The Voluntary Retirement (VR) options in respect of the employees in whose cases Community Certificate verification is pending before the State Level Scrutiny Committee (SLSC) are yet to be accepted by the competent authority concerned.

In this connection, approval of competent authority is hereby conveyed for accepting the VR options of such employees provisionally with the following conditions:

1. A note regarding the pendency of community certificate verification before the SLSC shall be made by the competent authority in the VR Acceptance Order

2. The employee concerned shall be paid provisional pension. The other retirement benefits viz DCRG, Commuted Value of Pension and Ex-gratia and Leave Encashment shall be withheld till the outcome of community certificate verification by State Level Scrutiny Committee as per the existing procedure.

3. If any adverse verification report is received after retirement of such employees under BSNL VRS-2019, suitable action/ Disciplinary action shall be initiated according to the relevant rules/ regulations.

Further, in respect of the executives whose community status is under verification before SLSC and whose VR Options have already been accepted by BSNL Corporate Office/ Circle Office, the pendency of community verification may kindly be indicated in the VR Acceptance Order issued by BSNL Corporate Office/ Circle Office before serving those orders to the executives and acknowledgement taken from them.

In all the community dispute cases, separate letters may kindly be sent to Principal CCA DoT Cell regarding pendency of community verification status to withhold the retirement benefits as per the existing procedure.

Subject : Clarification on OM dated 7.2.2020 regarding suspension of Continuous Empanelment of Health Care Organizations (HCOs) under CGHS in Delhi/NCR

With reference to above mentioned subject the undersigned is directed to draw attention to the Office Memorandum vide F.No. S-11011/03/2018-CGHS (HEC) dated 7.2.2020 vide which continuous empanelment of Health Care Organizations had been suspended in CGHS in Delhi/NCR (Gurugram, Ghaziabad, Faridabad, Noida, Greater Noida etc.). In this regard it is to clarify that said OM pertained only to suspension of further empanelment of new Health Care Organizations in Delhi/NCR and already empaneled Health Care Organizations would continue to remain on CGHS panel in all CGHS cities including Delhi/ NCR. It is further clarified that applications received prior to issuance of said OM dated 7.2.2020 under Continuous empanelment scheme, 2017 would be considered for empanelment.

All other conditions in said OM dated 7.2.2020 would remain same.

Subject: Suspension of continuous empanelment of Health Care Organizations (HCOs) under CGHS in Delhi/NCR.

With reference to above mentioned subject the undersigned is directed to draw attention to the Office Memorandum vide F.No. S-11045/36/2012-CGHS (HEC) dated 26.12.2017 vide which continuous empanelment of NABH/ NABL accredited/QCI recommended Health Care Organizations had been initiated in all CGHS cities including Delhi/NCR. The matter has now been reviewed by this ministry and it is now decided that Continuous Empanelment Scheme shall remain suspended in Delhi/NCR (Gurugrarn, Ghaziabad, Faridabad, Noida, Greater Noida etc.) till further orders.

This OM becomes effective from the date of issue.

Sub :- Payment of TRCA on Sundays / Holidays to the GDS working against Leave vacancies/Vacant posts in Postman/Mail Guard/MTS Cadre.

In the present set up, Gramin Dak Sevaks are working against the leave vacancy/vacant posts of Postman/Mail Guard/MTS Cadre in departmental Post Offices. As per Directorate order no. 47-19/90-SPB-II dated 23.04.1992 regarding grant of paid National Holidays to GDS employees when appointed against the Postman/Mail Guard/MTS Cadre against leave vacancy/vacant posts, these GDS are getting salary for Sunday if they continuously works for 6 days. Similarly, GDS are also getting 3 National Holidays if it falls on working day, provided he/she works on both the preceding/succeeding working days to the National Holidays. However, no extra payment on account of National Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.

2. Similarly, GDS substituting in leave vacancy/Vacant posts of Postman/Mail Guard/MTS Cadre are deprived of Productivity Linked Bonus for the period of officiating as Postman/MTS is on the pretext that they are on Leave Without Allowance.

