NOTICE FOR THE CANDIDATES TO SUBMIT CHOICE OF CENTRE
The Union Public Service Commission will be conducting the Civil Services (Preliminary) Examination, 2020 [including the Indian Forest Service (Preliminary) Examination, 2020] on 04.10.2020 (Sunday) all over India as per the Revised Programme of Examinations/RTs published on 05.06.2020.
Keeping in view the large number of candidates of the Civil Services (Preliminary) Examination, 2020 [including the Indian Forest Service (Preliminary) Examination, 2020] and requests received from the candidates for changing their Centers, the Commission has decided to give an opportunity to them to submit their revised choice of Centre. Besides above, the option to change the Centers for the Civil Services (Main) Examination, 2020 and the Indian Forest Service (Main) Examination, 2020 is also being made available to the candidates. The requests of the candidates for change in their Centers will be considered against the additional/enhanced capacity intimated by the Centers for accommodating the additional candidates.
The window of submitting the revised choice of Centers by the candidates will be operational in two phases i.e. 7th-13th July, 2020 (06.00 PM) and 20th-24th July, 2020 (06.00 PM) on the Commission’s website https://upsconline.nic.in. The candidates are advised to visit the website and submit their choices of Centers of the above Examination, if required.
The candidates may please note that their requests for change in the Centers will be considered based on the principle of “first-apply-first allot” basis [which is followed in all the Examinations of the Commission and was mentioned in the Examination Notices of the Civil Services (Preliminary) Examination, 2020 and Indian Forest Service Examination, 2020] and once the capacity of a
particular Centre is attained, the same will be frozen. The candidates, who cannot get a Centre of their choice due to ceiling, will be required to choose a Centre from the remaining ones.
All the conditions and eligibility mentioned in the EXAMINATION NOTICE NO. 05/2020-CSP DATE: 12/02/2020 of the Civil Services (Preliminary) Examination, 2020 and the EXAMINATION NOTICE NO. 06/2020-IFoS DATE 12/02/2020 of the Indian Forest Service Examination, 2020 will remain unchanged.
In addition to the above, the Commission will also make a Withdrawal Window available to the candidates on the Commission’s website https://upsconline.nic.in during the period from 1st-8th August, 2020. All the terms and conditions of the withdrawal of application will be the same as have been mentioned in the EXAMINATION NOTICE NO. 05/2020-CSP DATE: 12/02/2020 of the Civil Services (Preliminary) Examination and the EXAMINATION NOTICE NO. 06/2020-IFoS DATE 12/02/2020 of the Indian Forest Service Examination, 2020. Candidates must note that once the application has been withdrawn by the candidate, it cannot be revived in future under any circumstances.

OFFICE MEMORANDUM
Subject : Revision of flat rate of licence fee for General Pool Residential Accommodation (GPRA) throughout the country.
In terms of the provisions of the Rule 74 of the “Central Government General Pool Residential Accommodation Rules. 2017”, the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries/Departments of the Government of India throughout the Country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.
2. The revised rates of licence fee would be effective from 1st July, 2020. All Ministries/Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.
3. This issues with the concurrence of Integrated Finance Wing of the Ministry of Housing and Urban Affairs vide their note dated 15-6-2020.

