Subject: Preventive measures to contain the spread of COVID-19
In supersession of DOP&T OM dated 19.03.2020 conveyed vide HQrs Office letter F.No-AN/III/3012/Circular/Vol.VIII dated 19.03.2020 circulated vide this office letter dated 20.03.2020, the following further instructions are issued.
2. As per the latest order issued vide DOP&T OM F.No.11013/9/2014-Estt.(A-III) dated 22.03.2020 and declaring the complete Lockdown in Prayagraj by the State Government of Uttar Pradesh w.e.f. 23.03.2020 to 25.03.2020, all the Group officers/Officer-in-Charge of the Sections may draw up a Roster of Staff (all Officers and employees including contract and outsourced employees) who are required to render essential services. They alone may be asked to attend the office from 23.03.2020 till further order. In other words, the office should function with skeletal staff. Officials who are working from home should be available on telephone and electronic means of communication at all times. They should attend office, if called for, in case of any exigencies of work.
3. The competent authority has directed that the above instructions may be complied with by the Group officers/Officer-in-Charge of the Sections. The GOs and Officer-in-Charge shall ensure that all necessary, important and urgent work relating to Budget expenditure including salary and other contingent are done properly and in due time. The Officer –in-Charge of all Grants Section including Disbursement Section and CPDS may please prepare the roster in such a way that Processing of claims (Superannuation Pension claim in r/o Officers/PBORs and Civilians who are going to be retire in Mar 2020) and SBI CMP etc. do not get hampered.
4. Officer-in-Charge of Admin IV Section and Caretaker shall also ensure adequate watch and ward cleanliness, safely measures and other essential services in the office. Minimum essential staff for these purpose may be called to the office.
5. This order shall be applicable with immediate effect and will remain in force till further order.

In supersession of this Department’s OM of even no. dated 19.03.2020 and 20.03.2020, the following further instructions are issued:
(i) Heads of Department (HoDs) may draw up a Roster of Staff (all officers and employees, including consultants/ contract and outsourced employees), who are required to render essential services within each Department. They alone may be asked to attend office from 23 March until 31st March 2020. In other words, the Office should function with skeletal staff. Officials who are working from home should be available on telephone and electronic means of communication at all times. They should attend Office if called for, in case of any exigencies of work.
(ii) Similar instructions should be issued to Attached/Subordinate Offices, Autonomous/Statutory Bodies.
(iii) The Department of Financial Services (DFS) and Department of Public Enterprises (DPE) may issue similar instructions regarding Financial Institutions and Public Sector Undertakings.
(iv) These instructions shall not apply to the Officers and employees engaged in essential/emergency services and those directly engaged in taking measures to control spread of COVID 19.
2. These instructions shall be applicable with immediate effect.

दिनांक 19.03.2020 एवं 20.03.2020 के इस डीओपीटी के कार्यालय ज्ञापन के अधिक्रमण में, आगे के निम्नलिखित निर्देश जारी किए जाते हैं:
(i) विभागों के अध्यक्ष (एचओडी) कर्मचारियों (सलाहकार/संविदा एवं आउटसोर्स किए गए कर्मचारी) का एक रोस्टर तैयार कर सकते हैं, जिनकी आवश्यकता प्रत्येक विभाग के भीतर अनिवार्य सेवाएं देने केे लिए पड़ती है। केवल उन्हें ही 23 मार्च से 31 मार्च 2020 तक कार्यालय में उपस्थित रहने को कहा जा सकता है। दूसरे शब्दों में, कार्यालय प्रारूप मात्र के कर्मचारी से काम चला सकता है। जो अधिकारी, घर से काम कर रहे हैं, उन्हें हर समय टेलीफोन एवं संचार के इलेक्ट्रॉनिक माध्यमों के निकट उपलब्ध होना चाहिए। काम की किसी भी आकस्मिकता की स्थिति में बुलाए जाने पर उन्हें कार्यालय में उपस्थित होना चाहिए।
(ii) ऐसे ही निर्देश संबद्ध/अधीनस्थ कार्यालयों, स्वायत्तशासी/सांविधिक निकायों को जारी किए जाने चाहिए।
(iii) वित्तीय सेंवा विभाग (डीएफएस) एवं लोक उद्यम विभाग (डीपीई) ऐसे ही निर्देश वित्तीय संस्थानों एवं सार्वजनिक क्षेत्र उपक्रमों के संबंध में जारी कर सकता है।
(iv) ऐसे निर्देश अनिवार्य/आपातकालीन सेवाओं से जुड़े अधिकारियों एवं कर्मचारियों एवं जो कोविड-19 के प्रसार को नियंत्रित करने के लिए उपाय करने से प्रत्यक्ष रूप से जुड़े हैं, पर लागू नहीं होंगे।

As a precautionary measure and in compliance of the instructions received from Secretary, Department of Higher Education/ School Education and Literacy, Government of India vide letter No. Secy (HE)/MHRD/2020 dated 18th March, 2020, it has been decided as follows:
1. All ongoing examinations of the board for classes-X and XII, being held in examination centres in India and abroad, and scheduled between 19.03.2020 to 31.3.20 (both dates inclusive), shall be rescheduled after 31st March, 2020.
2. During the aforementioned period, re-examinations that were rescheduled to be held for North-East Delhi candidates will also be further rescheduled.
3. All schools may ensure that this information is disseminated to all concerned students from their respective schools.
4. Rescheduled dates will be communicated by the board to all its stakeholders by 31.03.2020 after re-assessment of the situation.
5. All ongoing board exams related evacuation work in various evaluation centres in the country is also suspended upto 31st March, 2020, All Centre Nodal Supervisors may ensure rescheduling of evaluation work from 1.4.20, unless otherwise informed by the Board.