3. For substitutes, as per As per Directorate orders vide no.17-07/2019-GDS dated 09.10.2019, substitutes of GDS who have worked in leave vacancies/Vacant Post in Postman/Mail Guard/MTS Cadre are also paid on the basis of minimum of revised TRCA level of that post of GDS.

4. In view of above, in supersession of this office memo of even no. dated 23.10.2019, following orders are issued with the approval of the Competent Authority:-

i) Gramin Dak Sevaks when appointed against the leave vacancy/vacant post of regular Postman/MTS, these GDS will get salary for all the Postal Holidays if the Postal Holidays falls on working day, provided he/she works on both the preceding/succeeding working days to the Postal Holidays. However, no extra payment on account of Postal Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.

ii) GDS are when appointed against the leave vacancy/vacant post of regular Postman/MTS, have to apply for leave without allowance as GDS. There is a difference in Leave Without Allowance for personal reasons and Leave Without Allowance for officiating as Postman/MTS. In this case, the GDS is on official duty and is contributing to the productivity. Hence GDS while on LWA for official duty, there is no question of deducting this period for PLB.

Sub : Dispensation of conditions of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ for admissibility of House Rent Allowance.

Reference is invited to Govt. of India, Ministry of Finance, Department of Expenditure Office Memorandum No. 2/5/2017-E.IIB dated 05.03.2019 (copy attached) wherein the Ministry has dispensed with the condition of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ by Central Government employees to become eligible for HRA, in respect of General Pool Residential Accommodation (GPRA) controlled by Directorate of Estate, Ministry of Housing and Urban Affairs. It has been further stipulated in the ibid Office Memorandum that Ministries/Departments having their separate pool of residential accommodation for their employees other than GPRA, have been suggested to adopt these provision, wherever feasible.

2. Accordingly, comments from PCDA/CDA/Estate Officers were called for and the matter was under consideration at this office. Now, in terms of rules contained in Allotment of DAD Pool Residential Accommodation Rules, 2019, it has been decided with the approval of Competent Authority that the provision of Govt. of India, Ministry of Finance, Department of Expenditure Office Memorandum No. 2/5/2017-E.IIB dated 05.03.2019 shall be applied to DAD Pool Residential Accommodations except Reserved or Appointment accommodation at various stations pan India with retrospective effect ie. w.e.f. 05.03.2019, the date of issue of ibid orders.

3. PCDA/CDA/Estate Officers are therefore requested to apply the ibid Office Memorandum dated 05.03.2019 on DAD Pool Residential Accommodations except Reserved or Appointment accommodation and dispense with the conditions of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ for admissibility of House Rent Allowance w.e.f. 05.03.2019.

(a) to (c): In compliance of the order of the Hon’ble Delhi High Court in case of M/s Suman Forwarding Agency Pvt. Ltd, Department of Personnel & Training has issued O.M. dated 04.09.2019 reiterating the provisions of the earlier O.M. dated 07.06.1988, which are as follows:

Where the nature of work entrusted to the casual workers and regular employees is the same, the casual workers may be paid at the rate of 1/30th of the pay at the minimum of the relevant pay scale, plus dearness allowance for work of eight hours a day.

In cases where the work done by a casual worker is different from the work done by a regular employee, the casual worker may be paid only the minimum wages notified by the Ministry of Labour & Employment or by the State Government/ Union Territory Administration, whichever is higher, as per the Minimum Wages Act, 1948.

The provisions are applicable to all Ministries/Departments.

Minutes of the Meeting

Kindly find enclosed the Minutes of the Meeting held on 09.01.2020 at 10:00 AM at Conference Hall of Central Pension Accounting Office (CPAO) with all Heads of CPPCs of all the Authorized Bank other than SBI to review the implementation of 7th CPC pension revision and to discuss other issues under the Chairmanship of Chief Controller (Pensions) for information and further necessary action.

