All Central Civil Pensioners are informed that the Central Pension Accounting Office is going to organize a Pension Adalat, which will be held on 28th Dec, 2020 through video conferencing facility.
Therefore, all Central Civil Pensioners/Family Pensioners (except Railway, Defence, Post and Telegraph) may visit to register their grievance on CPAO website https://cpao.nic.in or send their grievance filled in the prescribed format through e-mail to Sr. Accounts Officers, Grievance Cell at [email protected] or via post to this office by 18th Dec, 2020. The prescribed format is available at CPAO website. To participate in Pension Adalat, a link will be sent one day before the Pension Adalat on your registered mobile number or e-mail. The resolution of grievance registered through this link will be done through video conferencing facility in the Pension Adalat to be organized on 28th Dec, 2020. Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2020 & January 2021 under X BPS/ Joint Note dated 25.5.2015 (Revised)
2. The Circular was issued by considering the Consumer. Price Index (CPI) of September 2020 which is 118 as published by Ministry of Labour & Employment, Chandigarh vide its notification no. 23/15/2020- FLS dated 22.10.2020.
3. However, they have now revised the CPI of September 2020 at 118.1 as published in its notification no. F.NO.5/1/2020- CPI dated 27.11.2020. Accordingly, please note the necessary changes as under:-
The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended September 2020 are as follows:-
July 2020 – 7669.50
August 2020 – 7715.15
September 2020 – 7763.73 (Base 2016 = 100)
The average CPI of the above is 7716.13 and accordingly the number of DA slabs are 819(7716 – 4440= 3276/4= 819 Slabs) The last quarterly Payment of DA was at 775 Slabs. Hence there is an increase in DA slabs of 44 i.e. 819 Slabs for payment of DA for the quarter November, December 2020 & January 2021.
5. In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of November, December 2020 & January 2021 shall be 81.90 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Subject: Holidays to be observed in BSNL Offices during the year 2021- reg.
In accordance with Ministry of Personnel, Public Grievances & Pensions (Deptt. of Personnel & Training) O.M. No. 12/9/2020-JCA-2 dated 10th June 2020, it has been decided by the Competent Authority that the holidays as specified in the Annexure -I to this O.M. will be observed in all the BSNL Offices located at Delhi / New Delhi during the year 2021. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure – II.
2. BSNL Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

3.1. In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Circle Heads of Territorial Circles in consultation with the Circle Staff Welfare Board and the representative Union and keeping in view the recommendation of the Central Government Employees Coordination Committee in the State Capitals. The final list applicable uniformly to all BSNL offices within the territorial jurisdiction of the concerned State shall be notified accordingly and a copy endorsed to the Corporate Office within a period of 4 weeks of issue of this letter and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.
3.2 No substitute holiday should be allowed if any of the festival holidays, initially declared, subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festival falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for BSNL Offices located in Delhi / New Delhi. The Heads of Territorial Circle in consultation with the Circle Staff Welfare Board and the representative Union and Keeping in view the recommendations of the Central Government Employees Co-ordination Committee in the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel. Public Grievances and Pensions after ascertaining the position from. the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police),
5.2 For offices outside Delhi / New Delhi, the Heads of Territorial Circles are authorized to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of ldul Fitr, Idul Zuha, Muharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B/T.V. /A.L.R. / Newspapers and the Heads of Territorial Circles may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2021, Diwali (Deepavali) falls on Thursday, November 4, 2021 (Kartika 13). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Naraka Chaturdasi Day”. In view of this, there is no objection if holiday on account of Deepawali is observed on – “Naraka Chaturdasi Day (in place of Deepavali Day) for the BSNL Offices in a State in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.
7. BSNL Offices which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by respective Heads of Circle themselves for the year 2021, subject to para 3.2 above.

Sub : Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.10.2020 to 31.12.2020.
The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.10.2020 to 31.12.2020, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/2020 dated 27.10.2020, are enclosed.
2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.
4. In their application to the employees belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

Admissibility of Transport Allowance during Lockdown – Finmin Important Clarification

Subject: Clarification regarding admissibility of Transport Allowance during Nationwide Lockdown due to COVID-19 pandemic.
The undersigned is directed to refer to this Department’s O.M No. 21/5/2017-E.II(B) dated 07.07.2017 regarding grant of Transport Allowance to Central Government employees wherein conditions have been mentioned regarding admissibility of Transport Allowance.
2. Several references are being received in this Department seeking clarification regarding admissibility of Transport Allowance during nation-wide Lockdown from 23rd March to 20th April and further upto 20th May 2020 due to COVID-19 pandemic, as during this period various employees could not attend their offices,
3, The matter has been considered in this Department and the following is clarified:
i. Transport Allowance is granted to Central Government employees to compensate them for the cost incurred on account of commuting between residence and office. The Central Government employees, who could not attend office in a whole calendar month during Lockdown period, are not eligible to draw Transport Allowance for that month as these employees had not incurred any expenditure for commuting office.
ii. The Central Government employees, who could not attend office and worked from home in a whole calendar month, are not eligible to draw Transport Allowance for that month as these employees had not incurred any expenditure for commuting office.
iii. Physically disabled employees and pregnant women employees who were exempted to attend office and were directed to work from home during exempted period as per instructions issued by DOP&T, are not eligible to draw Transport Allowance during exemption period as these employees have not incurred any expenditure for commuting office.
iv. The non-entitled officers/officials, who are temporarily provided with facility of official car for commuting between office and residences throughout the whole calendar month on account of non-availability of public transport facility due to COVID-19 pandemic, are also not eligible to draw Transport Allowance.

Subject : Submission of summary of Medical Report in respect of Group ‘A’ officers of Central Civil Services for the year 2019-2020 – regarding .
The undersigned is directed to invite attention to this Department’s O.M. No.21011/02/2015-Est(A-ll)-Part II dated 22.05.2020, vide which it was decided to delink the submission of summary of Medical Report from recording and completion of APAR for the year 2019-20, in respect of Group ‘A’ officers of Central Civil Services. The timeline for conduct of Annual Medical Examination and submission of the summary of the Medical Report for the year 2019-20 was also extended up to 31.12.2020.
2. In view of prevailing situation, it has been decided to exempt Group ‘A’ officers of Central Civil Services from submission of summary of Medical Report for the year 2019-20 . Summary of Medical Report for the year 2019-20, if already submitted by any officer may, however, be taken on record.
