Subject: Aid to processing of departmental proceedings under the CCS (CCA) Rules, 1965- Simplification regarding.
It has been observed that the Disciplinary Authorities, while processing the disciplinary cases under the Central Civil Services (Classification, Control and Appeal) Rules, 1965, sometimes fail to appreciate the vital procedural requirements/ timelines provided under the said Rules, albeit unintentionally, which are required to be mandatorily followed to ensure justice and bringing the cases to logical conclusions. Non-conformity to the requirements as per the established rules also leads to intervention by the Courts on the ground of denial of proper opportunity to the Charged Officers for defending themselves appropriately and, consequently, setting aside of disciplinary proceedings. The Charged Officers also tend to take advantage of these procedural flaws in processing of disciplinary cases at various stages of their examination e.g. sharing of documents, approval of Article of Charge by the DA, sharing of UPSC advice and General Examination of the CO, to quote the few. These procedural lapses have also been noticed in various cases referred to this Department for advice.
2. In this regard, an attempt has been made to indicate the various steps involved in the disciplinary cases in a simple form through the enclosed Flow Chart, for better understanding of Rules in their application by the DAs. It is felt that this exercise will facilitate the Administrative Ministries/ Departments to deal with the disciplinary cases effectively. It is, however, clarified that the detailed provisions under relevant Rules and instructions issued thereunder may be duly followed in its application and, in case of any ambiguity or conflict of the indicative flow Chart with any of the existing Rules/ Instructions, the extant Rules and Instructions will prevail.

Sub: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2021 onwards – reg.
Sir/ Madam,
Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2021 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditureโs O.M. No. 1/4/2021-E.II(B) dated 25.10.2021, duly endorsed vide this Departmentโs letters No. 08/2/2021-PAP dated 26.10.2021, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.07.2021. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e. @ 31% (percent) with effect from the 1st July, 2021.
2. The expenditure on this account shall be debited to the Head โSalariesโ under the relevant head of account and should be met from the sanctioned grant.
3. This issues with the concurrence of Integrated Finance Wing vide their Diary No. 116/2021-22/FA-CS(P) dated 27.10.2021.

Subject: Syllabus for AAO (Civil) Computer Based Examination.
In continuation of this office OM no .A-34012/MF.CGA(E)/AAO Online Exam/Vol.II/1049 elated 15.01.2020 vide which the Regulations and Syllabus of the Computer Based Examination (CBE) were circulated, the Syllabus for the Assistant Accounts Officers (Civil) CBE has been finalised with the approval of the competent authority.
2. Considering the present job requirements and responsibilities associated with .newly recruited Assistant Accounts Officers (AAOs) who are operating at the cutting-edge level, the Syllabus for the online AAO examination has been suitably revised with focus on fundamentals of Central Government Accounting.
3. The revised syllabus of the AAO (Civil) CBE, effective henceforth, is detailed in Annexure-I. Topics, as detailed in Annexure-II, have been included for Induction Training of successful AAO (Civil) CBE candidates.
4. Notification for conduct of AAO (Civil) Computer Based Examination (CBE) based on this revised Syllabus (enclosed) will be issued in due course.
SYLLABUS FOR AAO (CIVIL) COMPUTER BASED EXAMINATION
Note: Instructions for all Papers
Candidates will have the option to choose either Hindi or English language.
Each paper will consist of 100 objective, multiple choice questions carrying mark each. There will be no negative marking.
No book will be allowed in the exam hall.
The content of Syllabus will include all amended provisions of rules and regulations as notified by the concerned agencies till the time of examination.
Paper-1 Comprehension & Office Procedure

Five short paragraphs followed by four questions each based on the given paragraphs.
Questions on Hindi/English grammar including sentence correction, idioms and phrases, parts of speech, articles, direct and indirect speech, question tags, synonyms and antonyms, vocabulary, arranging sentences in correct order, spellings etc.

SBI to allow Pensioners to submit Life Certificate through Video Call: Step by Step
The State Bank of India (SBI) is launched India’s first “Video Life Certificate” (VLC) service on 1 November 2021. This will allow pensioners to submit their Life Certificates through a simple video call from the comfort of their homes.

How to submit a life certificate through video call?
By following the steps below, pensioners can submit their life certificate from 1st November 2021 through video call.
Goto official SBI Pension Seva Portal (https://www.pensionseva.sbi/) and click on ‘VideoLC’ to initiate the VLC process.
Enter your SBI Pension Account Number and enter the one-time password (OTP) received on your registered mobile number.
Read and accept the ‘Terms & Conditions’ and click on ‘Start Journey’.
Keep your original PAN Card handy and click on ‘I am Ready’.
Now allow permission to start the video call and your interaction will begin as soon as an SBI official is available. You can also set a schedule to interact according to your convenience.
The available SBI official will ask you to read out the 4-digit verification code on your screen.
Now show your PAN Card to the official and allow him or her to capture it.
Now the official will capture your picture and the Video Life Certificate (VLC) will be complete.
In case of rejection, you will be informed by the bank via SMS and alternatively, you can visit your pension paying branch, nearest branch for submission of your life certificate.
Jeevan Pramaan / Digital Life Certificate now available at your nearest post office or at door step
Digital Life Certificate is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government, EPFO or any other Govt. organizations can take benefit of this facility at doorstep or at any post offices.
The pensioners need not visit office of Pension department or pension disbursing agency for submission of Life Certificate

Subject: Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) โ Revised rates effective from 01.07.2021.
Sir,
I am directed to refer to this Ministryโs letter No. 1(6)/2021-D(Pay/Services) dated 22 July 2021, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 28% to 31% with effect from 01.07. 2021.
2. The term โbasic payโ in-the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) – Resumption of Biometric attendance regarding.
The undersigned is directed to refer to this Departmentโs O.M. of even number dated 14.06.2021, whereby instructions regulating the attendance of Central Government employees with reduced staff, staggered timings and exemption to certain categories of employees from attending offices, which were in force up to 30.06.2021, were issued. It was also provided in the said OM dated 14.6.2021 that the biometric attendance would continue to remain suspended and physical attendance registers maintained until further orders.
2. The matter has since been reviewed and it has been decided to resume biometric attendance for all levels of employees, with effect from Monday the 8th November, 2021. It shall be the responsibility of Heads of Department to ensure that :-
(a) Sanitizers are mandatorily placed beside biometric machines and all employees sanitize their hands before and after marking of attendance.
(b) Physical distancing of six feet must be maintained by all employees while marking their attendance. If required, additional biometric attendance machines may be installed to avoid overcrowding;
(c) All employees shall be required to wear mask/face covers, at all times, including while waiting to mark their attendance;
(d) As far as possible, designated personnel should be deployed near bio-metric stations to clean/wipe the touchpad/scanner areas of biometric scanners frequently. Such personnel will also guide employees to maintain COVID appropriate behavior while in queue;
(e) As far as possible, adequate number of biometric stations should be placed in an outside/open air environment. If indoor, adequate natural ventilation must be maintained; and
(f) All offices shall undertake orientation of the employees on precautions to be followed.
(g) Meetings, as far as possible, shall continue to be conducted on video-conferencing and personal meetings with visitors, unless necessary in public interest, are to be avoided.
(h) All officers/staff shall strictly follow the COVID-appropriate behavior, at all times, in offices.