Minutes of the meeting held on 09.01.2020 with all the Heads of CPPCs/ Government Business Divisions of all the Authorised Banks (excluding State Bank of India (SBI)) to discuss various issues.

A Meeting was held on 09.01.2020 under the Chairmanship of Chief Controller (Pensions) with the representatives of Authorised Banks for Pensions (excluding State Bank of India (5131)) to discuss the timely payment of revised pension and arrears under 7th CPC and other pension related issues. At the outset, Chief Controller (Pensions) welcomed all the participants and emphasized on the need of timely payment of revised pension and arrears in the accounts of the pensioners by the banks. Agenda items of the meeting were discussed in detail and the following decisions were taken.

List of participants is attached at Annexure-I.

Agenda Item No. 1 – Implementation of 7th CPC Pension Revision and its reporting by Banks

It has been observed from the reports as on 30th December, 2019 that there are delays in crediting the revised pensions as well as arrears of pensions/family pensions by the banks. As per the reports, there are many cases which are pending for more than 31 days. Bank wise details of the pending cases were handed over to all the representatives of the concerned banks. Most of the banks reported that they had already revised and credited pension to the pensioner/family pensioner accounts

It was informed by the banks that revision of pension cases are pending due to following reasons,

a) Discontinued PPO (more than 3 years.)

b) Non submission of life certificate.

Keeping in view of the above, it was decided that all the banks would :

a) reconcile the status of revised pension cases provided to them

b) prepare a list of discontinued PPOs and forward it to CPAO.

c) prepare a list of cases in which life certificate is pending along with details of the pensioners and forward it to CPAO.

Agenda Item No. 2- Obtaining KYC from banks for settlement of pending revision cases.

Most of the revisions pertaining to 7th CPC are already done. As per the records of CPAO, 119690 revision of pension cases are still pending as details of some pensioners are not available with either concerned PAO or Head of Office.

All the CPPCs were requested to send KYC details of such pensioners.

Agenda Item No. 3 – IT related issue w.r.t e-Revision and fresh Pension cases

  • Acknowledgement of SSA

Banks were instructed to ensure forwarding the acknowledgement of e-SSA electronically to CPAO at the earliest so that the difference between e-SSA forwarded by the CPAO and e-SSA received by the Banks could be nullified. They were provided the format for acknowledgement and were also advised to share their inputs with NEC, CPAO, if any problem is faced.

All the banks were also instructed to acknowledge the receipt of SSA and Physical PPO booklet received by them

  • Development of e-PPO Booklet

CPAO is forwarding the e-PPOs received from PFMS to the Banks along with physical PPO booklets for making necessary changes in their system. However, the manual PPO booklet is deemed sacrosanct for making payment. It was also intimated in the meeting that physical PPO booklet will be discontinued soon.

All the Banks were again requested to make necessary changes in their software accordingly and comments, if any, may please be submitted to CPAO.

Agenda Item No. 4 – Compliance of Internal Audit observations on 7th CPC revisions.

It has been observed that clear and complete compliance reports are not being submitted by the concerned Banks.

Banks were requested to give full details in their compliance reports of the abjection raised by Internal Audit Wing so that the same could be verified and settled. Banks were also asked to improve and strengthen their internal control mechanism to avoid re-occurrence of the mistakes pointed out by the Internal Audit Wing of CPAO.

The possibility of providing a utility to upload the compliance report on the Bank’s login section of CPAOs website will also be explored,

Internal Audit Wing was instructed to prepare an “Audit Manua!” under the guidance of Technical Section, CPAO.

Agenda Item No. 5- Timely commencement of family pension, additional pension & restoration of commuted portion of pension by banks

It has been observed that family pension, additional pension and commuted portion of pension are not timely commenced/restored. Since these issues are regularly discussed in the various meetings i.e. SCOVA Meeting, High Level Meeting, Standing Committee Meeting, etc., all the banks were advised to ensure timely payments.

