Digital India – Govt departments to stop printing calendars, diaries, schedulers – FinMin

ECONOMY INSTRUCTIONS RELATED TO PRINTED ACTIVITIES

All calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally by Ministries/Departments/PSUs/PSBs

Ministries/Departments/PSUs/PSBs and all other organs of the government to adopt innovative means to use digital or online methods

Given the prevailing circumstances in which the world is increasingly moving towards adopting digital force-multipliers for productivity, the Government of India has decided to follow this best practice.

There is to be no activity towards printing wall calendars, desktop calendars, diaries and other such material for use in the coming year by any Ministries/Departments/PSUs/PSBs and all other organs of the government.

All such activity shall go digital and online.

There is to be a concerted effort towards incorporating innovative methods in such matters. Using technological innovations for planning, scheduling and forecasting is well known to be economical, efficient and effective.

Prime Minister Shri Narendra Modi and his governance model have always seen technology as an enabler. Integrating technology into our work is in line with his vision.

Therefore all calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally. Publication of Coffee Table books will also be stopped and appropriate use of E-Books is encouraged. All Ministries / Departments / PSUs / PSBs and all other organs of the government are to adopt innovative means to use digital or online methods for the same. Innovative digital and online solutions which will achieve the same result as physical calendars or diaries are to be prioritized and to be put into practice.

As the world is increasingly moving towards adopting digital force multipliers for productivity and given the fact that using technological innovations for planning, scheduling and forecasting is known to be economical, efficient and effective, the Government of India has decided that there will be no further activities towards printing wall calendars, desktop calendars, diaries, festival greeting cards and similar materials by all Ministries / Departments / Autonomous Bodies and other organs of the Government. All such activities including materials which were earlier printed in physical format shall be done digitally online. The printing of Coffee Table books is also banned and appropriate use of E-Books is encouraged. Therefore, all concerned are directed to make efforts to adopt innovative means to use digital or online method for the above activities.

2. This issues with the approval of Secretary (Expenditure) and will come into force with immediate effect.

Sub : Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.07.2020 to 30.09.2020.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.07.2020 to 30.09.2020, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/2020 dated 13.07.2020, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. While these orders are in respect of Table of Benefits for the period from 01.07.2020 to 30.09.2020, the Tables already issued for the first quarter i.e from 01.01.2020 to 31.03.2020 and second quarter i.e from 01.04.2020 to 30.06.2020 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

West Bengal – Release of advance pension under Jai Bangla scheme for October 2020 and November 2020

ORDER

A large section of the population. particularly the most vulnerable among them viz, Scheduled Caste and Scheduled Tribes, elderly, widows. disabled, farmers, fishermen, poor folk artists etc have been badly affected the outbreak of COVID -19.

In order to support these vulnerable sections of population. the State Government ha already introduced a Comprehensive Social Security Scheme named, ‘Jai Bangla’. All the existing social security schemes of the State Government including two new schemes, Toposilii Bandhu and Jai Jahar for 100 % coverage under the old age pension of all SCs and STs above the age of 60 years respectively have been brought under one scheme `Jai Bangla’.

Under `Jai Bangla’, apart from the increase in the coverage of people under Old Age. Widow and Disability Pension, the pension amount has been increased to Rs 1000 per month. In order to give immedialc relief to the beneficiaries of ‘Jai Bangla’ scheme. the State Government has already released the advance payment of monthly pension for the month of April & May, 2020 vide order no. 1381-F(Y) dated 23-1 March 2020 and for June & July, 2020 vide order no, 1764-F(Y) dated 19th May 2020 and for August & September, 2020 vide order no. 290-F(Y) dated 15th July 2020

Now, considering the continuing hardship of the beneficiaries due this Covid-19 pandemic, the State Government has decided again to release payment in advance for the months of October & November 2020 at one time in October 2020,The amount will he credited directly into the Bank Accounts of the locneficiH ries through Direct Benefit Transfer (DBT),

It is, therefore, ordered that all the concerned Departments of the State Govenunent shall release the pension for the months of October. 2020 and November, 2020 under ‘Jai Bangla’ in the first week of October 2020

Subject : Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group ‘C’ in Ministries/Department of Government of India- regarding.

The undersigned is directed to say that consolidated instructions to provide incentives for recruitment of meritorious sportsperson were issued vide Department of Personnel & Training Office Memorandum No. 14034/l/2013-Estt.(D) dated 3.10.2013. As per the O.M., forty three (43) sports disciplines have been identified for appointment of meritorious sportsperson to Group ‘C’ posts.

