Respected Sir,
We have come to know that Railway Ministry is going to close Five Railway Printing Presses. This move of Government is neither in favour of Staff of Railway nor to the Department. Thousands of employees working there will become jobless and expenditure of Stationery and other important documents to be published from Private Press will increase.
We as Confederation of Central Government Employees and Workers strongly protest the move of closure of Railway Printing Presses and request your honour to kindly review the decision and stop the process of closure of Railway Printing Presses.

Sub: Uploading of work experience/service of retiring employees on Anubhav Portal.
Vide CRB’s D.O. letter No. E(G)2015/PN2/3 dated 18.01.2020 (copy enclosed), Genral Managers of the Zonal Railways and Production Units were advised to educate the officers/staffs ahout the “Anubhav” Portal and encourage them to share their notable achievements on their retirement. Railways’ Production Units were also advised to organize workshops on the subject at Headquarter and Divisional levels. EDIP/Railway Beard has been nominated as the Nodal Officer in this regard vide para-4 of the said letter.
2 A Google sheet has been shared with the CPROs of all Zonal Railways and Production Units calling for the data in respect of employees retired since March 2020 and their contribution to “Anubhav” portal. Data in the said sheet is to be uploaded positively by the 10th of every month. It is, however, seen that some of the Zonal Railways/Production Units are not sending the feedback on a regular basis. Even for those Railways/Production Units who are sending regular reports, at is observed that participation of retired employees in the process is far from encouraging.
3. It is reiterated that adequate steps should be taken to encourage retired employees to share their service experience on the “Anubhav™ portal and data in the prescribed format must be sent to Board by the 10th of the following month.
4. This may please be given ‘top priority’ as the mater is being monitored at the Apex level of the Ministry.

Subject : Making available publically scores and rankings of candidates in the recruitment examinations through portal — reg.
The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPS, SSC, RRB etc were advised to use NCS portal of Ministry of Labour & Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (wvw.ncs.gov.in) of Ministry of Labour & Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.
2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.
3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.
4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Labour & Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.
In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them onto SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of SOs and ASOs are maintained in respective cadre units.
2. As a part of the ongoing digitalization activity, this Division vide OM of even number dated 06.11.20 had requested all the cadre units to send the APARs of SOSLs 2011 and 2012 to CS.I Division. It has now been decided to take up digitalization of APAR dossiers of Section Officers of Select Lists 2013 and 2014.
3. Hence, all the cadre units are requested to send the APAR dossiers of the SOSLs of 2013 and 2014 WITHIN FIVE WORKING DAYS. OM No. 5/4/2019 — CS.I (U), dated 23.5.2019 may be referred to in this regard.

Subject : Travelling Allowance Rules – production of receipts/vouchers for reimbursement of Travelling charges for travel within the city admissible under Daily Allowance on tour- regarding.
The undersigned is directed to refer to Para 2 (E) (i) & (iii) of this Department’s OM No. 19030/1/2017-E.IV dated 13.07.2017 regarding Travelling Allowance Rules – Implementation of 7th CPC vide which reimbursement for Travelling Charges for travel within the city admissible under Daily Allowance on Tour, has been prescribed. As per Para 2E(iii) of this O.M. Level 8 & Below have been allowed reimbursement of Travelling Charges without production of vouchers against self-certification and Level 9 & above have to produce vouchers.
2. Several references have been received in this Department regarding difficulties being faced by the officials in Pay Level 9 to 11 for production of receipts/vouchers while claiming reimbursement of Travelling Charges for travel within the city admissible under Daily Allowance on Tour as per Para 2E(i) of Annexure to this Department’s OM dated 13.07.2017.
3. The matter has been considered in this Department and it has been decided that for reimbursement of Travelling Charges admissible under Daily Allowance on tour as mentioned in Para 2E(i) of OM dated 13.07.2017, condition of production of receipts / vouchers for officials in Pay Level 9 to 11, is done away with subject to furnishing of self-certification in which officials have to indicate the period of travel, vehicle Number etc.
4. In their application to the persons belonging to the Indian Audit & Accounts Department, this order is issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.
5. This is issued with the approval of Secretary (Expenditure).

