Subject : Select List of Grade-I (Under Secretary) of CSS for the year 2012 – Notional fixation of pay – regarding.
The undersigned is directed to refer to this Department’s O.M. of even number dated 04.07.2014 on the subject noted above and to say that in para 7 of the said O.M. it was specifically mentioned as under:
“Ministries / Departments, where the officers are currently posted as Under Secretary on ad-hoc basis or presently on long leave, are requested to notify the appointment of these officers as per Annexure-I to this O.M to the grade of Under Secretary on regular basis from the date of issue of this O.M. However, in terms of Rule 2 (c) (iii) of CSS Rules, approved service in the grade of US will count from 1st of July 2012.”
2. It is stated that Department of Revenue had issued notification appointing therewith officers of CSS as Under Secretary on regular basis with effect from 01.07.2012 instead of from 04.07.2014, which is a serious lapse on the part of the Department. This have been viewed seriously by this Department and Department of Revenue has been requested to rescind this erroneous notification and issue a revised notification with immediate effect. They have also been requested to fix responsibility for this erroneous notification. To ensure that such lapse has not occur in other MinistrieslDepartments, it is requested to check the records and in case such erroneous notification have been issued, the same may be rescinded and a revised notification may be issued immediately.
3. It is further stated that in case any notional pay fixation benefit has been granted to Under Secretaries on the basis of such erroneous notification, necessary steps may be taken in terms of DoPT’s O.M. No.5/11/2011-CS.I(U) dated 27.02.2013 (copy enclosed).
4. The action taken in this regard may be intimated to this Department. This issues with the approval of the Competent Authority.