REVISION OF RATES FOR RT PCR TEST FOR COVID 19

2. In view of the current Corona virus Disease(COVID-19) Pandemic, all out efforts are made by the Government to contain its impact by instituting measures at community as well as at individual level.
3. The matter has been reviewed and it is now decided in supersession of the earlier orders that the CGHS rate for RT-PCR test for COVID-19 shall be as per the rate prescribed by I.C.M.R, or the rate prescribed for the State by the concerned State Government or actual, whichever may be lower.
4. The Private hospitals /Laboratories empanelled under ECHS and approved for undertaking the test shall perform the investigation after the same has been advised as per the prevalent ICMR protocols by any Specialists of Government Hospital/centre /Private empanelled hospitals / Medical Officer of ECHS/Service hospitals.
5. In this regard ECHS beneficiaries are advised to download ‘Aarogya Setu’ App on their mobile Phones and self-assess themselves by uploading their health status on the mobile application. If the ECHS beneficiary is unwell or shows any symptoms of COVID-19 i.e., Fever, Cough or, Breathlessness, etc, – he/she may contact any service/government Hospital/Medical Officer of ECHS PC/Private empanelled hospital and advised RT-PCR test for COVID-19 as per the prevalent ICMR protocols, the same may be undertaken from any Government/approved centre empanelled under ECHS.
6. ECHS empanelled centers shall perform the test on cashless basis in respect of ECHS beneficiaries and submit the bills to ECHS through UTI-ITSL. The reimbursement for the cost of expenditure on the test at approved rate shall be reimbursed by concerned RC.
7. The other terms and conditions given in letter mentioned at para 1 above remain unchanged.
DECISION OF THE NATIONAL SECRETARIAT MEETING HELD ON 28.06.2020
The National Secretariat Meeting of Confederation of Central Government Employees & Workers was held on 28.06.2020 through Video Conference. Com. Ravindran B. Nair presided. About 21 office bearers attended. Senior leaders Com. K. K. N. Kutty and M. Krishnan were present.
Before Commencement of the meeting, one minutes silence was observed paying homage to the Jawans who were martyred on the India-China border and also to the departed leaders.
Com. R. N. Parashar, Secretary General, presented a brief report on the agenda items and also about the activities taken place during the period after the Nagpur national Conference. Thereafter the agenda items were taken for discussion. Detailed discussion took place on all agenda items. Many other issues faced by the Central Government Employees, especially COVID-19 related issues, were also discussed.
1. Review of the 26th National Conference held at Nagpur
The Conference was well organised and the arrangements made were excellent. About 36 affiliates and 13 state level COCs attended. 213 delegates and 13 visitors attended (Male – 238, Female-18). The Conference was jointly inaugurated by Com. Tapan Sen (General Secretary, CITU) and Com. Amarjeet Kaur (General Secretary, AITUC). The National Secretariat congratulated the COC, Vidarbha Region, Nagpur under the leadership of Com. Nilesh D. Nasare, for making best arrangements for the successful conducting of the meeting.
2. Setting up of a committee for finalisation of Accounts for the period from 2016 to 2019.
Secretary General reported that the Accounts for the period from 2016 April to 2019 March could not be presented in the national Conference, as the then Financial Secretary, Com. Vrigu Bhattacharjee, had not attended the Conference. Com. Vrigu Bhattacharjee has emailed the Receipt and Expenditute statements for the period from 2016 to 2019 to the then President. Com. K. K. N. Kutty on 7th February 2020. As it was not signed by the Financial Secretary nor it was audited, the Conference decided to appoint a committee of incoming office bearers and outgoing President and Secretary General. The Conference further decided that after finalisation of the accounts, it should be audited by the internal auditor of Confederation and presented before the National Council for adoption. Com. R. N. Parashar, Secretary General, reported that he had written to Com. Vrigu Bhattacharjee, Ex-Financial Secretary to hand over the accounts alongwith all connected documents to him. But no reply was received. He has also contacted Com Vrigu Bhattacharjee over phone and requested to hand over the accounts. But, Com. Vrigu Bhattachajee was reluctant to hand over the accounts to the newly elected Secretary General. The issue was discussed at length in the National Secretariat and following decisions are taken.
(a) Secretary General, Confederation, shall write another letter to Com. Vrigu Bhattacharjee, Ex-Financial Secretary, to handover the accounts from the period from April 2016 to January 2020 along with all connected records, citing the decision of the national Secretariat held on 28.06.2020.
(b) If Com. Vrigu Bhatacharjee, Ex-Financial Secretary, still refuse to handover the Accounts to the Secretary General, then the Secretary General Shall circulate the skeleton of Accounts sent by Com. Vrigu Bhattacharjee to Ex-President on 07.02.2020, which is not signed by the Financial Secretary nor it is audited, to all National Executive Committee members to verify whether there is any discrepancies in the accounts. After getting reply from national Executive Committee members, the accounts will be finalised by a Committee of following office bearers, for presentation in the next National Executive Committee meeting to be convened by Video Conference.

