Consumer Price Index for Industrial Workers (CPI-IW) — October, 2019

The All-India CPI-IW for October, 2019 increased by 3 points and pegged at 325 (three hundred and twenty five). On 1-month percentage change, it increased by (+) 0.93 per cent between September, 2019 and October, 2019 when compared with the increase of (+) 0.33 per cent for the corresponding months of last year.

Expected DA from Jan 2020

The maximum upward pressure to the change in current index came from Food group contributing (+) 2.85 percentage points to the total change. At item level, Wheat, Wheat Atta, Goat Meat, Milk Buffalo, Milk Cow, Garlic, Onion, Brinjal, Cabbage, Cauliflower, Gourd, Lady’s Finger, Potato, Tomato, Torai, Cooking Gas, Electricity Charges, Medicine (Homeopathic), College Fee, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Ginger, French Bean, Radish, Apple, Lemon, Orange, Bus Fare, Hair Oil, etc., putting downward pressure on the index.

The year-on-year inflation based on CPI-IW stood at 7.62 per cent for October, 2019 as compared to 6.98 per cent for the previous month and 5.23 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 8.60 per cent against 7.05 per cent of the previous month and (-) 0.95 per cent during the corresponding month of the previous year.

At centre level Varanasi and Jamshedpur observed the maximum increase of 12 points each followed by Munger-Jamalpur and Chhindwara (11 points each) and Jabalpur (9 points). Among others, 8 points increase was observed in 2 centres, 7 points in 4 centres, 6 points in 4 centres, 5 points in 12 centres, 4 points in 6 centres, 3 points in 15 centres, 2 points in 11 centres and 1 point in 10 centres. On the contrary, Goa recorded a maximum decrease of 4 points followed by Tiruchirapally, Ajmer and Delhi (2 points each). Rest of the 5 centres’ indices remained stationary.

The indices of 32 centres are above All-India Index and 44 centres’ indices are below national average. The indices of Ernakulam and Warrangal centres remained at par with All-India Index.

The next issue of CPI-IW for the month of November, 2019 will be released on Tuesday, 31st December, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.

Qualifications :

a) Age Limit : Candidates should not have completed 57 years as on 01/07/2019 as per G.O. (Ms) No.156 Higher Education (B1) Department Dated: 15/09/2014.

b) Educational Qualifications :

Candidates should possess the following qualification on the date of notification

1 Lecturer in Engineering subjects : “ A Bachelor’s Degree in the appropriate branch of Engineering / Technology / Architecture* with not less than sixty Percent of marks or equivalent :

Provided that if the candidate has a Master’s Degree in the appropriate branch of Engineering / Technology / Architecture*, the candidate should possess a first class or equivalent in the appropriate branch either at Bachelor’s or Master’s degree level.”

(As per Tamil Nadu Government Gazette Extraordinary No.218 dated July 8, 2017). *As in the notification table 4 a) Vacancies are not available for Lecturer in Architecture and hence B.Arch., degree holders are not eligible to apply to this recruitment.

2 Lecturer in non-Engineering subjects: A first class Master’s degree in the appropriate branch of study.

Compulsory Retirement Under Section 56(J) of CCS (Pension) Rules

As per the information/data uploaded by the different Ministries/Departments/Cadre Controlling Authorities (CCAs) on Probity Portal followed by the rectification requests made by some Ministries/Departments/CCAs, during the period from July, 2014 to October, 2019 (as on 21.11.2019), FR 56(j) has been invoked against a total number of 96 Group ‘A’ officers of different Ministries/Departments.

The Government has the absolute right to retire Government officials prematurely on the ground of lack of integrity and ineffectiveness, in public interest, under the provisions of Fundamental Rules (FR) 56(j)/(l), Rule 48 of Central Civil Services (CCS) Pension Rules, 1972. These rules lay down the policy of periodic review and premature retirement of Government servants, which is a continuous process.

This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in RajyaSabha today.

(a) to (c): To have a uniform wage structure and to reduce the disparity in minimum wages across the country, the concept of National Floor Level Minimum Wage (NFLMW) as a non statutory measure was mooted on the basis of the recommendations of the National Commission on Rural Labour (NCRL) in 1991. On the basis of increase in the Consumer Price Index, the Central Government has fixed the National Floor Level Minimum Wages from Rs.160/- to Rs.176/- per day w.e.f. 01.06.2017.

(a) to (d): Government has, till date, not received any notice for a nationwide strike on 8th January, 2020. However, it is learnt through various media reports that some Central Trade Unions (CTUs) have given a call for a nationwide general strike on 8th January, 2020.

As and when, a strike notice is received by the Government, the Central Industrial Relations Machinery (CIRM) under the Office of Chief Labour Commissioner (Central) initiates the conciliation proceedings with the objective of resolving the issues involved in strike.

(a) : No Sir. Presently, there is no proposal to reduce age of retirement on superannuation from 60 years to 58 years.

There are provisions under Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) (Pension) Rules, 1972 and Rule 16(3) (Amended) of All India Services (Death-cum-Retirement Benefits) [AIS (DCRB)] Rules, 1958, according to which the Government has the absolute right to retire Government officials prematurely, on the ground of lack of integrity or ineffectiveness, in public interest, by giving notice of not less than three months in writing or three month’s pay and allowances in lieu of such notice:

(i) If he is, in Group ‘A’ or Group ‘B’ service or post in a substantive, quasi-permanent or temporary capacity and had entered Government service before attaining the age of 35 years, after he has attained the age of 50 years;

(ii) In any other case after he has attained the age of 55 years.

(b) & (c): Does not arise.

(b) if so, the details thereof;
(c) whether revocation of Article 370 and 35A in the State has ensured reservation to the communities belonging to the reserved category;

ANSWER

(a) to (e): Yes, sir. Before the revocation of Article 370 and 35A, ‘The Jammu and Kashmir Reservation Act, 2004’ was in force to provide reservation in jobs to the Scheduled Castes, Scheduled Tribes and Other Socially and Educationally Backward Classes in the erstwhile state of Jammu & Kashmir. After revocation of Article 370, ‘The Jammu and Kashmir Reservation Act, 2004’ is applicable to the Union Territory of Jammu and Kashmir and Union Territory of Laddakh with certain amendments, as mentioned in ‘The Jammu and Kashmir Reorganisation Act, 2019’. The number of people from the communities belonging to the reserved category to be benefited will be in proportion to the percentage of reservation for the respective categories.

(a) & (b): According to Ministry of Health & Family Welfare, to fulfil medical related necessities of Government servant, Central Government Health Scheme (CGHS) was started in 1954 for providing comprehensive medical care facilities to serving/retired Central Government employees and their families. CGHS facilities are admissible to all the Central Government Servants who are paid their salary/pension from the civil estimates of the Central Government and having their place of residence in an area covered by a CGHS Wellness Centre. CGHS was started in Delhi in 1954 and has now been extended to 70 other cities across the country. Wherever CGHS is not available, Central Government serving employees are governed by Central Service (Medical Attendance) Rules, 1944.

Further, to enhance the educational level, a Government employee is permitted to avail Study Leave upto 24 months in his entire service and 36 months for Central Health Scheme officers. Similar facility is also available under AIS (Study Leave) Regulations, 1960 for AIS officers.

(c): Does not arise.

(c): Number of sanctioned posts in Central Government as on 01.03.2014 and 01.03.2018 was 36,45,584 and 38,02,779 respectively, showing an increase in sanctioned strength by 1,57,195.