Subject :- Preventive measures to achieve “social distancing’ – permission to teaching and non-teaching staff to work from home
Dear
Kindly refer to my previous D. O. No. Secy(HR)N4HRD/2020 Dt 18.03.2020 whereby all on-going examinations and evaluation work were required to be postponed till 31.03.2020.
2. In order to ensure safety of the Faculty members/Teachers/Researchers/Non-Teaching staff of educational institutions, the following further precautions, should be taken:
i) Faculty members/Teachers/Researchers/Non-Teaching staff under your organisation should be permitted and advised to work from home till 31.03.2020.
ii) Faculty members/Teachers/Researchers should utilise this period for various academic activities such as:
a. Development of on-line content, on-line teaching and on-line evaluation.
b. Prepare lesson plan and develop instructional material for the courses to be offered during next academic year/next semester.
c. Can on research,
d. Write articles, papers etc.
e. Prepare innovative questions for “Question Bank”.
f. Prepare innovative projects on “Ek bharat Shrestha Bharat” and other topics.
iii) The said period shall be counted as being on duty for all Faculty members/Teachers/Researchers/Non-teaching staff including Ad-hoc and contract Teachers whose contracts are valid at least upto 31.03.2020.
iv) Students, who are still in the hostels, particularly foreign students should be allowed to continue in their hostels and advised to take all necessary safety precaution.
3. All Faculty members/Teachers/Researchers/Non-teaching staff should provide their contact details i.e Mobile No., email id, etc to their institutions so that they may be contacted in case of emergency.

Sub: Preventive measures to achieve ‘social distancing’ to contain the spread of COVIDI9
In continuation of this Department’s OM of even no. dated 17th March, 2020 and 19th March, 2020, the following has been decided:-
(I) The officials appointed as Consultants/Advisors after retirement who are of the age of 60 years & above, may be allowed to work from home with the permission of Heads of Department (HoDs), without adversely affecting their consultancy fee/honorarium, till 4th April, 2020.
(ii) The contractual/outsourced staff may also be allowed to attend office on rotational basis as has been allowed for Group ‘B’ and ‘C’ officials, without deduction of any wages for their absence from work, upto 4th April, 2020.
2. These instructions shall be applicable to Ministries/Departments/attached and subordinate offices of Central Government. Similar instructions may be issued to Autonomous/Statutory Bodies.

Sub: Preventive measures to achieve ‘social distancing’ to contain the spread of COVIDI9 -Relaxation in CCS (Leave) Rules, 1972 regarding.
The undersigned is directed to state that the leave sanctioning authorities were advised vide O.M. of even number dated 17th March, 2020 to sanction leave to officials who wish to self-quarantine, as a preventive measure. In this regard, in relaxation of Central Civil Services (Leave) Rules, 1972, it has now been decided with the approval of competent authority to grant Commuted Leave without production of medical certificate to those officials who are above 50 years of age and have underlying conditions i.e. Diabetes, Respiratory problems, Renal diseases and other life-threatening illness, for a period upto 4th April, 2020, so as to avoid unnecessary burden on the health care system.
2. These instructions shall be applicable to Ministries/Departments/attached and subordinate offices of Central Government. Similar instructions may be issued to Autonomous/Statutory Bodies.

Note:- 1. The insurance claims paid in a year may not be related to the accidents/causalities in that year alone. The amount depends upon the number of cases which are finalized and payment made in a particular year irrespective of the year(s) in which the accidents/causalities took place.
2. Since, the Insurance claims are directly settled by the companies, Railways have no zone-wise data.
3. The insurance claims paid by insurance companies during 2019-20 are due to Untoward incidents as defined in Section 123 (C) read with Section 124A of the Railways Act, 1989.
As directed by Ministry of Finance to promote digital/cashless transaction, the insurance cover was made free from 10.12.2016 to 31.08.2018 to all passengers buying Confirmed/RAC online/ e-tickets from IRCTC website.
Since Ministry of Finance refused to reimburse the premium to IRCTC beyond 31.08.2018, Ministry of Railways decided to again charge premium from the passengers opting for insurance from 01.09.2018.
This press release is based on information given by the Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a question in Rajya Sabha today.

With reference to the above, and in light of the outbreak of COVID-19, adequate measures are to be taken to ensure the safety and security of students and teachers, as also their family members. You are, therefore, requested to issue the following directions to the Principals of all the Kendriya Vidyalayas under your jurisdiction for compliance:
1. All Kendriya Vidyalayas will remain closed till 31st March, 2020.
2. All ongoing examinations of all classes will be rescheduled after 31st March, 2020.
3. All evaluation work is to be re-scheduled after 31st March, 2020.
4. All activities including sports, training programmes, etc. will remain suspended till further notice.
5. Re-scheduled dates will be communicated by 31st March, 2020 after re-assessment of the situation.
6. If is to be ensured that the above information is disseminated through electronic means also to all students and teachers.