The National Secretariat decided that after completing the above formalities, the Accounts should be presented before the National Executive Committee meeting by not later than 15.08.2020.
3. Financial review and strengthening of funds position
After detailed discussion it is decided that the Secretary General and Financial Secretary shall issue notice to all affiliates and COCs directing them to remit up to date quota and to clear all arrears of quota and dues within one month. The Financial position will be further reviewed in the next national Executive meeting to be held before 15.08.2020.
4. Freezing of DA and DR and other related issues.
Both the above agenda items were discussed together. It is decided that protest programmes should be organised, exclusively on Central Govt. Employees demands, by Confederation. In the revised Charter of demands adopted by the Nagpur National Conference, the following demands are to be added.
(a) Withdraw the orders, freezing the DA and impounding of arrears of Central Govt. Employees & Pensioners till June 30th 2021. (b) Stop the unjustified increasing of prices of Petrol and diesel. Reduce the price by reducing the excise duty by Central Government. (c) Settle all COVID-19 related issues pertaining to the Central Govt. Employees (detailed note will be attached). Treat the period of absence during lockdown as duty. Grant wages to casual, part-time, contingent and contract workers including daily-rated mazdoors, during the lock-down period. (It is reported that in Tamilandu Postal Circle no wages are paid during lockdown period to Casual/Contract workers inspite of Finance Ministry & DOP orders.)
Secretary General and President is authorised to re-draft the Charter of demands and Circulate among all National Secretariat member for approval before publishing in website. The date of the protest programme is to be decided by President and Secretary General, preferably in the 3rd or 4th Week of July 2020. Next phase of programme will be decided by the National Executive Committee meeting to be held before 15.08.2020.
6. Organizational Review
The National Secretariat felt that the disruptive activities initiated by the Ex-Financial Secretary has not affected the overall functioning of Confederation. Efforts are to be made to sort out the issues and to bring back the misguided comrades and to further strengthen the functioning of all affiliated organisations and COCs. It is decided that indiscipline and anti-organisational activities from any corner should not be compromised or tolerated.
7. Date of next National Executive Committee meeting
The meeting authorised President and Secretary General to fix and notify the date of next National Executive meeting by not later than 15.08.2020.
8. Central Trade Unions Programme on 03.07.2020
The meeting decided to organise the protest programme against the anti-people and anti-worker policies of the Central Government at all important Centres on 03.07.2020. The Central TUs has included the DA freeze and impounding of arrears as one of the main demands. All affiliates and COCs are requested to ensure participation of Central Govt. Employees in the joint protest programmes of Central Trade Unions.
9. It is decided to prepare a detailed note on the present situation and the issues faced by the Central Govt. Employees for wide circulation among Central Govt. Employees through Websites and Social media. Com. K. K. N. Kutty, Vice President will prepare the draft.

PENSION/FAMILY PENSION – Furnishing of Life Certificate, Non-employment Certificate and Non-remarriage/Non-marriage Certificate by the Pensioners / Family Pensioners – Exemption from Annual Mustering Process for the year 2020 as a special case due to Covid-19 – Orders –Issued.

ORDER:
In the Government Order first read above, orders were issued that State Government Pensioner including Family Pensioners shall furnish Life Certificate, Non-Employment Certificate and Non-remarriage/ Non-marriage Certificate at any time during the months of April, May and June every year to the Pension Disbursing Officer concerned after duly getting it attested by the authority mentioned in the said Government Order. If the Pensioners / Family Pensioners do not furnish/produce the said Certificates on or before 30th June, the Pension Disbursing Officer concerned shall call for annual mustering of the Pensioners / Family Pensioners during the month of July every year. If the Pensioners / Family Pensioners neither produce said certificates nor appear for annual mustering, the Pension Disbursing Officer concerned shall stop the payment of pension / family pension with effect from the month of August and the payment of pension / family pension will resume only on production of the said certificates or the Pensioner / Family Pensioner shall appear in person before the Pension Disbursing Officer concerned. In the Government Order first read above, orders were issued that Pensioners including Family Pensioners shall furnish additional information along with Life Certificate. In the Government Order third read above, the Government in partial modification of the orders issued in the Government Orders first and second read above, direct that the State Government Pensioners / Family Pensioners be allowed to give their Life Certificate at any time during the months of July, August and September every year for annual mustering instead of April, May and June to the Pension Disbursing Officer concerned. If any pensioner including family pensioner fails to do so, the Pension Disbursing Authority shall call for the personal appearance in October and pension / family pension will be stopped from November onwards for those pensioners including family pensioners who neither appear directly for mustering nor furnish life certificate.
2. In the reference fourth read above, the Commissioner of Treasuries and Accounts has stated that Treasury Rule 16, SR 71 (a) (1) and 78 (a) of TNTC Volume-I has mandated that Annual Mustering/ obtaining the life certificate from the pensioner / family pensioner to be carried out for the 3 specified months in a year by the pension disbursing authority and requested the Government that Annual Mustering Process may be exempted for the year 2020 as a special case due to Covid-19.
3. After careful consideration of the current extra-ordinary circumstances imposed by the Covid-19 pandemic and the fact that pensioners / Family Pensioners, being senior citizens, fall among the most vulnerable category with respect to risk of exposure to Covid-19, and there will be no loss to the Government, the Government accept the proposal of the Commissioner of Treasuries and Accounts. Accordingly, the Government exempt the Annual Mustering Process for the year 2020 as a special case due to Covid-19 by relaxing S.R 67 (a) (1) and S.R 71(a)(1) of Tamil Nadu Treasury Rule 16.

