Ref:- This office letter No. BSNLCO-SR/ 14( 12) / 9/ 2020 dated 28.09.2020.

This office has issued letter regarding Extension of Revalidation of BSNL MRS Card for BSNL Retired employees till 31.03.2021 vide this office letter dated 28.09.2020. Requests have been received from Union / Association to further extend the revalidation of BSNL MRS Card for BSNL Retired employees on Pan India basis, in view of current COVID-19 situation.

In this regard, it has been decided with the approval of competent authority to extend the validity of BSNL MRS Card of BSNL Retired employees up to 30.09.2021 or till further order. All Circles are requested to take necessary action and extend the validity up to 30.09.2021 or till further order.

A copy of Department of Pension & Pensioners’ Welfare (DOP&PW)’s O.M. No.57/04/2019-P&PW(B) dated 31st March, 2021 is enclosed for information and guidance. These instructions shall apply mutatis mutandis on the Railways also. The Central Civil Services (Pension) Rules, 1972 correspond to the Railway Services (Pension) Rules, 1993. DOP&PW’s instructions No. 57/04/2019-P&PW(B) dated 17.02.2020, mentioned in the DOP&PW’s O.M. dated 31.03.2021, were circulated on Railways vide this office’s letter of even number dated 03.03.2020.

2. The Accounting procedure with respect to para 9 of DOP&PW’s O.M. dated 17.02.2020, adopted on Railways vide letter of even number dated 03.03.2020, has been prescribed vide Board’s letter No. 2020/AC-11/21/7 dated 18.09.2020 read with letter dated 12.10.2020.

Subject : Coverage under Central Civil Services (Pension) Rules, 1972 of those central Government employees whose selection for appointment were finalized before 01.01.2004 but joined Government service on or after 01.01.2004.

In continuation to this ,Department’s O.M of even number dated 17.02.2020. providing one time option to Government servants for coverage under Central Civil ,Services (Pension) Rules, 1972 in place of National Pension System who were declared successful for recruitment in the results declared on or before 31.12.2003 against vacancies occurring before 01.01.2004 and are covered under the National Pension System on joining service on or after 01.012004.

2. The said Office Memorandum provides for cut off dates for various activities involved in the process of exercising of option, deciding representations by appointing authorities and closure of NPS accounts of the concerned Government servants.

3. In view of the country-wide lockdown in the country due to outbreak of Covid – 19 pandemic and references received from some Ministries / Departments for extension of time schedule prescribed in the said OM, in partial modification of this Department’s OM of even number dated 17.02.2020, it has been decided to extend the above cut-off dates as under:

Subject : Implementation of the recommendation of GDS Committee for restricting the number of cases under Rule 10 and other disciplinary cases.

The undersigned is directed to refer to Department of Posts Office Memorandum of even number dated 16.09.2019 on the above noted subject.

2. The Competent Authority has approved the following replacement of para 2 (i) (2) of ibid Office Memorandum for ceiling on the appearing as Defense Assistant by Retired Government Servants under Rule 10 of GDS (Conduct. & Engagement) Rules:-

In case a retired Government Servant acts as Defence Assistant under CCS (CCA) Rules 1965 also, then the limit as prescribed for Defence Assistant under Rule 10 of GDS (Conduct and Engagement) Rules, 2020 shall also include such cases. which fall under CCS (CCA) Rules, 1965

 

3. The rest of instructions issued vide Department of Posts O.M. of even number dated 16.09.2019 shall remain unchanged The above instructions will come into effect from the date of issue of this O.M.

This is regarding use of RPLI-2 form for collection of PLI/RPLI premium in Branch Post Offices. As RICT devices are now being used at Branch Offices, collection of premia through device as well as through manual receipt results in duplicity of work.

2. Therefore, manual receipt of RPLI is not required in Branch Post Offices, wherein premium are being collected in RICT device and receipt is being generated for the same through device.

3. However, offices where RICT device is not functional due to any reasons (network, device or technical issue), the prescribed receipt may be used.

This issues with the approval of CGM (PLI).

Reg: Formula for fitment on promotion from substaff to clerical cadre and clerical to officer cadre – revised Guidelines to be given

You are aware that consequent to revision of pay scales under the 11th Bipartite Settlements, the need has arisen to provide for revised guidelines on the formula for fitment in pay scales on promotion from substaff to clerical cadre and clerical to Scale I officer cadre.

After the 10th BP Settlement, IBA gave these guidelines vide IBA Circular No. 1194 and 1195 dated 7th August, 2015.

Similar guidelines need to be issued by IBA now after 11th BP Settlement. We request IBA to process the same and issue the Guidelines at the earliest which will be effective for all promotions w.e.f 01-11-2017.

I am directed to invite a reference to Finance Department letter No. 4/1/2017-2FR/3462 dated 23th July, 2019 on the subject noted above and to say that the Governor of Haryana is pleased to revise the Dearness Relief for the Pensioners and Family Pensioners of the Haryana Government on the un-revised Pension and Family Pension who are still drawing the same under 6th CPC w.e.f. 01.07.2019 raising from 154% to 164% (10%).

2. All other conditions for payment of Dearness Relief to Pensioners/Family Pensioners on un-revised Pension/Family Pension contained in referred instructions No.2/51/08-1Pension, dated 17.04.2009, shall be applicable.

2. Accordingly, the following concessions are given for admission of wards of Kashmiri migrants in Kendrlya Vidyalayas :

(i) Extension of date of admission by 30 days.

(ii) Relaxation In cut -off percentage, so as to be equal to that applicable for SC/ST students subject to minimum eligibility requirement.

(iii) Admission to be over and above the class strength.

3. The Vidyalaya should ensure verification of the documents in support of Migration from Kashmir Valley before admission is given .

Subject : Preventive measures to contain the spread of Novel Coronavirus (COVID-19) – Vaccination for Central Government employees regarding.

The undersigned is directed to state that this Department has been issuing instructions from time to time regarding the preventive measures to contain the spread of COVID-19. Government has been monitoring the situation very closely, and based on the strategy adopted for prioritizing the groups for vaccination to contain the spread of COVID-19, Currently, all persons of the age of 45 years and above can participate in the vaccination exercise.

2. In view of the above, all Central Government employees of the age of 45 years and above are advised to get themselves vaccinated, so as to effectively contain the spread of COVID-19. They are further advised to continue to follow covid-appropriate behaviour, even after vaccination, by frequent washing of hands/sanitization, wearing a mask/face cover and observing social distancing etc.
