, AS THE EMPOLYEE CAN GET RELIEF AT LEAST AFTER SIX YEARS FROM 1/1/2006.HOPING THAT THERE IS A DELAY BUT THERE WILL BE A LIGHT/JUSTISE.
kindly clarify: I’m a 4/2010 central govt.(civilian)retd. employee , grade pay 6600/= at time of my retiremnt. I was due for MACP wef 1.9.2008(group-B, non gazetted) to grade pay 7600/.Being “Two” ACRs as Good,Ive not been considered (& even communicated )for MACP. Shall the order of DoPT dtd. 4.10.2012 vide no 35034/3/2008-Estt-D(vol.11) be applicable to my MACP also.{ I’ve already been granted ACPs twice in my career}.I shall be much obliged. thanks. vijay kaul.