Consumer Price Index for Industrial Workers (CPI-IW) – May, 2020
The All-India CPI-IW for May, 2020 increased by 1 point and stood at 330 (three hundred and thirty). On 1-month percentage change, it increased by (+) 0.30 per cent between April and May, 2020 compared to (+) 0.64 per cent increase between corresponding months of previous year.
The maximum upward pressure in current index came from Food group contributing (+) 0.67 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Groundnut Oil, Mustard Oil, Fish Fresh, Goat Meat, Poultry (Chicken), Milk, Cabbage, French Bean, Green Coriander Leaves, Potato, Country Liquor, Refined Liquor, Cooking Gas, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Rice, Wheat, Garlic, Onion, Bitter Gourd, Coconut, Gourd, Lady’s Finger, Mango, Parval, Tomato, Torai, Banana, Kerosene Oil, etc., putting downward pressure on the index.
At centre level, Warrangal, Chhindwara and Ahmedabad recorded the maximum increase of 6 points each. Among others, 4 points increase was observed in 6 centres, 3 points in 11 centres, 2 points in 9 centres and 1 point in 8 centres. On the contrary, Doom-Dooma Tinsukia recorded the maximum decrease of 10 points followed by Salem (9 points), Munger-Jamalpur (8 points) and Lucknow (7 points). Among others, 5 points decrease was observed in 1 centre, 4 points in another 1 centre, 3 points in 6 centres, 2 points in 9 centres and 1 point in another 9 centres. Rest of 11 centres’ indices remained stationary.
The indices of 33 centres are above All-India Index and 45 centres’ indices are below national average.
Year-on-year inflation based on all-items stood at 5.10 per cent for May, 2020 as compared to 5.45 per cent for the previous month and 8.65 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 5.88 per cent against 6.56 per cent of the previous month and 5.21 per cent during the corresponding month a year ago.
The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month.

Whereas, in exercise of the powers under section 6(2)(i) of the Disaster Management Act, 2005, National Disaster Management Authority (NDMA) has directed the undersigned to issue an order to re-open more activities in a calibrated manner, in areas outside the Containment Zones and to extend the lockdown in Containment Zones upto 31.07.2020;
Now therefore, in exercise of the powers, conferred under Section 10(2)(1) of the Disaster Management Act 2005, the undersigned hereby directs that guidelines on Unlock 2, as annexed, will be in force upto 31.07.2020.