Agenda Item No. 6- Timely submission of Life Certificates

CPAO is responsible for the disbursement of death/disability pension under NPS-Additional Relief. First time identification of the pensioners is being done in the Bank branches based on the KYC details available with the Banks where the pensioners/ family pensioners have opened their pension accounts. CPAO starts the pension payment based on the first time identification report received from Bank_s. These banks branches are also responsible for sending the life certificates of the pensioners/family pensioners to CPAO for the continuation of pension to NPS-AR pensioners, in the month of November as CPAO is the disbursing authority.

However, it is noticed that in many cases, despite submission of life certificates by the pensioners, bank branches have not forwarded the same to CPAO. It has also come to notice of this office that some bank branches are refusing to accept life certificate from NPS-AR pensioner for onward transmission to CPAO.

It was decided that CPAO will send the details of pending life certificates of NPS-AR pensioners to CPPCs of concerned banks with a request to instruct concerned branches to obtain and furnish the life certificate to CPAO in time so that pensioners are not put under any financial hardship.

All the banks were requested to accept life certificate both physically and digitally and promote “Jeevan Praman” among pensioners.

Further, banks were once again informed that they should not make payment in NPS-AR cases.

Agenda item No.7 – Return of Old PPO by the Banks.

  • Allotment of 12 digits PPO Number

It has been noticed from the CPAO data base that the 3467 pensioners are still drawing pension from the old alpha numeric code. These alpha numeric data is reflected in the Payment scroll. Hank wise details were provided to the concerned Banks.

It was decided that all the Banks will send a scan copy of the PPG for allotment of 12 digits PPO Number.

  • Return of Inactive PPOs.

Pension Payment Orders which are not in ope.rationlinactive may be returned to CPAO for deletion from the CPAO database. It is noticed from the database of CPAO that old PPOs which are inactive are not being forwarded by the bank to the CPAO. Flanks were advised to forward the same to MO at the earliest

Agenda Item No. 8- Submission of e-scrolls and Master Data Reconciliation

  • Submission of e-scrolls

It has been observed that there is no improvement in submission of e-scrolls by CPPCs. Bank wise details were provided to the banks.

Details of pending scrolls were shared with the banks and all the banks were instructed to ensure that e-scrolls are updated on a daily basis to CPAO after matching it thoroughly with the pension payments made. Banks should ensure that the date of scroll should be the date of transaction as appearing in the put through statement issued by 8131. Furthermore, if any problem is faced by the banks in uploading the e-scroll, they may contact this office on email addresses given on next page:

• Master Data Reconciliation

Correct and reconciled master data maintained at CPPC level is a must for ensuring correct payment of pension to the pensioners and avoid chances of excess/less/wrong payment of pension. However, many instances have come to the notice of CPAO regarding less/over payment of pension leading to the grievances and court cases by the pensioners. The reason for discrepancy in payment of pension is that CPPCs are not reconciling the master data with the CPAO database regularly, There is inordinate delay in uploading of Master Data by the banks. Some Banks have not submitted their Master Data for last 4 years. For updating on Master Data at CPAO level, whenever any value/data in the pension of a pensioner/family pensioner is changed, the same is required to be reported by the bank through Format-F of e-Scroll. However, it is noticed that banks are not providing the changed information to the CPAO.

All the banks were instructed to upload Master Data for reconciliation and submit the changed information in Format-l{ on “quarterly” basis. Furthermore, if any problem is faced by the banks in uploading the master data, they may contact this office an email addresses mentioned below:

Agenda Item No. 9- Discontinuation of BSR Code

At present BSR code is being used in CPAO to identify hank branches. It has been observed in many cases that Pensioners do not know BSR code of Pension Account Holding Branch and even many bank branches do not know their BSR Code and often misunderstand it with branch code. IFSC is another unique code which can be used to identify individual bank branches and is known to both banks and pensioners. RBI has also given its consent for using IFSC instead of MR code for identification of bank branches.