2. A proposal has been received from Department of Sports for inclusion of some more disciplines in the above list of Sport disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Department of Government of India.

3. It has now been decided to accept the recommendation of Department of Sports. Accordingly, the list of Sports/Games, as contained in para A IV of this Department’s O.M. No.14034/1/2013-Estt.(D) dated 3.10.2013 for the purpose of recruitment of sportsperson in Government of India is hereby revised. A revised updated list of sixty three (63) sports disciplines/games covered by the scheme is Appended.

4. All other conditions relating to eligibility, appointment, seniority etc. laid down in the O.M. dated 3.10.2013, and other related OMs, as amended from time to time, shall remain unaltered.

Amendments to Rule 60 of POSB (CBS) Manual and Rule 87 of POSB Manual Volume

Subject :- Amendments to Rule 60 of POSB (CBS) Manual and Rule 87 of POSB Manual Volume I and deletion of Rule 165 of POSB(CBS) Manual and Rule 50 of POSB Manual Volume II regarding payment of the amount of National (Small) Savings Schemes accounts/certificates (all schemes) in the name of deceased depositor.

Sir / Madam,

To streamline the process for settlement of deceased claim cases in respect of National (Small) Savings Schemes and settlement of deceased claim quickly and smoothly, the competent authority has accordingly decided to amend the text of the aforesaid rules with immediate effect.

2. The process for settlement of deceased claim case in respect of accounts and certificates has combined in Rule 60 of POSB (CBS) Manual and Rule 87 of POSB Manual Volume I, as such Rule 165 of POSB (CBS) Manual and Rule 50 of POSB Manual Volume II is deleted to avoid duplicacy.

3. The revised text for Rule 60 of POSB (CBS) Manual and Rule 87 of POSB Manual Volume I is enclosed for information, guidance and further necessary action.

4. It is requested that this SB order may be circulated to all concerned including CBS/non-CBS Post Offices. In case where claims are not yet submitted or claims are already submitted but not yet sanctioned, these revised provisions should be made applicable.

Accordingly, the instructions contained in OM dated 20th April, 2020 to keep the Departmental Canteens closed, shall continue to apply.

Modification in the ‘All India Leave Travel Concession’ (AILTC) Scheme to facilitate unblocking of Privilege Pass Account in exceptional circumstances

Sub : Modification in the ‘All India Leave Travel Concession’ (AILTC) Scheme to facilitate unblocking of Privilege Pass Account in exceptional circumstances.

Ref: Board’s letter No. E(W)2017/PS5-1/3 dated 10.09.2018.

The Scheme of AILTC, as notified vide Board’s above referred letter, does not contain any provision for unblocking/reopening of Privilege Pass Account (PPA), after issuance of Privilege Pass Surrender Certificate (PPSC)/Confirmation Note(CN). Consequent to the national lockdown to contain the spread of COVID-19 pandemic and suspension of tourism activities, the Railway Servants who have surrendered their Privilege Passes and obtained PPSC could not avail AILTC. Requests are being received from the affected employees for cancellation of their PPSCs and to reopen their PPA.

2. In order to mitigate the difficulties being faced in this regard by the Railway Servants, it has been decided with the approval of the Competent Authority to modify the restrictive provision contained in Para 4{viii) of Board’s letter cited under reference, by substituting the same as follows:-

“4(viii) Request for cancellation of PPSC and re-opening of PPA will be entertained only in exceptional cases. In such case, the applicant will submit an application to PIA, explaining the reasons for non-availing of AILTC with supporting documents, if any. The application must accompany the original PPSC and a Certificate to the effect that “the applicant has not drawn any LTC Advance or returned the advance drawn in full in accordance with the Rules regarding grant of LTC advance and adjustment thereof, as contained in CCS (LTC) Rules, 1988” from the Section handling LTC Claims. A decision on the request will be taken on the grounds whether the circumstances stated by the applicant are beyond his/her control or otherwise and by an officer of SAG level in the Personnel Department overseeing the Pass Section as Competent Authority. If approved by the Competent Authority, the PPSC as well as CN (wherever applicable), may be treated as ‘cancelled’ and PPA unblocked/ reopened for the respective year. In such cases where both husband and wife are Railway Servants and their PIAs are different, decision taken will also be intimated to PIA who has issued “Confirmation Note” to facilitate unblocking of PPA of the spouse. Request for issue of a fresh PPSC/CN will not be entertained in the same calendar year.”

5. Zonal Railways and PUs may note the above procedure and dispose of the requests, if any, accordingly.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