Guidelines for Phased Re-opening (Unlock 2)
[As per Ministry of Home Affairs Order No. 40-3/2020-DM-1 (A) dated 29 June, 2020]
1. Activities permitted during Unlock 2 period outside Containment Zones
In areas outside Containment Zones, all activities will be permitted, except the following:
(i) Schools, colleges, educational and coaching institutions will remain closed till 31 July, 2020. Online/ distance learning shall continue to be permitted and shall be encouraged.
Training institutions of the Central and State Governments will be allowed to function from 15 July, 2020, for which Standard Operating Procedure (SOP) will be issued by the Department of Personnel & Training (DoPT).
(ii) International air travel of passengers, except as permitted by MHA.
(iii) Metro Rail.
(iv) Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places.
(v) Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and other large congregations.
Dates for re-starting the above activities may be decided separately and necessary SOPs shall be issued for ensuring social distancing and to contain the spread of COVID-19.
Domestic flights and passenger trains have already been allowed in a limited manner. Their operations will be further expanded in a calibrated manner.
2. Night curfew
Movement of individuals shall remain strictly prohibited between 10.00 pm to 5.00 am throughout the country, except for essential activities, including operation of industrial units in multiple shifts, movement of persons and goods on National and State Highways, loading and unloading of cargo and travel of persons to their destinations after disembarking from buses, trains and airplanes. Local authorities shall issue orders, in the entire area of their jurisdiction, under appropriate provisions of law, such as under Section 144 of CrPC, and ensure strict compliance.
3. National Directives for COVID-19 Management National Directives for COVID-19 Management, as specified in Annexure I, shall continue to be followed throughout the country.
4. Lockdown limited to Containment Zones
(1) Lockdown shall continue to remain in force in the Containment Zones till 31 July, 2020.

Subject : Immediate sending of pending pension cases to CCAs for generation of PPOs in respect of the employees retired voluntarily under the BSNL VRS-2019.
Sir,
I am directed to refer to the above cited subject and this office letter of even no. dated 11.06.2020. In this regard, kindly find enclosed a copy of the Letter No. 1/BSNL/MTNUVRS/Monitoring/1753 dated 09.06.2020 received from Advisor (Finance), DOT informing that total 6343 (now 5401 as per enclosed Annexure-A) pension cases in respect of the BSNL VRS- 2019 retirees are yet to be received from BSNL. A significant number of cases are awaited in 09 CCA offices namely Andhra Pradesh, Bihar, Gujarat, Madhya Pradesh, Maharashtra,& Goa, Tamil Nadu, Telangana, Ne-II and W.B. (status report enclosed).
2. The settlement of pension is absolutely necessary for finalization of Ex-gratia amount which is due to be disbursed in near future. Therefore, it is again stated that the pending pension papers, complete in all respect may be immediately submitted to the concerned CCAs. Further, as directed by DOT, all circles may collaborate with the concerned CCA Offices closely for resolution of all issues for early generation of PPOs.
3. In addition, it may also be ensured that any change in the Last pay drawn as per PPO issued by DOT may accordingly be considered for calculation of amount of Ex-gratia through ERP system.
This may be given Top Priority.

Sub: Payment for 2nd installment of Ex-gratia in respect of employees retired under BSNL VRS-2019 – instructions reg.
Sir,
I am directed to refer to the above cited subject and to inform that sanction of fund for payment of 2nd installment of Ex-Gratia has been received from DOT. The fund sanctioned is equivalent to 22.5% of the total Ex-gratia amount. The payment of 2nd installment equal to 22.5% of admissible Ex-Gratia amount is to be ensured by 29.06.2020 i.e. Monday.
2. In this regard, you are requested to follow the same process in ERP system as was done at the time of payment of 1st installment. The process must be completed by today evening i.e. 27.06.2020 (i.e. Saturday). The fund request may be emailed to Banking Cell of BSNL Corporate Office on email address: [email protected] by morning of 28.06.2020 (Sunday) positively.
3. PGM(ERP), ERP Centre, ALTTC, Ghaziabad shall also in parallel provide consolidated circle wise fund to be authorized for payment to VRS optees and the TDS to be paid to Banking Cell on the above mentioned email address by Sunday noon positively.

This office has issued letter regarding Extension of Revalidation of BSNL MRS Card for BSNL Retired employees till 30.06.2020 vide this office letter dated 04.05.2020. Requests have been received from Union/Association to further extend the revalidation of BSNL MRS Card for BSNL Retired employees on Pan India basis till 30.09.2020 in view of current COVID-19 situation.
In this regard, it has been decided with the approval of competent authority to extend the validity of BSNL MRS Card of BSNL Retired employees up to 30.09.2020 or till further order. All Circles are requested to take necessary action and extend the validity up to 30.09.2020 or till further order.