All the banks were requested to provide IFSC code of their branches for creating a mapping of IFSC and BSR Code, if not already provided.

Agenda Item No 10- Handing over of SSA to the pensioners by banks

At present, pensioner copy of SSA is being sent to the pensioners through post. References are being received by pensioners that they are not receiving their SSA copy due to following reasons.

1. Some pensioners change their addresses after retirement.

2. Same pensioners/family pensioners are illiterate and they are not well versed with technology to take printout of their SSA from CPAOs website.

All the banks agreed to provide a copy of SSA to the pensioner by the Pension Account Holding Branch on request of the pensioner.

Agenda Item No.11 – Pendency of Pensioners’ Grievances for more than 3 months through Web Responsive Pensioners’ Service (WRPS)

It has been observed that many grievances are pending with banks and a large number were pending cases are more than 30 days. Banks informed that they had disposed some of the grievances but not updated them under WRPS module.

Banks were requested to ensure that all the grievances which are pending with them are disposed of within one month and update the same on the WRPS portal so that pensioners are informed accordingly.

Agenda Item No, 12-Providing of Payment Details to all the Pensions

As per CPPC guidelines, CPPCs should provide account statement, TDS details, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement to the pensioner.

Banks were requested to follow the CPPC guidelines and provide the pension slip, breakup of the pension and arrear payments and other information as required to the pensioners.

Agenda item No. 13 – Issues pertaining to Defence Accounts, Dept. of Telecommunication and Ministry of Railways

Defence Accounts:-

a. Acknowledgement of e-PPO by Banks

All the hanks were suggested to develop a mechanism for acknowledgement of e-PPOs by hanks,

b. Delay in crediting of pension and family pension in the account of the pensioners.

It has been observed from the e-scrolls received in the O/o PCDA that some of the Banks are crediting pension and Family pension very late in the account of pensioner. All the banks were handed the pendency list and were requested to improve their performance in crediting the pension/family pension on time.

c. To provide image of PPO for data purification.

All the Banks were requested in the meeting to provide PPO image to them to facilitate data purification which was agreed to by the banks.

d. Attend the meeting as and when it is convened by the PCDA.

All the Banks wire requested to attend meetings as and when convened by the PCDA

e. Concordance table fur IF SC in rico merging banks.

It was also suggested that banks. which are being merged should prepare a concordance table for IFSC.

Dept. of telecommunication:-

a) Recovery of excess and overpayment of pension
b) Return of inactive PPOs
c) Delay in Timely Payment of Pension and Family Pension
d) Reconciliation of Data

The issue of payment of LTC to the pensioners of UT Chandigarh was raised. The issue is being examined by the Central Pension Accounting Office (CPAO).

CIRCULAR

Subject : Regarding generation of PPO Number in respect of the pension cases not processing through Pension Module of PFMS.

The Central Pension Accounting Office has stopped allotment of PPO Number through their website for fresh pension cases where Pension Module has been activated on PFMS Portal.

2. It was informed by the ITD, O/o the Controller General of Accounts that following cases are not being processed through PFMS :-

a. Disability/Family Pension under EOP Rules
b. Family Pension to more than one person like twins, more than one widow (Rule 57)
c. Issue of alternate PPO-Capturing of information regarding cancellation of PPO and issue of new PPO to another family member
d. Provision to handle the cases where pensioner expired immediately after retirement and before filing Pension Papers
e. Pension case pertaining to those employees who are getting provisional pension and gets regular pension on a later date
f. Pension cases of those employees which are being handled after completion of more than one year and Provision for payment of arrear of pension
g. Dual Family pension case

3. All the Pr. CCAs/CCAs/CAs of all the Ministries are requested to direct the Pay and Accounts Offices where Pension Module has been activated on PFMS Portal to send the details of the pensioners along with the scanned copy of PAN mentioned in the Proforma attached herewith for generation of PPO Number in respect of the pension cases mentioned at S.L No. 2 above to CPAO.

This issues with the approval of the Chief Controller (Pensions).