Subject: – Submission of Annual Immovable Property Return (AIPR) by Group ‘A’ officers of Department of Posts for the year ending 2020 (as on 01.01.2021) Placing in Public domain – regarding.
Sir/Madam,
I am directed to invite your kind attention to Rule 18(1) (ii) of CCS (Conduct) Rules, 1964 which reads as under: –
“Every Government servant belonging to any service or holding any post included in Group ‘A’ and Group ‘B’ shall submit an Annual Report in such form as may be prescribed by the Government in this regard giving full particulars regarding the immovable property inherited by him/her or owned or acquired by him/her on lease or mortgage either in his / her own name or in the name of any member of his family or in the name of any other persons”.
2. Vide DoP&T’s circular No. 11/7/2011-EO(PR) dated 4th April 2011, it has been provided that officers who do not submit the property return in time would be denied Vigilance Clearance and will not be considered for promotion and empanelment for senior level posts in Government of India. Government of India have also decided the Annual Property Return as on January 1, every year 1n respect of Members of All India Service and other Group ‘A’ Central Service Officers will be placed in the public domain.
3. Following commonly committed/omitted discrepancies/deficiencies are required to he avoided while filling up AIPR for the year 2020.
(i) Incomplete details in column 6 of the form.
(ii) Present/estimated value of the property is not indicated.
(iii) Signature of the officer is missing 1n some cases.
(iv) Area of Plot or Flat is not mentioned in many cases.
(v) Some columns are left blank/incomplete.
(vi) In certain cases, instead of giving details, it is mentioned same as previous.
4. In view of the above, all IPoS Group ‘A’ and Group ‘B’ officers are requested to fill the complete details in the AIPR form and strictly comply with the guidelines of CVC Vigilance Manual, 2017 while submitting the Annual Immovable Property Returns (AIPRs) for the year ending 2020. All the officers are requested to submit the AIPRs latest by 31st January, 2021. As regards, AIPRs of officers other than IPoS, Group ‘A’, the Heads of Circle will maintain and scrutinize the AIPRs and furnish an Annual certificate by 01.03.2021 that AIPRs of all these officers have been received, scrutinized and maintained in Circle Office.
5. All the IPoS Group ‘A’ officers will file AIPR for the year ending 2020 through IPR module in SPARROW Portal only. The SOP and user manual of IPR Module is enclosed.

The undersigned is directed to refer to this Department’s O.M. of even number dated 24.12.2019 and subsequent reminders dated 12.05.2020, 04.06.2020, 06.11.2020 and 18.11.2020 wherein it has been requested to update the vigilance status on quarterly basis in respect of officers in the grade of Section Officers, Under Secretaries and Deputy Secretaries of CSS on CSCMS.
2. It is, therefore, requested that the Vigilance Status of the officers in the grades of ASO, SO, US, DS 86 Director of CSS cadre, may be updated in the Vigilance module of CSCMS on quarterly basis by the 1st week of the following month of. each quarter. This will help in smooth cadre management.

Subject: Development of electronic system for processing and authorizing the pension
2. It is once again suggested that your department may also initiate the process for electronic submission of pension documents for sanction and authorization of pension as being done in the Central Civil Ministries for the pensioners covered under CCS (Pension) Rules to facilitate the pensioners and realize the mission of Digital India.
3. The system can be developed by your departments as per the applicable pension rules or the existing systems of Bhavishya and PFMS may be customized as per the needs of your Department/Office for sanctioning and authorizing the pension cases and its onward transmission to CPAO electronically. If required, the technical teams of DP&PW and CGA may be contacted for all necessary technical support under intimation to CPAO.
This issues with the approval of the Chief Controller of Pensions.

Subject: Inspections of Administrative and Operative Offices.
The prescribed percentage for inspections of Administrative and Operative Offices within the earmarked quarters in the inspection years 2020 and 2021was changed as a one-time measure by the competent authority vide Directorate letter no. 10-01/2020-Inspn dated 26.05.2020 in view of prevailing unprecedented situation that arose due to outbreak of COVID-19 across the country. Consequent upon this, 10% of the total inspections of 2020 already scheduled during the 4th Quarter was permitted to be carried forward to the 1st Quarter of 2021.
2. Now, it is further decided that the said 10% of the total inspections of 2020 (4th quarter of 2020) which were carried forward to the 1st Quarter of 2021, are not required to be inspected again in 2021. Therefore, the revised percentage of inspections (Quarter-wise) for the inspection year 2021 as a one-time measure is fixed as below:

2. These adhoc- promotion orders had to be made to address the urgent requirement of various cadre units for manpower at various levels. However, it is seen that a large number of officers have not joined at Director and Under Secretary level. It may be appreciated that adhoc promotion is resorted to as a special dispensation for ensuring efficiency in Government’s functioning. The non-joining of officers is defeating the very purpose for which these adhoc promotions were made.
3. Hence, in partial modification of the Orders mentioned in para 1 above, all the Cadre units are hereby directed to issue instructions to the promoted officers in all grades, who have not yet assumed the charge of the posts, to assume the charge immediately and not later than 21st December, 2020, failing which the promotion orders with respect to non-joinee Officers, will be liable to be withdrawn, apart from debarment from ad-hoc promotion or other suitable consequences. Further, the vacancies on this account will be filled up by considering eligible officers next in order of seniority.
4. The Cadre units are also requested to submit a report by 21.12.2020 to this Department at email: gd.toppo[@]nic.in
5. All the concerned Ministries/Departments are hereby requested to forward the list of officers who have not assumed the charge of the post on promotion by 21st December, 2020, 5:30 P.M, on the email id mentioned above.
